An Exploratory Research on the Accumulation of Basic Research Capability in the Newly Developing Countries (신흥공업국의 기초연구능력 축적과정의 특성에 대한 탐색연구 -한국 사례를 중심으로-)

  • Recent trend of rapid growth in the basic research activities in East-Asian newly industrialized countries bring about the change in the world knowledge production structure. Particularly, Korea showed the changing patterns not only in the number of publication, but also in the aspect of structural change of basic research activities. The stylized facts of basic research activities in Korea can be summarized in three aspects; first, selective development patterns, second, reverse pattern of evolution, and finally, the rapid growth of basic research activities in major firms. This paper analyse the evolutionary patterns of basic research activities in empirical base and propose the policy implication for supporting basic research activity in newly industrializing countries.

Experimental Study on Evaluation of Fatigue Crack Growth Rate of Steel Plates using Crack Opening Displacement (COD(Crack Opening Displacement) 측정을 통한 강재의 피로균열진전속도 추정에 관한 실험적 연구)

  • Steel structures have a higher probability of being damaged by fatigue than by other causes of deterioration. As such, their maintenance to prevent fatigue damage is essential to sustain their safety and performance during their service period. In their maintenance, the current state of their fatigue cracks must be assessed to determine appropriate reinforcement methods and the suitable time intervals of periodic inspections when fatigue cracks are detected. Determining the crack growth rate is a successful method of predicting fractures, but it requires technical knowledge on fracture mechanics and experience in numerical methods and software for finite element analysis. In this study, a fatigue crack growth test on through-thickness cracked steel plates was conducted to assess the crack growth rate without superior technical knowledge and experience. The relationship between the Crack Opening Displacement (COD) and the crack growth rate was found in relatively long fatigue cracks.

Technological Convergence Strategy and Growth Policy of SMEs in Korea: Network Analysis on IT and BT Convergence (국내 중소기업의 기술융합 전략 및 성장 정책: IT & BT 융합기술 기반 네트워크 분석)

  • Many scholars have addressed the technological convergence of small-medium sized firms in Korea and their impact on the economic growth of nation. Nevertheless, most studies have been investigated the relationship between entrepreneurship and venture creation, and a few studies have analyzed the innovation and technological convergence of SMEs. The purpose of this research is to gain industrial insight into the technological convergence and to suggest a dynamic growth policy for entrepreneurs of SMEs to improve their convergence performance based on IT and BT. Therefore, we intend to propose solutions to these key questions in convergence such as; what are the key patterns in the process of technological convergence of SMEs on IT and BT, and what kinds of strategy do their need? In order to answer these research questions, we adopt network analysis using patent citation information. Results of network analysis revealed that building ecosystem based on government and universities is one of the most important factors for the future growth of SMEs in Korea. Also, the fit between technological convergence direction of SMEs and division of convergence structure of government and universities will be positively associated with dynamic growth of SMEs in Korea. In conclusion, this research extends the current studies on important aspects of SMEs in the technological convergence process by proposing their growth in convergence process to a newly converging context, IT and BT, and shed light on the integrative perspectives of crucial roles of SMEs on innovation performance in the IT and BT technological convergence.

An Analysis of Crack Growth Rate Due to Variation of Fatigue Crack Growth Resistance (피로균열전파저항의 변동성에 의한 균열전파율의 해석)

  • Reliability analysis of structures based on fracture mechanics requires knowledge on statistical characteristics of the parameter C and m in the fatigue crack growth law, $da/dN=C({\Delta}K)^m$. The purpose of the present study is to investigate if it is possible to predict fatigue crack growth rate by only the fluctuation of the parameter C. In this study, Paris-Erdogan law is adopted, where the author treat the parameter C as random and m as constant. The fluctuation of crack growth rate is assumed only due to the parameter C. The growth resistance coefficient of material to fatigue crack growth (Z=1/C) was treated as a spatial stochastic process, which varies randomly on the crack path. The theoretical crack growth rates at various stress intensity factor range are discussed. Constant ${\Delta}K$ fatigue crack growth tests were performed on the structural steel, SM45C. The experimental data were analyzed to determine the autocorrelation function and Weibull distributions of the fatigue crack growth resistance. And also, the effect of the parameter m of Paris' law due to variation of fatigue crack growth resistance was discussed.

  • Modern society is changing rapidly toward the intellectual one. The needs of knowledge sharing are highly demanded for its growth and progress through the society at large. Even though university creates the knowledge in various fields, university members could not share the knowledge effectively for some reasons. This K university students case study reveals that usage of IT, college sponsoring and communicative culture affect educational performance indirectly as well as directly through knowledge sharing.

  • Ethnobotany is an interdisciplinary science at the intersection of botany and ethnology. Currently, there is a sharply increasing need for the study and conservation of traditional knowledge about plants. The loss of traditional sources, knowledge, and practices in using plants is caused by the growth of technologies in all branches of production, widespread urbanization, and globalization of the economy. This study was been conducted to collect and analyze the Koryoins (Koryo saram) traditional ethnobotanical knowledge, living in Uzbekistan, whose number 174,200 people. They are the descendants of Korean immigrants to the Russian Far East, who ended up in Central Asia as a result of the forced resettlement in 1937. In the processing of collected data, four main categories of uses were defined - Alimentary, Medicinal, Household/Handicraft, and Others. For quantitative data analysis, synthetic indices were used - RFC (Relative Frequency of Citation) and CI (Cultural Importance Index), which are commonly applied to assess the importance of plants. The respondents mentioned 72 plants belonging to 28 botanical families. A significant part of them was cultivar plants. The category that had the largest number of plants mentioned by the respondents was the Alimentary use category (51). According to quantitative indices rates, the most important plants are traditionally used for food. A comparison of ethnobotanical knowledge was made with the collected data of this study and Korean traditional knowledge.

  • Each nation of the world is competing aiming for the growth of economy and quality of life, and, knowledge based economic system is accelerated. So, R&D is continuously propelled for possession of technology is core in the knowledge based economic system. Our government is investing R&D but efficiency is the continuous theme of the study. Also, government's railway R&D made visible fruits and analyze that.

  • Korea Credit Guarantee Fund(KODIT) is a public financial institution under the provision of the Korea Credit Guarantee Fund Act. Facing the waves of change both locally and globally, KODIT will serve as 'social value creator' in making a paradigm shift from a large corporation(Conglomerate-dominated) economy to a social enterprise-oriented one based on social economy. This study focuses on the supporting service programs for social enterprises and job creation how it affects the performance of social value creation of KODIT. There is currently no detailed research of the social value in terms of the business and management academic agenda. Therefore, the present study describes the importance of social value creation on the policy financial institution. This study conducted in-depth case study for social value performance. As a public policy financial institution, KODIT exert diverse efforts to correct market failure and achieve inclusive growth. For example, KODIT extends credit guarantee services for the liabilities of promising corporations and stimulates financial and non-financial supporting programs for social enterprises. Although the role of social value and social economy has gained business field attention, few investigations have been conducted to explain how social value is achieved. The present study can thus act as the foundation for exploring the social value creation in the circumstances of public financial institution.

The Influence of Weaning Time on Deer Performance

  • Current growth in the deer industry is 20% per annum as the demand increases for venison in Europe, including the increased use in Asia of antlers as a natural medicine by humans. The deer industry in Australia has developed rapidly, but farm profitability has fluctuated markedly. The knowledge on deer farming has largely been adopted from New Zealand (NZ) and the United Kingdom (UK) although the environmental conditions in these deer growing countries differ markedly from Australia. The practice used for weaning is one of the key factors influencing the profitability of the industry. However, a wide range in weaning dates are practised by farmers leading to the question of whether deer should be weaned after mating to reduce the stress during weaning or should they be weaned in the pre-rut period to allow does to recover their body condition for the next reproduction cycle. This review examines the effect of weaning time on the performance of does and hinds and the subsequent growth rate of the fawns and calves. Gaps in knowledge of weaning procedures and nutritional management for early weaned deer are identified.

An Empirical Study in the Effects of Six Sigma Project Management System on Project Balanced Scorecard (6시그마 프로젝트 관리시스템의 활용이 프로젝트 균형성과지표에 미치는 영향에 관한 실증적 연구)

  • While six sigma project management systems have been widely used as a knowledge management systems, no one has proposed an empirical explanation for impacts of project management systems on project performance. This study proposes a structural equation model of the project management system that relates learning/growth, internal growth, customer performance, and financial effects based on six sigma project performance. The relationships are investigated using data collected from a sample of green and black belts. The results indicate that there are a causal relationship with use of project management and learning/growth and internal process, internal process and customer performance, and customer and financial performance. However, there is no relationship between internal process and financial effects. The results suggest that six sigma project system could effectively be implemented as a knowledge management system to improve six sigma performance of green an black belts. This study also compares index of SEM's model fit of research model and that of alternative models for further analysis. The result shows that index of research model of index is better than that of alternative model.
