This paper conducted research on identifying the process of change in fishing gear and organizing the function of periodically-used fishing gear types through net plan and computer simulation by selecting the design of the four types of fishing gear used for the Korea tuna purse seiner in the Western and Central Pacific Ocean, which 1,000 G/T class and whose length over all 60 m class. In the late 1980s, the length of the tuna purse gear was 1,939 m and the design depth was 160 m, but currently, the length and the design depth are 2,515 m and 230 m, respectively. As a result of the simulation, the expansion of the fishing gear increased buoyance, sinking force, sinking depth, surrounded area, and purse wire continuously. Recently, the maximum tension of the currently used purse wire of tuna purse seiner is 23.5 tons and is close to 25.4 tons which is the maximum lift capacity of WS454 winch. The way to improve fishing gear should be proceeded to increase sinking speed rather than expand the size of fishing gear.
Korean large purse seine fishery catches chub mackerel, sardine, jack mackerel, Spanish mackerel, etc. which are mainly pelagic fish species. The proportion of chub mackerel was 60% over in Korean large purse seine fishery. Sea surface temperature (SST) increased $0.0253^{\circ}C$ per year and total rising rate was $0.759^{\circ}C$ from 1980 to 2009 in the southern sea of Korea, where is mainly fishing grounds of Korean large purse seine. It was that p<0.01 level was statistically significant. It is northward movement that the center of fishing grounds of chub mackerel by Korean large purse seine fishery moved 4.57km/yr. It was rapidly northward movement about 7.1km/yr, 8.13km/yr to move Spanish mackerel and bluefin tuna fishing grounds. However, the fishing grounds of jack mackerel were moved further south in the 2000s than the 1980s. Catch of tunas and bluefin tuna consistently increased in Korean waters. There was a significantly positive correlation between SST and catch of bluefin tuna in the fishing grounds of Korean waters.
한국(韓國)의 다랑어 선망어업기술(旋網漁業技術)은 한국(韓國)에서 발달한 대부분의 어업기술(漁業技術)이 일본(日本)을 거쳐서 도입된 것과는 달리 미국(美國)에서 직수입(直輸入)된 것이기는 하나 세부적으로는 일본(日本)의 기술을 응용한 것도 더러 있다. 따라서 한국(韓國)의 다랑어 선망어업(旋網漁業)의 발달과정(發達過程)을 규명하기 위해서는 미국(美國)과 일본(日本)에 있어서의 발달과정(發達過程)을 규명할 필요가 있으므로 여러 가지 문헌(文獻)과 집적된 자료(資料)들에 의하여 그것을 규명해 보았다. 미국(美國)에 있어서의 선망어법(旋網漁法)의 탄생은 1826년의 일이므로 그 역사는 165년이나 되었고, 초기에는 다른 어종과 함께 부산물(副産物)로서 잡아왔지만 1903년부터는 그것을 주목적으로 하는 어업(漁業)이 시작되었으므로 그 역사만 하더라도 90년 쯤 전의 일이다. 그러다가 2차대전(次大戰) 이후에 power block의 발명과 나일론 그물, 그리고 어선(漁船)과 장비(裝備)의 첨단적인 개량으로 오늘날과 같은 대형선망조업(大形旋網조業)이 가능하게 되었다. 그러나 그 후 미국선망어선(美國旋網漁船)들은 돌고래 보호를 위한 규제 때문에 동부태평양(東部太平洋)에서는 조업이 불가능하게 되었고, 또 고임금(高賃金), 노동력부족(勞動力不足) 등으로 채산(採算)을 맞추지 못해 선단수(船團數)는 1980년에 비해 1/3가량 줄어든 상태이다. 일본(日本)은 일찍부터 일본(日本) 북서태평양연안(北西太平洋沿岸)에서 연승(延繩)과 소형선망(小型旋網)으로써 다랑어를 어획(漁獲)하여 왔으며, 2차대전(次大戰)이후 독자적으로 과거의 선망어법(旋網漁法)을 다랑어용으로 개량하는 한편 1948년부터 미국식선망어법(美國式旋網漁法)을 도입하여 해외(海外) 다랑어 어장(漁場) 개발에 많은 노력을 기울였다. 특히 정부출자기관(政府出資機關)인 일본해양자원개발(日本海洋資源開發) 센터 (JAMARC)의 태평양(太平洋) 해역에서의 시험탐사(試驗探査)는 높이 평가할 만 하며, 또한 일본연승어선(日本延繩漁船)들의 활발한 해외조업(海外操業)과 어장정보교환(漁場情報交換)은 선망어업(旋網漁業)의 발전에 많은 도움을 주어 왔다. 미국(美國)과 일본(日本)의 선망선(旋網船)은 어선(漁船)의 크기, 조업형태(操業形態), 운영형식(運營形式) 등이 각기 다르며 장단점이 있다. 특히 일본어선(日本漁船)은 미국어선(美國漁船)에 비하여 선체가 작고 더러는 쌍두리 조업을 하고 있으며, 망지(網地)는 미국어선(美國漁船)이 땋은 실 nylon(braided twine)으로 된 결절망지(結節網地)를 쓰는 데 비하여 무결절망지(無結節網地)를 쓴다. 한국(韓國)은 1970년대(年代)에 미국(美國)으로부터 직접 이 어선(漁法)을 도입하였고, 어선(漁船)과 장비(裝備), 조업방법(操業方法)도 전적으로 미국식(美國式)이다. 한국(韓國)의 선망어법(旋網漁法)은 10년 이상의 실패 끝에 1986년부터 정상 궤도에 오르기 시작했고, 1997년 현재 총 37척이 Gua과 Samoa를 기지(基地)로 하여 모두 남서태평양(南西太平洋)에서 조업하고 있으며 성적도 좋은 편이다. 다만, 이제는 독자적인 연구가 필요하며, 태평양도서국(太平洋島嶼國)에의 입어문제(入漁問題)와 어자원보호(魚資源保護) 측면에서의 연안국(沿岸國)의 조업제제(操業規制) 움직임에 대해서도 대비할 필요가 있는 것으로 판단된다.
According to the recent presentation by the Korean Maritime Safety Tribunal, about 70% of marine accident occurs from fishing vessel, and 90% of cause of entire marine accidents attributes to human error. As fishing vessels require basic operations, fishing operations, other additional operations and techniques such as fish handling, cultivating excellent marine officer to prevent marine accident and develop industry is very important. A fisheries training ship is still very difficult to satisfy the demand for diversity of fishery training and sense of realism of the industry. As the result of employment expectation by category of business survey targeting 266 marine industry high school graduates who hope to board fishing vessels for the last four years, tuna purse seine was the highest with 132 cadets (49.6%), followed by offshore large purse seine (65 cadets, 22.4%), and tuna long line (35 cadets, 13.2%). The Korea Institute of Maritime and Fisheries Technology (KIMFT) has replaced old jigging and fish pot fishery training ships and proceeded developing and building multi-purpose fisheries training ships considering the demand of industry and the promotion of employment; however, the basic fishing method was set for a tuna purse seine. As a result of seakeeping model test, it can conduct the satisfiable operation at sea state 5, and survive at sea state 8.
To suggest more efficient fishing operation, it was analyzed using five years (2011~2015) catch data of six Korean-flagged tuna purse seiners (with 1000 mt of haul capacity) operating in the western and central Pacific Ocean. In terms of annual total catch, it presented a two-year cycle of variation on catch, showing that catches of 2012, 2014 and 2015 were high, whereas those of 2011 and 2013 were low. The proportions on fishing effort of associated set were around 21.9~30.8% having 21.5~45.0% of total catch. In this study, there was no significant difference between catches of unassociated set and associated set. When considered having good fishing conditions, fishing activities were concentrated in the areas of Papua New Guinea (PNG) and Kiribati, while it showed that fishing ground spreaded out to the areas of not only PNG and Kiribati but also Federated States of Micronesia (FSM), Tuvalu and Solomon islands. The average number of fishing days was 271 with a range of 246~285. As restriction on fishing operation such as reduction of fishing days and higher fishing fee are expected to strengthen, the result of this study will be helpful to select more efficient fishing methods for purse seine fishery based on fishing conditions.
To reveal the spatial and temporal variability in the distribution, growth, and maturation of skipjack tuna Katsuwonus pelamis in the western tropical Pacific, we compared two El $Ni{\tilde{n}}o$-Southern Oscillation (ENSO) signals and the sea surface temperature (SST) in the main fishing area with fishery and biological data. An index of skipjack tuna distribution was calculated using Korean purse seine fishery data from 1985 to 2003. Biological data for skipjack tuna were collected monthly from Korean catches during the 1994-2003 period. The catch was more closely related to the SST in the main fishing area than to the ENSO signals. However, cross-correlated function analysis showed delayed interactions between abiotic and biotic factors. The El $Ni{\tilde{n}}o$ events preceded the eastward movement of the fishing center by 2-3 months. El $Ni{\tilde{n}}o$ had a positive effect on the skipjack tuna catch, and the change in the Southern Oscillation Index (SOI) preceded the catch fluctuation by ca. 5-7 months. In addition, negative El $Ni{\tilde{n}}o$ effects on gonad maturation and the mean length of skipjack tuna were detected with time lags of 12 and 7 months, respectively. The length frequency indicated that the regime-specific growth pattern at each discrete period seemed to be related to the ENSO.
The research was analyzed the catch data of the five years (2016-2020) for six joint venture company tuna purse seiners in the Atlantic Ocean, with the aim of suggesting improvement measures for responsible and sustainable fishing according to changes of recommendation by International Commission for the Conservation of Atlantic Tuna (ICCAT) on the tropical tunas. In the last five years, the average catch of six tuna purse seiner gradually increased to 7,745 tons, 8,364 tons and 9,053 tons from 2016 to 2018, but decreased to 7,761 tons in 2019 and 6,214 tons in 2020. The reason for the decrease in fishing volume in 2019 and 2020 was the fluctuation of the formation of the cold water zone (22-23℃), and the total ICCAT convention area of FAD closure in January and February due to the expansion of the FAD closure area and poor free school catching during two months period, respectively. The analysis on fishing area showed that the percentage of fishing in the high sea was about 85% although the FAD closure area included the EEZ zone in coastal countries; the rise of the fishing license in coastal countries is also believed to be a factor. In order to overcome such situations and improve catching volume, it will be possible if excellent manpower is secured, school fishing is expanded, and the production of high value-added catch (purse seine special: PS).
Tuna purse seine fishery (TPF) constitute more than 60% of distant water fishery production in Korea based on a statistic of 2018, and 28 ships from four different companies were under operation at the western and central Pacific Ocean. On this research, common risk factors during TPF were investigated via enumeration of five years Korean fisherman's insurance payment statement, followed by some counterplans to diminish the accident rate. The accident rate of TPF on the Pacific Ocean peaked by 43.0% in 2014 and constantly decreased to 23.0% until 2018, presenting an average of 33.6%. Meanwhile, the accident rate on the Indian Ocean reached the highest point 55.1% in 2014 and declined to 11.6% in 2016, having an average of 24.7%. The average accident rate of the Indian Ocean scored 8.9% lower than the rate of the Pacific Ocean, but no statistic significance was observed. Depending on the process of operation, 'casting or hauling of net' was the most frequent part that people received an injury (40.4%). When the accidents were classified by their types, 'falling down' was the most recurrent cause of the injuries (28.5%). At the point of severity, the worst injuries were induced by crush hazard. Considering aforementioned accident frequency and severity, all the factors on the accident type list were divided into three different groups including high risk, moderate risk, and common risk. This study is expected to contribute to the reduction of occupational accidents during the work of fishermen and establishment of a safety management system for distance water fishing vessels.
우리나라에서 다랑어 선망어업은 국내 원양산업 중 업종별 생산량 1위의 업종으로, 1980년대 중 후반부터 연구가 지속적으로 수행되어왔으며, 기술의 현대화 연구가 활발히 진행되어왔다. 하지만, 어선에 탑재되는 보조작업선들은 원양어업에서 중요한 역할을 맡고 있음에도 관련 연구가 미흡한 실정이다. 이에 본 연구에서는 보조작업선들 중 네트보트의 추진기를 프로펠러에서 워터제트 형태로 변경하고, 그에 따른 선형 변환을 통한 선체 부가저항 감소 및 운항성능을 향상하고자 하였다. 이를 위해 전산수치해석을 통해서 선박의 유체성능 변화를 계산하였으며, 또한 기존 선형 및 추진기 변화 선형에 대해 모형선 수조시험을 수행하여 속도별 저항성능 비교를 수행하였다. 수치해석 및 1/7의 축소모형의 수조시험 결과, 기존의 네트보트 대비 45~58 % 저항성능이 크게 향상되었으며, 이는 철망 제거에 의한 단순 침수표면적 및 선형개선에 의한 저항성능 향상을 확인하였다.
The feeding habits of the Pacific bluefin tuna, Thunnus orientalis were examined based on the stomach contents of 330 specimens caught by offshore large purse seine fishery in the southern sea of Korea, 2011. The size of Pacific bluefin tuna used in this study ranged from 34.1 to 67.3 cm in fork length (FL). The percentage of empty stomachs was 41.8%. The main prey items were Pisces and Cephalopoda based on percentage IRI (index of relative importance). The main fish preys were Trachurus japonicus, Bregmaceros japonicus, Engraulis japonicus, and Cephalopoda were Todarodes pacificus, Loligo edulis, Watasenia scintillans. T. orientalis showed ontogenetic change in diet composition. Although Pisces dominated the diet of all length classes the portion of Cephalopoda was relatively higher in size between 40 and 50 cm other than length classes. In terms of seasonal variation in feeding habits, Pisces was the main prey group in all seasons, but Cephalopoda was also frequently consumed during spring and autumn based on %IRI.
