제주지역 풍력발전 및 태양광발전의 전력계통 부하기여 분석 (Analysis of the Load Contribution of Wind Power and Photovoltaic Power to Power System in Jeju)

  • As part of the "Carbon free Island 2030" policy, the local government of Jeju Island is currently working to reduce carbon through renewable energy supply. However, renewable energy is difficult to predict due to intermittent characteristics. If the share of renewable energy increase, it is difficult to plan of supply of electricity to grid due to that characteristic of renewable. In this paper analyze the fluctuation rate and the capacity credit of wind power and PV to find out how much wind power and PV contribute to supply of electricity of power system in Jeju. As a result mean value of variation rate of wind power and PV is about 3%, 5% and capacity credit is about 10% and 2% respectively.

4MW 에너지저장장치의 전력계통 주파수 조정 운전제어를 위한 실증 (Demonstration to Operate and Control Frequency Regulation of Power System by 4MW Energy Storage System)

  • Operation and control system has been installed and tested to use energy storage system(ESS) for frequency regulation at 4MW class of ESS demonstration facility installed at Jeju island, Korea in 2013. Simulation tests were performed by programing language C# for power system of Jeju island to develop control algorithm. Site simulation tests were performed in control system itself without connecting power system and energy storage system. Control algorithm was coded, modified and tested to load to controller and communication system and human-machine interface were developed and tested in the process of simulation tests. After similar results to that of simulation tests by programing language were obtained, power system and energy storage system demonstration facility were connected to control system by communication system. Energy storage system for frequency regulation was tested for actual frequency and simulation frequency. The site tests showed the similar results to that of simulation tests and the control systems is possible to be operated for frequency regulation. Faster response of energy storage system for frequency regulation, less costs and less capacity of energy storage systems which cover for frequency regulation of power plants. It is expected that more studies for time-reduction and time-delay elements can make less capacity of energy storage system cover more role of frequency regulation of power plants.

  • 해안 및 도서지역의 전력수요를 파력, 조력, 조류, 해상풍력과 같은 해양발전 시스템을 이용하는 혁신적인 고효율 하이브리드 알고리즘과 기본 모듈을 개발하기 위하여 2011년 하절기 남해안 도서지역 중 1개 섬을 선택하여 섬에 거주하고 있는 주민의 가구에 전력량 측정기를 설치하여 소비전력량 패턴을 확인하였다.

  • 도서 지역과 같은 환경에서 기존 상용 독립계통 디젤 발전기에서 소모되는 화석연료를 저감하기 위해 독립계통 용량의 40% 이상을 부담하는 태양광발전시스템의 개발이 필요하다. 이러한 개발을 위해 우선적으로 도서 지역에 설치된 독립계통의 안정성을 향상시키고 고품질의 전력을 부하에 공급해줄 수 있는 대용량 인버터 개발이 필요하다. 또한, 독립계통 태양광 발전시스템을 위한 EMS용 발전제어 시스템은 태양광 발전원 계통과 연계된 디젤 발전기의 병렬운전 전력제어시스템으로서 부하율과 태양광발전에 따른 디젤 발전기 출력을 제어하여 해당 부하에 전력을 안정적으로 공급하는 시스템이 필요하다. 이러한 독립계통형 태양광 발전시스템으로 인해 독립계통 지역에 대한 태양광 보급 확대 및 독립계통의 전력안정도를 증가시킬 수 있으며 독립계통의 유 무효 전력 제어에 따른 화석연료 사용 저감이 추가적으로 기대되며, PCS 사용률의 증가로 경제성 조기 확보를 기대할 수 있다.

제주지역 전력공급과 효과적인 수요관리 방안 (A Study on the DSM Policy and Power Supply in Jeju Island)

  • Although Jeju is an island, its electricity demand is 430MW. It indicates electricity demand and its growth rate in Jeju are higher than mainland average. The supply of electricity in Jeju consists of power plants within the island and connection of main system using cable line. The cost of supply is higher than mainland system. However the electricity rate and DSM incentives were treated equally with mainland. Therefore, Effective DSM promotion has not been carried out. This paper analyzes the policy alternatives of supply in Jeju and presents effective DSM countermeasures. Also it presents long-term policy on stabilization of supply and demand in Jeju.

  • 본 논문의 배경은 제주지역의 안정적 전력공급을 위하여 최적의 전력공급체계를 분석한 논문이다. 본 논문에서 검토한 내용은 제주도 전력공급 현황파악 및 문제점 분석, 전력계통 운영측면에서 최적의 전력설비건설 타당성 검토 그리고 경제성 및 신뢰도 검토이다. 결론적으로 2011년에 HVDC 연계 선을 제주에 건설하는 경우에 경제성 평가(30년간 2011년 현가합 비교)를 한 경우 HVDC 연계선 추가건설이 기력(중유)발전이나 LNG 발전 보다 경제적임을 보여주고 있다. 그리고 신뢰도 측면에서도 좋은 역할을 할 것으로 기대되어진다.

  • 제주-해남 HVDC 시스템은 300(MW)까지 전력을 공급한다. 용량이 큰 HVDC 시스템은 전력계통의 동요를 댐핑하는데 적합하다. 본 논문은 해남과 제주도를 연결하는 HVDC 시스템의 주파수 제어를 다루었다. 제주도의 주파수 제어는 제주도 전력계통의 시스템 주파수를 일정하게 유지하는데 있다. PST프로그램으로 제주 전력계통을 축소 등가화 시키고, HVDC 시스템은 상세 모델링하여 성능 평가를 하였다. 적정 댐핑 계수를 유지하도록 HVDC주파수 제어기의 파라미터를 선정하였고, 3상 단락 사고시 제주 계통의 과도 동요현상은 시뮬레이션 결과 충분한 댐핑으로 안정되게 제어됨을 확인하였다.

  • The wind power equipment of Ullung island is composed of a hybride type of wind powers and diesel generators. The wind power generation in Ullung island is, howerever, not smooth due to the small capacity and weekness of existing power systems and line. Therefore, it is the purpose of this study to describe the technical problems and its solution through the investigation of actual conditions.

자율운전에 의한 계통연계형 도서의 저압 무순단 마이크로그리드 구축 (Development of Low-voltage Seamless Transfer Microgrid on Grid-connected Type Islands by Autonomous Operation)

  • This paper presents research on low-voltage microgrids to maintain a continuous power supply to critical loads on grid-connected islands in Korea. The low-voltage microgrids of this paper focused on that changes public office buildings into uninterrupted microgrids by autonomous operation. For this, a microgrid controller (MGC) and a power conditioning system (PCS) that allow a seamless transfer between grid-connected and grid-isolated operation are proposed. The proposed PCS operates with a silicon controlled rectifier (SCR) switch and employs a simple structure. It supplies power continuously without operators through a coordinated operation between MGC and PCS. In addition, proposed MG has a schedule operation for minimizing electricity charges and provides ancillary services that enable the utilization of resources according to the operation purpose of utility distribution networks. To demonstrate the uninterrupted low-voltage microgrid proposed in this study, a microgrid was implemented and tested in a public office building in Anjwa Island, Jeollanam-do in Korea. A seamless, autonomous operation history, despite system disturbances, was obtained through a long-term demonstration of operation. The results showed that the proposed microgrid technology can be used to achieve energy resilience in grid-connected island areas.

도서용 태양광/내연기관 발전시스템 경제성 비교 분석 (Economic Analysis on PV/Diesel Power System for Remote Islands' Electrification)

  • Several PV-diesel hybrid systems were built in isolated islands in Korea, where they are far from the inland to be supplied the electric power to a utility level from it. A lot of efforts has been concentrated to find a cost-effective electric supply system with higher reliability and minimum maintenance when compared with a diesel generator. For this purpose, an autonomous PV-diesel hybrid system with multi-channel remote monitoring system was investigated to supply electric power under minimum operating cost and maintenance in a small isolated island. In this report, the economic analysis was performed for comparison with photovoltaic system and diesel generator by computer simulation. And it was proven that a PV system is more cost-effective than an internal combustion engine for the remote island with less than 150 households. Especially, in the case of islands with less than 50 households, the initial construction cost of the PV system is comparable to and its operating cost is about 70% less than the diesel generator.
