Linkage between FTA, Energy Consumption and GHG Emissions in Korea : A CGE Analysis (연산일반균형(CGE) 모형을 이용한 자유무역협정(FTA), 에너지소비, 온실가스 배출량 간의 연계성 분석)

This study analyzed the impacts of FTAs (Free Trade Agreements) actively being promoted by the Korean government on the Korean economy, energy consumption and greenhouse gas (GHG) emissions and found the policy implications in terms of the linkage amongst them. The simulation analysis by using a global CGE model, KEEI-GCGE, found that the effectuation of Korea-USA, the Korea-EU and the Korea-China-Japan FTAs at the same time would increase the real gross domestic product (GDP) of Korea by 2.04%. In addition, the energy consumption and GHG emissions of Korea are estimated to increase by 3.33% and 1.53% respectively. These results imply that the various medium and long-term plans and policies related to energy and GHG emissions in Korea should systematically reflect those potential impacts of the FTAs.

How to Strategize ROO Schemes for Korea-Indonesia CEPA

Nine FTA like Korea-Chile FTA, Korea-Singapore FTA, Korea-EFTA FTA, Korea-ASEAN FTA, Korea-India CEPA, Korea-EU FTA, Korea-U.S.A. FTA, Korea-Peru FTA and Korea-Turkey have been concluded and implemented in 46 countries as of May, 2013. In addition to these nine FTA, Korea has been negotiating FTA or CEPA(Comprehensive Economic Partnership Agreement) with China and Vietnam and Indonesia. Now Korean government is about to conclude FTA agreement with Indonesia which is one of crucial trading partners in Asian countries so the objective of this paper is to suggest how to design ROO schemes properly in such upcoming FTA agreement since more activation of trade and more utilization of FTA can be depend on the details of ROO schemes. As a result, this paper suggests well-design of ROO schemes as follows ; First, self-issuance origin proof system can be considered because authority-issuance origin proof system may reduce the utilization ratio of FTA. Second, combination of indirect and direct verification system in terms of origin verification system will be more preferable because this will be more fitting to Asian countries as considering trading environments and characteristics of Asian market. Third, criteria to determine origin can be based on wholly obtained plus substantial transformation system which contains CTC plus VC along with some percentage of de minimis. In addition to this, the number of products stipulated in PSR should be minimized and applied similar manner to avoid complexity of deciding origin.

A Comparison & Analysis of Electronic Commerce of Korea's FTA (한국의 FTA전자상거래규정 비교·분석)

Though electronic commerce has grown rapidly in international trade, there is no basic consensus for its concept and rule applied. So WTO has done practice of not imposing customs duties on digital contents and been researching overall on electronic commerce through Work Program while many countries of the world attempt to obtain their interests by stipulating chapter of electronic commerce in their FTAs. This paper has compared and analysed chapter of electronic commerce in all the FTAs which Korea has signed and enforced. Korea's FTA stipulates commonly no customs duties, the other chapter's priority when chapter of electronic commerce conflicts the other chapter, electronic authentication, protection of personal information and consumer protection. But it has weak consistency and framework as it has different provisions for the objects of electronic commerce respectively, reserves classification & applied rule for electronic commerce, stipulates differently on non discrimination treatment and so on. Korea should participate in the research of international organization including WTO and cope actively and elastically by analysing the provisions of electronic commerce of the other countries' FTA such as USA, EU, CHINA and so on.
