Asian Journal of Innovation and Policy (AJIP) would like to introduce an interview section on innovations, innovators, and entrepreneurs if possible in every issue. The interviews introduced will be selected not based on a journalistic view, but rather by its theoretical or practical implications. This issue will introduce an entrepreneur who was a key engineer, Chief Technology Officer (CTO), and CEO of Samsung Electronics, in addition to being the Minister of ICT in the Korean government. Currently, he is the CEO of an investment company. His success was tied to the success of semiconductors at Samsung Electronics, which became the world leader, leading some to even call him "the god of semiconductors". This interview resurrects the debates on the mode 2 society and the role of education in entrepreneurship.

The government had invested national resources in nano technology actively since 2000 to promote the R&D of nano technology. In addition, the government reorganized the science and technology administration system recently enacting new laws related with science and technology to promote the efficient policy of science and technology. At this point, we need to understand the status of national R&D expenditures for the efficient priority setting and budget coordination of national R&D expenditures by the concerned variables such as program objectives, sector of performance, character of work and technology fields and suggests the policy implications.

The rapid expansion of regionalism has resulted in the creation of blocs of the global economy, so that those countries not belonging to one or more blocs can be discriminated. The purpose of this paper is to examine the competition policy theoretically, international background with issues, and discussion trend of global enterprise. By doing them, this paper suggests the responsive plan, future prospects, and policy directions for the competition policy by distribution service. There is not a statistically significant relationship between international diversification strategy and firm performance. However, we observed some tendency that the larger the firm size, the higher the firm performance, assuming the degree of international diversification or multinationality to be constant. However, the export productivity increase after 1~2 years, and there exits a clear evidence that the innovation investment increases a firm's export competitiveness as time goes on.

SME is a major company to keep employment in Korea and highly depends on large company as vendor. R&D is critical to keep its position under the global competition. Government makes a policy to support SME R&D investement. We reviewed SMBA(Small and Medium Business Administration) policy for SME R&D and try to find alternatives. One of the alternatives is to increase a budget for large and SME co-development program.

With a land area of 910,768 sq. km, population estimate of 150 million people and GDP-growth rate of 6.9% per annum (2006 est), the centrality of effective public transportation in Nigeria is readily seen. In this regard, rail transportation offers much potential because of its relative safety, reliability, lower cost to the users and being singularly capable of transforming the national economy through mass movement of people, goods and services. Within this context, the demand for an effective railway system, and the enormous potentials for profitable investment in rail infrastructure in Nigeria, is indisputable. Beginning with the history, the paper discusses the main problems of Nigeria's railway transport system; and then makes policy suggestions, after considering the potentials of rebuilding the rail infrastructure. The necessity of this work is premised on the fact that there is a significant gap in critical knowledge about Nigeria's railway transport system.

The object of this study is to survey present conditions, to analyze the development of bio-industry in northern area of Kyonggi province by the decision making method of the SWOT model, to suggest a plan for the prospect of continued development field and the location of industry, and to extract fundamental data for establishment of annual action and investment plan which can develop bio-industry. For the purpose of making a policy decision in national operation policy, business administration policy, and new product design, the research for extracting more objective and standard approach method should be continuously conducted.

This study is intended to suggest an ideal direction of the information systems policy for the local small business firms. In an effort to accomplish this objective, this paper tried to identify the current states of the information systems and measure the level of the information systems of local small business firms based on the maturity stage and the development level. The study then explored the evidence how the maturity stage and the development level affect the business performance of the local small business firms. The research found out that the organizational factor such as the support of CEO and the financial factor such as IS investment took major roles to improve the business performance. Based on the research findings of this study, the paper suggested the desirable solution of the information system policy to deal with the problems the local small business firms need to overcome.

In this paper, a system dynamics model for explaining the application, grant and maintenance of patents is provided. Existing literatures regarding the patent application system are mostly econometric approaches that consider only economic variables such as GDP and R&D. The model in this paper includes patent variables such as disputes as well as economic variables. Moreover, we show that the model can be used in not only a quantitative prediction but also policy experiment. The results of the policy experiment shows that strengthening protection of patents tend to increase the propensity to patent more than R&D investment.

As far as recent investment in railway, disused railway yards is increased in each line and region. As a result, the interest of the related local government and agencies has increased on utilizing disused railway yards. In this study, we investigated the status of the disused railway yards and conducted legal review on the use of disused railway yards. In addition, we analyzed the disused railway yards use practices through case analysis and also suggested plans to diversify the ways of their usage.

In this paper, we report the public IT policy case results to restructure informatization level indices for small and medium sized enterprise(SME). The indices restructuring project was initiated by TIPA with the group of experts during 2011, and the newly amended indices was employed as the formal instrument to measure SME informatization level. The critical drivers to reform the indices include simplification for more accurate measurement of SME informatization level, reshaping key representative indices of smart IT to better publicize SME's interest toward advanced IT, and systematic reconfiguration of performance measures which reflect business performance enhancement effect through IT investment. Indeed, the IT performance indices are unified to incorporate the instrument for general SME informatization level survey and IT adoption subsidy's effectiveness appraisal. The procedures and details of logic illustrated in this paper provides useful insight for successful implementation of SME informatization as well as for the better policy deployment of IT subsidization for SMEs.
