목적: 안경테에 있어 각국의 규격을 조사하고 한국산업규격(KS, Korean Industrial Standards)의 문제점과 개선점을 제시하는데 있다. 방법: 안경테와 관계된 한국산업규격, 국제규격(ISO, International Organization for Standardization), 일본공업규격(JIS, Japanese Industrial Standards), 독일국가규격(DIN, Deutsches Institut fur Normung) 및 미국표준국(ANSI, American National Standards Institute)규격의 최신판을 조사하였다. 비교 대상의 규격 명칭은 용어 및 어휘, 계측 시스템과 용어, 표시, 요구 사항 및 시험 방법, 형판, 나사 등으로 하였다. 결과: 용어와 어휘 규격에서 KS와 ANSI규격을 제외한 모든 규격은 영어(영국, 미국), 프랑스어, 러시아어, 일본어, 중국어, 독일어, 이태리어, 스페인어와 같은 9개국 언어로 되어 있었다. 측정 시스템과 용어에서는 KS와 ANSI규격을 제외하고 모든 규격에서 보충적 기호 및 정의를 부속서에 수록하고 있었다. 요구 사항 및 시험 방법에서 KS와 ANSI규격은 ISO규격의 개정판과 차이를 보였다. 형판 규격에서는 JIS와 ANSI규격을 제외하고 거의 같았다. 나사에 대한 KS규격은 JIS규격과 유사하였으며, 용접경첩과 니켈용출에 대한 기준은 KS규격에 없었다. 결론: ANSI규격을 제외한 모든 규격은 ISO규격을 따르는 경향이며, 특히 DIN규격은 ISO규격과 거의 전적으로 일치한다. 그러나 KS규격은 ISO규격 기준을 늦게 개정 또는 제정함으로써 시대에 뒤처져 있다. 따라서 안경테 품질관리나 안전검사에 도움이 되기 위해서 KS규격은 시차 없이 ISO규격과 동등한 내용으로 바꿔야 한다.

Quality assurance with high safety profile is one of the most critical issues to medical device manufacturing. In general, this issue was not paid proper attention with respect to acupuncture needle and its related devices. Acupuncture needles are manufactured through various standards ranging from purely hand-made, partially hand-made and partially machine-made, to fully machine-made mainly in China, Korea, and Japan. There is a large difference in quality between needles from different manufacturers. In order to provide a standard manufacturing guideline, it seems necessary to make a Korean Industrial standard (KS). The authors review this topic from an historical view point, investigate the current situation of the standardization of acupuncture needles in other developed countries, and inspect the general procedure to establish a KS in Korea in order to suggest a KS for acupuncture needles.

Although various laws and regulations have been put in place to prevent slips and falls, many accidents still occur. In this study, the root cause of slips and falls not decreasing were investigated. There are five types of slip resistance test methods in the Korean Industrial Standards (KS). Namely, KS F 2375:2016, KS F 2601:2020, KS F 2602:2016, KS L 1001:2020, and KS G 5821-1:2020 are listed. These test methods are cited in building certification standards (BF and G-SEED), construction specifications, and other documents that specify slip safety criteria. As a result of the investigation, a number of errors in KS regulations and legal text, errors in the manufacture and operation of slip testers, and errors in the use of measured values were found. These errors threaten the public life safety and disrupt industrial sites, and must be corrected immediately.

The purpose of this study is to identify in two aspects the relationship between standardization activities and technological development at the firm level. The first aspect is to analyze the relationship between the current Korean industrial standards system and the firm's technological development vis-a-vis quality standards. The analysis reveals that even if Korean firms recognize the importance of standards, the level of product quality of the KS mark is still lower compared to the average world level. The survey also reveals that the reasons for acquiring ISO and KS marks are mainly aimed at enforcing company image and increasing quality management mind, rather than to foster technological innovation. The second aspect explores how much Korean industrial standards (KS marks) affect the firm's technological development in the Process of standards acquisition activities. The survey results show that standardization activities have a less positive impact on technological innovation than on the maintenance of consistent production works.

We developed the logical methods to analyze economic impacts of standardization and cleared up effects of performing KS in micro and macro aspects. This study is performed through analysing foreign studies and results from surveys. The advanced methods performing standardization as a form of 'Korean industrial standards' are suggested here, which are based on results of this study. The major consequences of this study are followings. The micro economic impact is that each company gets 604.5 millions won a year through performing KS A and F(discount rate 4.5%) and 1.46 trillions won is the macro economic impact through performing total KS A and F, which comes to 0.245% of GDP.

표준은 산업발전 및 무역 자유화의 기반이며 사회 경제적인 효율을 향상시키는 중요한 수단이다. 표준과 관련된 정책은 국가적인 차원에서 중요한 이슈 중 하나가 되고 있으며, 이에 따라 산업 분야별 한국산업표준 제정과 활용에 대한 분석은 표준과 관련된 연구에서 중요한 부분이 되고 있다. 본 연구는 분야별 KS 보유 및 제정현황 분석 그리고 열람실적을 이용하여 표준의 활용도를 분석한다. 먼저 KS의 보유현황을 국가정책적인 이슈와 함께 살펴보고, 세부적으로 KS 제정현황이 유사한 분야들은 무엇인지 파악하기 위해 다차원 척도법을 이용하여 시각화 및 군집화를 실시한다. 이후 각 군집별 제정현황이 유사한 분야들의 표준화 제정활동에 영향을 미치는 결정요인이 무엇인지 가설설정에 따른 회귀분석을 실시한다. 연구결과 자본집약도, 연구개발 그리고 매출액이 표준화 제정활동에 영향을 미치는 것으로 나타났다. 이에 따라 정부는 자본집약도가 큰 기업들이 표준화 과정에서 선도적 역할을 유도하고, 연구개발에 따른 표준과 기술특허 등을 정책적으로 연계시키며, 매출액이 큰 기업들이 표준화 활동을 선도하도록 지원정책을 수립해야 한다. 두 번째로 표준의 활용도를 분석하기 위해, KS 열람실적 데이터를 사용하며, 각 KS의 제정연도, 형태 분야별 활용도가 어떻게 다른지 기초통계분석과 의사결정나무를 사용하여 분석을 수행한다. 그 결과 표준의 제정시기가 활용도에 영향을 크게 미치며, 특정 분야와 형태의 KS들은 최근에 제정되었더라도 활용도가 높은 것으로 나타났다. 이에 따라 열람실적이 낮은 표준들에 대한 홍보 정책과 함께, 표준을 제정할 때 미열람되는 표준이 적어지도록 활용도를 고려하는 정책을 수립해야 한다.

The purposes of this study are to investigate the conformity of Korean Standards(KS) according to agreement on WTO/TBT, and to propose systematic frameworks of preparation, adoption, and application for KS in our enterprises. Significant changes in this establishment, revision, and abrogation include the following divisions; i) statistics-vocabulary and symbols, ii) Shewhart control chart, iii) statistical interpretation of data, iv) sampling procedures for inspection by attributes, v) sequential sampling plans for inspection.

This study was designed to survey misused expression in 37 KS (Korean Industrial standards) related to personal protective equipment. The results were as follows: 1. One hundred and twenty five misused expressions were found - 44 expressions were used illogically (35.2 %). 80 expressions were wrongly described (64.0 %) The types of illogically misused are: 10 illogical cases, 4 cases of a wrongly designated provision when cited, 12 cases of the lack of provisons for KS, 7 cases of a inappropriate uses of units, 8 cases of an overlapped sizes between standards. - The types of expressions wrongly described are: 30 cases of confusion in using an terms, 4 case of making an error when proofreading, and 29 cases of choosing words not appropriate to describe technical standard, 18 cases of unclear provisons due to missing phrases and terms, and 11 cases of provisons described differently from original intended purposes. 2. There is one case, where the same standard is categorized as two different names. There are three major causes of the misused expressions as seen from the following summary: - Imitated the developed countries' standards without filtering them by considering domestic law and ocher KS standards. - Tended to create each definition for each standard instead use of the basic standard. - Insufficiency of synthetic examination to the correlation between standards.

군수제품 생산업체 및 조달업체를 대상으로 국방규격 및 인용표준 규격에 대한 활용실태와 내용에 대한 유효화(최신화) 확인 방식에 대한 설문조사를 실시하였다. 각 업체별로 보유 또는 활용하고 있는 표준 규격 수를 살펴보면, KS, 국방규격, 미국 군사규격의 순으로 많이 보유하였으며, KS 구입을 위해서는 연간 40만원을, 해외 표준 규격 구입을 위해서 연간 133만원을 지불하는 것으로 조사되었다. 한편, 해외 표준 규격은 언어적인 문제, 정보 접근방식의 모호성, 표준 관련기관의 부재 등으로 인해 KS나 국방규격에 비해 상대적으로 수동적으로 최신 정보를 얻고 있었다. 또한, 설문대상 업체에서는 국방규격 정비(인용규격 최신화 및 KS 부합화) 및 관련 DB 검색 서비스 제공에 대한 요구도가 매우 높아, 보다 효과적인 국방규격 통합 관리시스템 마련이 시급한 것으로 조사되었다.
