The presidential records of the participatory government transferred to the Presidential Archives are the result of innovation in the record production system symbolized by the document management card of the e-jiwon system. Records reveal the policy-making process by documenting the decision-making process. This study identified the existing forms of records related to records management innovation produced by the Office of the Records Management Secretary at the Office of the President, and reorganized them into functions-activities-subjects-actions. Thematic record types help to systematically understand the evolution of the matter and the nature of the record. The characteristics of each record were identified by writing detailed information on the record. These attempts are meaningful in that they provide basic data for the evaluation and use of presidential records.
This study investigated and analyzed the 17th presidential record by further expanding the awareness of the problem, focusing on media suspicions related to the 17th presidential record. And Based on the results, the purpose is to suggest ways to improve the presidential records management system. To this end, the 17th presidential record transferred to the Presidential Archives was first outlined from an overall perspective, and the records produced in the "record management", "ancillary room", and "Public Safety" functions were quantitatively analyzed. Next, we analyzed the physical records qualitatively along with quantitative analysis of the cases of 'production status notification', 'record production and nonregistration of records via e-mail', and 'core records and electronic/non-electronic records' to determine the records of the 17th President. Personality was diagnosed. Finally, based on the analysis results, a plan to improve the presidential record management system was proposed.
Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.

The study designs and implements a metadata management system for archival and manuscripts control. It has two purposes. First purpose is to organize the collection that the Institution of Korean Church History holds by using the proposed metadata format. Second purpose is to suggest the model and framework for managing the collection. The proposed metadata is designed based on ISAD(G), USMARC AMC, EAD and Ebind, By using the proposed metadata, the collection management system, which allows an integrated retrieval, is implemented. In order to evaluate the efficiency of the proposed system as well as to gain the basic data for the improvement of the proposed system, a questionnaire survey through e-mail is conducted. The evaluation results will be utilized for improving and upgrading the proposed system, and the phrased implementation of applying the system to digital libraries is suggested.
With the enactment of regulations on confidential records management, the management of confidential records has become more important than ever. However, there remains no management method in the field of records management that takes the feature and values of confidential records into consideration. For this, this study processed electronically confidential records managed in a non-electronic environment. In addition, we developed a system that will allow public institutions to manage confidential records independently, that will prevent loss of information because of loss of or damage to the confidential records, and that can be used conveniently in the digital security environment of authorized users to establish a foundation for commercial management. In this study, we analyzed the system configuration requirements according to the international standard for the records management of a confidential records management system and system-related issues such as system design based on the analyzed requirements, system security and encryption, and metadata, the overall process of establishing and outputting secret management records and standard management.
The business management system is a standardized system commonly used by government agencies and is a major tool that remains in the work process and decision-making of government agencies. Production of document-type records is mainly focused on approval documents, so it does not cover various types of records. In a changing environment such as the production of new digital types of records, the emergence of various collaboration software and work systems, and remote work, it is necessary to think about the direction the government work management system will go. This study investigates business systems and utilization methods of competitive companies, analyzes the usage status of On-Nara 2.0, a government business management system, and conducts interviews with business managers. And the purpose is to analyze what kind of difference there is. In addition, we would like to suggest improvement functions and policy directions to respond to digital innovation and improve job accountability and efficiency.
The collection and transfer of records is a very basic stage in the whole process of records and archives management. However they are regarded as an non-professional art of work in records management that are performed easily by everyone. Therefore they have been treated not properly in the scholarly discussion of archival sciences in Korea. The collection and transfer of records play an active role in the making of effective administrative system, in accumulating and sharing the knowledge and informations of political, economical, social and cultural values. On the basis of proper collection and transfer of records our democracy can operate regularly and our daily experiences can be preserved as historical resources. For the optimal-functioned collection and transfer of public records the archivists for this task must have a comprehensive understanding of whole process of records management and possess suitable professional skills. Moreover there are many sorts of preliminary works needed for this task, as follows: an accurate defining of administrative organizations and their tasks, thorough understanding of records management institutions on their own competence and ability, and the establishment of technical standards for their tasks. Additionally the archivists are able not only to consider the present informational and evidential values of the records, but also the historical values. It can be said that the collection and transfer of records is a "synthesis of records management skills" exerted by an archivist. According to the newly established law of public records management, the collection and transfer of public records must be registered at first electronically. Through this procedure the whole contents of produced and transmitted records, which are to be transferred, can be reported in detail. By means of this report the archival institutions and the archivists can trace back the each items of records(archives) and the result of their arrangement to identify a certain object. There are also new storage strategies employed to increase the whole sum of stored informations, i. e. records and archives, in spite of reducing the storage costs. It will be achieved by differentiations of the preservation methods for each sorts of records by the criteria of storage-period, -place, and -method. Many supplementary methods are also prepared to help the collection of important records(archives) in a complete structure and form. To let this new concept and system of collection and transfer of records operate properly, a number of professional archivists should be posted in the needed places throughout the whole administrative body. Their training must be also updated for the newly defined task of collection and transfer of records.
Since the introduction of the Archives Evaluation System in 2008, the Republic of Korea's archives management has undergone many changes and great development. However, there remain process problems in several operations of concerned agencies. These are made up of problems in the system itself (operation-related problem), problems in evaluation indicators, and issues in communication issue between the rating agency and the national archives of the rated institutions. This study was a theorem for such status of the concept, objectives, and the indicators of the institutional evaluation system as it looked into the problems and sought improvement of the systems and indicators. The problems of the evaluation system were felt in the survey of the education field, which was conducted through interviews and phone interviews with the Office of Education's archives managers and researchers. Among the problems found were the assessment period, the number of indicators, evaluation process, the assessment indicators, and the best practices. Moreover, this study summarized the comments of the archives managers on what they believed are needed to improve the field. As a result, it confirmed that structural and fundamental changes in the institutional evaluation system are needed. Based on these findings, this study hopes that an archives management business for the public institutions of the Republic of Korea would be developed in the future.
The CAMS(Central Archives Management System) of NAK(National Archives of Korea) is an important system which receives and manages large amount of electronic records annually from 2015. From the point of view in database design, this paper analyzes the database schema of CAMS and discusses the direction of overall improvement of the CAMS. Firstly this research analyzes the tables for records and folders in the CAMS database which are core tables for the electronic records management. As a result, researchers notice that it is difficult to trust the quality of the records in the CAMS, because two core tables are entirely not normalized and have many columns whose roles are unknown. Secondly, this study suggests directions of normalization for the tables for records and folders in the CAMS database like followings: First, redistributing the columns into proper tables to reduce the duplication. Second, separating the columns about the classification scheme into separate tables. Third, separating the columns about the records types and sorts into separate tables. Lastly, separating metadata information related to the acquisition, takeover and preservation into separate tables. Thirdly, this paper suggests considerations to design and manage the database schema in each phase of archival management. In the ingest phase, the system should be able to process large amount of records as batch jobs in time annually. In the preservation phase, the system should be able to keep the management histories in the CAMS as audit trails including the reclassification, revaluation, and preservation activities related to the records. In the access phase, the descriptive metadata sets for the access should be selected and confirmed in various ways. Lastly, this research also shows the prototype of conceptual database schema for the CAMS which fulfills the metadata standards for records.
This thesis aims to study the founding process and operation of the prefectural archives of Japan and to put that knowledge to the founding regional archives in Korea. Now 28 among 47 Prefectural Governments in Japan have founded and operated the prefectural archives. While Kyoto Prefectural Library and Archives, Nagano Prefectural Museum of History, Gifu Prefectural Virtual Museum of History, The Archives of Hyogo Prefectural Government, Ibaraki Prefectural Museum of History and Hukushima Prefectural Archives are on the type of Prefectural Museum of History, the rest of them are on the type of Archives. The Prefectural Museum of History in Japan has a complex function as the museum, the library, and the archives. But the Prefectural Museum of History seems to be a sort of transient phenomenon to Archives. The reason which Prefectural Museum of History can not develop into the Archives is not so much owing to financial difficulties as lack of understanding on the function of Archives. The thesis shows founding process of each prefectural archives. Especially, the case study on the Kanagawa Prefectural Archives, Okinawa Prefectural Archives was arranged by the detailed data investigation. Comparing with other prefectures, these three prefectural archives have a system in the collection and arrangement process of current official records, paleography and many other materials, and construct records management system with institutionalizing accession, arrangement, and opening of official records by regulations, rules and so forth. But because of historical background and character in each region, the difference may exist in the founding process of three prefectural archives. Before central archival institution, National Archives of Japan, is founded, the prefectural archives have been founded at each region and they have gained relatively independent status so that decentralism in the system of managing records could be possible. And the private historical organizations had many influences on the founding process of National Archives of Japan. Of course the Japanese Archives system may have many differences from Korean regional archives. While Japan established Archives institute for itself with localism, Korea has not settled the system of self-government still. Moreover, financial difficulties on founding regional archives and lack of understanding of the Archives remained in Korea. And yet with regard to the founding regional archives in Korea, the case of operation and founding process of prefectural archives of Japan may be of great value.
