The effects of liquid pig manure (LPM) on the yield and nutrient supply of green manure crops, such as hairy vetch alone and hairy vetch + rye mixture, were investigated. We used three treatments: no-fertilizer (NF); LPM, $4.0t10a^{-1}$ ($N-P_2O_5-K_2O=4.0-0.024-4.0kg10a^{-1}$); and chemical fertilizer (CF; $N-P_2O_5-K_2O=4.0-0-4.0kg10a^{-1}$). The green manure crops, namely, Vicia villosa Roth. (hairy vetch) and Secale cereale L. (rye). were sown on March 11 and harvested on June 24, 2014. Yield of green manure crops significantly increased in hairy vetch + rye mixture plot compared with the hairy vetch alone plot. In hairy vetch alone plot, yield of green manure crops was increased by application of LPM and CF, but there were no significant differences. Yield of green manure crops in hairy vetch + rye fresh mixture plot significantly increased by the LPM and CF treatments, but no difference was noted between the LPM and CF treatments. Nitrogen supply by the green manure crops was higher in hairy vetch + rye mixture plot than hairy vetch alone plot. However, there was no significant difference. Phosphorus and potassium supply significantly increased in hairy vetch + rye mixture plot compared with hairy vetch alone plot. By treating LPM and CF, the nitrogen, phosphorus and potassium supply were higher than those in no fertilizer. In conclusion, LPM could replace CF. When planting green manure crops, the hairy vetch + rye mixture was more effective than hairy vetch alone to effectively use green manure crops.
This study evaluated monthly, seasonal and altitudinal changes of oxygen and hydrogen isotope compositions of wet precipitation samples (n = 238) that were collected for last four years from 7 altitudes (from 265 to 1,500 m above sea level) in the Jeju Samdasoo watershed at the southeastern part of Jeju island, in order to examine the recharge characteristics of groundwater that is pumped out for the production of the Samdasoo drinking mineral water. Precipitation samples showed a clear seasonal change of O-H isotopic composition as follow, due to the different air masses and relative humidity: 𝛿D = 7.3𝛿18O + 11.3 (R2 = 0.76) in the wet season (June to September), while 𝛿D = 7.9𝛿18O + 9.5 (R2 = 0.91) in the dry season (October to May). In contrast, the stable isotope compositions of groundwater were nearly constant throughout the year and did not show a distinct monthly or seasonal change, implying the well-mixing of infiltrated water during and after its recharge. An altitudinal effect of the oxygen isotope compositions of precipitation was also remarkable with the decrease of -0.19‰ (R2 = 0.91) with the elevation increase by 100 m. Based on the observed altitudinal change, the minimum altitude of groundwater recharge was estimated as 1,200 m above the sea level in the Jeju Samdasoo watershed.

'Sangdojosaeng' is a new cultivar from bud spot of Citrus unshiu 'Sasaki unshiu' which has late maturity habit. It was found in 1996, and primary selected and named as 'JARES108' in 1998. 'JARES108' was grafted on to adult satsuma mandarin trees in Seogwipo-si and Jeju-si in 2000. Four years survey on the characteristics of trees and fruits from 2003 to 2006 was carried and confirmed the superiority. Thus it was finally selected as 'Sangdojosaeng'. 'Sangdojosaeng' is a very early wase type satsuma mandarin. It shows relatively strong tree vigor among the very early wase type varieties and its branches are spreading. Its ripening time is late October, 25 days earlier than 'Sasaki unshiu'. Compared to 'Ueno wase' which has similar characteristics with 'Sangdojosaeng' such as ripening time, tree vigor, fruit type and peel color, its soluble solid content of fruit is $0.6^{\circ}Bx$ higher and acidity was a little lower than 'Ueno wase'. Because this cultivar has good quality and its tree makes vigorous growth among very early wase type varieties in Jeju, we expect to substitute it for some very early wase type varieties such as 'Miyamoto wase', 'Ichifumi wase', 'Yamakawa wase', etc.
Jeju Special Self-Governing Province has the natural assets resulting in UNESCO World Biosphere Reserve, World Heritage Listed and World Geopark Certification, so the principle of 'Conservation First Development Later' has been set up for the vision of environmental policy to preserve these assets. This case study has been carried out to investigate the realization of the principle of 'Conservation First Development Later' for the development projects performed environmental impact assessment from 1994 to 2012 in Jeju Province, using geographic information systems(GIS). The Jeju Province has its own ordinance to consult and operate an environmental impact assessment(EIA) system. In particular, the conservation area, such as, Absolute/Relative Conservation Area and Underground Water, Ecosystem and View Conservation Zone, has been assigned and managed specially to conserve the natural environment. The 179 projects has been performed EIA for last 18 years in Jeju Province, and then the Absolute Conservation Area has been included in 22 projects and the Relative Conservation Area has been included in 34 projects. However, the 2 projects only have included the Absolute Conservation Area for 7 years after 2005. This result suggests that the application of the principle for the Absolute Conservation Area is strengthened gradually. On the other hand, the 17 projects and the 24 projects have included the Underground Water Conservation Zone assigned grade 1 and 2, respectively, and the number has been increasing after 2004. The results show that it needs to strengthen the application of the principle for this Zone. And the Ecosystem Conservation Zone assigned grade 1 and 2 have been included in 1 project and 9 projects, respectively. It is considered from this result that the principle is realized successfully for the Ecosystem Conservation Zone. In addition, it could be known that the principle is applied well for the View Conservation Zone, in this study.
Occurrence of Scuticociliatosis in olive flounder farm of Jeju was monitored from 2007 to 2014. As a result, 23.8~36.4% of referred samples were diagnosed as Scuticociliatosis. Based on fish size, the highest incidence (50.5%) was found in fish with size of 10~20 cm.

Objectives: The purpose of the study was to classify the health and medical service affairs of local governments, and to analyze the proportions of non-matching fund by local governments and central government subsidies for local government health budget. Methods: First of all, health affairs of local governments were classified to categories based on health-related laws and previous studies by review of the authors. In order to specify the scale of local government-led health affairs, we allocated 1,916 budget units into 6 main and 24 sub categories of the health and medical service affairs of local governments for the 2020 health budget of Jeju Special Self-Governing Province. For each categories, we compared the total amounts and the percentages of the 'central government subsidies', 'local government budget - matching fund', and 'local government budget - non-matching fund'. Results: The total health budget of Jeju Special Self-Governing Province accounts for 1.2% of the total budget. Of the total health budget of Jeju Special Self-Governing Province, the proportion of central government subsidies was 39.6% and the proportions of local government budget-matching fund and non-matching fund were 33.8% and 26.6%, respectively. The proportions of non-matching fund by provincial and basic local governments were 37.3% and 19.9%, respectively. Conclusion: In order for local governments to deal with the health problems of residents, it is necessary to secure and spend more local government budget(i.e., non-matching fund by local government) for health affairs in their administrative jurisdiction.

The variation of groundwater level in Jeju Island is analyzed with the data of precipitation observed from 48 monitoring post and groundwater level observed from 84 monitoring wells during 2001 to 2009. The groundwater level rises in summer and falls in winter. The rise of groundwater level by precipitation is fast and small in the eastern region and slow and large in the western region. However, the speed of fall during the period of no rain is slower in the eastern region than in the western region. It tells that permeability is greater in the eastern region than in the western region. In this paper, we set up the base level of groundwater and calculate recharge volume between the base level and groundwater surface. During the period, the average recharge volume was $9.83{\times}10^9m^3$ and the maximum recharge volume was $2.667{\times}10^{10}m^3$ after the typhoon Nari. With these volume and the recharge masses obtained by applying the recharge ratio of 46.1%, estimated by Jeju Province (2003), the porous ratio over the whole Jeju Island is 16.8% in average and 4.6% in the case of maximum recharge volume just after typhoon Nari. A large difference in the two ratios is because that it takes time for groundwater permeated through the ground just after rain fall to fill up the empty porous part. Although the porous ratios over the whole Jeju Island obtained in this way has a large error, they give us the advantage to roughly estimate the amount of recharged groundwater mass directly from observing the groundwater level.

The purpose of the study is to suggest ways to improve the Landscape Review system and Landscape Management System of Jeju Special Self-governing Province through Analysis of the Landscape Review Results and Jeju Special Self-governing Ordinance. For this purpose, the research methods were reviewed for preliminary study and reviewing the laws and ordinances related to landscape, and 318 cases of landscape review, which have been implemented since 2010, were analyzed by item by item along with the result of the review. The main results of the analysis are as follows. First, Jeju Special Self-governing Province, which currently operates an enhanced ordinance of development project review, is experiencing problems such as building the wrong construction projects due to the weak legal basis for follow-up management after landscape Review. Second, Jeju Special Self-governing Province expects efficient management of the province through expansion of the scope of the landscape review. Third, the current status of the decisions by the Landscape review showed that 57.7% of the bills passed, the lowest at 41.9% for the development projects. Fourth, analysis of the landscape review contents by categorization by item showed that ' Landscape Control Guideline' and 'Document not completed' are relatively high. Thus, eight years have passed since the start of the Landscape Management System and the Landscape Review, but systematic institutional stability is not sufficient, so it is necessary to make the Landscape Control Guideline easier to understand.
Jeju Special Self-Governing Province has implemented a self-governing environmental impact assessment system (Jeju-EIAS) in recognition of its autonomy. In this study, the institutional features of Jeju-EIAS were examined by analyzing the development projects whose consultation under Jeju-EIAS were completed from 1994 to 2019. The consultation procedure of Jeju-EIAS, such as the actual operation of Review Committee for Environmental Impact Assessment (EIA), the consent of the provincial council, and the regular follow-up activities for the implementation of EIA consultations, has been implemented differently from those of other metropolitan cities and provinces. Under Jeju-EIAS, types of development projects subject to consultation on EIA also take into account local conditions, and include the construction of aquarium basin and building. In addition, provisions concerning the scale of development projects is strengthened above the Korean Environmental Impact Assessment Act (EIA Act).
Interest in marine organisms as potential sources of bioactive agents has increased in recent years. The red seaweed, Callophyllis (C.) japonica, is abundant in the coastal regions of Jeju Island in South Korea. A previous study shows that C. japonica extracts have antioxidant activity and radioprotective effects. In this study, an methanol extract of C. japonica was tested whether it has antibacterial effects against the bacteria from swine. In vitro antibacterial activities of the crude extracts prepared from the C. japonica using 80 % methanol were tested for inhibitory activity against the Escherichia (E.) coli (S175), Enterococcus (E.) faecium (ATCC 51558), Salmonella (S.) Typhimurium and Staphylo-coccus (S.) aureus (ATCC 25923) by using broth dilution method. All organisms were incubated in brain heart infusion medium containing 1% extract at 0, 4, 8, 12 and 24 hrs. The 3 days-old piglets were fed an experimental diet supplemented with 1% C. japonica for 1 week. And the change of the coliform bacteria in feces were examined after supplement of C. japonica for 1 week. When the inocula containing $10^2{\sim}10^3$CFU/ml of each organism were used the extracts of C. japonica showed various degrees of antibacterial effects on all bacteria tested. The CFU value ($6.3\times10^8$CFU/ml) of C. japonica for E. coli was decreased 30% compared with vehicle controls ($9.0\times10^8$CFU/ml) after 8 hrs incubation. The proliferation rate of E. faecium was inhibited about 68% at 4 hrs, 81% at 8 hrs and 76% at 12 hrs after incubation, respectively. The proliferation rate of S. Typhimurium was inhibited about 96% at 4 hrs, 90% at 8 hrs and 72% at 12 hrs after incubation with extracts of C. japonica. The proliferation rate of S. aureus was inhibited more than 90% each time courses. Conclusively, a red seaweed extract of C. japonica was found to be effective against a number of gram negative and gram positive bacteria such as E. coli, E. faecium, S. Typhimurium, and S. aureus. The number of coliform bacteria was increased in the 1% C. japonica-treated group, as compared to those of controls. This result suggests that C. japonica extracts be added as an effective natural antibacterial agent. The precise mechanism of antibacterial effects and its application on swine industry remains to be further studied.
