In order to prevent cervical cancer, free vaccination against cervical cancer(HPV vaccine) for 12-year-old girls has been ongoing since June 2016. The purpose of this study is to investigate how the media reported the risk information of HPV vaccine side effects and to suggest implications for government's risk communication and policy PR. The time frame was divided into two stages, stage 1(policy formation stage, 6 months before the start of free HPV vaccination) and stage 2(policy execution stage, 6 months after the free HPV vaccination was implemented). A total of 314 news articles on HPV vaccine safety and HPV Vaccine side effects were analyzed by content analysis and network analysis. The number of articles increased at stage 2 and the Centers for Disease Control and Prevention emphasized the safety of HPV vaccine and encouraged the inoculation while highlighting the effectiveness of the vaccine. Regarding HPV vaccine side effects, cases against vaccination in Japan were mainly reported at stage 1, whereas cases of HPV vaccine side effects from other countries such as Europe and USA were frequently reported at stage 2. In order to increase vaccination rate of HPV vaccine, it is time to take a strategic approach to prevent vague fear or anxiety about the vaccine.
In recent years, China has gradually made clear its decision to modernize the governance system and governance capacity of the government by the virtue of digital transformation. As for the smart prison, as a penal institution of the state, technological reform is a key element in the sustainable development of smart prisons; however, relying on technology does not necessarily lead to a better service experience. Service design concept, as a coordinator of technology and social sustainability, needs to be adapted to the technological integration of smart prisons and to the needs for service design in the prison context in a new mode of thinking about services. This paper takes the development of the Jail Pay financial services system, one of the twelve sub-systems of the Smart Prison, as an entry point to explore the characteristics and shortcomings of the service design approach in achieving sustainable service innovation in the Smart Prison, it proposes an experience-based lead collaborative design (EBLCD) that is suitable for the specific needs in the prison context. The EBLCD is a theoretical framework and practical experience for sustainable service innovation in the construction of smart prisons.
Recently, artificial intelligence parking control systems have increased the recognition rate of vehicle license plates using deep learning, but there is a problem that they cannot determine vehicles with fake license plates. Despite these security problems, several institutions have been using the existing system so far. For example, in an experiment using a counterfeit license plate, there are cases of successful entry into major government agencies. This paper proposes an improved system over the existing artificial intelligence parking control system to prevent vehicles with such fake license plates from entering. The proposed method is to use the degree of matching of the front feature points of the vehicle as a passing criterion using the ORB algorithm that extracts information on feature points characterized by an image, just as the existing system uses the matching of vehicle license plates as a passing criterion. In addition, a procedure for checking whether a vehicle exists inside was included in the proposed system to prevent the entry of the same type of vehicle with a fake license plate. As a result of the experiment, it showed the improved performance in identifying vehicles with fake license plates compared to the existing system. These results confirmed that the methods proposed in this paper could be applied to the existing parking control system while taking the flow of the original artificial intelligence parking control system to prevent vehicles with fake license plates from entering.
Illegal gambling through online gambling sites has become a significant social problem. The development of Internet technology and the spread of smartphones have led to the proliferation of illegal gambling sites, so now illegal online gambling has become accessible to anyone. In order to mitigate its negative effect, the Korean government is trying to detect illegal gambling sites by using self-monitoring agents or reporting systems such as 'Nuricops.' However, it is difficult to detect all illegal sites due to limitations such as a lack of staffing. Accordingly, several scholars have proposed intelligent illegal gambling site detection techniques. Xu et al. (2019) found that fake or illegal websites generally have unique features in the HTML tag structure. It implies that the HTML tag structure can be important for detecting illegal sites. However, prior studies to improve the model's performance by utilizing the HTML tag structure in the illegal site detection model are rare. Against this background, our study aimed to improve the model's performance by utilizing the HTML tag structure and proposes Tag2Vec, a modified version of Doc2Vec, as a methodology to vectorize the HTML tag structure properly. To validate the proposed model, we perform the empirical analysis using a data set consisting of the list of harmful sites from 'The Cheat' and normal sites through Google search. As a result, it was confirmed that the Tag2Vec-based detection model proposed in this study showed better classification accuracy, recall, and F1_Score than the URL-based detection model-a comparative model. The proposed model of this study is expected to be effectively utilized to improve the health of our society through intelligent technology.
After the first Covid-19 confirmed case occurred in Korea in January 2020, interest in personal transportation such as public bicycles not public transportation such as buses and subways, increased. The demand for 'Ddareungi', a public bicycle operated by the Seoul Metropolitan Government, has also increased. In this study, a demand prediction model of a GRU(Gated Recurrent Unit) was presented based on the rental history of public bicycles by time zone(2019~2021) in Seoul. The usefulness of the GRU method presented in this study was verified based on the rental history of Around Exit 1 of Yeouido, Yeongdengpo-gu, Seoul. In particular, it was compared and analyzed with multiple linear regression models and recurrent neural network models under the same conditions. In addition, when developing the model, in addition to weather factors, the Seoul living population was used as a variable and verified. MAE and RMSE were used as performance indicators for the model, and through this, the usefulness of the GRU model proposed in this study was presented. As a result of this study, the proposed GRU model showed higher prediction accuracy than the traditional multi-linear regression model and the LSTM model and Conv-LSTM model, which have recently been in the spotlight. Also the GRU model was faster than the LSTM model and the Conv-LSTM model. Through this study, it will be possible to help solve the problem of relocation in the future by predicting the demand for public bicycles in Seoul more quickly and accurately.
This paper aims to derive success factors that successfully lead an artificial intelligence (AI) project and prioritize importance. To this end, we first reviewed prior related studies to select success factors and finally derived 17 factors through expert interviews. Then, we developed a hierarchical model based on the TOE framework. With a hierarchical model, a survey was conducted on experts from AI-using companies and experts from supplier companies that support AI advice and technologies, platforms, and applications and analyzed using AHP methods. As a result of the analysis, organizational and technical factors are more important than environmental factors, but organizational factors are a little more critical. Among the organizational factors, strategic/clear business needs, AI implementation/utilization capabilities, and collaboration/communication between departments were the most important. Among the technical factors, sufficient amount and quality of data for AI learning were derived as the most important factors, followed by IT infrastructure/compatibility. Regarding environmental factors, customer preparation and support for the direct use of AI were essential. Looking at the importance of each 17 individual factors, data availability and quality (0.2245) were the most important, followed by strategy/clear business needs (0.1076) and customer readiness/support (0.0763). These results can guide successful implementation and development for companies considering or implementing AI adoption, service providers supporting AI adoption, and government policymakers seeking to foster the AI industry. In addition, they are expected to contribute to researchers who aim to study AI success models.

This study aimed to analyze characteristics of banker's personality who were engaged in five commercial banks (KB Kookmin Bank, Shinhan Bank, Woori Bank, KEB Hana Bank and NH Nonghyup Bank) with Big5 personality traits and also, investigate the influence of personality traits on entrepreneurial intention and digital media utilization capability, especially based on preceding research. Also, it analyzed mediated effect of digital media capability between Big5 personality traits and entrepreneurial intention. First, the analysis results of the influence of Big5 personality traits on the entrepreneurial intention showed that extroversion, openness had positive impact on the entrepreneurial intention but sincerity had negative impact on the entrepreneurial intention. Second, the friendliness, sincerity, openness had positive impact on contents utilization capability while openness had positive impact on the communication utilization capability. Third, the influence of communication utilization capability on the entrepreneurial intention was positive. Fourth, the mediated effect of digital media capability between Big5 personality traits and entrepreneurial intention discovered that the communication utilization capability mediated the openness and entrepreneurial intention. It's required to look for the bankers with extroversion, openness that positively influenced entrepreneurial intention and carry out systematic, practical entrepreneurship education to help set up actual business after retirement. This study successfully derive conclusion that it's in urgent need to improve entrepreneurship education program so that the bankers could strengthen their communication utilization capability and improve their capability to gather various information through entrepreneurship education and furthermore, create new value followed by starting their own business.
When Korea's retail industry was liberalized, new store formats such as large discount stores and Super Supermarket(SSMs) have grown. New types of business have borne significant influence on traditional market. Traditional markets have been in gradual decline since they fail to meet to consumer's purchasing behavior. The South Korean government has been making sustained efforts to revitalize the modernization of traditional markets since 2004. This research is conducted to analyze how changes in the distribution of different types of distributors influence the consumer's purchasing behaviors depending on the changes in the market environment. The purpose of this research is to present a policy to invigorate consumer-oriented traditional markets by analyzing the consumption behavior among major retail channels at a point when competition among retail channels is becoming intensified. In order to examine the effect of the spatial competitive landscape among major retail channels on consumption behavior, an empirical analysis was conducted with 613 consumers in 6 cities nationwide, using the multiple regression model. This research identified three main areas of factors. The analysis result indicates that the physical factor (time required to go to the traditional market), socioeconomic factors (the number of vehicles owned and average monthly income), and competitive factors (intensity of competition in spatial locations and average monthly spending in supermarkets) have significant influence on consumption patterns of consumers. The findings present that the Korean government should go ahead with policies aimed to revitalize traditional markets, keeping in mind the factors that influence the consumption patterns of customers based on these results. We propose that the policy supporting traditional markets need to be a customized-strategy, considering traditional market's characteristic.
This review was made to discuss the issues of ecological restoration and environmental impact assessment (EIA) related to the preservation of natural environment, the central theme expressed in the National Anthem of Korea. The authors notice that the key word or the central philosophy contained in the verses of the National Anthem of Korea is the preservation of national land and eternal identity for future generations, which is thought to be pursued through the attainment of ecological sustainability. A conceptual model for the sustainable management of natural ecosystems was suggested for the efficient utilization and the preservation of them, whose activities should be promoted by those of conservation and restoration instead of destructive development and negligence, respectively. Here, the preservation of natural environment can be directly pursued through the restoration of degraded ecosystems and landscapes and the utilization of natural environment can be directly pursued through the conservation of natural resources and wise management of natural ecosystems and landscapes. After reviewing the major characteristics and activities of the restoration of degraded ecosystems and landscapes, discussion was further extended to points for the promotion of the EIA activities. To point out some of them, it is needed for the public to better understand the nature of sustainable management of natural environment, for the society to put extensive energy and resources in the restoration of degraded ecosystems and landscapes, and for the government to install higher levels of ministries than that of the Ministry of Environment in dealing with the issues related to the 'preservation' of national land, people, culture and the security of the sustainability for future generations, where EIA and strategic environment assessment (SEA) can directly contribute to the sustainability of the country and future generations.
The purpose of this study to analyze the informatization trends in Korea through objective newspaper data for the period from 1998 to 2017 for informatization and library in four newspapers including KyoungHyang Newspaper, Kookmin Ilbo, Hankyoreh and Hankookilbo. Based on the analysis results of metadata and related words using BIGKinds, a news big data system, this study presented analysis of simple frequency, classification and classification of the keywords 'information', 'informatization' and 'library'. Based on the results, we compared and analyzed the tendency of informatization in the media through comparison with the 'Information White Paper' which is the publication of government agencies and with research about the research topic of 4 academic journals in the Library and Information Science field. This study tried to interpret the trends of informatization based on the media and it is meaningful that we analyzed the big data of newspaper article which is the long term and time series data. Based on the results of the study, implications of the growth and development of libraries with domestic informatization were suggested. It is expected that we will be able to create a basic framework for developing library informatization policy through the further studies.
