  • As technology competition among companies has intensified, the importance of technology protection is increasing day by day. However, according to the status of technology leakage in Korea, the technology protection level of SMEs is weak. SMEs' technology leakage continues to occur, and the damage can be even more serious to SMEs. Thus, the government is operating various support systems for SMEs. However, despite the support system, the interest and use of SMEs is low. This study examines the current status of major support systems for SME technology protection in Korea, and empirically analyzes the recognition and expectation effects of companies on the support systems. Based on the results, this study discusses ways to improve the recognition and use of the support system. The results of this study will contribute to strengthening SMEs 'technology protection by increasing the utility and enhancing the utilization of the support systems.

  • This study is to confirm whether SMEs can manage production facilities well and receive help in establishing new product development strategies if they actively engage in external networks. And under this influence, it is to check whether sales growth and financial performance improve. After reviewing the literature and theory, an empirical analysis using the questionnaire method was conducted to verify the research model. To verify statistical significance, programs 'SPSS 20.0' and 'Smart PLS 2.0' were used. The results of the study are summarized as follows. First, the higher the level of technical cooperation external networking of SMEs, the higher the level of management of their production facilities and new product development strategy was confirmed. Second, it was confirmed that the higher the level of production facility management and new product development strategy of SMEs, the higher their financial performance. Third, among the external networking levels of SMEs, the factor that has the greatest influence on management level of production facilities was identified as degree of participation in human network activities to secure technology. And the factor that had the greatest influence on level of new product development strategy was identified as participation in joint research and commissioned research.

  • Small and medium-sized enterprises (SMEs) account for a large proportion of the total number of enterprises in many countries. The development of SMEs has contributed to job creation and economic benefits. Every government has formulated active diversification strategies to promote the export market of SMEs, but the performance of export capabilities remains insufficient. The primary purpose of this study is to examine the effectiveness of export credit insurance in promoting SME export performance in Canada. Using data from 2008-2017, the augmented Dickey-Fuller (ADF) model to test the stationarity of the concerned variables and the error correction model (ECM) and autoregressive distributed lag (ARDL) cointegration test to empirically investigate the cointegration relationship between the research targets. The results represent the positive and critical impact of export relative price and domestic demand pressure on Canada's export performance, and the negative impact of the export volume index at a significant level. Regrettably, the impact of export credit insurance on the export performance of Canadian SMEs is considered exaggerated overall. In view of this result, it is necessary for the Canadian government to enact policies based on the current market status. And enhance confidence among SMEs to begin exports and diversify their markets rather than focusing only on the domestic or US market, especially given the impact of COVID-19. From the case of Canada, Korean government can attempt to learn from them to conduct more efficient strategies for SMEs.

  • This study made an analysis of the effects of performance and learning orientation for the existing FTA on the intention to use a trilateral FTA among Korea, China and Japan. The results of the empirical analysis of Small and Medium-sized Enterprises(SMEs) located in Gwangju and Jeonnam provinces are as follows. First, there is a positive correlation between the effects of performance for the existing FTA and intention of a trilateral FTA. This result suggests that SMEs' performance feedback can be used as an asset of corporate experience and will be helpful to increase the intention to use a trilateral FTA by contributing to have sustainable competitive advantage of companies. Secondly, there is a positive correlation between the SMEs' learning orientation about FTA and intention to use a trilateral FTA. This result indicates that SMEs have more learning orientation for FTA. They actively acquire and diffuse information. These activities can be helpful for having prior knowledge and absorptive capacity. In conclusion, this study is considered to provide useful theoretical and practical implications that can contribute to enhancing the using intention of a trilateral FTA by explaining the significance of performance feedback and learning orientation.

  • In this paper, we study empirically the relations between financial constraints and dividend adjustment speed of innovative small and medium sized enterprises (SMEs) listed on Kosdaq Market of Korea Exchange. The main results of this study can be summarized as follows. Determinants suggested by the major theories of dividends, namely, residual dividend theory, dividend signaling theory, agency theory, catering theory, and transactions cost theory explain significantly the dividend payout policy of Kosdaq SMEs. Lintner's dividend adjustment model indicates that Kosdaq SMEs have long run target payout ratio, and that Kosdaq SMEs adjust partially the gap between actual and target payout ratio each year. In the core variables of Lintner (1956) dividend adjustment model, past DPS has more effect than current EPS. These results suggest that Kosdaq SMEs maintain stable dividend policy which maintain past DPS level without corporate special reasons. Dividend adjustment speed of innovative Kosdaq SMEs is more fast than that of uninnovative Kosdaq SMEs, and dividend adjustment speed of financial unconstrained innovative Kosdaq SMEs is faster than that of financial constrained innovative Kosdaq SMEs. Futhermore, dividend adjustment speed of innovative Kosdaq SMEs classified by Small and Medium Business Administration is faster than that of unclassified innovative Kosdaq SMEs. The former is linked with financial policies and services like credit guaranteed service, venture investment fund, insurance program, and so on. In conclusion, past DPS and current EPS suggested by the Lintner's dividend adjustment model explain mainly dividend adjustment speed, and financial constraints explain also partially. Therefore, if managers of innovative Kosdaq SMEs can properly understand of the effects of financial constraints on dividend smoothing, they can maintain constantly dividend policy. This is encouraging result for Korea government as it has implemented many policies to commit to innovative Kosdaq SMEs.

  • This paper investigates the effectiveness of public credit guarantee programs and interest-support programs for SMEs (small and medium enterprises). First, assuming that there is an imperfect information structure in the SME loan market, we analyze how SME support financial programs affect the corporate decisions made by SMEs with regard to default or loan sizes. In addition, this paper theoretically computes the optimal levels of credit guarantee amounts and the interest-support spread under equilibrium with imperfect information in a competitive loan market. Second, the paper empirically analyzes the continuous policy-treatment effect with the GPS (generalized propensity score) method. In particular, we consider the ratio of guaranteed debt to the total debt as a continuous policy treatment. The empirical results show that marginal effects of a credit guarantee on SMEs' productivity, profitability, and growth potential decrease with the ratio of guaranteed debt to the total debt. In addition, the average effect of a credit guarantee is maximized when this ratio is at 50% to 60%.

  • This paper relates recent empirical research on the growth. Smaller and younger firms have been growing more quickly than larger and older firms, thus, generating proportionately more new jobs. It is not difficult to understand why small and medium firms receive so much attention. Because SMEs provide about 80 percent of private sector employment so SMEs performance is an important economic and social factor. Despite this, they are subject to higher risk and mobility than those at the large firms. This paper is analyzes the relationship between firm growth measured as growth in employment, sales and production and firms age, size and R&D investment. The growth and its relationship with the determinants is linked to industrial policy in Korea. Empirical results are based on an unbalanced panel data covering period 1999-2002. Results show significant relationship between growth, size and age of firm.

  • With the advancement of superconductor materials, especially in HTC YBCO(Gen II), the feasibility of SMES in power systems become much higher than previous days application[1]. Also, with the de-regulation of electricity market, it is indispensable to have a proper estimation of power quality index and power quality cost calcluation mechanism to stabilize highly industrialized society and to vitalize the investment for electric power system. This paper suggests a comprehensive algorithm[2] to determine the policy of SMES investment with the PQ Indices[3] based on aggregated load CBEMA curve reflecting the voltage characteristics such as volatge sags and interruptions which make electric load in unstable operation.
