Planning the Korea Information Infrastructure : Models and a Case Example (초고속정보통신망 구축을 위한 기획분석 모형의 개발 및 분석)

  • The use of network planning models and tools is essential for effective KII (Korea Information Infrastructure) planning and analysis in that it will significantly reduce the risk and uncertainty embeded in the development and the provision of future broadband services. The purpose of this study is to develop a theoretical framework and a computer tool for modeling the various aspects of the KII topology and architecture and evaluating the techno-economic feasibility of the KII implementation strategy.

  • The importance of Electronic Commerce and internet has been rapidly increasing. For the global information society in the $21^{st}$ century, government aims for the successful execution of the project for the construction of KII(Korea Information Infrastructure). However, the research on applications of KII is not enough to relate with Electronic Commerce and its impact. In this paper, we present a brief introduction to KII and its characteristics. Through the detailed analysis of application factors on KII, the relationship and inter-necessity between KII and Electronic Commerce are investigated. Also, This, work studies the aspects of law, security, and Informatization- mind for the guided directions of activating Electronic Commece on KII. Finally, the implementation strategy for Electronic Commerce is suggested.

  • Internet Service Quality has been constantly the center of attention to Internet Service Providers. The KII project plan (Korea Information Infrastructure) aims to build broadband backbone networks mainly through optical fiber cables and ATM switches and to Provide the government ministries, local authorities and non-profit organizations with high-speed, highly capable broadband access to these networks at reasonable rates. The KB service model, however, is different from other Internet Service models much in the same way SP (Service Provider) and NP (Network Provider) differ from each other. In this paper, we evaluate KII service according to various customer satisfaction indicators under the methodologies and categories as put forth in both the ACSI (American Customer Satisfaction Index) and SEM (Structural Equation Model). We use a structural equation model (SEM) to demarcate the Korea Information Infrastructure Customer Satisfaction Index (KIICSI) in relation to network service quality. The results of our study suggest some strategies for the KII Project need to be modified and effectively implemented in order to increase the satisfaction level of the KII customers.

  • Korean Administration has launched the KIT(Korean Information Infrastructure) project to strengthen national competitiveness and to improve people's quality of life in preparations for the coming information society in the 21s1 century. It is estimated of 3.19 trillion won for the KII construction starting from 1995 by 2010. The KII is to be implemented in three major stages: deployment such as Network test bed, Government network, and Public network. This paper shows overall trends of domestic and foreign information and telecommunication market, and achievements and issues of the 1st stage trials. This paper suggests some considering points for the successful deployment of the KII project.

Nonetheless. the present Information Infrastructure In Korea loaves a lot to be Improved In order to realize the vision of Information society. The establishment of the KII (korea Information Infrastructure) does not merely mean the construction of physical network that enables the transmission of various modes of information such as voice, data, and image. It further implies the creation of a new kind of social overhead capital, ranging from the establishment of social and cultural which are conductive to seamless flow of information. For the successful implementation of the KII, it is critical to build the public consensus on the importance and necessity of informatization. At the same time, careful consideration should be given to the institutional factors such as timely and adequate supply of specialized personnel, the updating of policy and regulations, and the strengthening of interntional cooperation.

  • 우리 나라의 경우는 선진외국과는 달리 국가연구개발 및 기술개발사업의 수립에 있어서 확산 지향적 관점에 의한 접근이 시작단계에 머무르고 있어서 국책기술개발의 전략성 부족, 개발된 기술의 산업적 이전 내지는 확산의 미약, 및 산업경쟁력제고에로 연계부족 등의 현상이 노출되어 왔다. 또한 21세기 지식기반확립을 위한 고도정보화의 구축과 국가경쟁력 제고의 기반이 되고 있는 초고속정보통신기반사업에서의 효율적인 기술개발을 위해서는 국가 정책적 목표와 기술적 목표를 동시에 고려한 기술확산을 기초한 자원배분 우선 순위설정에 관한 체계적인 연구가 요구되고 기존연구는 거의 없는 실정이다. 본 고에서는 이러한 점을 중시하여 연구활성화 및 연구결과의 정책적 활용도 증대를 위한 탐색적 연구의 일환으로 확산을 기반으로 한 초고속관련 기술개발사업에 대한 자원배분 우선순위 설정에 관한 연구를 수행하였다. 구체적인 연구의 진행은 모형화 및 통계적 검증을 지양하였다. 먼저 기술개발과 우선순위에 관한 기존연구를 분석하여 자원배분 우선순위표를 작성하였으며, 이를 델파이 방법을 통하여 전문가들에게 조사하여 우선순위에 대한 가중치를 도출하였다. 끝으로 우선순위표를 이용하여 초고속관련 분야에서 이루어진 기존연구결과를 재구성, 종합/체계화하였다.

Design and Implementation of a Simulator for the Performance Simulation of a Large-Scale Network Using OPNET (OPNET을 이용한 대규모 망 성능 모의실험을 위한 시뮬레이터 설계 및 구현)

  • In the Internet environment in which best-effort services are provided, we need to guarantee end-to-end performance rather than hop performance to provide services with a variety of QoS(Quality of Service) requirements. The end-to-end performance is affected by many factors along the path of traffic flow. Most existing simulation studies are concentrated on a single node or a few nodes. We need much different approach considering the simulation execution time to simulate a large-scale network. In this paper, we derive requirements and present methodologies for the implementation of the simulator to simulate it. Then, we design and implement our simulator using OPNET. Performance evaluation is carried out using the simulator for large-scale KII (National Information Infrastructure in Korea). We use a self-similar traffic model and present some results on the end-to-end performance metric for the networks.
