  • There have to be a pooled procurement in order to control construction in every stage. And we need also efficient supply chains to utilize the process. Researching and developing the method, which make it possible the supply chain management by modeling for Internet-enabled pooled procurement in construction, through breakdown in materials is currently in-progress the inside and out side of country. The objective of this paper is to find a reform while modeling the production process of cable duct moreover understanding the wasting factors in each step.

  • Various procurement systems for Architecture-Engineering service for public construction project are currently established by construction-related law. However, comprehensive framework and criteria for the selection of Architecture-Engineering firm are in absence. Even though various selection methods for Architecture-Engineering service are currently established by law, cost-based selection method is mainly used in selecting Architecture-Engineering firm for the service. This paper examined current use of procurement system for Architecture-Engineering service and drew problems in practice. Through analysis of problems and bench-marking of those systems in advanced countries and international organizations, several strategies to improve performance of Architecture-Engineering service and to maximize the efficiency were suggested. The suggestions include framework and guideline to select a procurement method for the service which is being considered for the project and way of improving current procurement system. These suggestions will be a foundation for utilizing appropriate procurement system for the specific project and can make domestic Architecture-Engineering firm more competitive in the global market by breaking form the cost-based selection method in the selection of Architecture-Engineering firms.

  • This study is the basic design of a P-C-M support system for Agricultural Facilities. By utilizing this system, many users of Agricultural Facilities can easily obtain a large amount of information, ranging from procurement to maintenance. The procurement phase suppliesthe user with agricultural facilities information, economical analysis, and corporation information for procurement decisions. Furthermore, this phase shows the shape or format of the agricultural facilities, the main materials, as well as information on the cultivated crops. The construction phase shows information about agricultural facility-related laws, as well as standard drawings or a construction guide. The maintenance phase shows a guide of maintenance-related checklists. With the results of a basic design of a P-C-M Support System for Agricultural Facilities, the P-C-M support system menu tree is established.

MEDIATION MECHANISM FOR CONSTRUCTION DISPUTE RESOLUTION IN TAIWAN

  • Mediation has long been praised as one of effective dispute resolution methods in the area of construction law. Article 85-1 of the Taiwan Government Procurement Act was amended and promulgated by presidential decree on July 4, 2007. The second paragraph of the Article elaborates explicitly, "In the event that the application for mediation referred to in the preceding paragraph is made by the supplier, the agency may not object to such application." Beyond that, if an unsuccessful mediation of a construction dispute is due to the agency's disagreeing with the proposal or resolution for mediation proposed by the Complaint Review Board for Government Procurement ("CRBGP"), the agency may not object to the arbitration filed by the supplier. It undoubtedly reinforces the importance of the mediation-arbitration procedure. Accordingly, this paper elaborates on the mediation mechanism in Taiwan in the framework of construction disputes first. After that, dispute resolution of a local public work case is provided to demonstrate the practice of construction mediation in Taiwan. Lastly, this study proposes suggestions on applying mediation to ease similar subsequent cases.

Modification of Public-Private Partnership in Japan

  • Procurement system of public construction projects in Japan is changing with diversity in rapid pace. The quality assurance and risk management of construction projects should be more certain as the projects are turning into larger scale and more complexed. The clients in the public sector will want to make the relation of responsibility among the client, the designer (architects and engineers), and contractor clearer in terms of role and risk. Public-Private Partnership (PPP) is one of the methods for collaboration of the public sector and the private sector in public construction projects where the public utilizes the ability and suggestion of the private. Private Finance Initiative (PFI), Design-Build-Operate (DBO), market testing, designated manager system, outsourcing of tasks in local governments are well-known as examples of PPP in Japan. Indeed, there is an obvious trend that Design-Build (DB) is adopted in public construction projects in many countries including Japan. In this paper, the public construction projects in various procurement systems are surveyed and analyzed. They are not limited within the traditional procurement, Design-bid-Build, a separate order system of design and construction. Design-Build or PFI are adopted. In particular, contract by wide range including maintenance of equipment can be found. On the other hand, modification from originally typical PFI is taking place, such as concept design and project finance are removed from the roles and the tasks of the special purpose company (SPC) in PFI. Standard roles and tasks in a construction project are modeled in this paper.

Development of the Estimation Software for a Petrochemical Plant (화공플랜트 견적 소프트웨어 개발에 관한 연구)

  • The current dual-watchdog estimation system has individually calculated the construction, the engineering and the procurement cost. The dual-watchdog estimation system is inefficient and prolonged estimation period because of the lack of the interoperability and the difference of material unit cost and construction unit cost. In order to resolve this problem, new estimation software was developed. The estimation software is developed by making up for the weak points in existing estimation method. The cost data with the same standard is the key point. And this software enhanced accuracy and speed of the data search in stylized estimation standard. A summary of the construction, the engineering and the procurement cost was generated in this estimation software. The unit rate about the labor cost, equipment and expense through a sheet was handled. The developed estimation software has five categories on engineering cost, procurement cost, construction cost and subcontractor management sheet. In this study, the estimation software to supplement the faults of the existing estimation method was developed. And estimation software on petrochemical projects increases an efficiency of the estimation work.

  • In this study, The matrix method was used with common category concept according to the construction project control system. For the purpose of systematic resource management planning, it should be established on accomplished EVM data for clearing the ordering point according to the attribute procurement analysis. Resource management was presented by connecting the material requirement calculation method and the attribute of procurement method based on the EVM, suggested through analyzing process-data modeling using integrated schedule, cost and material.

  • Inadequate cost management has widely been recognized as one of the most problematic areas in the Korean construction industry as many believes that public cost references are not reasonably reflecting the market conditions. 'Total Project Cost Management Guideline' developed by Ministry of Economy and Finance(MOEF) to govern public budget control has been identified as one of the main reasons for this problem. This study attempts to thoroughly review 'Total Project Cost Management Guideline' itself and quantitatively analyze the impact of it on project cost during procurement process. Different procurement methods are considered including turnkey & alternative, private contract, qualification examination, and lowest price bidding system in this quantitative impact analysis of 'Total Project Cost Management Guideline'. Analysis results shows that this governmental process works mainly as a constant cost-cutting tool throughout the procurement process.

  • The effective management of major construction resources is the key to the success in high-rise residential building construction projects. It is even more important and challenging as well especially in CBD(central business district) area under tight project duration since little leeway in interface between construction trades, severe constraints in staging n and heavy demands for lifting among construction resources. In order to meet high demands among major construction resources, highly effective construction resource management information system is required This research develops and provides a system which selects and disseminates these information from each phase of procurement transportation, lift-up and storage for major construction resources This research applies the Kanban system, well recognized material information system technique in automobile manufacturing industry, in concrete work processes. It develops concrete procurement information system utilizing VSM(Value Stream Mapping) and also applies the model in actual super-high rise residential building construction project in order to analyze the benefit of the research model.

  • Mega-Y project is very important for a company to gain a competitive advantage in markets or to achieve drastic change in the internal processes. It stems from the company strategy and annual management goals or key performance measures, and is proceeded by the cross-functional team. This paper presents the success factors and implementation process of the Mega-Y projects. The implementation process is presented in 5 steps, including project selection, cross-functional team building, establishment of the master plan, development and execution of sub-projects, and project completion. A case study on the cost reduction project of aircraft development is presented to help for the practitioners to deploy the implementation process introduced in this paper.
