The Application of Private Investment for the Promoting of Geographical Information Services (지리정보서비스 활성화를 위한 민간투자사업 활용방안)

  • Geographical Information Service of local authorities is already considerable interest to private and public organizations. This paper presents the application of private investment aimed to promoting the extent of geographical information services in local authority. For it, the theoretical backgrounds of geographical information services are represented. On the basis of the empirical evidence, the paper represent a policy how a various issues should be dealt with promotion of geographical information services in the private investment.

  • On February 20, 2003, the FCC, the regulator in US, adopted its UNE triennial Review decision, the most sweeping ruling affecting the telecommunications industry since 1996. The FCC adopted a policy of preserving access to the legacy network, while deregulating new, "next generation" networks utilizing fiber facilities. Baby bell like Verizon, SBC strongly insisted that the FCC should relax the unbundling rules to be enlarged the network investment of telecommunication providers. However, this FCC′s determination looks like the partial acceptance of their assertions. This paper mainly will review the existing studies about the impact of UNEs on investment incentives and then find out some implications to be applied in Korea.

  • According to the Policy for ' e-Korea construction ' of Korean government, investment of information system during the Past decay are dramatically increasing. More than a half of this investment is cost of hardware infrastructure. So, accurate hardware sizing are essential for higher efficiency of investment. Accurate hardware sizing benefits are generally viewed in toms of the avoidance of excess equipment and lost opportunity costs by not being able to support business needs. Unfortunately, however, little research effort to make the hardware sizing methodology are doing. We propose a sizing method for information system in public sector. This method is determinated empirical study that are gathering and analyzing cases, making method and reviewing expert. Finally we are proposed calculating method for hardware components that is CPU, memory, internal and external disk according to the application system type which is OLTP, Web, WAS. Our study certainly will act as a catalyst for higher investment-efficiency of the future information programs in public sector.

Performance Analysis of Start-Up Investment Subsidies (창업투자보조금 사업의 지원 성과 분석)

  • Until recently, Korean government had supported Start-Up Investment Subsidies to the early stage of non-metropolitan manufacturing company for the purpose of promoting start-up and new job creation. As a result, for 4 years, there are total of 1.546 trillion won increase of sales and a total of 3,825 people have been hired including non-regular workers. In this paper, I suggest the performance of Start-Up Investment Subsidy and policy direction for improvement.

Status, Challenges and Strategic Directions for the ESG Bond Market in Korea (ESG 채권 현황 및 활성화 방안에 관한 연구)

  • Recently, ESG bond issuance has been gradually spreading to banks and non-financial private companies in Korea. However, the Korean ESG bond market is still in its infancy in terms of size, diversity and investor base compared to the global ESG bond market. In other words, ESG bonds are rapidly forming in the global market, but are still in the formation stage in the domestic market, and various policy and practical measures such as system, incentives, and infrastructure are needed to activate them. In this paper, we examine the domestic and international status of ESG bonds in relation to responsible investment. In addition, this paper explores specific measures to revitalize the domestic ESG bond market in four aspects: establishing ESG bond standards, procedures and regulations, increasing ESG bond investment demand, increasing ESG bond issuance, building market infrastructure and market efforts. This study is expected to contribute to the development of the domestic ESG bond market and responsible investment.

The Impact of Foreign Direct Investment on Income Inequality and Growth in South Korea

  • Does Foreign Direct Investment (FDI) exacerbate income inequality in South Korea? If so, does rising income inequality come for the sake of economic growth? This study explores the impact of FDI on income inequality and growth in South Korea. To this end, we collect data on FDI and income inequality/economic growth at both national and provincial levels and empirically test their relationships in South Korea. The empirical results confirm our expectation that FDI magnifies income inequality. Furthermore, we fail to find a positive relationship between FDI and economic growth, implying that income inequality as a consequence of FDI does not come for the sake of economic growth in Korea. Findings suggest that more systematic research and nuanced policy design is necessary to circumvent the mechanisms at play that link the surge of FDI inflows and the exponential expansion of economic inequality.

Effects of Stockholders' Secondary Tax Liability on Corporate Investment

  • This study analyzes the impact of secondary tax liability borne by stockholders, an exception to the principle of limited liability, on corporate investment. The paper constructs a model of a firm to examine the effect of this secondary tax liability, finding that the violation of limited liability increases firms' expected bankruptcy costs, thereby reducing investments. By means of an empirical analysis, the paper examines whether firms with the largest shareholder stake exceeding 50%, the condition under which secondary tax liability is incurred, decrease their investments. The results show that firm investment is highly concentrated in observations of cases in which the largest shareholder stake does not exceed 50%. Investments decrease sharply in cases where the largest shareholder stake exceeds 50%. The results here provide implications pertaining to how exceptions of the limited liability principle, existing only in Korea, affect corporate investments.

  • The purpose of this study is to determine potential effects of region marketing activities on attraction of domestic or overseas business. In order to meet the goal, this study set a research model and hypotheses on the basis of preceding reference literatures and case studies. This study identifies management environment, life environment, marketability, investment supporting environment as the variables of investment decision and urban attitude. As a result, it was found that marketability and investment supporting environment had positive effects on urban attitudes and investment decision, and urban attitudes had positive effects on investment decision as well.

Replacement Investment with Pallet Fuel System in Greenhouse Fruit and Vegetables (목재펠릿시스템의 대체투자 가능성 분석 - 시설과채 사례 -)

  • This study aimed to analyze the replacement investment of the diesel fuel system with the pallet fuel system in the Korean farming sector. Equivalent annual annuity approach was used to resolve a discrepancy of useful life in capital goods and to facilitate investment analyses in an independent perspective. Data was obtained from previous studies on economic analysis of greenhouse tomato, paprika and cucumber. Results showed that the replacement with the pallet fuel system was acceptable irrespective of the remaining period of useful life for the diesel fuel system. In addition, sensitivity analysis with government support level, repair cost, and light and heat energy cost show ed robustness in the possibility of replacement with the pallet fuel system while the speed of replacement was accelerated with an increase in the amount of diesel fuel used and price of diesel fuel, and a decrease in price of the pallet fuel. The result implied that the replacement investment rather than a new investment was appropriate for existing greenhouse farmers and the pallet fuel system was acceptable to replace existing diesel fuel system in producing greenhouse tomato, paprika and cucumber.
