A Study on the Comparative Analysis of Hand Calculations and Fire Simulation for Estimating Fire Spread Paths in Jecheon Sports Center (제천스포츠센터 화재확산경로 추정을 위한 예측식 및 화재시뮬레이션 비교 분석에 관한 연구)

  • In previous studies, fire simulation was used to estimate the fire spread path. According to previous studies, the fire spread path was estimated to be the main staircase, but consideration of interior materials and internal bulkheads was insufficient. In this study, the ignition time of the 3rd layer was analyzed using the prediction formula considering the interior materials and internal bulkheads. As a result of referring to the architectural drawings, it was found that the interior material of the 3rd floor was made of polystyrene. The internal ignition time of the third floor using FDTs was calculated to be 14,070 seconds (about 234 minutes). The internal ignition time of the 3rd floor using the Handbook on Design Calculation Methods of Fire Behavior was calculated to be 3,104 seconds (about 51 minutes). As a result of calculating the ignition time through the predictive formula, there is a large difference in the ignition time, so it is necessary to review the condition of the variable as a result of the calculation in the future.

A Study on the Essential Information to Collect Disaster Sites for Effective Disaster Management : Focused on Jecheon Sports Center Fire case (효율적인 재난 상황관리를 위한 재난현장 필수정보 연구: 제천 스포츠 센터 화재사건을 중심으로)

  • Purpose: When a disaster occurs, information is collected and sent indiscriminately to the disaster safety situation room, making it difficult to make quick and correct decisions. Therefore, in this study, both the field response team and the situation room attempted to derive the essential information elements for disaster management so that they can identify and respond optimally. Method: In this study, the actual disaster response process was first identified based on the case of large-scale fire disasters in multi-dense facilities. Afterwards, essential information on disaster management was obtained by analyzing the standard manual for large-scale fire crisis management in multi-dense facilities and the fire situation report form prepared at the time of disaster. Result: The Essential information on disaster management was divided into four stages: situation reception·reporting·transmission, total response·regional emergency rescue control group·regional disaster safety task force, operation stage of central emergency rescue control group·central disaster safety task force, and recovery stage. Since then, the information to be collected at each stage and the information relevant to core tasks are presented. Conclusion: The Essential information on disaster management thus obtained can serve as a guide for the person who collects information on site to collect information efficiently. In addition, it is expected that the situation room in charge of disaster response decision-making will receive only the information necessary for decision making, so that it is possible to make a quick situation decision and more efficient disaster situation management.

A Study on Analysis of Greenhouse Gas Emissions from Forest Fires Depending on Region and Altitude (지역 및 고도별 산불로부터 온실가스 배출량 분석 연구)

  • In this study we analyzed carbon emissions of leaves of a Pinus densiflora which is vulnerable to a forest fire using the cone calorimeter in order to analyze greenhouse gas emissions from forest fires depending on region and altitude. Fuels were collected from 9 regions[Hongcheon(Gangwon-do), Chungsong(Gyeongbuk-do), Yanhpyeong (Gyeonggi-do), Jecheon(Chungchongbuk-do), Gongju(Chungcheongnam-do), Wuju(Jeollabuk-do), Youngam(Jeollanam-do), Busan and Jeju-do)] and 9 altitudes(80 m, 450 m, 900 m, 1000 m, 1100 m, 1200 m, 1300 m, 1400 m and 1500 m) and then, carbon dioxide and carbon monoxide emissions contained in a weight of 50 g of fuel were analyzed. According to the results, there were differences in carbon emissions by regional groups, as the average carbon dioxide and carbon monoxide emissions in 9 regions were nearly 43.5929 g to 52.8868 g, and 0.8842 g to 3.6422 g, respectively. Busan and Jecheon had relatively higher carbon dioxide emissions and especially, Busan had 1.23 times higher carbon dioxide emissions than Jeju-do. Also, Gongju, Chungcheongnamo Province and Busan had relatively higher carbon monoxide emissions and especially, Gongju and Pusan had relatively higher carbon monoxide emissions and especially, Gongju had 4.12 higher carbon monoxide emissions than Hongcheon. In addition, there were differences in carbon emissions too depending on altitude, since carbon dioxide and carbon monoxide emissions in 9 altitudes were respectively, 40.7015 g to 68.9297 g and 1.3923 g to 12.2918 g. At the altitude of 80m, carbon dioxide and carbon monoxide emissions were respectively, 68.9297 g and 12.2918 g, and at the altitude of 450m, carbon dioxide and carbon monoxide emissions were respectively, 65.5115 g and 11.2497 g. These results show that pine trees at the lower altitude discharge relatively more carbon. It is considered that this analysis on carbon emissions depending on region and altitude can be effectively used for predicting greenhouse gas emissions and establishing statistical data from forest fires in each region and altitude.

  • Purpose : This study aimed to determine the experiences of the disaster response team 9 participants who participated in the disaster after the fire incident occurred in Jecheon Sports Center and their meaning and essence. Methods : Nine disaster response teams were the subjects of the study, and Individual in-depth interviews were conducted. Data were collected online between January 6 and April 30, 2021, from the software ZoomTM. This study was conducted as a qualitative study by applying Giorgi's phenomenological experiential research method, which has an advantage in revealing the essential structure and meaning of experience. Results : Three major themes were derived from the study results: the stimulus through unfamiliar experiences, the grievances due to work environment and regional characteristics, and dullness resulting from hiding and enduring. The following 17 sub-themes were identified: learning through unfamiliar experiences, frustration due to unexpected circumstances, shock from unfamiliar experiences, doing my best in the present, confidence due to increased experience, disunified system, intervention of various interests, the atmosphere that puts responsibility on others, inactive help, unforgettable regional characteristics, working without time to settle, tolerating it in my own way, memories left in the unconsciousness, sudden suffering from memories that come to mind, movement in anxiety and tension, dullness, work with colleagues in the same situation. Conclusion : This study is meaningful in that it attempted to provide basic data in preparing a long-term strategy for effective policy direction and institutional protection based on the systematic mental health management of the disaster response team. Additionally, this study's results can be used as primary data for future research among Disaster Response Team.

  • Recent government policies are increasing interest in zero-energy housing, a building that minimizes energy consumption (90% reduction). As the importance of building passive performance is emphasized, the role of insulation is increasing as a way to reduce indoor heat loss in order to minimize the use of cooling and heating energy. There are two main types of insulation. Organic insulation is widely used for various construction structures such as construction and industrial due to some merits such as the convenience of construction and construction cost. However, it has been pointed out as a main cause every time a fire accident occurs, Jecheon Sports Center', the fire damage of buildings caused by the use of organic insulation materials is expanding to social problems, so it is urgent to research on nonflammable inorganic insulation materials.

A Study for the Fire Analysis and Igniting Cause of Freezing Protection Heating Cables (동파방지열선 화재 흔적분석과 발화원인 연구)

  • There have been a number of major fatal fire accidents in Korea recently. The number of fires in 2017 were 44,178, which is not only increasing number of fires but also increasing in casualties. Particularly, the fire at Jecheon Sports Center, which suffered many casualties, is expected to have a huge impact. The cause of the fire has not been determined yet, but heat waves on the ceiling have also been pointed out. As such, the copper heating waves, which are used as a preventive measure against damage of pipes due to freezing of pipes, etc., always have a fire hazard. To determine the possibility of a flame-resistant heated fire, a positive electric cable product was used to artificially ignite and analyze the results. In case of a short circuit, the external covering of the positive electric cable is damaged, but not short circuit unless the heating material surrounding the wire is damaged. Due to the characteristics of heating cable for preventing copper waves, the chances of insulation becoming more severe due to moisture and temperature changes are higher than normal wires. If the internal heating system is carbonized by insulating deterioration without damage to the outer coating, it is likely to cause trekking, to form a winding loop in the heating materials, and to cause short circuit in the heated materials. For the positive temperature line, if the middle is shorted, the current continues to flow to the short circuit unless the breaker disconnects. Consequently, a heated fire that does not cut off the power immediately may leave multiple marks or cuts.

  • As a result of analyzing the fire accident of the Jecheon complex that occurred at the end of 2017, there have been many casualties due to delays in checking the location information of isolated people. In order to prevent such an accident, various research has been conducted to estimate the location of requesters by means of detecting wireless communication information of mobile phones existing at disaster sites. The main concept is to detect an RF signal of a mobile phone at fire sites and, based on this, precisely estimate the location of the mobile phone on the LOS/NLOS. However, it is difficult to get visibility at fire sites due to smoke and the fire. Therefore, apart from estimating the location of requesters, a research is also needed to determine the direction of entry within fire sites. In this paper, we propose a method to determine a direction of entry to provide effective rescue activities using wireless communication information of mobile phones.

Investigating Survival of Erwinia amylovora from Fire Blight-Diseased Apple and Pear Trees Buried in Soil as Control Measure (토양에 매몰 방제된 화상병 감염 사과와 배 나무로부터 화상병균 생존 조사)

  • BACKGROUND: Since 2015, fire blight disease caused by Erwinia amylovora has been devastating apple and pear orchards every year. To quickly block the disease spreading, infected apple and pear trees have been buried in soil. However, concern on the possibility of the pathogen survival urgently requires informative data on the buried host plants. Therefore, this study was conducted to investigate the survival of the pathogen from the buried host plants. METHODS AND RESULTS: Apple trees buried in 42 months ago in a Jecheon site and pear trees buried in 30 months ago in an Anseong site were excavated using an excavator. Plant samples were taken from stems and twigs of the excavated trees. The collected 120 samples were checked for rotting and used for bacterial isolation, using TSA, R2A, and E. amylovora selection media. The purely isolated bacteria were identified based on colony morphology and 16S rDNA sequences. Wood rotting and decay with off smells and discoloring were observed from the samples. A total of 17 genera and 48 species of bacteria were identified but E. amylovora was not detected. CONCLUSION: Our investigation suggests that the survival of E. amylovora doesn't seem possible in the infected hosts which have been buried in soil for at least 30 months. Therefore, the burial control can be considered as a safe method for fire blight disease.

A Study on Ways to Improve Safety Management through Analysis of Fire Cases in Multiple-user Buildings (다중이용업소의 화재사례 분석을 통한 안전관리 개선방안 연구)

  • In this study, we are going to derive problems for fire and safety management in multiple-user Buildings and suggest improvement measures to prevent recurrence through analysis of legal operation status for safety management of multiple-user Buildings and case studies of large-scale fires in multiple-user Buildings. For this study, first, the current state of the industry and fire occurrence status were investigated through theoretical considerations of the multi-use industry, and then the previous research on the multi-use industry was analyzed. and by analyzing the legal and institutional status of multiple-user Buildings, problems were derived through cases such as the Jecheon fire in Chungcheongbuk-do, the Inhyeon-dong fire in Incheon, and the Songpa-gu fire in Seoul. As a result, first, the necessity of strengthening the initial fire response capability. Second, thorough maintenance and management of emergency exits. Third, the need for rational regulation of upholstery. Fourth, reinforcement of fire safety education and training. Fifth, strengthening of installation standards for firefighting and safety facilities. Sixth, we derive the result that it is necessary to raise awareness about safety management, compare and analyze it with legal and institutional contents, and suggest solutions accordingly. When looking at the causes of fires in multi-use buildings, building owners, business owners, and employees think that there is no possibility of a fire occurring in their business premises, so there is a lack of awareness. It is necessary to raise awareness through education and publicity of firefighters and related administrative agencies.

Outbreak of Fire Blight of Apple and Asian Pear in 2015-2019 in Korea (2015-2019년 국내 과수 화상병 발생)

  • Erwinia amylovora, a causal bacterium of fire blight disease, is registered as a prohibited quarantine pathogen in Korea. To control the disease, the government should diagnose the disease, dig and bury the host trees when fire blight occurs. Fire blight was the first reported in 43 orchards of Anseong, Cheonan, and Jecheon in 2015, and 42.9 ha of host trees were eradicated. However, the disease spread to eleven cities, so that 348 orchards and 260.4 ha of host trees were eradicated until 2019. Fire blight of Asian pear occurred mainly in the southern part of Gyeonggi, and Chungnam province, on average of 29±9.2 orchards per year. And the age of the infected trees were mostly 20-30 years old. In apple trees, the disease occurred mainly in the northern part of Gyeonggi, Gangwon, and Chungbuk province, on average of 41±57.6 orchards per year, increased highly in 2018 and 2019. The age of infected apple trees were under 20 years old. Therefore, because the disease spread rapidly in young apple trees, spraying control agents to the trees in a timely manner and removing infected trees quickly are important to prevent the spread of fire blight in the orchard of immature trees.
