  • This study analyzes the entrepreneurship policies of the previous Korean administrations from the perspective of the Policy Paradigm by Hall(1993). A total of 195 newspaper articles and 202 government documents were examined to identify policy paradigm shifts through an analysis of policy objectives, policy instruments, and changing quality of policy instruments by each administration. The first paradigm was built during the 5th and 6th Republic, where 'Support for Small and Medium Enterprise Establishment Act' was enacted in 1986 to promote and support start-ups in the manufacturing sector. Next is the so-called 'people's government' period where 'Act on Special Measures for the Promotion of Venture Businesses' was enacted to tackle the challenges posed during the 1997 Asian financial crisis. A new policy goal was set to promote and nurture venture companies seeking subsequent means to achieve it. The third paradigm shift took place during President Moon's administration in order to effectively respond to the issues stemming from the fourth industrial revolution and the COVID-19 pandemic. Through the overall revision of the 'Support for Small and Medium Enterprise Establishment Act', the scope of startups were expanded, new industries and technology startups were supported and promoted, and venture investment-related laws were streamlined. In addition, the Small and Medium Business Administration was promoted as the Ministry of SMEs and Startups, enabling them to take initiative in implementing startup policies. Particularly, this study focuses on examining the low survival rate of startup companies and the revitalization of private investment as rising policy issues for recent startups, and suggests the improvement direction due to startup policy paradigm shift.

  • In order to supply stable natural gas in the future, it is necessary to forecast the demand in advance and secure the quantity of supply. In this paper, we propose a method of estimating the demand function of industrial natural gas, which is the core of the increase of domestic natural gas demand in the future. The cross-sectional data of 304 domestic industries were used to estimate the demand function of the industrial natural gas, and the effect of industry specific characteristics such as capital investment, manufacturing cost. Finally, the least absolute deviation estimation method which is robust to outliers and does not assume the homogeneity of the error term and the normality, And the results were derived. In addition, the economic value of industrial city gas was estimated using the price elasticity of industrial city gas. Therefore, it can be seen that the continuous expansion and supply of city gas to the industrial sector is beneficial at the national level, and the government needs to promote expansion through the industrial city gas support policy.

  • In order to overcome the limitations of the individual renewable energy technologies such as photovoltaic (PV) and solar-thermal and effectively realize zero energy buildings, the photovoltaic-thermal (PVT) technology is being proposed. The current PVT module was simply combined with a PV panel and a solar-thermal collector. Therefore, it was difficult to commercialize because the PVT module is heavy and has no significant advantages compared to applying the individual technology. In this study, an attached PVT module is proposed for the commercialization and securing competitiveness in the renewable energy market. The attached PVT module enables on-site work with a simplified manufacturing process and can significantly reduce the supply price of the product. Moreover, it can be easily applied on already installed the PV panels. This study aims to commercialize the attached PVT module, the basic data was established as follows: (1) latest technology related to PVT module, (2) Global trends of the PVT module market. The possibility of commercialization of the attached PVT module was reviewed based on the results of the latest technology and market trends analysis. • The COVID-19 pandemic catalyzed major changes in our work environment, underscoring the critical role of workplace flexibility. While a wealth of research exists on specific flexible work strategies and schedules, a broader understanding of workplace flexibility has been somewhat overlooked. This study aimed to bridge this gap by examining the correlation between workplace flexibility and organizational commitment. Our sample consisted of 300 employees from foreign businesses in the ICT(information and communications technology) service sector and the manufacturing industry, along with those from the top 50 leading Korean enterprises. We bifurcated workplace flexibility into two distinct categories for this study: quantitative and qualitative. Our results revealed that within the quantitative category, the flexibility of continuity of work and flexible place significantly enhanced organizational commitment. Interestingly, the flexibility of work schedules didn't have a marked impact on commitment levels. On the qualitative side, job autonomy and teamwork emerged as significant drivers of organizational commitment. It's worth noting that qualitative aspects of workplace flexibility had a more pronounced effect on organizational commitment than the quantitative elements. These findings highlight the necessity of approaching workplace flexibility from a comprehensive perspective, embracing both its quantitative and qualitative dimensions. For businesses aiming to maximize the benefits of flexibility, it's essential to cultivate a culture of open communication, champion collaboration, and prioritize job autonomy and teamwork. Establishing a work environment that actively supports feedback-oriented communication stands as a key component in this endeavor.

  • The following policy implications can be drawn from this study: 1) The Air Pollution Emission Amount Report published by the Ministry of Environment since 1991 classifies industries into 4 sectors, i. e., heating, manufacturing, transportation and power generation. Currently, the usability of report is very low and extra efforts should be given to refine the current statistics and to improve the industrial classification. 2) Big pollution industries are as follows - s7, s17 and s20. The current air pollution control policy for these sectors compared to other sectors are found to be inefficient. This finding should be noted in the implementation of future air pollution policy. 3) s10 and s17 are found to be a big polluting industrial sector and its pollution reduction effect is also significant. 4) The effect of emission coefficient (${\Delta}f$) has the biggest impact on the reduction of emission amount change and the effect of economic growth coefficient (${\Delta}y$) has the biggest impact on the increase of emission volume. The effect of production technology factor (${\Delta}D$) and the effect of the change of the final demand structure (${\Delta}u$) are insignificant in terms of the change of emission volume. 5) Further studies on emission estimation techniques on each industry sector and the economic analysis are required to promote effective enforcement of the total volume control system of air pollutants, the differential management of pollution causing industrial sectors and the integration of environment and economy. 6) Korea's economic growth in 1990 is not pollution-driven in terms of the Barry Commoner's hypothesis, even though the overall industrial structure and the demand structure are not environmentally friendly. It indicates that environmental policies for the improvement of air quality depend mainly on the government initiatives and systematic national level consideration of industrial structures and the development of green technologies are not fully incorporated.

  • Recently, the importance of technological innovation has increased for securing competitiveness and for the survival of companies. On the other hand, obstacles that enterprises face during the course of technological innovation have diversified. Through prior studies, various innovation sources and government support systems are considered important factors in resolving these obstacles as well as securing technological innovation and competitiveness. However, these studies face criticism concerning various relationships between the influencing factors and the use of simple causal models. In this study, the effects on performance were analyzed based on a structural equation model. For analysis, 1,251 observed values were collected from the "2014 Korean Innovation Survey: Manufacturing Sector". Results found that obstacles to technological innovation in terms of fund, capacity and market promote the use of innovation sources and government support programs. On the other hand, various innovation sources and government support systems utilized by corporations have positively influenced technological innovation performance. As expected, among these obstacles, financial limitation had the greatest negative effect on innovation.

  • Rapid industrial development has led to a serious problem of pollution in the industrial sector. With the increasing social need for environmental protection, research on air pollution prevention equipment for reducing pollutants in industrial processes is actively being undertaken. The deterioration of existent, installed facilities, their increased emission rates, and the strengthening of the effluent quality standards make complying with permissible emission standards difficult. In fact, installing new electric precipitators or complementing existent facilities is inevitable. The expansion and complementation of the installed electrical precipitators have led to improvements in dust collection efficiency, shorter working times, and lower costs. Because of its easy installation and simple manufacturing process, the production method with the discharge electrode of an electric precipitator is widely used. The following conclusions were reached by classifying discharge electrodes into four types based on the production method and mutually comparing them by their dust collection efficiency. None of the four types used in this study were damaged by impact. However, we were able to confirm some strain from the compression sites of both type A and type B. Both type B and type C are expected to have greater dust collection efficiencies than the other models due to their large vibration transmissibility. Moreover, the high vibrational energy is expected to cause rapping damage during its operation. Particularly, in the case of type B, some of the strain was found at the end of the compression site. The coupling schemes of both type C and type D are out of vibration transmissibility. On the other hand, the ability to maintain straightness and solidity of the side is regarded as outstanding and stable. Type D has outstanding on-site workability, considering the presence of locking, structural stability, and work conditions. From these experiments, we determined that type C is the most ideal connection method of discharge electrode, considering its construction period of renovation. Type C is inferior to type D with regard to on-site workability. However, type C has outstanding dedusting transmission with regard to the straightness, solidity maintenance, and vibration of shearing stress.

  • There has been increasing concerns for the problems of water security in countries, caused by the frequent occurrence of localized drought due to the climate change and uncertainty of water balance. The importance of fresh water is emphasized as considerable amount of usable fresh water is utilized for power generation sector producing electricity. PV power system, the source of renewable energy, consumes water for the every steps of life cycle: manufacturing, installation, and operation. However, it uses relatively less water than the traditional energy sources such as thermal power and nuclear power sources. In this study, to find out the use of water for the entire process of PV power system from extracting raw materials to operating the system, the footprint of water in the whole process is measured to be analyzed. Measuring the result, the PV water footprint of value chain was $0.989m^3/MWh$ and the water footprint appeared higher specially in poly-Si and solar cell process. The following two reasons explain it: poly-Si process is energy-intensive process and it consumes lots of cooling water. In solar cell process, deionized water is used considerably for washing a high-efficiency crystalline silicon. It is identified that PV system is the source using less water than traditional ones, which has a critical value in saving water. In discussing the future energy policy, it is vital to introduce the concept of water footprint as a supplementary value of renewable energy.
