A Study on Improvement of the Course of Hazardous Materials (위험물질론 교과운영의 개선방안에 관한 연구)

  • Accidents cases about hazardous materials in university laboratories and other places are reviewed in this thesis. Then the curriculums that are currently operated in related educational institutions are researched. The researched educational institutions include 'National Fire Service Academy', local 'Fire Service Academies' that are located in Gyeonggi, Busan, Gwangju, Gyeongbuk, and Chungcheong and nationwide 'universities'. A questionnaire survey about hazardous materials with fire officers who are on educational courses in National 119 Rescue Services and local 'Fire Service Academies' is also performed and analyzed. The analyzed results suggest several implications. First, the education courses concerning hazardous materials and the experiment manual should be developed very soon. Second, hazardous materials related courses should be performed by lecturers who has degree in related majors. The third, to prevent the accidents about hazardous materials, the professionals should be trained more. In sum, the experiment centered education courses about hazardous materials should be achieved.

  • In Korea, the Emergency Medical Service, EMS is provided by Fire Services with 119 EMS and all the public uses the service for free. Although it appears very successful and is respected nationally, structural problem EMS exist and are worsening. First of all, the "free riding effect" becomes increasingly problematic. Some argue that 30% of the demands is not urgent or emergent. The total number of demands is increasing even without the free riding effect. The Current EMS system itself cannot meet the increasing EMS demand. The medical aspect is so poor that the EMS cannot dispatch a medical specialist to the scene. The cardiac arrest resuscitation rate is only $1.24{\sim}9.9%$, compared to 40% in Boston, MA, USA. But due to the regulations and limitations of the Fire Service organization, it is difficult to secure enough EMS resources. To work out these problems, it needs a structural innovation. To secure enough resources and achieve higher medical performance we should invite the medical sector and the private sector into EMS arena by contracting partnerships with Fire Services and charging a reasonable EMS fee. We found through statistical test that any partnership system is more effective than fire-alone system and most countries around the world have partnership system rather than fire-alone system.

  • This Study aims to examine the relative importants of various tasks of EMT and to examine knowledge level and problems associated with AED. It is based on the survey of paramedics and rescurers. The instrument by Hoe Sum Lim(1999) was used. as the questionaire for this research. The collected data were analyzed by means of $x^2$ test, t-test, and measured by percents. The results for this study were follows: 1) Among the tasks of EMI, "Basic Life Support" were rated as the most important, followed by "O2 supply" and foreign-body removal from mouth. 2) Some of the lower level of importance in task were Intubation, IV, dextrose infusion of Hypoglycemia, NTG S/L for chest pain, hydration for fluid therapy, brochodilator IV for Bronchial Asthma. 3) Some of the lower level of importance in task were apply of MAST, Vital Sign check and administration of traction & spine immobilization & air splint. 4) The most important reason that the used of AED is delayed is "unclear boundary of treatment directed by medical control".

  • Fire is recognized as a significant hazard in a service life of a structure. Therefore there is a clear need to provide an improved understanding of the performance of material and structures in fire and to provide clear design guidance in order to progress safety design especially high rise building. It is the aim of this study to investigates and analyze the study on the development of evaluation methods for fire risk analysis of high-rise building.

The Plan of Funds Expansion for Fire Services to Fix Safe Environment (안전문화정착을 위한 소방재원 확충방안)

  • Recently, it is imperatively necessary to expand fire services funds for providing high quality of fire services. This study is to propose the plan of funds expansion for fire services to cope with a hefty increase of fire services demands in a local autonomous entity era. As alternatives of funds expansion, the study suggests the increase of fire public facilities tax rate and extracting new funds by establishing local government firms such as fire hospitals and fire repair firms. In addition, the study also proposes establishing a new common fire facilities tax, imposing fire services tax on gas tax, imposing public facilities tax on electricity tax, and transferring fire services expense to a local autonomous entity.

Combustion Characteristics of Pool and Whirl Fire on Methanol by Height of Fire Source using the Small Scale (화점높이 변화에 따른 메탄올의 소규모 Pool 및 Whirl Fire의 연소특성)

  • This study is intended to understand flame behavior of pool and whirl fire by height of fire source. Liquid fuel was methanol which is used in many studies for pool and whirl fire. Size of vessel was $100{\times}100{\times}50$ and the vessel was made by stainless steel. Combustion time, mass loss rate, flame temperature, flame height and air entrainment rate from the outside to flame were measured, and flame behavior was visualized with video camera. Based on the experiment, it was found that combustion characteristics by height of fire source got a more effect on whirl fire than pool fire.

  • This paper is basic study for development of the photoelectric-type smoke detector that is able to distinguish fire source as well as fire detection. For this subject, Light source and sensor which is normally used for the conventional smoke detector are assembled for the optical chamber. Using 3 type of the test fires (the paper fire, the wood fire, the flammable liquid fire) this paper attempts to find optical properties of each fire. These 3 type of fire are used in the testing of smoke detector according to UL 268 standard. As the result, there are disambiguated between the paper fire and the wood fire in scattering and reason of extinction in the flammable liquid fire is different from that of the paper and the wood fire.

  • Hydrogen cyanide (HCN) is an extremely toxic gas frequently produced during the incineration of plastics, such as acrylonitrile-butadiene-styrene (ABS). A victim of a fire who has inhaled smoke could have cyanide in the blood. Therefore, cyanide could be a good marker for a post-mortem examination of a fire as well as carboxyhemoglobine (COHb) test of blood samples. For a particular fire case, a burned body with a suicide note was found inside a burned vehicle. Even though the COHb value is conclusive evidence, measuring the COHb for denatured blood might be difficult due to severe thermal denaturation or the formation of methemoglobin (MetHb). To overcome this difficulty, cyanide could be used as an indicator when investigating the death of a fire victim. In this study, gas chromatography/mass spectrometry (GC/MS) was adopted to measure the levels of cyanide in the blood through derivatization with pentafluorobenzyl bromide (PFBBr) under cation surfactant by scan and SIM mode. The concentration of cyanide in the blood of heart blood and brain of the victim was found to be 0.36 µg/mL and 1.20 µg/mL respectively, which was higher than the average value (0.041 µg/mL) found in the blood of 14 people who smoked.

  • This research analyzed the operational status of fire protection system managers who execute self inspection of the fire equipment in the specific fire protection facilities and presented the improvement scheme. Being made up inquiry for job environment, institutional environment, and operational environment for the subject of fire protection system managers who execute self inspection to complement the fire equipment inspection by city public fire protection service, the issues of the operational status of the institution of fire protection system managers were positively understood. The research result showed the conflict among building owner, fire equipment inspector, and fire protection system manager was existed due to the legal and institutional inertia to the self inspection, so it is judged that mutual complementary and cooperative relation should be established.
