Comparison of Domestic Chemical Accident Investigation System (국내 화학사고 조사제도 비교 연구)

  • 87 and 104 cases of chemical accidents in 2013 and 2014 respectively have brought enormous damages to people and environment. Also, the industry has significant damages the company reputation and a lot of expense to repair the damage handling. Toxic substance has spread out rapidly in the atmosphere at chemical accidents and that affect to workers as well as neighborhood. In order to analyze the causes of chemical accidents throughly, reliable and systematic investigation procedure should be considered. In this study, the chemical accident investigation system of each government agency in charge of the accident investigation is compared and analysed.

  • Objective: The purposes of this study are to survey needs for changing accident investigation from blaming to systems approach and to briefly summarize systems-based accident analysis techniques. Background: In modern complex socio-technical systems, accidents are caused by a variety of contributing factors including human, technical, organizational, social factors, not by just a single violation or error of a specific actor, but accidents investigation used to be focused on the incorrect action of individuals. A new approach investigating causes of accidents as a symptom of a deficient system is required. Method: This study was mainly based on survey of literatures related to accidents, accidents investigation, which included academic journals, newspapers, etc. Results: This study showed that accidents investigation of Korea focusing on blaming is problematic. This was confirmed by two concepts of migration and hindsight bias frequently found in accident causation studies, and an attribute of accidents having varying causes. This was illustrated with an example of Sewol ferry capsizing accident. Representative systems-based accident analysis models including Swiss cheese model, AcciMap, HFACS, FRAM and STAMP were briefly introduced, which can be used in systematic accidents investigations. Finally, this study proposed a procedure for establishing preventive measures of accidents, which was composed of two steps: public inquiry and devising preventive measures. Conclusion: A new approach considering how safety-critical components such as technical and social elements, and their interactions lead to accidents is needed for preventing reoccurrence of similar accidents in complex socio-technical systems. Application: The results would be used as a reference or guideline when the safety relevant governmental organizations investigate accidents.

Adaptive ridge procedure for L0-penalized weighted support vector machines

  • Although the $L_0$-penalty is the most natural choice to identify the sparsity structure of the model, it has not been widely used due to the computational bottleneck. Recently, the adaptive ridge procedure is developed to efficiently approximate a $L_q$-penalized problem to an iterative $L_2$-penalized one. In this article, we proposed to apply the adaptive ridge procedure to solve the $L_0$-penalized weighted support vector machine (WSVM) to facilitate the corresponding optimization. Our numerical investigation shows the advantageous performance of the $L_0$-penalized WSVM compared to the conventional WSVM with $L_2$ penalty for both simulated and real data sets.

  • Under the necessity certification of railway supplies, an applicant should check the procedure of urban railway law and the new railway safety law. Currently, the Korean railway standards (KRS), formerly managed by Korea Railroad, have been managed by the Korean Ministry of Construction and Transportation. According to Korean railway safety law and its ordinances, which were committed to Korea Railroad Research Institute. It were established for the guarantee of railway safety, the management of KRS including enactment and revision of technical standards for railway vehicle and components. In this investigation, the detailed management procedure will be introduced for the effective management of Certification of Railway Supplies.

Evaluation of static response in stress-ribbon concrete pedestrian bridges

  • An analytical method is proposed for the evaluation of the static response of a prestresse-dribbon concrete pedestrian bridge, which may also be applied for the roofing of large areas. On the basis of an established analogy with a suspension bridge system, a procedure is presented for the prestresse-dribbon direct analysis, leading to the introduction of two dimensionless parameters as governing factors of the design, namely the thinness and the prestressing steel ratio. The exposed procedure, applied by a simple computer program, allows a quick evaluation of the response and permits the investigation of the influence of the aforementioned parameters on it, by means of comprehensive diagrams. The presented diagrams may be directly used for the preliminary design of a pedestrian bridge of this type, for the whole practical range of span lengths. A design example is also included, showing the applicability of the proposed procedure.

  • The basic point of a vehicle recall is to remove vehicle defects as soon as possible and thus prevent possible road traffic accidents caused by the defects beforehand. Therefore, the core of vehicle recall under the self-certification system consists of a timely response and fast remedy of defects. The present study aimed to deduce a plan for improvement of the system necessary for the fast remedy of defects through a phased analysis of defect investigation procedure based on defect investigation statistical data. There will be a need to make the TSB(Technical Service Bulletin) or service campaign data submission of a manufacturer compulsory for the collection of broad defect information in the stage of information analysis and to impose a higher penalty when the manufacturer violates the data submission in the investigation stage. In addition, it is considered that an active service campaign should be induced and a punishment for late recall will be needed for consumer protection.

The High Temperature-Moisturizing Method for Obtaining Quality Postmortem Fingerprints from Decomposed Fingers

  • A fingerprint is an impression of the friction ridges of all or any part of the finger. A friction ridge is a raised portion of the epidermis on the palmar (palm and fingers) or plantar (sole and toes) skin, consisting of one or more connected ridge units of friction ridge skin. There are two fundamental principles underlying the use of fingerprints as a means of identifying individuals - immutability and uniqueness. Friction ridges develop on the fetus in their definitive form before birth. Ridges are persistent throughout life except for permanent scarring. Ridge patterns and the details in small areas of friction ridges are unique and never repeated. Friction ridge patterns vary within limits, which allow for classification. We developed the high temperature-moisturizing method to obtained quality postmortem impressions from decomposing friction ridge skin. This technique is a simple procedure that uses boiling water to recondition the skin. This reconditioning process enhances detail present on the fingers and exposes ridge detail not visible to the naked eye. Therefore, we can recover the quality fingerprints, even from the worst decomposed bodies.

  • The purpose of this study is to analyze the work of the existing manpower dependent cleaning method by investigating the window cleaning site. In this study, detailed work contents were confirmed by on-site investigation and interview with experts, and the relationship, procedure, repetition work, and time required for each work were analyzed. The future analysis results will be used as a basic data for comparative analysis of productivity and economical efficiency with the window cleaning device to be developed.
