보건의료전문가 출신 국회의원이 보건의료정책 형성에 미친 영향에 관한 연구 (A Study on Ex-Health Professional National Assembly Members' Influences on Health Care Policy Making in the National Assembly)

  • In most democratic countries, influential professional interest groups often become a part of the iron triangle in the policy making process. One of the typical methods by which professional interest groups participate in policy making process may be by having interest group members in the national assembly, who are sympathetic to the group, implementing policies through legislation. In this study we found that from the Constitutional National Assembly through the 18th National Assembly, 147 members of the National Assembly of the Republic of Korea have been ex health care professionals. The research analyzed the roles of these members in health care law amendments as requested by the professional organizations. This study analyzed 11 major cases that involved nullification or amendment of legislations in favor of the healthcare profession, against the basic policies of the government. The study showed that in the 11 major cases, policies were amended in the direction intended by the National Assembly members and other organizations with similar interests, which was against the policy stance of the government. However, these cases did not unilaterally imply that the National Assembly has been captured by the interest groups through the legislators with health care professional background; rather, they should be perceived to be influenced by the exhibited loss of governability by the government in respect to healthcare policy decisions, loss of initiative due to lack of controllability, and reversals and inconsistencies of the policies.

  • 칼슘 페라이트는 기존 소결광용 결합제 및 제강용 융제보다 용융온도가 낮아 결합제 및 융제로서의 효과가 우수하다. 본 연구에서는 제조비용절감과 생산성 증대를 위해 기존 용융법이 아닌 시멘트 제조공정에서의 소성법으로 칼슘 페라이트를 제조하였다. 칼슘페라이트의 석회질 원료로 소성슬러지 및 석회석을 사용하였고, 철질 원료로 제강슬러지, 고로분진 및 철광석을 사용하였다. 이때 소성온도는 $950{\sim}1170^{\circ}C$이며, 저융점 특성을 가진 '소결광용 결합제' 또는 '전로 및 전기로용 융제'로의 사용 가능성을 검토하고자 원료를 분석하고 소결 특성을 평가하였다.

  • In this treatise, the kinds of main dishes and the frequency of them, and the materials, the variation of recipe, the measuring units, the cooking utensils, and the measuring terms, which used for making main foods were studied from the books published from 1670 to 1943 in Korea. 1. Main dishes were classified as Bap, Zook: Am-Zook, Mee-Um: Yue-Yi: Won-Mi, Guck-Soo: Naeng-Myun, Man-Doo: Duck-Guk: Soo-Jae-Bee. 2. There were 115 kinds of main dishes including 21 kinds of Bap and Yack-Bap, and 34 kinds of Zook and Am-Zook, 11 kinds of Mee-Um, Yue-Yi and Won-Mi, and 21 kinds of Man-Doo, Duck-Guk and Soo-Jae-Bee. 3. There were 41 kinds of measuring units used for making main dishes including 17 kinds of volume units, 3 kinds of weight units, 14 kinds of quantity units, 4 kinds of units for length, thickness, and 3 kinds of the others. 4. There were 62 kinds of cooking utensils among which Ssot (iron-pot) was the most widely used, but nowadays the most of them were rarely used due to automatization and mechanization of living tools. 5. All cooking terms were 148 kinds including 52 kinds of terms for the preparing process, 24 kinds of terms for the mixing process, 30 kinds of terms for the making-shape process, 18 kinds of terms for the heating process, 16 kinds of terms for the chopping process, and 8 kinds of terms for the setting process.

울산 하대고분 출토 민고리자루칼의 재질 특성과 환두부 제작 방법 (Metallurgical Characteristics and Manufacturing Techniques of Ring-Pommel Swords Excavated from Ancient Tombs in Hadae, Ulsan)

  • 울산 하대유적에서 출토된 민고리자루칼을 방사선 비파괴조사와 미세조직 분석으로 환두부의 제작 방법과 재질 특성을 살펴보았다. 방사선 비파괴 조사법으로(X-ray, CT) 내부 구조를 확인한 결과, 제작 방법의 기본형식은 철 단일 소재로 칼 끝부터 환두부까지 일체형으로 제작한 단조품임을 확인하였다. 또한 미세조직 분석을 통해 살펴 본 제작기술은 '순철-형태가공, 순철-형태가공-침탄, 강-형태가공-담금질'의 세 가지 유형으로 분류할 수 있었다. 민고리자루칼 5점 중 4점의 환두부는 약 0.7% 내외인 공석강 정도의 탄소 함량을 가진다. 특히 환두부에서는 손잡이보다 증가된 탄소함량을 보이는데, 이는 손잡이 끝 부분을 세장한 형태로 만들고 둥글게 구부리는 과정에서 인성을 부여하기 위한 침탄 처리의 결과로 추정된다. 길이 60 cm 이하의 민고리자루칼 1점은 날 부위에 집중시킨 담금질을 통해 강한 인성을 부여하여 무기로서의 용도를 극대화시켰다. 반면 75 cm를 넘는 4점의 날 부위에서는 담금질 조직인 마르텐사이트가 관찰되지 않았다. 하지만 칼등 대비 날 부위의 탄소함량 증가나 결정립의 미세화는 실용기로서 사용이 가능했음을 보여준다. 2C말에서 4C초로 편년되는 울산 하대고분군 출토 민고리자루칼은 단조기술을 통해 일체형으로 제작하였으며, 사용 목적에 따라 제강, 열처리 기술을 적용하여 칼이 가지는 용도의 효과를 극대화시켜 제작하였다.

고대 제철기술 복원실험에서 산출된 제련재의 칼슘함량에 따른 재료학적 특성 (Material Characteristics of Smelting Slags Produced by Reproduction Experiment of Ancient Iron Smelting : According to Ca Content)

  • 고대 제철 공정에서 원광석 내의 철과 기타 광물의 분리가 원활하게 이루어질 수 있도록 조재제를 첨가하는 경우가 많다. 하지만 조재제 첨가 유무를 판단할 수 있는 정확한 기준이 될 만한 자료가 부족한 실정이다. 따라서 본 연구에서는 조재제 첨가에 따라 달라지는 슬래그의 재료학적 특성을 파악하기 위해 제련 실험을 진행하였다. 총 3차례 진행된 실험에서 산출된 슬래그의 미세조직을 관찰하고 성분을 분석하였다. 1차 실험은 조재제를 첨가하지 않았으며, 산출된 슬래그의 전철량은 39.45~52.94 wt%로 확인되었다. 조재제를 첨가한 2, 3차 실험에서는 34.89~38.92 wt%로 감소하였다. 미세조직 분석 결과 2, 3차 실험에서는 철산화물 이외에 Gehlenite, Hercynite와 같은 CaO 화합물이 나타난다. 비금속개재물 성분 간 비율을 비교한 결과, 1차 실험의 유리질바탕의 $CaO/SiO_2$ 값이 0.42를 기준으로, 이보다 높을 경우 조재제를 첨가하였을 것으로 판단된다. $Al_2O_3/SiO_2-CaO/SiO_2$ 비교 분석한 결과, $Al_2O_3-SiO_2$ 비율은 유사한 제련공정 시스템(원광, 노벽, 연료)을 판단하는 지표로 활용할 수 있을 것으로 본다.

에틸알코올 용매를 이용한 주조철제유물의 탈염 실험 연구 (Experimental Study of Desalting Methods Using Ethyl Alcohol for Archaeological Cast Iron Objects)

  • 주조철제유물은 발굴 후 보존환경이 맞지 않은 경우 부식이 급속하게 진행되며 특히 블록형 파손이 발생하고 최종에는 분말화 된다. 따라서 부식 요인, 즉 $Cl^-$ 이온을 제거하는 탈염처리가 중요하다. 그러나 주조철제유물은 탈염과정 중 형태가 파손되는 경우가 빈번히 발생하여 탈염 과정을 생략하거나 탈수 등의 안정화처리로 그치는 경우가 많다. 기존의 탈염 방법은 주로 물을 이용한 알칼리 수용액 방법이다. 그러나 물의 수산화이온은 부식을 촉진시키고 높은 표면 장력으로 내부 균열을 확대시켜 주조철제유물의 탈염 과정 중 파손 원인으로 판단된다. 따라서 본 연구에서는 표면 장력이 낮은 에틸알코올을 이용하여 탈염을 실시하고 그 탈염 효과를 알아보았다. 실험 결과 에틸알코올 탈염방법은 상온의 알칼리 수용액 방법과 유사하거나 더 높은 $Cl^-$ 이온 용출 효과를 보여주었다. 또한 에틸알코올 방법은 수용액 방법보다 유물의 파손이 적고 Fe의 용출이 거의 없어 탈염의 안전성 측면에서 우수함을 확인하였다. 본 실험은 현장적용 가능한 유기 용매 탈염 방법을 검토한 것으로 추가 연구를 통하여 주조철제유물의 안전하고 효율적인 안정화 방안을 마련하고자 한다.

고학력 기혼여성의 취업여부별 영양소 섭취로 본 식사의 질 평가 (Evaluation of Diet Quality according to Nutrient Intake between Highly Educated, Married, Unemployed and Employed Women)

  • This study was conducted to provide foundation data for making health care policy for married women by assessing the dietary intake between highly educated married, employed and unemployed women. It is a direct interview, cross-sectional study with 24-hour recall method for one day. In selecting the subjects for this study, married, unemployed women were selected from a certain area (Daedeok Science Town) in Daejeon where there are high rates of highly educated women, and the married, employed women were selected from the teaching profession in order to avoid confounding due to including a variety of jobs. According to the Korean Standard Classification of Occupations, teaching is the representational occupation of highly educated, married women. Then, to prevent confounding due to age, we selected the subjects out of each age group at the same rate through random sampling. Women who had not graduated college, worked only part-time, or had no current spouse were excluded. As a result, 486 highly-educated, married, unemployed (250) and employed (236) women were used for analyzing data. The unemployed women consumed a higher amount of fat, cholesterol, sodium, vitamin C and folic acid while the employed women consumed a higher amount of iron, vitamin $B_l$ and vitamin $B_2$. P/M/S ratio being 1/1.18/1.05 and 1/1.05/0.87, for the unemployed women and the employed women, respectively, unemployed respondents had a higher saturated fat intake than those of employed. It is in excess of the standard ratio (1/1/1) of the Korean RDA. At the same time, in unemployed respondents the percent of energy intake from fat (24.8%, 23.2%) and animal fat (12.4%, 11.4%) were higher than those of employed respondents. The mean daily nutrient intake of calcium, zinc, and iron for both groups of respondents were lower than the Korean RDA. Both groups had phosphorus as the highest nutrient and calcium as the lowest nutrient of INQ (Index of Nutritional Quality) while nutrients with the INQ being less than 1 were calcium and iron. To sum up, the following conclusions can be made: Nutrition education and guidance for reduction of the intake of fat, especially animal fat, are necessary for unemployed women. In addition, highly educated, married, unemployed and employed women should increase the consumption of foods rich in iron and calcium to prevent anemia and osteoporosis, while decreasing the intake of phosphorus to balance proportions of calcium and phosphorus.

Investigation of the interaction between spin density wave and superconductivity in two band high temperature iron based superconductor Ba1-xNaxFe2As2

  • The current study deals with the possible interplay between superconductivity and spin density wave in two band model high temperature iron based superconductor (FeBSC) Ba1-xNaxFe2As2. The electron and hole bands in the presence of the inter-band interaction between the two bands is becoming a vital issue to deal with the high temperature physics of the iron-based superconductors. In this research work, a model Hamiltonian appropriate for the system under consideration has been developed and the temperature dependent Green's function technique has been employed to get the solution for the equations of motion constructed for the two band model high temperature FeBSC Ba1-xNaxFe2As2. By making use of the decoupling procedure, the equations of motion for the dependence of superconducting transition temperature (TC) on spin density wave(SDW) order parameter (ΔSDW) in the electron intra-band (Δsc(e)) , hole intra-band (Δsc(h)) and inter-band (Δsc(eh)) for Ba1-xNaxFe2As2 have been obtained. We have also obtained the expression for the dependence of spin density wave transition temperature(TSDW) on ΔSDW for Ba1-xNaxFe2As2. Using some plausible approximations and appropriate experimental values for the parameters in the obtained equations of motion, phase diagrams of TC versus Δsc(e), Δsc(h) and Δsc(eh) are plotted. Furthermore, a phase diagram of TSDW versus ΔSDW is plotted for the material under consideration. Finally, using the above mentioned phase diagrams, the interplay between superconductivity and spin density wave in the two band model high temperature FeBSC Ba1-xNaxFe2As2 has been demonstrated to be a very distinct possibility. The agreement of the current finding with the experimental observations is quite commendable.

칼라 패턴인식을 이용한 마모입자 분석 (Wear Debris Analysis using the Color Pattern Recognition)

  • A method and results of classification of 4 types metallic wear debris were presented by using their color features. The color image of wear debris was used (or the initial data, and the color properties of the debris were specified by HSI color model. Particle was characterized by a set of statistical features derived from the distribution of HSI color model components. The initial feature set was optimized by a principal component analysis, and multidimensional scaling procedure was used for the definition of classification plane. It was found that five features, which include mean values of H and S, median S, skewness of distribution of S and I, allow to distinguish copper based alloys, red and dark iron oxides and steel particles. In this work, a method of probabilistic decision-making of class label assignment was proposed, which was based on the analysis of debris-coordinates distribution in the classification plane. The obtained results demonstrated a good availability for the automated wear particle analysis.

거주지내 아동의 놀이 장소와 놀이 시설의 이용실태 (The Actual Conditions of Children' Utilization of Playing Fields and Playing Facilities within their Residential Area)

  • The purposes of this study are to investigate the present conditions of children' Practical use of playing fields and playing facilities within their residential area, and to provide essential data relavant to building outdoor playing field for children which are fitted with children’ developmental features and also are corresponding to their needs. The subjects for this study were 866 children of the 2nd. 4th, and 6th grade living in Taegu. Data were gathered through questionnaires and analyzed by frequencies, percentile, and Chi-Sqaure test. The main results of this study are as follows : Firstly, it was found that the Playing fields children preferred most was 'within their house'. In terms of frequency making use of outdoor Playing fields. 'do not use' held the hightest proportion of children. Second, the playing facility in playing fields, being most frequently used by children, was a slide, following it a swing and a horizontal iron bar took the second, the third place respectively.
