  • The vicious cycle of over-education has been made. That is, higher education enrollment rate is high, but university graduate employment rate is low. To eliminate this cycle and relieve youth unemployment and young people to enter the labor market early, dual education and training system is needed. This dual system can support working and learning in parallel. So, worker can get the opportunity pre-employment and post-learning and improve his/her job skills. Recent MOOC (Massive Open On-line Course), a new form of online education system, has emerged. MOOC combines education, entertainment and social networking, and emphasize the interaction between faculty and student and between students. The educational contents of MOOC are available free of charge. Using newly changed online education environments we can effectively provide knowledge and skills. In technology and engineering education hands-on training is necessary. In order to support work based learning dual system for worker to work and learn in parallel, we should build the multi-learning system to combine the online education and campus hands-on practice.

  • In many countries the demographics clearly informs us that an aging population represent a serious problem. To this extent senior citizens welfare does matter it has developed into a public debate and genuine concern. it seems that the social issues are focused on how the socity views the social welfare policies. In a modern welfare state where the emphasis lies in pursing a high standard of living and thereby high quality of life. This does not cover the very well the old people in society, but the government clearly carries an obligation to look after and care for the retired & old people in the society. This obligation the social and economic impact that an old person faces as he/she grows old. it is important ensure that their lives carries a meaning and that they as a group will not be estranged from the mainstream of society just because they are considered to be part of the aging population. The key issues that must be addressed are 1) The impact of reduced spending power from less income. a lower income stream; 2) increasing health problems and costs; 3) the natural degradation of ones physical & mental powers; 4) and thereby an isolation from the public in general. So clearly the social policy related to the old people in society should be developed with the consent of what they believe is important to them. To ensure their minimum income level that a beneficiary of an old person's pension will receive, the monthly pension should be reflected by the official price index and be adjusted accordingly. by making the job market open for the senior citizens, expending the mandatory retirement age, give companiesincentives to hire senior citizens, there maybe an opportunity to extend to the aging population the possibility to continue to participate in the society at large.

The study uses secondary data from 2014 to 2018 collected through Vietnam Household Living Standards Surveys (VHLSS) conducted by the General Statistics Office. In order to analyze the impact of vocational training on wages of ethnic minority areas in Vietnam, this research creates ethnic area variables. According to Vietnamese regulations, ethnic areas are communes of 51 different provinces, inhabited by ethnic minority people. The statistics from VHLSS in 2018, show that the proportion of labors of working age with a certificate was 22.5%. The research employs Heckman Sample Selection Model to estimate the impact of vocation training on wage of labors in ethnic minority areas. The results show that vocational training plays a crucial role in improving the wages of ethnic minorities and has a positive impact. However, apart from the achieved outcomes, vocational training and job creation for ethnic minorities are not without limitations and shortcomings. Based on the findings, some recommendations to ethnic minority labors, enterprises and the Government are proposed to encourage participation in vocational training for the purpose of promoting the efficiency of the labor market.

Using the Input/Output Analysis, this study analyzes production inducement effect, added value inducement effect, and labor inducement effect. Also, it assesses potential economic effects of the subsidiary services of which the scope is expanded as the government's proposed in 2014. Data regarding hospital subsidiary services and economic effects are obtained from the hospitals' financial statements on the National Tax Services and the Bank of Korea. Of these, the rate of subsidiary service profits in tertiary hospitals is about 66% of total subsidiary service profits. Producement inducement effect of subsidiary services of hospitals is higher than that of total industry, service industry and medical service industry. Added value inducement effect of subsidiary services of hospitals is higher than that of total industry, manufacturing industry, service industry and medical service industry. Job position inducement effect of subsidiary service in hospitals is higher than that of total industry, service industry and medical service industry. Also, employment inducement effect of subsidiary service in hospitals is higher than that of total industry and medical service industry. • It has been pointed out that the shortage of the Korean science and engineering workforce is a key issue in enterprises' competitiveness. The Korean government has conducted various surveys and research projects to determine the current situation and its causes. Nevertheless, the surveys report different results, and, to date, very few in-depth studies have been conducted on the factors that lead to such a shortage. This study aimed at investigating the factors that cause the shortage of the science and engineering workforce by looking at a recent survey on the actual employment conditions in manufacturing and major service industries. The study also estimated the determinant factors, based on the results of a survey conducted on 5,967 enterprises. Particularly, the probability of the workforce shortages are defined as a logistic probability function, which includes a diverse number of explanations that represent the characteristics of an enterprise and its internal demand conditions on workforce. The findings showed that key determinants include not only the factors that have been recognized by previous studies, but also research propensity and competitiveness aw well as the enterprises' internal demand conditions on human resources. In other words, an enterprise is more exposed to the problem of workforce shortage when it performs its R&D more proactively and its innovative activities are more organized. It has been further analyzed that the R&D and internal demand variables are more eminent to the shortage problem on skilled workers, which proves the shortage of workforce is not only caused by the quantitative aspect but also hold qualitative aspect characterized by skill obsolescence and mismatch in the labor market.

  • In this paper, we design and implement a contest application that enables artists to participate in contest activities, manpower, and job information using smart-phone, and to share and systematically manage the information. While the competition is very important for the artists, it is not easy for them to search the competition information due to lack of time. Therefore, it is effective to provide them with contest information suitable for their interests and to be more immersed in creative activities by sharing them. The core function is to provide a space where artists can share contests in real time through the contest bulletin board and aims to provide a variety of functions for convenient convenience, such as buying and selling of works by artists and spoon market for purchasing materials and art tools do.

  • This study aims to overcome the limitations of prior studies that have failed to take into account the impact of psycho-social factors on the employment of people with disabilities as well as the differences in employment by life stage. This study employs a research model that includes psycho-social factors along with human capital to examine how the determinants of employment differ for the disabled by life stage. The analysis in this study takes the form of logistic regression, using data from the fifth wave of the Korea Welfare Panel Survey. Analysis results show that the employment probability of young people with disabilities is significantly associated with their experience of discrimination, with their chance of employment decreasing when they have more experience of discrimination. Middle-aged people with disabilities are more likely to be employed when they have a lower level of education, a better health condition and a higher level of labor ability. For the disabled elderly, their labor ability is the only factor affecting their possibility of employment; they have a higher chance of getting a job when they have a higher level of labor ability.
