본 연구는 중소기업의 자금조달 방식 다양화와 금융접근성 개선의 일환으로 도입된 기술력 평가모형의 '미래 진보성'을 확인하고자 시작되었다. 기술금융기업의 경영성과(성장성, 수익성, 안정성)를 종속변수로, 기술력 평가항목을 독립변수로, 기업규모 및 산업특성과 관련된 종업원 수, 업력, 자산규모, 표준산업 분류를 통제변수로 설정하여 다변량 회귀분석을 실시하였다. 분석결과 기술력 평가항목은 기업의 수익성을 유의하게 설명하지 못하며 성장성에 대해 제한적인 설명력을 지니고 있는 반면, 안정성과 관련해서는 기술개발역량 항목이 기술금융기업의 부채비율을 유의하게 설명하는 변수임을 확인하였다. 따라서 향후 기술력 평가모형의 조정 및 투자용 기술력 평가모형 개발 시 기업의 성장성과 수익성에 대한 '미래 진보성'의 반영 강화가 필요하다는 결론을 도출하였다.

Each method for economic evaluation has its own characteristics. Therefore adoption of each of them in evaluation production investment project results in many problems. Hence combination & modification of them are required to perform more accurate evaluation about investment project. This paper discuss evaluation method of investment projects expansion and replacement investment on each line or individual in the production. Generally investment evaluation method has add to a few method by Subsidiary means with use a especial method. And then in this paper, a Taguchi Techniques is presented, which may be effective to the facilities appraisal or improvement. We propose a decision model to incorporates the values assigned by a group of experts on different factors in production. Using this model, SN ratio of taguchi method for each of subjective factors as well as values of weights are used in this comprehensive method for reducing production rate in production management.

In spite of numerous advantages in railroads such as mass transportation, high reliability, and environmental soundness etc., the value of railroad construction is relatively underestimated compared to road. This is because the current method of evaluation focuses mainly on economic effect. In this study, considering recent research results, the environmental value of railroad construction was assessed by calculating the effect of reduction of emissions and water contamination. With these two benefits, the environmental effect produced by railroads and road construction was calculated and compared to each other using EMME/3. As a result, the senario 4 which considers 'Hot/Cold start' condition and water contamination had highest benefits. Furthermore, the environmental effect produced by railroad is 55~101% higher than road construction. If the suggested method is used in the current appraisal system, the environment-friendly mode like railway would be highly valued, much more than before.

Traditionally, companies have been concerned with making an investment decision either to go now or never to go forever. However, owing to the development of the theory of options pricing in a financial investment field and its introduction to the appraisal of real investments in these days, we are now partially allowed to derive the value of a managerial flexibility of real investment projects. In this paper, we derived a general mathematical model to price the option value of real investment projects assuming that they have only one-period of time under which uncertainty exists. This mathematical model was developed based on the opportunity cost concept. We will show a simple numerical example to illustrate how the mathematical model works comparing it with the existing models.

최근 고유가와 교토의정서의 발효에 따라 에너지 이용효율성 제고와 온실가스 배출삭감의 필요성이 증대되고 있는 상황에서 소형열병합 발전이 주목받고 있다. 본 연구는 열병합발전의 판매전력가격의 변동성으로 인해 미래수익이 불확실할 경우를 상정하여, 비가역적 성격의 열병합발전 설비투자에 대한 경제성 평가 모형을 제시한다. 이를 위해 실물옵션 기법을 이용하였다. 전력가격의 평균회귀성을 실증적으로 반영한 시설규모별 발전설비에 대한 모의실험 결과, 40Gcal 용량 이상의 발전설비에 대해 경제성이 보장되는 것으로 나왔다. 열병합발전의 경제성은 투자비용과 열수요 판매가격, 할인율에 영향을 받는 것으로 나타났다.

본 연구는 중소·벤처기업에 대한 기술평가 및 기술금융 지원사업이 기업의 경영성과를 향상시키고 성장기반을 확보하는데 유용한 수단인지 여부를 검증하기 위해 기술보증기금이 직접 기술평가 및 보증을 지원한 3,688개 기업을 표본기업으로 분석하였다. 먼저 대표적 경영성과 지표로서 재무건전성이 우수한 기업과 취약한 기업 간에 기술평가지표 세부 항목별로 유의미한 차이가 있는지 t검증을 실시한 결과, 총 33개 기술평가 세부항목 중 25개항목 (75.8%)에서 재무건전성이 우수한 기업집단과 그렇지 못한 기업집단 간에 기술평가의 유의미한 차이가 있는 것으로 나타나 기술평가지표의 유의성이 비교적 높은 것으로 확인되었다. 그리고 대표자역량, 경영진팀웍, 기술집약도, 시장경쟁력 및 투자타당성 등 5개 구성개념 속성들은 모두 기술사업성에 정(+)의 유의한 영향을 미치고, 기술사업성은 기업의 성장성, 노동생산성 및 재무건전성 등 경영성과에 모두 정(+)의 유의한 영향을 미치는 것으로 나타났다.

As a project appraisal tool, the preliminary feasibility study (PFS) has contributed to enhancing the efficiency of public investment decision-making in the Republic of Korea over the last two decades. To overcome the limitations of the efficiency-oriented cost-benefit analysis, the PFS accommodates equity concerns among regions, namely balanced regional development (BRD) analysis. This study attempts to gauge the contributions of BRD analysis to PFS results. Specifically, it addresses how effectively policy efforts to promote decision-making have been implemented in the PFS stage while also considering the balance between equity and efficiency in terms of the trade-off between them, the degree to which they influence the results, and whether the consideration of equity is in fact actually reflected in seriously underdeveloped regions as intended. The study finds that the PFS results over the last two decades have been largely in line with the background and policy objectives. Based on the findings of the study, needs for institutional improvement are suggested, including enhancements in the analysis of regional economic ripple effects and taking into account the psychological factors pertaining to the evaluators in the overall judgment.

본 연구는 투자용 기술평가등급모형 개발에 대한 사례연구이다. 투자용 기술평가등급모형은 기술금융의 지원대상을 융자에서 투자로 확대하기 위하여 금융위원회와 산업통상자원부가 협업으로 추진한 프로젝트이다. 실제개발은 기술보증기금과 산업기술진흥원이 진행한 것으로 기술형 투자펀드를 운영하기 위하여 사전에 TCB가 운영할 표준모형을 개발한 것이다. 투자용 기술평가모형은 고성장기업을 예측하는 것을 목표로 개발하였다. 모형은 통계모형과 전문가모형으로 구성하고 이를 종합하여 등급을 산출하는 구조로 구성하였다. 여기서 통계모형은 예측에 유의한 변수를 파악하여 이를 로짓회귀분석을 활용하여 모형화하였다. 전문가모형은 전문가들의 의견을 수렴하여 각 평가항목의 가중치를 파악하여 모형을 설정하였다. 전문가는 벤처기업 투자를 하는 벤처캐피탈리스트와 모형을 운영할 TCB의 심사역의 의견을 종합하였다. 모형의 등급체계는 10등급으로 구성하여 제시하였다. 그 모형의 등급별 분포는 기보의 KTRS 등급별 분포와 일치하도록 하였다. 흥미로운 것은 기술성과 시장성 을 중시하고 있다는 것이다. 여신을 위한 기술평가등급모형에서는 경영자역량이나 사업성을 중시하고 있는 것과는 상당한 차이가 있는 것이다.
