Moral hazard and adverse selection often exist in asymmetric information environment. In this paper, quality investment decision problem is studied under moral hazard. A basic model for quality investment level decision is developed with the supplier as a principal and the buyer as an agent. And then we regard the supplier and the buyer's rational limitations to set up a model when the buyer's quality evaluation and processing activities are hidden. The model is optimized and the results under different backgrounds are discussed and compared. Results show that the buyer's quality evaluation level and processing level are mostly influenced by the supplier's quality assurance payment. Both the supplier and the buyer choose different quality investment levels under moral hazard because of the supplier's payment to the buyer in case of internal failure and external failure.

본 논문에서는 경제성 평가를 기반으로 하는 배전 설비투자 우선순위를 결정하기 위하여 배전계통 구성, 설비 및 부하정보를 이용하여 배전계통을 모델링 하고, 현 계통의 신뢰도를 개선하기 위한 방향으로 설비투자 대안들을 설계한 다음, 이 대안들을 대상으로 신뢰도 및 경제성을 평가하는 모델을 제시하였다. 이러한 투자대안들의 신뢰도 영향과 경제성을 분석하기 위하여 한전의 주요 배전설비(15종)의 신도율(시변고장율)과 설비투자시 영향을 받는 고객들의 정전비용을 적용하여 경제적 효과를 산출하였으며, 이러한 투자 방법론의 유효성을 검증하기 위하여 한전의 배전사업소 실제 투자안을 대상으로 하여 경제성 평가를 수행한 결과와 비교분석하였다.

공공 정보통신기술(ICT)사업의 투자 평가 체계를 세우는 것은 궁극적으로 정부 재정이 투자되는 공공 ICT사업의 성공률을 높이고 사업의 활성화를 꾀함으로써 국가 경제 성장 기반 구축 및 글로벌 ICT산업 경쟁력을 제고 하는 것이다. 본 연구에서는 기존 평가 체계에 따라 수립된 공공 ICT사업 투자 평가 요인이 실제 사업 성공에 미치는 영향을 실증적으로 검증하고, 향후 투자 평가 요인에 대한 방향을 제시하고자 하였다. 선행 연구를 통해 공익성, 경제성, 기술성, 정책성 및 예산효율성 등 다섯 개의 평가 요인을 도출하였고, 이를 실제 사업에 직접 참여했던 전문가들의 설문을 통해 이러한 평가 기준이 실제 사업 성공에 미치는 영향을 검증하였다. 또한 ICT사업의 투자 평가 요인과 사업성공 사이에서 정부의 지원제도에 대한 조절 작용 여부도 확인하였다. 측정 도구의 신뢰도 및 타당도, 구조 모형 분석, 경로 분석 등을 실증분석하고, 기존 ICT 투자 평가 요인의 유의성을 검증하였다.

During the last decade many enterprises spent a huge amount of money for investment on Information Technology (IT) & Information System (IS) to attain competitive advantage and to maximize their business performance by satisfying the various requirements of customers. Under such circumstances, methodologies for evaluating IT impact on business performance are very important issues for strategic decision making on investment. In this study, we propose a performance evaluation model that adopts the concept of the Balanced Scorecard (BSC) and the Value Chain to analyze the financial impact and non-financial impact of IT & IS at each critical work area. This model combines the 4 evaluation areas from BSC and 6 critical work areas from Value Chain and measures the Key Performance Indicator (HPI) and the effect of KPI. Also, we present a case study of which the evaluation model has been conducted on a major manufacturing company. finally. we address some important notes to improve the IT & IS performances in the real-world.

This paper studies evaluation of illiquid assets by using a consumption and investment model. In particular, the paper defines the marginal values of illiquid assets and shows how optimal consumption and investment policies are related to the marginal values. The general results are illustrated by two concrete examples.

본 연구는 투자용 기술평가등급모형 개발에 대한 사례연구이다. 투자용 기술평가등급모형은 기술금융의 지원대상을 융자에서 투자로 확대하기 위하여 금융위원회와 산업통상자원부가 협업으로 추진한 프로젝트이다. 실제개발은 기술보증기금과 산업기술진흥원이 진행한 것으로 기술형 투자펀드를 운영하기 위하여 사전에 TCB가 운영할 표준모형을 개발한 것이다. 투자용 기술평가모형은 고성장기업을 예측하는 것을 목표로 개발하였다. 모형은 통계모형과 전문가모형으로 구성하고 이를 종합하여 등급을 산출하는 구조로 구성하였다. 여기서 통계모형은 예측에 유의한 변수를 파악하여 이를 로짓회귀분석을 활용하여 모형화하였다. 전문가모형은 전문가들의 의견을 수렴하여 각 평가항목의 가중치를 파악하여 모형을 설정하였다. 전문가는 벤처기업 투자를 하는 벤처캐피탈리스트와 모형을 운영할 TCB의 심사역의 의견을 종합하였다. 모형의 등급체계는 10등급으로 구성하여 제시하였다. 그 모형의 등급별 분포는 기보의 KTRS 등급별 분포와 일치하도록 하였다. 흥미로운 것은 기술성과 시장성 을 중시하고 있다는 것이다. 여신을 위한 기술평가등급모형에서는 경영자역량이나 사업성을 중시하고 있는 것과는 상당한 차이가 있는 것이다.

These information systems projects have unique characteristics such as technology sensitiveness, network effectiveness, embeddedness, and externality, these investment projects have been not taken care of in the field of administration and evaluation. Furthermore, it is not easy to evaluate the results of projects under the circumstances where the conditions for evaluation of budget, time, and data leave much to be desired. But the efficient monitoring and effective analysis of information systems are surely needed for beneficient results of investment in information systems. We propose an effect evaluation model on the basis of restriction to evaluate information systems.

Lots of investment projects of new development and redevelopment for information systems have been not taken care of in the field of administration and evaluation, for these information systems projects have unique characteristics such as technology sensitiveness, network effectiveness, embeddedness, and externality. In fact, quantitative and qualitative evaluation of investments in information systems projects are not sufficient. It is critically important to generally evaluate benefits of development or operation cost, urgency, external effects, and so on. In addition, the efficient monitoring and effective analysis of information systems are surely needed for beneficient results of investment in information systems. We propose an economics evaluation model for information systems projects.

Information technology(IT) investment evaluation requires measurements from many perspectives. Except for the case of financial performance, these measurements mostly belong to the qualitative or intangible domain. The problem with IT investment evaluation lies in the fact that it is very difficult to define the qualitative properties against which to measure the performances. This paper addresses the issue of developing the set of performance indices, and defining the structural relationships between them, such that the IT investment evaluation can be done in a systematic, objective and comprehensive manner. We introduce the balanced scorecard strategy map as the backbone reference frame for the generation of performance indices and for the description of the relationships between them. Sample indices for evaluating projects from strategic perspectives are provided with a case example. A step by step follow through of the index generation process has been presented along with the case.

This paper tried to evaluate an economic analysis about research and development far areas of renewable resource in Korea. To evaluate this validity, we tried to calculate the spillover effect of R＆D investment through input-output table. In the first stage of spillover effect, we simply calculate the rate of return on R＆D investment for renewable energy resources in Korea through the input-output model, which can calculate the value added as well as output based upon the price of 2000 year. According to the first stage calculation, the rate of return on R＆B investment in solar heat is higher than any other renewable energy. In the second stage we tried to calculate the second round of spill over effect, which derives from the additional amount of supply of renewable resources due to the R＆D investment. The overall evaluation of R＆D invesment including the first stage as well as second stage spillover effect shows that bio-energy and waste energy generate 14 times as well as 2.5 times in the rate of return respectively.
