  • In the light of necessary analysis on the cooperation and development between ports and shipping line, and the characteristic of cooperation between international ports and shipping lines, the article analyses the operating strategies in actual shipping lines benefits to the cooperation between ports and shipping lines. After all-round analysis on the cooperation and development between ports and shipping lines, the author presents the running model of ports and shipping lines in Far East, which is the integration of operation between ports and shipping lines (namely integration of logistics service network). MPI를 활용한 국적 외항 컨테이너 선사의 생산성 변화 분석 연구 (A Study on the Productivity Changes of the Korean Container Shipping Lines using MPI)

  • 본연구는 2019~2021년 14개 국적 외항 컨테이너 선사의 생산성 변화를 MPI(Malmquist Productivity Index)를 통해 분석하였다. 분석 기간 14개 선사의 MPI는 연평균 38.4% 증가한 것으로 분석되었다. MPI 변화 원인을 살펴보면, TCI(Technical Change Index)는 연평균 58.3% 증가하였으나 TECI(Technical Efficiency Change Index)는 연평균 12.6% 감소한 것으로 나타났다. 이는 선박의 효율성 또는 선대 규모 확대 효과보다는 운임상승에 의한 생산성 향상이 주원인임을 의미한다. 원양 해운선사인 HMM과 SM상선은 타 선사(아시아 역내 선사)와 달리 TECI와 TCI가 모두 생산성 향상에 긍정적인 영향을 미친 것으로 나타났다. 반면, 아시아 역내 선사의 경우 TCI(i.e. 운임상승) 값의 증가에 의한 생산성 향상이며, TECI값 중 SECI(Scale Effieicency Change Index) 값이 낮아 이들 선사는 선대 규모(규모의 경제) 변경에 따른 비용 절감 효과를 거의 누리지 못한 것으로 분석되었다.

  • Currently, container transport services play a substantial role in global cargo transportation, by serving as an intermodal between exporter and importer. Container shipping has become increasingly important over the past few decades, due to obvious advantages. However, Vietnam's container market has shown severely ongoing competition among numerous domestic and foreign shipping lines, resulting in serious consequences occurring such as freight rates substantially decreasing within the last 10 years. Vietnam's sea lanes have become more defensive, to cover losses of shipping companies. Selection of criteria for competitive evaluation of container transport companies is necessary, to facilitate addressing the problems within the enterprise, especially relating to its position in the market and from here, business management can implement strategic plans and reasonable policy, to survive and grow.

  • The world of container shipping and container terminal business is changing and container ports need to know what the changes are in order to plan how to respond. In particular, the container transport industry has noticed two major developments such as globalization and consolidation. The purpose of this paper is to review the current trend towards globalization and consolidation of container liner shipping and container terminal business. It also investigates the impact of these market developments on container ports and presents its implications for port development, management and operation, and port competition policy. According to the discussion of this paper a greater exercise of market power of container terminal operators will have negative impacts on international trade and national economy, especially port users, including container lines, exporters and importers. An empirical evidence on the exercise of market power is required to develop competition rules on market dominance at a national and international level. This paper suggests 'port coopetition' as a solution for smaller and regional container terminal operators to survive in a competitive business environment.

부산 컨테이너 수출항의 배후지와 지향지의 공간구조 (Spatial Structure of Hinterlands and Forelands of Pusan Container Export Port: the Cases of 3 National Flag Carriers)

  • 제 2 차 세계대전 이후 등장한 컨테이너화에 의해 큰 발전을 가져온 현대항만의 수송기능을 이해하기 위하여, 본 연구는 교통결절점으로서의 부산항을 중심으로 컨테이너 수출화물을 통하여 배후지와 지향지의 공간구조를 파악하는 것을 목적으로 하였다. 분석결과, 수출 컨테이너 화물의 배후지는 대도시와 공업도시, 기타 지역으로 수출품목에 의해 유형화될 수 있으며, 주요 지향지는 각 선사의 수송항로에 있어 각 항만의 규모와 각 선사의 항만터미널 이용 편리도에 따라 결정되었다는 점을 밝혔다. 그리고 수출 컨테이너 화물의 배후지와 지향지의 결합에서 국적 3社 모두 품목에 따른 배후지의 유형은 유사하게 나타난다.

  • 해상운송에서 컨테이너 선박의 중요성이 커지면서 수요와 공급이 증가하고 있다. 컨테이너 정기 선사들은 비용 절감과 운영 효율성을 위해 해운동맹을 형성해 공동 운항과 선복 공유를 진행해 왔다. 1995년 이후 해운동맹은 다양한 형태로 변화해 왔으며, 최근 머스크와 하팍로이드는 2025년 2월 새로운 해운동맹 '제미나이 코퍼레이션' 출범을 발표하면서, 해운동맹의 재편이 예상된다. 이러한 변화는 항만의 운영에 영향을 미친다. 부산항의 경우, 대형 해운동맹 선박을 단일 터미널이 수용하지 못해, 복수의 터미널을 이용하는 경우가 많아지면서 터미널 간 운송 비용이 증가하고 운영 효율성이 저하되는 문제가 발생하고 있다. 이에 본 논문은 2012년 이후 해운동맹의 변화를 살펴보고, 부산항의 컨테이너 터미널 이용 현황을 분석하며, 해운동맹 재편에 대응한 부산항의 효율적 운영 방안을 제시하고자 한다.

컨테이너 연안해송 활성화에 관한 연구 -부산항을 중심으로- (On Promoting the Coastal Transport of Container)

  • There has been fast progress in economy in Korea derived by a consecutive five-year plan program for economic development started in the early 1960's. In the field of transportation, rapid changes in the technological environment of transportation and communication have brought a revolution of the transport system, of which inter-modal transportation through containerisation is typical. Because of the rapidly growing traffic volumes of cargo, especially container traffic, and lack of investment into transport infrastructure in the past, both road and railway are beyond their capacity. As a result, the public-road network has suffered a serious congestion problem. For instance, in relation to the corridor between Seoul and Pusan, today, it takes about 14 hours for the journey of container trailer through Kyongbu Expressway, for which it used to take only 7 hours in 1986. For the railway, though the congestion problem is not very serious compared with the road sector, a shortage of capacity on certain main lines has emerged as a problem as railway traffic has increased. Furthermore, the further expansion of the system in near future is difficult due to burden of higher construction the cost. Unlike these two modes, coastal shipping, which has been paid relatively less attention for commodity transport in Korea, shows no constraint in this respect. In addition, it is the most cost efficient mode of transport. This work therefore aims to make a proposal for the alternative inland transportation mode, which is to promote the coastal transport of container. Three obstructing factors for the promotion of the coastal transport are investigated and some solutions for those are suggested as follows : First, it appears to be essential to provide exclusive ports for the coastal shipping, that comply with simplification, specialization and rationalization. The optimum size of berths on the exclusive ports in Pusan port is estimated as 16-20. We found that it needs periodical study and publicity on the advantages from the adoption of the coastal mode. Inducing competition in the coastal shipping market is also necessary. For the supply of the fleet in the coastal shipping, chartering of the surplus ships in the oversea shipping is found to be more desirable than new shipbuilding. Second, to solve the fragmentation of the companies which wish to participate in the coastal transport, government has to implement the subsidy policy. The encouragement of participation of the shipping lines engaging in Korea-Japan run and Korea-East South Asia run, into coastal shipping also needs to be considered cautiously. Third, simplification of the document for entry in ports is needed for rational coastal shipping management. We can use B/L (Bill of Lading) for coastal shipping as a prerequisite to get the indemnity by P & I Club. The reduction of the government controls on entering and leaving the ports also needs.

COVID-19 판데믹 전후의 컨테이너해운업 동향분석과 해운재건을 위한 정책 방향 제언 (Trend and Political Implications of Container Shipping Industry Before and After COVID-19 Pandemic)

  • 이 연구는 COVID-19 판데믹 전후 즉, 2019년부터 2021년 현재까지의 해운경기와 동향분석을 통해 이번 컨테이너 해운호황을 면밀히 분석하고 그 원인을 알아보았다. 또한 이 연구는 우리 해운기업이 포스트 코로나 시대에 지속가능한 성장을 위해 정책방향을 제언하였다. 연구 결과, COVID-19 확산이 유발한 수요감소에 대한 대응으로 선사들이 선박가동중단(idle)을 늘렸다는 언론 보도와는 다르게 스크러버 설치를 위해 가동중단선박이 급속히 늘어난 것을 확인하였다. 이 연구에서 제언한 정책방향으로는 선박공급과잉의 원인 분석과 해운산업 증요성에 대한 전국민적 공감대 확보가 필요하다는 것이었다. 구체적으로 첫 번째, 해운정책으로 인해 오히려 선박공급과잉이 심화되었는지 알아볼 필요가 있다는 것, 두 번째, 해운정책의 기조 특히, 호황기 정책 기조를 재검토할 필요가 있다는 것, 세 번째, 불황기 공급확장 정책 이외에 호황기 공급조절 정책과 같은 해운정책의 포트폴리오를 구성해야 한다는 것 등이다. 마지막으로, 정책 당국과 해운 관련 국책연구기관의 해운경기 예측력을 제고시켜야 하며, 지속적으로 선사CEO 대상 선박투자 세미나를 개최하고, S&P 전문가 및 해운시장 분석가를 양성해야 할 것을 주장하였다.

Causal Relationship Between Indian Ports' Originated Container Traffic and Total Transshipments of Port of Colombo: A Granger Causality Analysis

  • Colombo noticeably became the most economical gateway to the Indian subcontinent, in terms of cost as well as time. The Colombo Port Expansion Project (CPEP) started commencement with the purpose of accommodating mega ships, under the long-term strategies of making Colombo the hub of South Asia. In this context, the purpose of this study is to investigate the causal relationship between Indian ports' originated container traffic, and total transshipments of the port of Colombo, and also to identify the nature of the causality between the two variables, evaluating Granger causality test results. It finds unidirectional causality from total transshipments of Colombo to Indian ports' originated transshipments in the port of Colombo. It suggested that ongoing port expansion projects, opening up for new markets and attracting new shipping lines in the port of Colombo, have generated significant impact on Indian ports' container traffic, via the port of Colombo. Findings would be valuable for future forecasting of container traffic in Colombo port and the policy-making process in the port as well.
