Development of Competency Evaluation Model for Public Private Partnership to Establish Strategies for Overseas Expansion (해외진출 전략 수립을 위한 민관합작투자사업의 역량평가모델 개발)

  • With the number of social overhead capital(SOC) projects that introduce private capital on the rise, overseas construction global companies today need to establish and advance their overseas order strategies. In this context, the purpose of this study is to develop the public private partnership(PPP) capacity evaluation model for developing countries and use it for domestic overseas construction companies to establish strategies for overseas expansion. The PPP competency evaluation model analyzes the importance of PPP competency evaluation items and infrastructure environment competency evaluation items through a review of previous studies and an interview survey with overseas construction experts. Through the above analysis results and expert surveys, problems that may occur when overseas construction companies enter the PPP market were derived, and improvement measures were proposed. Countries with a high probability of overseas construction companies entering the PPP market were determined to be those that have a mature PPP system, low risk in construction, and a good entry environment with a high infrastructure market size and growth rate. In addition, a lack of PPP investment experience, the absence of information on the infrastructure environment, and a shortage of PPP experts were identified as problems when entering the overseas construction PPP market. As an improvement measure, it was suggested to enter in cooperation with domestic and foreign companies. In addition, a plan was proposed to develop a curriculum to secure experts in areas such as PPP finance and contracts and to provide PPP information for each country. These findings are expected to contribute to overseas construction companies proposing strategies for entering the overseas construction market and using them for overseas expansion strategies and policy establishment.

  • Korea country was set up over 30% greenhouse gas reduction target in comparision with BAU(Business as usal) at the national level, depending on climate change, which have been promoted as several technical and policy planning in order to reduce national greenhouse gas reduction. In this study, we derived the policies and technologies of power plant sector that is a high rate of reduction and public interest, we established a model for a common evaluation indicators and each of the evaluation factors between policy and technology priorities based on appropriate subject experts using analytic hierarchy process(AHP). Further we suggest insight to electricity company to establish the investment strategies of the technology and the associated policy by applying a weight evaluation index presenting a comprehensive priority.

Development of a Feasibility Evaluation Model for Apartment Remodeling with the Number of Households Increasing at the Preliminary Stage (노후공동주택 세대수증가형 리모델링 사업의 기획단계 사업성평가 모델 개발)

  • The government has steadily revised and developed laws and systems for activating remodeling of apartments in response to the problems of aged apartments. However, despite such efforts, remodeling has yet to be activated. For many reasons, this study noted that there were no tools for reasonable profitability judgements and decision making in the preliminary stages of the remodeling project. Thus, the feasibility evaluation model was developed. Generally, the profitability judgements are made after the conceptual design. However, decisions to drive remodeling projects are made at the preliminary stage. So a feasibility evaluation model is required at the preliminary stage. Accordingly, In this study, a feasibility evaluation model was developed for determining preliminary stage profitability. Construction costs, business expenses, financial expenses, and generally sales revenue were calculated using the initial available information and remodeling variables derived through the existing cases. Through this process, we developed an algorithm that can give an overview of the return on investment. In addition, the preliminary stage feasibility evaluation model developed was applied to three cases to verify the applicability of the model. Although applied in three cases, the difference between the model's forecast and actual case values is less than 5%, which is considered highly applicable. If cases are expanded in the future, it will be a useful tool that can be used in actual work. The feasibility evaluation model developed in this study will support decision making by union members, and if the model is applied in different regions, it will be expected to help local governments to understand the size of possible remodeling projects.

  • Green Building Certification Program, which was first introduced to residential buildings in Korea in 2002, has been put on track. This program is expected to bring about the effect in the economic viewpoint that was based on a life-cycle-cost analysis, not to mention the environmental viewpoint. However, given the fact that the existing model for feasibility analysis focusing on early investment cost can hardly be applicable to the green buildings because of lacking the life-cycle-cost reduction factor, it remains still difficult to conduct an objective evaluation. The study thus was intended to identify the factors that should be additionally considered in conducting the feasibility study to be implemented through the analysis of the certification items of green buildings as a preliminary study in structuring the evaluation model for feasibility analysis of green buildings.

  • The Ministry of Land, Infrastructure and Transport has also been promoting the commercialization of land transport technology to commercialize the technologies owned by small and medium-sized venture companies, and to support the transfer and commercialization of public technologies. At this point, in order to improve the investment effect of subsequent new projects and to select excellent research institutes, it is necessary to establish a valid evaluation index system suitable for the purpose of the project. The evaluation index system for subsequent new projects should be linked to the project objectives and goals of the preceding project, and should be selected in consideration of existing evaluation indicators to prevent interruption of research results. Therefore, this thesis sets the evaluation index system into multiple scenarios through hierarchical cluster analysis using the evaluation result data for each evaluation committee for small and medium venture companies participating in the land transportation technology commercialization support project, and then analyzes the structural equation model. As a result of scenario analysis, considering the measurement effect of each path representing the causal relationship between evaluation indicators and the effect of each evaluation index on evaluation items, the scenario with the highest impact on the evaluation result was selected as an improvement plan.

  • In order to maintain construction industry and to improve efficiency, the Korean government legislated private investment system. Private sector takes advantages by adopting CM (Construction Management) project system, however, public sector has relatively less capability and experience than private sector. In this paper, PSM (Partnership Support Management) is addressed in order to actively strengthen the project capabilities for public sector. PSM maintains existing CM project system because it is a concept of expended business model of CM. PSM needed to categorize the private participated project into 5 phases; project development phase, project announcement phase, project evaluation phase, project agreement phase and agreement changing phase. PSM business structure and business process considering stakeholder's interrelationship and participation are suggested in this research. Suggested PSM business model may not only increase a comprehensive understanding of government and project capability, but also may reduce work load and responsibilities for project momentum of private participation in infrastructure.

Evaluation of Overall Heat Transfer Coefficient of Different Greenhouse Thermal Screens Using Building Energy Simulation (BES를 이용한 온실용 보온커튼의 관류열전달계수 산정)

  • In winter, thermal screens are widely used to reduce heat loss from greenhouse to save energy. Unfortunately, not much data are available to the farmer to compare thermal screens while selecting the one that meets their specific requirements. Thus, there is a need to investigate the thermal performance of thermal screens. To address this issue, the Building Energy Simulation (BES) model of a hot box was used to calculate the overall heat transfer coefficient (U-value) of the thermal screens. To validate the model, computed and experimental U-values of single-and double-layered polyethylene (PE) material were compared. This validated model was used to predict the U-values of the selected thermal screens under defined weather conditions. We quantified the U-values of each selected material and significant changes in their U-values were noted in response to different weather conditions. Notably, the thermal properties of the tested screens were taken from the previous literature to calculate U-values using the BES model. The U-values of the thermal screens can help researchers and farmers evaluate their screens and make pre-design decisions that suit their investment capabilities.

Long-run Relationship between R&D Expenditures and Economic Growth (공적분 관계를 고려한 연구개발과 경제성장의 상호관계 연구)

  • We empirically examine the validity of second generation endogenous growth theory suing 21 OECD countries' panel data(1981~2011). Due to non-stationarity in all variables, we test the cointegrated relationships strongly supporting the semi-endogenous growth model. In the estimation of total factor productivity growth function, the growth of domestic and foreign R&D investment levels statistically significantly affect total factor productivity growth. R&D intensity, however, has significant impacts on the total factor productivity growth only in a few models, and international technology gap also has positive impacts on GDP growth. Thus the semi-endogenous growth model is relatively supported while fully endogenous growth model is weakly and occasionally supported in OECD countries. The policy implication of supporting the semi-endogenous growth model is that the sustaining growth requires increasing R&D expenditures.

The New International Division of Labor:Re-evaluation (신국제노동분업의 재평가)

  • As an exit to solve the economic depression of the development countries in the early twentieth century, the 'old international division of labor' developed. The economic crisis(i.e., under-consumption crisis) was due to the absence of the mode of regulation compatible with the extensive regime of accumulation(i.e., "Fordist" regime). The crisis was solved by the state intervention through the creation on institutions in order to increase the level of consumption. Until the late 1960s when "high Fordism" reached(i.e., a harmonious relation between the monopoly mode of regulation and the intensive accumulation of capital), the developed core countries enjoyed a remarkable economic growth. The external market was not a necessity for the economic growth because there were increases in labor productivity and proportional increases in real wages and thus increases in consumption level. In the 1970s, however, the core faced with economic crisis again. Due to the breakdown of the postwar "Fordist" regime of capital accumulation and the post 1973 world depression, the core needed the Third World as a solution for their internal and international economic crisis. Thus the 'new international division of labor'(NIDL) arose. The "Fordist" method of production(i.e., the divisions of production process) led to the territorial division of labor and to the detailed division of labor. The aim of the NIDL is to exploit reserve armies of labor on a world scale and thus to reduce production costs. According to the NIDL model, the Third World countries have been developing by the core countries' investment on mainly labor-intensive industries and thus have been playing an important role in the global economy. And the NIDL theorists argue that multinational corporations have increasingly invested in the Third World nations and contributed to the economic growth in those regions. Tables presented in the paper show that the global trend since the 1970s does not follow the argument exactly as the NIDL theorists predicted. On the contrary, the core countries focus on developing technology, adopting the automation of production process, and trading within the core countries rather than on investing in the periopheral countries. The continuing investment of multinational corporations into the periphery is not because of cheap labor force but because of the market potentials in the regions. Majority of corporations of the core tries to reduce production costs by investing in technological development more intensively and also by changing regional strategies (i.E., investment from metropolitan areas to medium - or small - size cities, focusing on agglomeration economy, boosting regional diversification, etc.) within their own countries. A Study on the Improvement of Multi-Agency R&D Program for Strategic Budget Allocation and Enhance Effectiveness (전략적 예산배분 및 실효성 강화를 위한 다부처R&D사업의 개선방안에 관한 연구)

  • Since continuous expand in governmental R&D investments and growth number of research institutions, model of multi-agency program has been planned and pushed ahead to settle the inefficiency of investment by the scattered and competitive R&D Programs. However, it was often pointed out that new model's effect has been fall because the institutional inertia of cooperative system between agencies. In this study, we analyze the current state of multi-agency program and suggest the optimal R&D governance model to improve a better direction. Afterward, several problems were turned up and that allocation and execution of the R&D budget separately, less coordination and cooperation among agencies, and absence of typical evaluation system of multi-agency program. Therefore, we suggest some of improvements by analyzing each steps.
