토지거래허가제확대실시(경부고속전철건설예정지등)

  • [ $\triangle$ ] 건설부는 90.6.15 경부고속철도 및 신공항건설계획발표, 수도권내 공장 건설규제 완화 등과 관련하여 투기발생이 우려되는 지역을 토지거래 허가구역으로 지정하여 지가의 안정을 유지하면서 국토의 균형개발을 도모하기로 하였음. $\triangle$ 이번에 토지거래허가제가 실시되는 지역은 $\bullet$ 경부고속전철건설에 따라 영향을 받는 지역의 투기와 지가상승을 방지하기 위하여 역에서 반경 20km이내의 영향권내에 있는 천안시, 온양시, 청주시, 경주시전역과 안성군, 평택군 등의 일부 지역 $5,750.05km^{2}$$\bullet$ 신공항건설로 투기적 거래가 우려되는 신공항인근 지역과 공항진입도로, 진입철도 등의 설치로 향후 개발이 예상되는 이넌직할시, 부천시전역과 웅진군북 도면등 $129.37km^{2}$, $\bullet$ 수도권내의 공장설치규제가 완화됨에 따라 투기발생이 우려되는 지역과 수도권중 택지소유상한제가 실시되지 않는 지역에 대한 투기확산을 방지하기 위하여 경기도지역중 현재 허가제가 실시되고 있지 않은 $6,237.93km^{2}$, $\bullet$ 안면도 관광도지개발로 인하여 투기적거래과 우려됨에 따라 태안군 고남면 $26.48km^{2}$등을 허가구역으로 지정하게 되었음. $\triangle$ 이로써 허가구역은 현재 실시중인 지역 $28,323.47km^{2}$를 포함하여 전국토의 $40.78{\%}(40,467.30km^{2})$가 되며 신고구역은 $12,075.45km^{2}$가 감소하여 전국토의 $40.07{\%}(43,735.38km^{2})$가 됨.

  • Optical link design technique for compensating of distorted 40 Gbps ${\times}$ 24 channels WDM signals is researched. The considered optical link consists of optical phase conjugator (OPC) placed at 100 km and 900 km, which are non-midway of total transmission distance, and dispersion management (DM). It is confirmed that optimal net residual dispersions (NRD) are 800 ps/nm and 900 ps/nm when OPC placed at 100 km and 900 km, respectively.

Qualitative study on the key elements of obesity counseling in Korean Medicine

  • Objectives: Weight counseling is an inevitable process for patients with obesity who intend to lose weight; however, the contents of real-world counseling practices remain uncertain in Korean medicine (KM) practice. This study aimed to explore the structure and constituents of obesity counseling in KM. Methods: Qualitative methods were used to explore the structure of weight counseling and clinicians' approaches to weight counseling, particularly the advice and main constituents of weight counseling in KM. Nine KM clinicians (4 women, 5 men) from nine clinics completed face-to-face, individual and semi-structured interviews from September 2019 to February 2020 in Seoul, Daejeon, Cheonan, Seongnam, Asan, and Hwaseoug. The interviews were digitally recorded, transcribed verbatim, and categorized based on their constituents. Results: During weight loss counseling, the six principal constituents of KM identified were: planning with patients, motivation, correcting misinformation on weight loss, dietary and exercise advice, medication guidance, and customized guides for each type. Conclusion: Clinicians with in-depth knowledge about obesity prescribed personalized guidance for exercise, diet, and medication through an integrative approach. The study results provide an in-depth understanding of weight counseling in KM. These six constituents could guide the counseling provided by clinicians in obesity care.

Gravity Survey on the Southwestern Area of Jechǒn in the Okchǒn Zone (제천(提川) 서남부(西南部) 옥천대(沃川帶) 지역(地域)에 대(對)한 중력탐사연구(重力探査硏究))

  • The gravity measurement has been conducted at 61 stations with an interval of about 500 to 1,000 m along two survey lines of about 47 Km between $Chungju-Jech{\check{o}}n$ and $Salmi-D{\check{o}}cksanmy{\check{o}}n$ in order to study on the subsurface geologic structure and structural relation between $Okch{\check{o}}n$ Group and Great Limestone Group of $Chos{\check{o}}n$ Supergroup. The Bouger gravity anomalies were obtained from the reduction of the field observations, and the distribution patterns of the basement and subsurface geologic structure were interpreted by means of the Fourier-Series and Talwani method for two-dimensional body. The depth of Conrad discontinuity varies from 12.7 Km to 15.7 Km, and vertical displacements along the Osanri and Bonghwajae faults are 1.0 Km and 1.5 Km, respectively between Chungju and $Jech{\check{o}}n$. The depth of Conrad discontinuity varies from 13.8 Km to 15.4 Km, and vertical displacement along the Bonghwajae fault is 0.5 Km between Salmi and $D{\check{o}}cksanmyon$. The basement is widely exposed at several places between Chungju and $Jech{\check{o}}n$. In the unexposed area between Osanri and $W{\check{o}}lgulri$, its depth is from 1.5 Km to 2.1 Km. It is displaced downward along the Osanri and Bonghwajae faults by 0.8 Km and 0.6 Km, respectively, and is displaced upward along the Dangdusan fault by 1.6 Km. On the other hand, the depth of the basement varies abruptly by the Sindangri, Jungwon, Kounri, and Bonghwajae faults between Salmi and $D{\check{o}}cksanmy{\check{o}}n$, and it is from 2.8 Km to 3.2 Km around $Salmimy{\check{o}}n$, from 1.6 Km to 2.5 Km between the Sindangri and Bonghwajae faults, 3.0 Km near Koburangjae, and 2.5 Km at $Doj{\check{o}}nri$. The high Bouguer gravity anomalies are due to the accumulation of $Okch{\check{o}}n$ Group and $Jangs{\check{o}}nri$ Metamorphic Complex whose density is higher than the basement exposed between Sondong and Osanri, and imply the existance of Bonghwajae Metabasite or hornblende gabbro of high density distributed along the Bonghwajae fault in the vicinity of Koburangjae. The low Bouguer gravity anomalies resulted form the fracture zone associated with fault or rock of low density imply the existance of the Osanri, Bonghwajae, Dangdusan faults and $Daed{\check{o}}cksan$ thrust between Chungju and $Jech{\check{o}}n$, the uplift of the basement by the Sindangri, Jungwon, Kounri, and Bonghwajae faults, and extensive distribution of Cretaceous biotite granites between Salmi and $Docksanmy{\check{o}}n$. The thickness of $Okch{\check{o}}n$ metasediments varies from 1.5 Km to 3.2 Km, and that of Great Limestone Group of $Chos{\check{o}}n$ Supergroup from 200 m to 700 m. It is interpreted that $Okch{\check{o}}n$ Group is in contact with Great Limestone Group of $Chos{\check{o}}n$ Supergroup by the fault zones of the Bonghwajae and $Daed{\check{o}}cksan$ faults, and the Bongwhajae fault is a thrust of high angle, by which the east of the basement is displaced downward 0.5 Km between Chungju and lechon, and 1.0 Km between Salmi and $D{\check{o}}cksanmy{\check{o}}n$.

On the isostasy and effective elastic thicness of the lithosphere in southern prt of the Korean Peninsula (한반도 남부 지각평형과 암석권의 유효탄성두께)

  • Applying elastic plate model, we estimated elastic thickness and rigidity of the lithosphere in southern part of the Korean Peninsula($332km{\times}332km$ area of which center is $36.5^{\circ}N$ in latitude and $127.5^{\circ}E$ in longitude) by analysing terrain data and gravity data measured up to 2002. We tried to exclude the East Sea in choosing the study area because it has different tectonic environment. The mean Moho depth was estimated to be 30 km by power spectrum analysis of gravity data in the study area, Assuming one layer crust and applying elastic plate model, the loads with wavelengths of greater than 300 km are locally compensated, loads with wavelengths in the range 80-300km are partially supported by the strength of the lithosphere, and loads with wavelengths of less than 80km are almost completely supported by lithospheric strength. Assuming crustal model and rigidity, we calculated predicted coherence and compared it with observed coherence. As a result, we wert able to estimate the effective elastic thickness to be of 15 km(corresponding flexural rigidity is $3.0{\times}10^{22}Nm$). This indicates that the crust of the study area is relatively weaker than other old and stable continental regions but is similar to continental margins or oceanic area. The low rigidity could be explained by many tectonic and thermal activities such as orogenic activities, magmatic intrusions, volcanic activities, foldings, faultings, etc.

Changes of Land Use Pattern due to Urbanization in Taejon Korea (도시화에 따른 대전시 토지이용의 변화)

  • The objectives of this study were to determine how land use pattern in Taejon the sixth largest city in Korea has changed with urbanization. Degree of green naturalness (DGN) was used to analyze land use pattern from 1990 to 1998. Number of 1km$\times$1km grids numbers of satistical land use data and compared rate of population increase quantified land use pat-tern. The rate of population increase of Taejon was 27.8% from 1990 to 1998. Eight degrees of DGN were identified with secondary forest(grade 7) occupied the largest area (203 grids: 37.5%) of the total 541 grids in 1998. The changes in land use were compared among 1990, 1994 and 1998. Grade 1 increased by 9 grids while grade 2 decreased by 6 grids. Likewise paddy field decreased by 10km2 from 62 to 52km2 dry field and forest also decreased by 4km2 and 1km2 respectively while residence and factories increased by 10km2 and 0.5km2 respec-tively. The green space was mostly distributes in a national park and greenbelts in the outer zone of the city. As a result paddy and dry fields in central area of the city have been changed to residential and industrial areas. The city environment in term of DGN reduced its quality and quantity.

  • The purpose of this paper is to explore the strategy of future Korean medicine(KM) clinical research through the study on the current situation and issues for KM clinical research worldwide. In this study, the papers published in English through Pubmed were investigated mainly. And we analyzed the methodological issues from the clinical research reports in the KM fields. As a result of examining the current situation of the RCTs(Randomized Controlled Trials) studies in KM, the sample size for most studies was small and the overall methodological quality appeared to be low. And there was a discussion about whether or not to apply RCTs method to the KM clinical research. The majority of studies have argued the use of RCTs method for KM clinical research. In addition, we could find some problems through the analysis of KM clinical studies. First, the majority of RCTs in KM were of low quality. Second, RCTs method was applied to the KM clinical studies according to the Western medicine methods only. Third, the actual KM diagnosis was not used in the KM studies and inadequate outcomes measurement methods were utilized without considering the characteristics of KM practice. The methodological issues in the KM clinical research were caused by the conflict between the characteristics of KM practice and clinical research method based on the western medicine.

The Effect of Goomcheongsim-won(구미청심원) Extracts on E20 Corticells and P7 Cerebellar Cells Exposed to Hypoxia (구미청심원이 저산소증 유발 배양신경세포에 미치는 영향)

  • Objectives : The purpose of this investigation was to evaluate the effect of Goomicheongsim-won Extracts on E20 corticells and P7 cerebellar cells exposed to hypoxia, and the effect on neuronal protection by elimination of Rhinoceros unicornis L. and/or Orpiment $As_2S_3$. Methods : P7 cerebellar cells were grown in various concentrations of KM-A, KM-B, KM- C and KM-D. On 7 DIV (day in vitro), cells were exposed to hypoxia (98% $N_2/5%{;}CO_2,{\;}3{\;}hr,{\;}37^{\circ}C$) and normoxia, and then further incubated for 3 days. Neuronal viabilities were expressed as percentages of control. E20 cortical cells were grown in various concentrations of KM-A, KM-B, KM-C, and KM-D. On 7 DIV, cells were exposed to hypoxia and normoxia, and then further incubated for 3 and 7 days. Results : I. The effect of KM-A on neuronal protection was significantly increased P7 cerebellar granule cells and E20 cortical cells on normoxia and hypoxia. 2. The effect of KM-B on neuronal protection was increased P7 cerebellar granule cells on normoxia, but was significantly decreased P7 cerebellar granule cells on hypoxia. The effect of KM-B on neuronal protection was non-significantly increased E20 cortical cells on normoxia and hypoxia. 3. The effect of KM-C on neuronal protection was non-significantly increased P7 cerebellar granule cells on normoxia and hypoxia and was decreased (p=0.058) on hyperconcentration of the extracts in normoxia. The effect of KM-C on neuronal protection was significantly increased P7 cerebellar granule cells and E20 cortical cells on normoxia and hypoxia (10 DIV), and the effect was E20 cortical cells on normoxia (14 DIV), non-significantly increased E20 cortical cells on hypoxia (14DIV). 4. The effect of KM-D on neuronal protection was increased P7 cerebellar granule cells on normoxia but was not on hyperconcentration of the extracts, was significantly decreased on hyperconcentration of the extracts in hypoxia. The effect of KM-D on neuronal protection was significantly increased E20 cortical cells on normoxia and was significantly increased E20 cortical cells increased on hypoxia (10 DIV). Conclusions : Goomicheongsim-won extracts had applicable effect on E20 corticells and P7 cerebellar cells exposed to hypoxia. The effect on neuronal protection by elimination of Rhinoceros unicornis L. and/or Orpiment $As_2S_3$ was changed.

Isolation of Strains that Produce Ethanol Efficiently from Cellulosic Materials (섬유질 가수분해물로부터 효율적인 Ethanol 생산균주의 분리)

  • Three strains able to efficiently produce ethanol from cellulosic hydrolysates were isolated from soil samples by enrichment culture in liquid saccharified wheat bran medium. The profiles of physiological and biochemical properties of two yeasts KM-09 and KM-402 and a bacterium Hg-225 were almost identical from those of Candida sp. and Klebsiella sp., respectively. Strains KM-09 and HG-225 used xylose and cellobiose as fermentable sugars, and HG-225 had a wide range of sugar utilization for ethanol fermentation. The optimal pH and temperature for growth of KM-09, KM-402 and HG-225 were 5.8, 5.6 and 6.8 and 32t, $30^{\circ}C$~ and $38^{\circ}C$, respectively. During the ethanol fermentation in saccharified wheat bran by the isolated strains, optimal temperature for ethanol production was more or less higher than those for growth, and addition of 0.2% (w/v) $MgSO_4$, into the medium enhanced ethanol productivity. Of the three strains ethanol content of KM-09 was the highest with about 2.3% (v/v), and ethanol production rate of HG-225 was faster than the others and maximum productivity was after 4 days. KM-09 (1.42% v/v) and HG-225 (1.05%, vlv) produced ethanol from 4% (wIv) xylose but growth rate was slower than on glucose. Otherwise KM-402 showed the highest ethanol productivity on glucose, but no ethanol was detected on xylose and cellobiose.

Assessment on the Possibility of Increase of SB5-B Small Car Impact Velocity (SB5-B 소형차 충돌속도의 상향 가능성 평가)

  • Satisfying the large car impact condition of the high level SB5-B for "SMART Highway" longitudinal barriers, the possibility of increase of the small car impact velocity from 120km/h to 130km/h was investigated. Through computer simulation using input parameters calibrated to full-scale crash test results, various longitudinal semi-rigid barrier models were improved such that for the small car impact speed of 120km/h the change of longitudinal and transverse velocities of the impact vehicle can satisfy the THIV limit. The barrier model determined through this process satisfied the performance assessment criteria for SB5-B impact conditions. Varying the wing angle of slip block-outs of the passed barrier model, the possibility of increase of the small car impact velocity was investigated by FEA and a full-scale crash test was conducted. It has been shown that the possibility to increase the small car impact speed to 130km/h is high if the test facility condition for 130km/h impact velocity is better equipped.
