  • 본 연구는 KISTI 지식관리시스템 구축시 고려해야 할 시스템특성들의 우선순위를 제시함으로써 현재 구축해서 사용 중이거나 향후 구축 예정인 KISTI 지식관리시스템 구축에 기여하고자 하였다. 연구를 위해 기존의 문헌들에서 지식관리시스템의 시스템특성을 가져왔고, 이러한 시스템특성들을 기초로 해서 KISTI 과학기술 지식정보 콘텐트 전문가들을 대상으로 한 Delphi 설문조사를 하였다. 연구결과 검색기능 저장기능 접근성, 편의성, 분류기능 등과 같은 지식관리시스템의 기본 특성들은 우선순위가 높게 부여되었고, 지식원천통합, 지식평가, 개인화, 커뮤니케이션지원, 멀티미디어 수용 등과 같은 지식관리시스템의 부가적인 특성들은 우선순위가 낮은 것으로 나타났다.

A Study on the Reliability Evaluation Index Development for the Information Resources Retained by Institutions: Focusing on Humanities Assets

  • This study has the aim of developing an evaluation index that can help evaluate the reliability of the information resources of institutions retaining humanities assets for the purposes of laying out the foundation for providing one-stop portal service for humanities assets. To this end, the evaluation index was derived through the analysis of previous research, case studies, and interviews with experts, the derived evaluation index was then applied to the humanities assets retaining institutions to verify the utility. The institutional information resources' reliability evaluation index consisted of the two dimensions of the institutions' own reliability evaluation index. The institution provided a service and system evaluation index. The institutions' own reliability evaluation index consisted of 25 points for institutional authority, 25 points for data collection and construction, 30 points for data provision, and 20 points for appropriateness of data, for a total of 100 points, respectively. The institution provided service and system evaluation indexes consisting of 25 points for information quality, 15 points for appropriateness (decency), 15 points for accessibility, 20 points for tangibility, 15 points for form, and 10 points for cooperation, for the total of 100 points, respectively. The derived evaluation index was used to evaluate the utility of 6 institutions representing humanities assets through application. Consequently, the reliability of the information resources retained by the Research Information Service System (RISS) of the Korea Education & Research Information Service (KERIS) turned out to be the highest.

  • 공공기관과 정부는 시민에게 음성 기반 서비스 챗봇을 제공함으로써 시민 복지를증진하고 사회적 취약계층과 원활한 공공소통을 도모할 수 있다는 전제로 논의를 전개한다. 이 논문의 연구 목적은 지능형 정부가 ICT를 기반으로 조직 내외 지식 및 정보를 데이터화하고 체계화하여 능률적으로 관리하고 시민들, 특히 취약계층의 정보 접근과 활용을 용이하게 하여 신속하고 효율적인 행정서비스를 제공해 줄 방안을 제안하기 위함이다. 연구방법으로 소규모 설문조사를 통해 음성기반 서비스 제공을 앞둔 공공기관에 대한 시민들의 태도, 인식 및 기대가 긍정적임을 확인하고, 인공지능에 관한 지식을 갖춘 전문가들 인터뷰를 통해 음성기반 서비스에 필요한 기술적 측면과 공공기관 음성기반서비스 제공의 의의 및 필요성, 구축시 고려해야 할 제반사항들과 정책적 제언, 시사점을 살펴보고 한계 및 연구발전에 대해 고민해본다. 결과적으로, 챗봇의 음성기반서비스는 더 폭넓은 시민들이 지능형 정부에 참여를 실현하며, 정보 접근성을 강화하고 사회적 취약계층의 인권 및 기본권 보장·강화하는 사회적 배려와 디지털 포용을 실천하는 계기와 발판을 제공함에 큰 의의를 지닌다.

A Study on the Strategy of Resolving Impediments to Use of Digital Resources : The Case of Korean Public Libraries

  • In this study, users' perceptions and concerns about digital information resources were investigated, focusing on impediments to the use of digital resources, to devise measures for improvement by identifying factors that hinder the use of digital information resources. To achieve the purpose of the study, the research identifies the inconvenien ce factors and establishes the user inconvenience list based on prior research and the current status survey. Based on the derived list, a survey was conducted on users of public libraries. Through this study, it was found that the use of digital information resources can be enhanced by improving the internal library system. Specifically, it refers to improving search performance and accessibility of digital data, providing one-stop services for digital information resources through the operation of an integrated data management system, conducting customized user education, and establishing a digital information resource preservation system, e.g. web archiving. Also, improving the external environment and system, such as contracting with more libraries for digitized data use agreements, strengthening support, unifying the names and classifications of digital information resources, and simplifying the procedure for using digital information resources, is of great importance.

중학생의 인터넷음란물 접속과 성 의식의 관계 (Relationship between Access to Lewd Internet Contents by Middle School Students and Their Awareness of Sex)

  • The purpose of this research lies in presenting logical viability for the measures that curtail access to lewd Internet contents by middle school students amidst the reality in which lewd contents are circulated freely through the Internet, a medium that the middle school students find most easy to access. In order to establish right form of awareness towards sex, this research identified the ways they access the lewd Internet contents, their reaction after the exposure to those contents, their knowledge of sex, their concerns regarding sex and their accessibility to sexual activities in order to conduct a comparative analysis on the relationship between lewd Internet contents and their awareness of sex. First, realities of accessing lewd Internet contents and reactions according to the demographics of middle school students There isa significant difference in the experience of accessing lewd Internet contents in terms of gender. Mostly, male students tend to access the contents more. As for the way they access the lewd Internet contents, both male and female students replied that they access through spam mail of lewd nature. Thus, measures to address this problem are needed urgently. As to when they first accessed the lewd contents, most of the research subjects replied that they accessed either in elementary school period or in the early middle school period. This shows that most of the students got exposed to lewd contents even before they could establish positive, correct awareness of sex. Thus, there is a risk that they may formulate wrong kind of sexual awareness. Accordingly, it is necessary to develop measures through focused sex education. Students are divided into two groups according to the time they spend on the contents averagely: those who spend over one hour and those who spend less than an hour on the lewd contents. If the students spending longer hours are not to be checked and properly guided, it may lead to increasing cases of sexual delinquencies due to their wrongly formed awareness of sex. When the question of existence(non-existence) of guardian was addressed, students with both parents tend to access the lewd Internet contents in a more diverse manner and tend to access more compared to those students from single parent or no-parent families. Accordingly, guardians need to pay attention to how their children are using the Internet. Second, awareness of sex depending on the middle school students' demographics In case of sexual knowledge, middle school students shows relatively high level of knowledge. In particular, female students are found more knowledgeable than male students, and the students in upper years are more knowledgeable as well. As a result, this research recommends that the students in lower years should be guided with more basc and detailed information, while those in upper years need to be taught to form and express their own thoughts and attitudes and to build up independence on this matter. In case of worries about sex, both male and female students don't worry too much about it. However, male students are more concerned about sex than female students in a more diverse ways. As for the differences by academic year, concerns for sex increase, as students get older. Accordingly, sex education that helps establish sound perception of the opposite sex and that focuses on the etiquettes that one must adhere to at the presence of the opposite sex need to be conducted against middle school students. In case of accessibility to sex, male students manifest higher tendency than female students. As for the differences by academic year, those in the first and second years show higher accessibility than those in their third year. In general, younger students tend to be more open-minded toward sex. Accordingly, students in lower academic years need to undergo basic knowledge oriented sex education, whereas those in upper academic years need to undergo discussion centered sex education where they subject to questions regarding their attitude and opinion. Third, relationship between the reactions after the exposure to the lewd Internet contents and their awareness of sex As the frequency of contact with lewd Internet contents increases, awareness of sex increases as well. Thus, the lewd Internet contents contribute to the increase in students' concern for sex as well as increase in accessibility to sex, which eventually become barriers to students' establishment of a healthy perception of sex. Reactions to sex after the exposure to lewd Internet contents and awareness of sex indicate a significant correlation. However, negative correlation is manifested with knowledge of sex. Thus, it is possible to know that the greater access to lewd Internet contents does not necessarily translate into increase in knowledge of sex. However, the study showed there is a correlation between concerns for sex and the level of accessibility to sex. In more detail, the more reactions to the contents they show, the more concerns for sex they have and the more positively they take acceptability to sex. Moreover, it is necessary to develop necessary measures since textbooks today do not include measures needed to address the lewd Internet contents. Given the above findings, it is necessary to continue to complement structural measures in order to prevent easy access of lewd Internet contents by middle school students. Moreover, it is necessary to be considerate of the students so that they themselves can form a healthy Internet culture and grow up within positive framework for the sex education.

고객센터 지식관리시스템 재구축 성공과 활용에 영향을 미치는 요인에 관한 탐색적 연구: K 보험사 사례를 중심으로 (An Exploratory Study on the Factors Affecting the Success and Utilization of Reestablished Knowledge Management Systems in a Customer Center: Case of K Life Insurance)

  • Knowledge, as a source of firm's competitive edges, has been drawing attention, while numerous enterprises are investing huge amount of assets to foster the right environments for executing knowledge management (KM). As a practical way of such KM, knowledge management systems (KMS) support the creation, diffusion, and utilization of knowledge, which are the tools for practicing such management style. Recently, the customer centers which make the closest contact with the customers are being concerned about the establishment of KMS. Considering the characteristics of real-time problem solving in customer centers during the consultation with the customers, the importance of KMS is paramount to the centers. This study analyzes major factors influencing the success and utilization of the customer center KMS's reestablishment, as an exploratory case study of the reestablishment of KMS in the customer center of K insurance company. First, the characteristic differences between the customer center's KMS and the traditional KMS are discussed, and the triangulation technique is applied to secure objectivity of this case study's findings. Major results of the case study state that, for the success of KMS and improvement of utilization, the followings should be considered preferentially: excellent system quality (accessibility, user convenience, easy searching, speed/menus); high information quality (accuracy, usefulness, timeliness, task-relevance, diversity, degree of specification); appropriate operation strategy and process for the utilization of system (education, training opportunity, appropriate personnel, speed and procedure of approval, compensation/evaluation); and change management via the support from the CEO's level (concern and participation of CEO, will to propel the project, investment, advertisement, etc.). This study provides practical suggestions with respect to factors which should be more carefully dealt with, since still many customer centers have hard time establishing and operating KMS due to lack of previous studies.

이주노동자의 사회적 서비스에 대한 접근성과 사회연결망 (Social Network and Social Services Accessibility of Migrant Workers)

  • 이 연구의 목적은 이주노동자의 사회적 서비스의 접근실태와 연결망을 분석하는데 있다. 이론적 차원에서 이주노동자의 사회적 서비스에 대한 욕구와 지원체계를 검토하고, 사회적 서비스의 접근성과 연결망에 대해 논의한다. 그리고 실제적인 차원에서 이주노동자가 사회적 욕구상황에서 어떻게 대처하는지, 누구를 통해 문제를 해결하고 어떠한 연결망을 통해 사회적 서비스에 접근하는지를 사회연결망분석(Social Network Analysis)을 통해 파악한다. 분석결과, 이주노동자는 사회적 욕구상황에서 공식적인 지원조직에 접근하기 보다는 친구 및 직장동료 등과 같은 비공식적인 지원집단에 의존하는 것으로 나타났다. 특히 공식적인 지원조직간의 연결망에서 공공도서관은 다른 지원조직들과 전혀 연계를 맺지 못하고 지식과 정보제공자로서의 역할에 한계를 드러내고 있다.

국내 사이버대학교 웹사이트 평가 및 개선방안 연구 (A Study on the Website Evaluation and Improvement of Korean Cyber University Websites)

  • 본 연구의 목적은 국내 사이버대학의 웹사이트 평가를 실시하여 웹 사용성(Web Usability)과 웹 접근성(Web Accessibility)을 분석하고, 사이버대가 웹사이트 상에서 이용자들에게 얼마만큼의 다양한 개인화 서비스와 양질의 콘텐츠들을 제공하는가를 분석하고 개선방안을 제시함으로써 웹사이트의 질적 향상을 도모하고 원격교육의 신뢰성에 기여 하고자 하는데 있다. 이를 위해 문형남(2001)의 SM-ABCDE 평가모델을 적용하여 원격대학에 알맞은 44항목의 체크리스트를 개발하고, 17개 사이버대학교 웹사이트에 대하여 고객흡인력(Attraction : A), 비즈니스(Business : B), 콘텐츠(Content : C), 디자인 및 사이트구성(Design : D), 기술평가(Engineering : E)의 다섯 분야에 대하여 웹사이트 평가를 실시하였다. 평가결과 Attraction 부분에서는 부산디지털대학, Business 부분에서는 공동으로 경희사이버대학과 사이버외국어대학이 가장 우수하게 평가 되었으며, Content 부분에서는 경희사이버대학, 디자인부분에서는 한양사이버대학이 가장 우수하게 평가 되었다. 종합적으로 경희사이버대학교, 부산사이버대학교, 한양사이버대학교 순으로 우수하게 평가 되었다. 그러나 Engineering 부분에서는 모든 사이트가 웹 접근성 준수 수칙을 제대로 지키고 있지 않은 것으로 나타났다. 이번 연구 결과를 토대로 하여 국내 사이버대학들이 장기적인 안목으로 웹 접근성을 잘 준수해 나간다면 웹 사용성이 높아지므로 비장애인뿐만 아니라 장애인 등 기타 다양한 계층의 이용 고객을 확보하게 됨으로써 사이버대학의 발전과 나아가서는 지식정보사회에서 앞선 교육 방식을 지향하는 명실상부한 교육기관으로 자리 잡을 수 있을 것이다.

Using Ontology to Represent Cultural Aspects of Local Products for Supporting Local Community Enterprise in Thailand

  • Community enterprise plays an important role for developing local business. Products from local communities apply local specialties such as high-quality materials and inherited wisdom. This work aims to support merchandises from local community enterprises by bringing out their specialties related to local wisdom and intangible cultural aspects. An ontology is applied to demonstrate the innate information regarding the implicit values of the products and is used as a core for a semantic search system. Details of the products are gathered from their respective community using an interview method and are extracted to align with the developed ontological schema. The semantic search system thus is implemented with a recommendation process for online accessibility for providing the organised information. From evaluation, the developed ontology and its instances are rated highly for their consistency, conciseness, and completeness. In usage, accuracy of the query and recommendation results are evaluated at 97.38% searching accuracy and 85.03% for recommending interesting products.

  • 최신 정보통신기술의 발달에 힘입어 우리의 삶은 매우 빠르게 변하고 있으며 삶 자체의 스타일도 크게 영향을 받고 있다. 현대 지식정보화 사회에서 장애인들도 진보한 정보통신기술의 혜택을 누릴 수 있는 권리가 있다. 하지만, 정보격차라는 장벽이 존재하여 장애인들이 정보통신기술로 세상과 소통하는 데 어려움이 있다. 이러한 관점에서, 정보격차를 줄여서 장애인들로 하여금 정보통신기술의 혜택을 누릴 수 있도록 해야 한다. 최근에 장애인과 비장애인 사이에 정보격차를 줄이기 위한 다양한 연구가 진행되고 있다. 정보격차를 줄이기 위한 다양한 시도들 중에서, 웹 접근성의 향상이 가장 큰 관심사이다. 이것은 웹이 다양한 정보통신기술 도구들 중에서 아직까지 가장 널리 쓰이는 대표적인 도구이기 때문이다. 본 논문의 목적은 장애인들을 위한 웹 접근성 향상을 위한 실제적인 가이드라인을 제안하는 것이다. 본 논문에서 제안하는 개선방안은 기존의 웹 접근성 향상 방안에 기초를 두고 있으며 장애인들에 더 적합하게 수정하고 개선한 방안들이다. 본 논문에서 제안하는 웹 접근성 향상방안은 다음과 같은 원리를 가지고 있다. 첫째, 입력을 확인한 후 전송하게 한다. 둘째, 즉각적인 응답요구를 금지한다. 셋째, 필요하면 내용을 저장하거나 기록할 수 있어야 한다. 넷째, 물리적인 움직임을 최소화한다. 다섯째, 다양한 상호작용 기능을 제공한다.
