The method for applying International Standards to Korean Industrial Standards in Construction fields - The standards of sampling and testing the fresh concrete - (건설분야에서 국내표준과 국제표준의 부합화 방안 - 콘크리트 시료채취와 시험방법에 대한 규격을 중심으로 -)

  • As the international trade has been increased, unified worldwide standards are getting more important and necessary. At the TBT(Agreement on Technical Barrier to Trade) of WTO(World Trade Organization) and the CTI meeting of APEC(Asia-Pacific Economic Cooperation), they made an agreement with applying International Standards to National Standards gradually. In addition, ISO (International Organization for Standardization) established the ISO/IEC Guide 21, a guideline for applying International Standards to National Standards. In these environment, Korean Industrial Standards has to be prepared for it. This paper introduce the comparison between Korean Industrial Standards and ISO Standards about the standards of sampling and testing the fresh concrete, based on ISO/IEC Guide 21 by ISO and the Applying guideline by Korean Agency for Technology and Standards, and then discuss the problem about applying them. The overall objective is to establish the applying guideline on construction fields, which is civil and building engineering part(KS F) of Korean Industrial Standards.

An Integrated Management System for KS and ISO 9001 Certification (KS인증과 ISO 9001인증의 통합운영에 관한 연구)

  • In spite of some similarities between KS(Korean Industrial Standards) certification audit criteria and ISO 9001 certification requirements, most of companies manage the two certification systems independently. In this study, we analyze two certification systems, find common points and propose a model or guideline of the integrated system management for small companies. This research compares KS criteria with ISO requirements in detail. A survey is carried out to check and review the situation of the manufacturers which obtain both KS and ISO 9001 certification. Survey results show that there is a small difference in certification management according to company's size, but some benefit points of the integration management regardless of company's size.

  • The objective of this paper is to provide integrated Korea industrial standards(KS) for concrete aggregates, which has been separately provided with ten kinds of KS, in order to improve the way of quality management of concrete aggregate and to prevent distribution of unsuitable aggregates. For the sequences of the paper, typical foreign standards related to concrete aggregates including ASTM for US, EN for EU, JIS for Japan are reviewed and compared to provide necessities and feasibilities of the paper. Based on the analysis above results, existing KS for concrete aggregates, which have been separately provided with ten kinds being lack of correlation between each KS is integrated to KS F 2526 "Aggregates for concrete" in this paper. By doing this, in terms of terminology, the expression of the aggregate, which has been currently classified into specified terminologies of aggregates depending on sources, manufacturing methods of each aggregates, is able to be integrated to single expression of the aggregate for concrete. It is believed that integrated KS presented herein provides more desirable way in terms of its better accessibility, easier revision and closer connection between each aggregate kinds.

  • Purpose: The objective of this study is to provide a methodology that can facilitate efficient development of a product portfolio by utilizing Korean Standards(KS) networks. Methods: A case study on a steel manufacturing company is provided. Social network analysis h as been conducted on KS network and KS certification information of the company. Core test standards of a company have been identified. The core standards, then, used to construct a product-standard network of a corresponding industry. Results: As a result of analyzing product-standard networks, a product portfolio of a company has been developed. It has been shown that the candidate product portfolio is a cost-effective alternative in terms of standard maintenance cost. Conclusion: By using social network analysis, standards information can be used to support new product development process.

  • In spite of frequent defect in industrial boilers, life assessment or diagnostic method for them has not been actively studied. In this research, SS400 carbon steel used in industrial boilers is simulated with artificial aging heat treatment. To do qualitative life assessment, differences in micro-structures and hardness of SS400 by the degradation time are studied. In addition, variation in material properties by aging was observed with the tensile test at room temperature and $179^{\circ}C$ and changes in ductile to brittle transition temperature was observed with the charpy impact test performed at several test temperature.

  • Recently, uncertainty of hardeness became a major concem for the people working on the laboratory evaluation and accreditation. It is required to indicate uncertainty of hardness tester on the report after calibration. In addition to this, uncertainty of certified hardness reference block is also required to indicate on the certification sheet. Method on the evaluation of uncertainty in hardness measurement is agreed only recently for Rockwell hardness C scale. In this paper, a preliminary calculation of uncertainty based on type B evaluation has been made for hardness testers which satisfies the requirements of Korean Standards. It was found that the tolerance limit of mean value specified in KS should be increased to be compatible with the calculated uncertainty.

  • To understand current status for the utilization of Korean military specifications(KDS) and other standards/specifications in munitions companies, we have surveyed 150 companies mainly related with electrical and electronic industry. Most of the companies have expected that the harmonization of KDS and KS would bring a positive effect on their business, especially from the point of quality control, productivity increase, the reduction of expenditure for standard management and so on. This survey result will help to build more user-friendly management system for KDS as well as KS.
