  • Risk-based inspection (RBI) is a inspection technique suggesting inspection plan, such as inspection interval and inspection method, of the pressurized facilities based on its risk in the petrochemical, refinery and gas industries. Therefore, we can intensively and cost-effectively maintain, repair and manage the high-risk facilities through RBI technology. This paper reviews RBI technology, such as principle and implemental procedure of RBI, management of risks and facilities and return of investment through RBI, RBI technology at present and its application in domestic industries. In addition, some improvement directions of RBI are also proposed.

  • To apply easily the K-RBI program in domestic industries, an implemental procedure for K-RBI program was prepared. The K-RBI program had been developed, based on API-581 BRD. Therefore, through the usage of the developed K-RBI program and the implemental procedure, industries would have a benefit from reduced costs by modifying a frequency of an inspection efficiently. Also, the reliability of facilities would be maximized through improvement of an inspection method for facilities, considering its risk.

  • Recently RBI softwares have received widespread interests from various industries. The available RBI softwares have variety of levels of analysis, fields of applications and damage mechanisms considered, which depend on the software developing institutes. In this paper results of a GSP(Group Sponsored Project) entitled 'Study on Surveying Functions of Foreign RBI Softwares' are summarized. A part of the study is explained in detail as a sample case for showing the contents of the project. Based on the demo softwares as well as the open documents and contents obtained in the web pages of the developer critical comparisons of the well-known RBI softwares were made. The required functions of the optimal RBI software is also discussed from the review results of this study.

  • Recently, needs for extending remaining life and integrity of the aged energy plants are increased since the most domestic plants have been operated over 10 years. This need makes RAM (reliability, availability and maintainability) of the plant become more significant. RBI (risk based inspection) is main technology to increase RAM in energy plants. So far RBI has been developed mainly in the field of process plants (chemical/refinery), underground buried pipelines or nuclear power plants. However, the existing RBI procedure is limited mainly to process plants, it need to be extended to the other energy plants such as fossil power plants. In this study, a general RBI procedure for optimized PM (preventive maintenance) is proposed for various energy plants.

  • Since Risk Based Inspection(RBI) was introduced to quality the risks for jet engine and nuclear power, the technique has been expanded to the area of petrochemical plant. Recently among USA and Europe, window-based computer programme for RBI has been rapidly developed. When local companies procure such program to apply to their plants, it is difficult to build up a proper database as well as expect a good result. In this regards, K-RBI programme accustomed to Korean environments was developed. After completion of the programme in 2004, it was tested by 2 local petrochemical plants and was produced fruitful results. By using these programme, we are expecting accident prevention through risk based planning and implementing of equipment inspection, and saving dollars caused by procuring foreign expensive programme.

Application of Risk-Based Inspection with Financial Risk for a Petrochemical Process (석유화학공정에서 재정적 위험도에 의한 위험기반검사의 적용)

  • For the case of the facilities using utilities such as cooling water and steam, risk of the facilities is zero because the consequence of failure (COF) through equipment damage area is zero. Therefore, to improve the estimation method of the risk by COF through equipment damage area in the risk-based inspection (RBI), this study developed the procedures of RBI, in which the risk was estimated by COF through financial loss. And, the RBI program (KS-RBI Ver 3.1) was developed to establish inspection interval based on the risk of the facilities estimated by COF through equipment damage area and financial loss, simultaneously, and the developed RBI program was applied to a petrochemical process. As a result, risks of the facilities estimated by COF through financial loss were similar to risks by COF through the equipment damage area. But, for the case of the facilities using utilities or expensive facilities, the estimation method of the risk by COF through financial loss was more accurate than through equipment damage area.

Quantitative Risk Assessment of the Chemical Facilities by KS-RBI Program (위험기반검사 프로그램에 의한 화학설비의 정량적 위험성 평가)

  • Damage ranges of accidents of the chemical facilities were estimated by the KS-RBI(Ver.3.0) program supporting the quantitative cause analysis, and the consequences were compared with the results of K-CARM(Ver2.0) program which assesses the quantitative risk in an usual method. As a result we found that the consequences of the KS-RBI program were similar to those of the K-CARM program. Therefore, the KS-RBI program could be applied to the quantitative risk assessment. In addition, it can be safely said that through appling the damage ranges of accidents by weighted average, industrial sites can come up with the effective plans of mitigation and emergency.

  • During the last ten years, the need has been increase for reducing maintenance cost for aged equipments are ensuring safety, efficiency and profitability of petrochemical and refinery plants. American Petroleum institute(API) developed a code, API 581 for proposing standard procedures of risk based inspection. Even though the API 581 code covers general RBI procedures, there must be some limitations. In this study, a semi-quantitative assessment algorithm for RBI based on the API 581 code was reconstructed for developing an RBI software. The user-friendly realRBI software is developed with a module for evaluation semi-quantitative risk category using the potential consequence factor and the likelihood factor. Also, inspection planning module for inspection time and inspection method for equipments are included.

An Analysis on Teacher Awareness and the Status of Robot Based Instruction : Focusing on the School Curriculum (로봇활용수업에 대한 교사의 인식과 실태 분석 - 학교교육과정을 중심으로 -)

  • The aim of this paper is to provide teacher awareness and the status of robot based instruction(RBI) by focusing on the school curriculum. To gather that information, we conducted a questionnaire survey composed of six items to 116 teachers who have had experiences on RBI. The questions are about the fit school year for RBI, the fit subjects for it, the possibility of applying it to regular subject, the fit students' learning levels for it, the fit learning styles for it and effective methods to apply it to regular subject teachers. The result is as follows: (1) RBI is suitable for fifth and sixth grade in elementary school and all grades in high school. (2) It is suitable for all regular subjects in all schools. (3) It is more effective for the students who have average learning level. (4) It fits into introverted students more than the other style of learners. (5) It is likely to be more effective in supporting of learning and understanding of the contents than merely assisting the teachers' instruction. (6) The teachers showed positive awareness on applying RBI to subject of creative activities. The results are significant in relation to the following two views. First, we can get the positive possibility in applying school curriculum using RBI. Second we can foresee that RBI will provide an innovative paradigm to school curriculum. In addition, the results of this paper can be used as preliminary information for developing models and programs on RBI.

Corrosion Assessment by Using Risk-Based Inspection Method for Petrochemical Plant - Practical Experience

  • Corrosion assessment has a number of uses but the use considered here is as a precursor to Risk-Based Inspection (RBI) planning. Systematic methods consisting of technical modules of RBI program were used to assess the effect of specific corrosion mechanism on the probability of failure in equipments of petrochemical plants. Especially in part of the damage and corrosion assessment, screening step involved evaluating the combinations of process conditions and construction materials for each equipment item in order to determine which damage mechanisms are potentially active. For general internal corrosion, either API 510 or API 570 was applied as the damage rate in the calculation to determine the remaining life and inspection frequency. In some cases, a measured rate of corrosion may not be available. The technical modules of RBI program employ default values for corrosion, typically derived from published data or from experience with similar processes, for use until inspection results are available. This paper describes the case study of corrosion and damage assessment by using RBI methodology in petrochemical plant. Specifically, this paper reports the methodology and the results of its application to the petrochemical units using the $KGS-RBI^{TM}$ program, developed by the Korea Gas Safety Corporation to suit Korean situation in conformity with API 581 Codes.
