THE END OF THE SCANDINAVIAN MODEL? WELFARE REFORM IN THE NORDIC COUNTRIES

  • The Scandinavian cluster of welfare societies has for many years been considered a realisation of Richard Titmuss' institutional redistributive model of social policy. Recent reforms have, however challenged this assumption. The paper sets out to evaluate whether recent major changes in welfare provision are merely modifying the model or whether the Scandianian states are converging towards some kind of European social model. It is concluded that besides very many first order changes, such as reducing benefits, an number of second and third order changes have occurred; i.e. the institutional setting and the objective of the welfare states have changed during the 1990s. The Scandinavian welfare states are still distinct, but less so than a decade or two ago. The new elements are features usually associated with welfare models at play within the European Union. It is, hence, concluded that welfare in Scandinavia is undergoing a process of Europeanisation.

Exploring Policy Reform Options for the Welfare Regime Shift in Korea (한국 복지의 새판 짜기를 위한 문제 인식과 방안 모색)

  • Generally, regime shift occurs less frequently than policy change and/or government change. Regime shift needs alterations and changes along the three critical components which constitute a domestic regime: (1) the character of the socioeconomic coalition that rules the country; (2) the political and economic institutions through which power is acquired and exercised; and (3) the public policy profile that give political direction to the nation. This paper tries to examine characteristics of the welfare regime of Korea, and explore policy reform options for the welfare regime shift in Korea. From the viewpoint of livelihood security perspective, I firstly tries to examine development process of Korean welfare regime and specify the main characteristics of that regime. Secondly, I present three policy reform options: (1) reform of the formal political institutions such as electoral system and government type; (2) restructuring of the composition of government expenditure structure; and (3) reduction of the informal employment. These three policy reform options are related to the alteration of socioeconomic coalitions and the changes of the political and economic institutions. Instead of concluding remarks, I finally suggest two debate topics to the round table discussion.

The Search for New Model of Delivery System for Family Welfare Service (가족복지서비스 전달체계 수립을 위한 방향과 원칙에 관한 탐색적 연구)

  • This study examines the changing paradigm of family welfare policy and tries to find an appropriate model for the delivery system of family welfare service. First, the study reviews the contexts of family policy in new paradigm, and traces the changing process of family welfare-related administration from the ministry of human and health to the ministry of family and gender equality. Second, the study examines the principles of the delivery system for family welfare service to pursue the advancement of family policy. In conclusion, it proposes an alternative model for the successful settlement into community of family welfare delivery system, and a desirable position and role of family support center. The principles of the delivery system of family welfare service is fundamentally to make family policy come realistic, such as strengthening family stability through the harmonic reconciliation of work and family, preventing any forms of families from social safety net, and securing happy lives. Comprehensiveness, continuity, effectiveness, and accessibility of the system are also needed. In particular, family support center, recently very controversial, could be better as a representative council of networking various kinds of community organizations in the fields of family welfare enhancement, rather than organization of direct service provision, such as family counselling, education and therapy. Finally, an alternative model of delivery system for family welfare service is presented.

  • The purpose of this study is to provide the direction of the policy forwelfare of the home - based service by identifying the problem and improvement of the home - based service. In the fast growing society like korea social welfare policy for the home - based service. The core hypotheses, of this research that home - based services canexpand social support network and improve life satisfaction were aceptedor rejected, In other words, while the home - based services expanded the lold people social support network through the activities of social workers and volunteers, these services considering the findings of the this study, we can conclude that the current home - based services provided by social welfare have an effect upon increasing old peoples social support. But these services have no effect upon improving life satisfaction index.

A Study on the Factors Affecting Low Fertility and the Implication of Socal Welfare (저출산의 요인분석과 사회복지적 함의)

  • The purpose of this study is to analyze factors to affect low fertility and to investigate its implications to social welfare. For the purpose, I surveyed 360 married women and men in Gyeongnam province, and employed multi-regression, logistic regression model to process the data. I analyzed factors to influence low fertility in three aspects: demographic feature, socio-economic status, and personal sense of value. The results of analysis can be summarized as follows: (1) the period of marriage in demographic feature, income level in social economic status, and the necessity of children in personal sense of value are important factors to affect the current fertility level, (2) period of marriage, total numbers of children, gender of the first child are determining the future childbirth in demographic feature. Secondly, income level is interrelated to the future childbirth in socio-economic status. Thirdly, in the aspect of personal values, how much one needs to get married, how much one prefers son to daughter, how much one relies on one's children to realize one's dream are interrelated to the future childbirth, (3) the cost of bringing up a child as well as he expense of private education, lacking of a day nursery, and economic difficulty are causes to make people to postpone or give up childbirth. These results suggest that development of population policy to promote women's social participation and to strengthen family welfare as well as social welfare is necessary. These also implicates that if we pursue integrated policies on women, childcare, and education, we can get much more effective population welfare policy.

The Effects of Empowering Leadership on Organizational Citizenship Behavior: Focusing on Mediation Effects of Self-efficacy

  • This study verified the structural relations among empowering leadership, self-efficacy and organizational citizenship behavior (OCB) in social welfare organizations. To this end, the study chose self-efficacy as an intervening variable and OCB as a dependent variable by considering the characteristics of social welfare organizations and their works. The study found that empowering leadership has a significantly positive impact on self-efficacy while both self-efficacy and empowering leadership have a significantly positive impact on OCB. Self-efficacy has meditating effects on the relationship between empowering leadership and OCB. Based on these results, the study suggests policy implications for the improvement of social workers' self- efficacy and OCB through empowering leadership in social welfare centers.

The Influence of Social Participation on School Adjustment in Early Adolescents: Mediating Effects of a Sense of Community (초기청소년의 사회참여가 학교생활 적응에 미치는 영향과 공동체의식의 매개효과)

  • In this study we examine the relationship between the social participation in the early adolescents and school adjustment as well as the mediating effects of a sense of community. Findings provide ways of intervention that can increase a youth's school life. Based on samples of 2,351 first grade middle school students from the data in the 'Korea Youth Panel Survey' administered by the National Youth Policy Institute, we analysed the correlation among the variables. The results are as follows. First, the social participation of youths showed a major influence on school adjustment, and was identified as: the more the students participate in social activities, the better the students get adjusted to school. Second, the social participation has a significant effect on sense of community. In other words, the more the students participate in social activities, the more the students get a sense of community. Third, a sense of community mediated the process of social participation on school adjustment. These findings indicate that in order to increase a youth's school adjustment, a promotion of social participation and an effort to increase a sense of community are required. The implications of these findings suggest that by intervening social welfare and policy, can improve the integrity of a youth's school life.

Social Welfare Informatization from the Viewpoint of Recipients: Applying Three Dimensions of Information Literacy (수급자의 생활세계 관점에서 바라본 사회복지정보화 : 정보 리터러시 3차원을 중심으로)

  • This study delineates how recipients access, understand, and make use of social welfare information in their life-worlds. Through this vivid illustration about recipients' information behaviors, this research aims to suggest that government-centred welfare informatization policy should be readjusted. South Korean government has made enormous efforts to deliver and share social welfare information and knowledge with recipients, by organizing IT eduction programmes, offering free computers, and opening welfare portals. However, despite of such endeavors, not a few recipients find difficulty in gaining, grasping, and using welfare information. In fact, welfare informatization programmes have so far been initiated by the governmental bureaucratic system, and the voice of recipients have hardly been reflected on the informatization policy. Starting from this problem, this study examines how low-income recipients perceive and accept social welfare information in their daily lives and reflects on social welfare information at their point. For this purpose, this research conducted in-depth interviews with 14 recipients and analyzed the data using a framework analysis method. Based on the results, it raises the need for the remodelling of current welfare informatization measures from the perspective of recipients rather than following the custom of the bureaucratic system.

Welfare Dynamics in Korea Determinants of Welfare Exit (국민기초생활보장제도 수급동태의 특성 및 수급탈출의 결정요인 분석)

  • This study examines the welfare dynamics in Korea under the scheme of National Basic Livelihood Protection Program(NBLP). Data are drawn from Korean Welfare Panel study 2005~2007. Main findings are summarized as follows. First, the exit probabilities show a declining tendency with time on welfare increases. If the exit probabilities indeed decline over time, the earlier years on welfare deserve more interest in the policy perspective. Moreover, the vast majority of recipients are long-termers. Further efforts are needed to increase self-sufficiency through providing genuine opportunity and necessary support for recipients. Second, out-of-poverty exit and out-of-system exit are quite different in their properties. The results from the multivariate analysis confirm that the dropouts through out-of-system exit are virtually the same with those who remain on welfare. These results imply that the government should not resort to the negative policy proposals such as time limit and strengthening sanctions. Third, several explanatory variables have anticipated effect on welfare exit probabilities. Age, education, health, marital status, the presence of children, employment status have a certain level of impact on exit, with the only exception of gender. Since the identification of the determinants can facilitate sensible targeting on the potential leavers, these results have some implications on policy proposals.

The Study on Factors Affecting Inter-agency Coordination in Family Violence (가정폭력 관련 기관들의 서비스 연계실태와 관련 요인)

  • In the 1990s, with enacting of the laws on the family violence in Korea, agencies such as helpline 1366, counseling center and shelter for the female victims have been rapidly increasing in number. Also police and medical center have been viewed as having major responsibility for delivering services and social workers in community welfare center and public social worker have been expected play a role in community-based delivery systems for the female victims. The purpose of this study is to measure the level of the inter agency coordination and to find out the factors affecting the inter-agency coordination in family violence and to make policy implications for a better delivery system. The data were obtained from a social survey of family violence agencies, counselling center/shelter/helpline 1366, police, medical center, social workers of community center and of public sector in Seoul and Kyeongi area. The major results are as follows: 1) the level of inter-agency coordination is low, specially the referal cases of police and medical center is very poor. 2) The type of inter-agency coordination is referals and information sharing among agencies. 3) the factors affecting inter-agency coordination is agency type, wills and efforts of agency, information sharing, experience of family violence education. The current findings suggest that the delivery system to promote inter-agency coordination efforts and for police and medical center, social worker in private and public agency to respond promptly and properly would be built up.
