A Study of Analysis for Domestic Airport Efficiency Considering Undesirable Output (유해산출물을 고려한 국내 공항 효율성 측정에 관한 연구)

  • Recently, Intense competition is expected to bring about continuous change with the rapid global aviation industry. In particular, domestic passenger demand has been steadily increasing over the past five years, with domestic and international shipments growing at a CAGR of 8.4% and 10.0%, respectively. In addition to the economic value of the airport, social interest due to greenhouse gas emissions is also rising. In this study, we analyzed the efficiency of airport operation by using DEA model(Directional Technology Distance Function) considering undesirable output for 14 airports in Korea. As a result of analysis, all airports except Gimhae, Yangyang, Cheongju and Yeosu were analyzed as efficient airports. However, only Gimpo, Gimhae, Jeju, Muan, Daegu and Gwangju were analyzed as efficient airports considering the undesirable output.

  • ICAO recommended that airspace monitoring and periodic safety assessments in each Contracting State ensure the stability of the airspace, since reducing the aircraft lateral and vertical separation intervals would rather increase the risk of collision. The target level of safety of the AKARA-FUKUE Corridor at the southern end of Jeju was 247×10-9. In simple comparison, this means that the risk of an aircraft collision in this area (international safety standards, 5.0×10-9) is about 50 times higher. The scope of this study is to organize the concept of terms, analyze the air traffic volume, the current status of navigational safety facility usage fees, and investigations of an aircraft collision risk in Jeju southern air corridor. Analyzing government policies and overseas evaluations, revising some of the existing contents, presenting some of the additional contents of new routes, and changing the instrument procedure for Korean-Chinese routes, change of arrive/departure route between Incheon Airport and Shanghai Airport, reduce the risk of aircraft collisions. We hope to restore airspace sovereignty, contribute to policies for the government to take the lead in solving this problem, and expect stability and operational efficiency in air traffic.

A Study on the Amendment of Criteria for the Establishment of the Area Damaged by the Aircraft Noise : Criteria for School Classrooms (항공기소음피해지역 설정 기준의 개선방안에 관한 고찰 : 학교를 중심으로)

  • The purpose of this study is to propose an appropriate criterium for proper sound insulation service preventing school classrooms from aircraft noise. The guideline of noise level for school facility by Korean school health law is less than Leq 55 which is less stringent than that of other countries. It has been reported that many students are annoyed and disturbed for their works when they are exposed to the noise level over Leq 55. It is desirable to modify this guideline of indoor noise level for school classroom. The noise level of classroom of which windows are opened was measured relatively high in case the school is located at the outside of the official area damaged by aircraft noise. In order to minimize the influence of aircraft noise on the school classrooms in the vicinity of domestic airport, it is necessary to improve the present criteria of WECPNL 75 for the establishment of the area damaged by aircraft noise from WECPNL 70.

Analyzing the LCC Network at Asian Major Airports (아시아 주요공항의 저비용항공사 네트워크 분석)

  • This study analyzed the network of low cost carriers (LCCs) to investigate the structural characteristics of airport networks. 71 LCCs in Asian major airports from January 2010 to January 2016 were queried from the SRS Analyzer Schedule Database of IATA's Airport Intelligence Service, and analyzed international routes excluding domestic flights. We analyzed the network connection mechanism focusing on Incheon International Airport, Hong Kong, Singapore, Narita, Kansai, Pudong, Kaohsiung, Gimpo and Jeju airports as well as structural changes in the LCC network using four centrality analysis concepts. The outcomes showed that the LCC network is formed in these airports and the density of connectivity to other airports increased. In recent years, LCC has launched LCCs-Alliances and would be considered to operate a hub-and-spoke network.

  • The genus Charitoprepes (Warren), a probable vagrant group of the family Crambidae is newly recorded for the first time from the Korean Peninsula, which was described based on C. lubricosa (Warren) from Jeju islands. Diagnosis and illustrations of detailed diagnostic characters, including genitalia are provided.

A Study on Simulation-based Method for Implementation of Ground Delay Program for Jeju International Airport (시뮬레이션 기반의 지상지연 프로그램 적용방안에 관한 연구 - 제주국제공항을 사례로 -)

  • Being a cost-efficient solution for alleviating the traffic congestion in airspace, Air Traffic Flow Management (ATFM) has drawn more attentions from not only air traffic controllers but also researchers in the field of Air Traffic Management (ATM). Among other ATFM initiatives, it is believed that Ground Delay Program (GDP) could be effectively applied to reduce the congestion particularly in the relatively small airspace with dense traffic demand. This paper introduces a novel way that suggests flights to be delayed on the departing airports together with amount of the delays (in time) for those flights to be delayed. Adopting a fast-time simulation for predicting airspace delay of each flight for a given flight plan, the method is designed to iteratively and incrementally adjust the departure times in the plan towards reducing total airspace delays. Applying the method to Jeju airport with a hypothetically high demand, the paper demonstrates the airspace delay could be significantly reduced by applying GDP at Gimpo airport where more than 60% of Juju-bound flights departure. Although the simulation model needs to be calibrated and validated for the real-world application, the results clearly shows that the approach can possibly implemented as a tool for preparing the daily plan at the pre-tactical stage defined in the ICAO ATFM manual.

The Comparative Analysis of Perceived Risks in South Korean Low Cost Carriers and Full Service Carriers (우리나라 대형항공사와 저가항공사의 지각위험에 대한 비교분석)

  • This paper concentrate on the passengers' perception of risks by analyzing data gathered through a field survey in the South Korean air market. Twenty two Koreans were killed in the accident of PMT Air in the Kingdom of Cambodia on June 25th 2007 and This has caused customers to be more concerned about the safety of airline. Three hundred forty-two samples were collected from field survey at Kimpo International Airport in Seoul and Jeju International Airport on Jeju island and the findings are based on 316 questionnaires. The multiple regression analysis, Analysis of variance (ANOVA), Correlation analysis, T-test were carried out to examine the effect, relationship and difference of data set. The results show that there are differences between passengers' perceived risks in LCC's and those in FSC's. Passengers of LCC's took serious consideration of the type of fleet and feeling physical risk, whereas those of FSC's only took consideration of financial risk.

  • The effect of elevation and meteorological elements is analyzed in Jeju Island for analysis of evapotranspiration with two different height observation station during 3 years data. The slope of temperature gradient recorded $1.30^{\circ}C$/100 m from the analysis of temperature data. There is much difference evapotranspiration between low elevation and high elevation station because of decrease solar radiation and wind speed with height increase. The evapotranspiration is observed by mini lysimeter at Hankukgonghang. The result of observation is presented 34.2% of global solar radiation changed into evapotranspiration during 4 clear days.

Emissions of Air Pollutants and Greenhouse Gases from Aircraft Activities at the Small Scale Airports (국내 일반공항에서 항공기에 의한 대기오염물질과 온실가스의 배출량 산정 및 특성 분석)

  • Emissions of air pollutants and greenhouse gases (GHGs) from aircraft activities at 11 small-scale airports were investigated using the emissions and dispersion modeling system (EDMS) version 5.1.3 during the two year period of 2009~2010. The number of landing and take-off (LTO) at these airports was dominant for the aircraft type B737, accounting for more than 60% of the total LTOs. Out of the 11 small-scale airports, Gwangju (GJ, RKJJ) airport was the largest emitter of air pollutants and GHGs, whereas Yangyang (YY, RKNY) airport was the smallest emitter. The emissions of $NO_x$ and VOCs in 2010 at the 11 airports ranged from 1.9 to 83 ton/y and 0.1 to 17 ton/y, respectively. In 2010, the emissions of $CO_2$ ranged from 394 to 21,217 ton/y. The emissions of most air pollutants (except for $NO_x$ and $PM_{10}$) and GHGs were estimated to be the highest in taxi-out mode. The highest emissions of $NO_x$ and $PM_{10}$ were emitted from climb-out and approach modes, respectively. In addition, the total LTOs at the 11 small-scale airports accounted for the range of 9.3~9.9% of those at four major international airports in Korea. The total emissions of air pollutants and GHGs at the 11 airports ranged from 4.8 to 12% of those at the four major airports.

A Development of Arrival Scheduling and Advisory Generation Algorithms based on Point-Merge Procedure (Point-Merge 절차를 이용한 도착 스케줄링 및 조언 정보 생성 알고리즘 개발)

  • This paper proposes arrival scheduling and advisory generation algorithms which can be used in the terminal airspace with Point-Merge procedures. The proposed scheduling algorithm consists of two steps. In the first step, the algorithm computes aircraft schedules at the entrance of the Point-Merge sequencing legs based on First-Come First-Served(FCFS) strategy. Then, in the second step, optimal sequence and schedules of all aircraft at the runway are computed using Multi-Objective Dynamic Programming(MODP) method. Finally, the advisories that have to be provided to the air traffic controllers are generated. To demonstrate the proposed algorithms, the simulation was conducted based on Jeju International Airport environments.
