신노동당 정부에서 뉴딜이 도입된 이래 5년이라는 시차(time difference)는 뉴딜이 청년실직자, 장기실직자, 편부모, 장애인 등 사회적 배제집단을 노동시장에 편입시키고, 근로연령세대를 위한 소득관련 급여지출의 감소를 가져왔으며, 노동시장에서 근로연령세대의 고용률을 높이는 데 크게 기여하였다는 것을 보여준다. 뉴딜은 일자리우선모델보다는 인적자원개발모델에 보다 근접한 성격을 지니고 있다. 뉴딜은 근로능력이 있는 복지수급자를 일자리로 유인하기 위하여 근로연계복지를 지향하는 국가들에게 다음과 같은 정책학습의 기회를 제공한다. 첫째, 개인에게 책임과 의무를 부여함과 동시에 교육 및 직업훈련을 중심으로 한 적극적 노동시장사업을 통하여 개인의 자발적 참여를 유도할 수 있어야 한다. 둘째, 지역단위에서 복지와 고용을 연결하여 통합관리할 수 있는 분권적 전달체계를 갖추고, 다양한 고용사업을 진행하기 위하여 민간부문, 특히 기업가들과의 협력체계를 조성하기 위하여 노력하여야 한다. 셋째, 근로능력이 있는 복지수급자 개인에 대한 사례관리의 도입이 필요하다. 끝으로, 확고한 정치적 리더십에 의하여 주도되고 뒷받침되어야 한다.

본 연구는 최근 4차 산업혁명의 확산과 함께 주목을 받고 있는 포용성장(Inclusive Growth)을 위한 조건으로써 혁신성장의 필요성을 고찰하였다. 지속가능한 경제발전의 한 방법으로 두 개념을 결합한 '포용적 혁신성장'의 관점을 제시하고, 이에 대한 필요성과 추진방법을 제시하였다. 추진방법으로써, 최근 확산되고 있는 디지털 기술이 제공하고 있는 기회를 살펴보고, 포용과 혁신을 결합한 성장 체계로써 디지털 뉴딜(Digital New-deal) 개념을 제시하였다. 구체적으로, 기존 산업의 디지털 전환과 신시장 창출, 공공디지털 전환을 통한 신시장 창출 및 사회문제 해결방안을 제시하였다. 또한, 과거 정부주도의 하향식 혁신 추진의 문제점을 분석하고, '하이브리드' 추진방식의 필요성, 효과성 및 추진방안을 제시하였다. 마지막으로, 디지털 뉴딜을 통한 '일자리 창출' 효과를 살펴보고, 일자리 창출이 포용과 혁신의 관점에서 갖는 의미를 토론하였으며, 지속적인 효과 창출을 위한 정책적 대안을 제시하였다.

This paper deals with the estimation problems of a common mean of several independent normal populations with unknown variances, based on random samples of equal size. The authors suggest a promising approach and a new estimator to improve Graybill-Deal estimator further. By Monte Carlo simulation study, the efficiency of new estimator is compared with that of Graybill-Deal estimator.

본 연구는 영국과 호주에서 실시하고 있는 근로연계복지제도가 사회계약론적 관점에서 어떻게 차별화되는지를 살펴보았다. 사회계약론적 관점은 공통적인 기본 가정에도 불구하고 크게 홉스적 사회계약론과 칸트적 사회계약론이라는 두 가지 갈래로 나누어지는데, 본 연구에서는 이를 바탕으로 영국의 뉴딜 프로그램과 호주의 상호의무 프로그램의 특성을 분석하였다. 수급에 대한 강제적 의무제도의 형성 배경과 사회적 약자에 대한 배려 정도, 그리고 강제력 사용의 방향성이라는 세 가지 기준에서 호주의 경우는 모두 홉스적 사회계약론과 가까웠으며, 영국은 수급에 대한 강제적 의무제도의 형성 배경에 있어서는 홉스적 사회계약론과 가까웠지만, 사회적 약자에 대한 배려 정도 및 강제력 사용의 방향성에 있어서는 칸트적 사회계약론에 상대적으로 더 가까웠다.

국내의 대표적 친환경 도시 조성사례인 수도권 제2기 신도시 내에 입주한 4개권역 총 80개 아파트단지를 대상으로 아파트단지 내 정성적 친환경 계획요소(독립변수)가 정량적 아파트 실거래 가격(종속변수)에 미치는 영향도를 통계적 계량기법을 활용해서 실증 분석하였다. 기존 도시 및 건축학적 차원에서의 정성적인 계획요소 분류체계를 발전적으로 좀 더 확장하여 환경경제학적 차원의 정량적인 계량분석 방안을 모색하였다는 점에서 의의를 찾을 수 있다. 또한 실증분석 결과로 수도권 제2기 신도시 아파트단지에 도입된 친환경 계획요소가 아파트 실거래가격에 미치는 매우 비중있고 주목할 만한 경제적 유발효과를 실증적으로 확인할 수 있었으며, 특히 주목할 점은 신 재생에너지 도입 등 최신 녹색신기술이 적용된 다양하고 차별화된 친환경 계획요소가 이미 보편화되어 아파트 실거래가격에 매우 유의미한 영향을 미치고 있음을 확인할 수 있었다.

In this paper, we deal with a new techno-economic modeling and analysis for optical access networks. In deploying the fiber-to-the-home (FTTH) architecture, network planner needs to consider the following techno-economic issues: when do we need to upgrade existing local access network to FTTH network? how much do we invest to maximize profit? In order to answer these techno-economic questions, we need to consider the impact of emerging technologies and business environment. Toward this end, we develop a new techno-economic modeling to deal with the inherent complexity of technology evolution and cost economics. In particular, the new modeling approach provides us with an techno-economic analysis of technology alternatives such as ethernet passive optical network (E-PON) and wavelength division multiplex passive optical network (WDM-PON). In this analysis, we focus on the impact of critical factors such as the cost characteristic of proposed architecture and digital subscriber line (DSL) subscriber's churn-in to FTTH service and churn-out. We develop mixed integer-programming models for finding the evolution path of local access networks to broadband network architectures.

In Korea, to deal with the housing needs of the elderly, the government operates free nursing homes and residential homes. And to deal with the needs for daily necessities, imported products or products for the disabled have been supplied for the elderly. The government has recognized the importance of silver industry in this rapidly aging society and has established strategies to vitalize industries related to seniors to deal with the seniors' need for food, clothing, and shelter. This study examined the necessity of nursing home gowns, and the development of nursing home gowns that are environmentally friendly, beautiful and functional for the new silver generation. For this study, literature review and Internet search were conducted regarding the status of silver fashion, necessity of nursing home gowns, emergence of new silver generation and change in lifestyle, and value and utilization of natural dye and traditional patterns. To produce nursing home gowns, fabric was dyed using fermented indigo dying, and 3 styles of nursing home gowns for each gender were designed in consideration of seasons. Lastly, these gowns were evaluated by fashion experts, medical personnel, hospital gown and silver wear experts, and natural dye experts. The results showed that the traditional Korean designs developed in this study were excellent and the fermented indigo dye was appropriate for the nursing home gowns. The development of nursing home gowns in this study will be utilized as basic material for the development of silver wear and nursing home gowns to improve the quality of life for the seniors.

The Korean government recently announced a plan of the Carbon Neutral policy in addition to the Green New Deal of the Korean New Deal and the Renewable Energy 3020. The energy sector is entering the era of major transformation involving the expansion of decarbonization, decentralization, and digitalization. DNA-oriented ICT technology will be incorporated into the sector. Further, new energy industries and services are being realized via efficient and smart operation and by appropriately managing the energy-environment changes. Recently, ETRI presented a technology development map for 2035 comprising 12 new concepts in four major fields(personal, social, industrial and public) of national intelligence. This map includes the concept of "Energy Maestro" associated with the field of public intelligence for human sustainability. This paper briefly introduces this concept and ETRI's Energy-R&D status. Based on the domain knowledge and the experience acquired through the R&D, ETRI will lead to a new paradigm with respect to the creation of new energy services and industries via the incorporation of the new ICT technologies including AI and big-data into the energy sector.

Park et al. introduced the concept of generalized intuitionistic fuzzy soft sets, which can be seen as an effective mathematical tool to deal with uncertainties. In this paper, we introduce new operations such as restricted union and restricted intersection and study their basic properties, and deal with the algebraic structure of generalized intuitionistic fuzzy soft sets. The lattice structures of generalized intuitionistic fuzzy soft sets are constructed.

대공황은 20세기의 가장 중요한 역사적 사건 중 하나로, 현재 고등학교 사회과 교과서들은 근대 경제의 형성과 관련해서 대공황을 비중 있게 다루고 있다. 하지만 대공황에 대한 교과서의 서술들을 분석해 보면, 부실한 논리 전개나 틀린 사실의 수록, 나아가 교육적으로 부적절한 표현들을 실은 사례가 다수 발견된다. 궁극적으로는 교과서들이 제시하고 있는 대공황에 대한 목적론적 해석, 즉 자유방임주의 혹은 시장의 본원적 불안정성으로 인해 과잉생산이 초래되어 대공황이 발생하였으며, 국가개입을 통해 대공황이 해소되었다는 해석 자체가 경제사학자들의 연구 결과와 부합하지 않는다. 사회와 역사에 대한 균형 잡힌 인식의 함양이라는 사회교과의 목적을 위해서는 대공황에 대한 서술을 근본적으로 개선하는 작업이 요구된다.
