The Unmasked Aviation Accident Investigation System in Japan (일본항공사고 조사제도의 진실)

  • The Japanese Aviation Accident Investigation Board has two faces. While the surface of the Board is a one of the very accident investigation organ, its shadow face is a one of the very expert witness drawing up a requested written opinion for the sake of the criminal investigation of the Police under the two secret inter-ministerial accords. This Paper proposes that some evidence obtained by investigation ought to be protected for disclosure and use by privilege derived from on of our most basic legal principles: "Nemo debet se-ipsem accusare-no one is required to incriminate oneself-".

  • This paper aims to understand the points which the Board of Directors of the National Federation of Fisheries Cooperatives System has proposed, and to find some improvement. This Fisheries Cooperatives previously had a single board system operating two small board rooms which became independent within the two sectors of credit and .provision in addition to the existing board of directors. This is a very unique board of directors system which is not found in cooperatives in our country nor in the business world. This change of the board of directors of the Fisheries Cooperatives is ascribed to the reorganization of the system into a completely independent division system, which operates business separately based on each sector as opposed to the previous multiple cooperatives system. However, a plural board of directors system does contribute to the improvement of managerial efficiency by strengthening the self-control of each independent business section, but deepens conflicts between its internal organizations, and brings about a reverse function which might deteriorate both the controlling power of a systematic organization and the coordinating power between sectors. This paper made an analysis of acceptors' attitudes toward the board of directors of the fisheries cooperatives system by regulating all the staff directly related to the operation of the board of directors of the fisheries cooperatives system as a group of acceptors and by selecting one hundred and fifty persons among the staff as a sample. The inquiry into acceptors' attitudes was made using questionaries, and the data for this investigation was processed and analyzed using a statistical method. The contents of this paper are composed of I. an introduction, II. the findings of the questionary investigation, III. the overall opinion for the improvement of the board of directors system, and IV. a summary and conclusion.

  • ICAO Universal Safety Oversight Audit Programme is a comprehensive evaluation for aviation safety matters, including aircraft operation, licensing and aircraft incident/accident investigation. As this programme is measures aviation safety level of States, there is a need to meet international standards, especially in the field of aircraft incident/accident investigation. This research discusses points required to satisfy international standards, which are independence and autonomy of an accident investigation board, the lack of the enough number of investigators and efficient management of those personnel, the effective composition and use of an investigation report, an accident investigation itself to build big data and the creation of a cooperation system among States. This paper suggests various opinions in order to enhance aviation safety especially through aircraft accident investigations, using case studies from the US, UK and Japan.

Comparing the Behavioral Patterns and Psychological Characteristics of Web Board Gamers and Gamblers

  • Objective In Korea, online board games, such as "flower cards," are played using virtual money. In contrast, Internet-based gambling (ibGambling) concerns the use of real money to gamble online. We hypothesized that online board gamers using virtual money show less risky behaviors than do gamblers who use real money, and that, in regard to psychological aspects, online board gamers are less depressed and more introverted than online gamblers are. Methods For this study, 100 online board gamers, 100 ibGamblers, 100 offline gamblers (offGamblers), and 100 age- and sex-matched healthy controls were recruited by an online research company. Gambling behavior and self-efficacy were assessed using the Korean Gambling Behavior Scale-high/low factors (KGBS-H/L) and the Gambling Abstinence Self-efficacy Scale (GASS). Additionally, introversion, depression, and mania tendency were assessed. Results Online board gamers had good intentions gaming, as evidenced by their higher KGBS-L scores than ibGamblers and offGamblers, and they showed less risky behaviors, as evidenced by their lower KGBS-H scores than offGamblers. Additionally, online board gamers were less introverted than ibGamblers and less depressed than offGamblers. Conclusion Online board gaming could be a gateway to the world of gambling (ibGambling or OffGambling). However, the higher tendency of online board gamers to engage in good intentioned gaming could help prevent online board gaming from progressing to online or offline gambling.

  • In an effort to enhance the independence of and expertise in military aircraft accident investigation, a permanent accident investigation board should be established. Establishing permanent accident investigation board would render the military accident investigation more reliable and would increase its public esteem. Because there is no provision governing the responsibilities of the investigation and cooperation between civil and military authority in case that both civil and military aircraft are involved, it is necessary to fill this gap by enacting appropriate laws. In case of civil aircraft accident investigation involving a military issue, it would be better to allow military authority to be involved in the investigation. For the betterment of investigation, it is also necessary to provide a field investigator an authority to directly collect relevant information. Since the sole purpose of accident investigation is to prevent the recurrence of aircraft accidents, the scope of information disclosure should be limited and the investigation report shall be used for neither criminal procedure nor disciplinary procedure so that the objectivity of the investigation should be ensured.

  • Cooperation between government agencies is important for disaster management, and a thorough and objective cause investigation is important to prevent the recurrence of similar disasters. In South Korea, individual laws are scattered by ministries according to the disaster type, and most are operated as non-permanent organizations that are employed when disasters occur. Although expertise is recognized for each disaster type, each government agency's operation method is different, so when a large-scale disaster involving multiple ministries occurs, there is a limit to the coordination of roles and integrated management between government agencies. In particular, whenever a large-scale complex disaster occurs, problems arise regarding the independence, professionalism, and fairness of the cause investigation. Therefore, to supplement this, reviewing the management methods and systems of disaster cause investigations in advanced countries is necessary. Thus, in this study, the organization status, manpower, organizational structure, and cause investigation work system of NTSB of the United States, JTSB of Japan, and SHK of Sweden are identified to improve the disaster cause investigation system in Korea and are compared and analyzed with Korea's GDCIG. Additionally, issues and problems for the advancement of Korea's disaster cause investigation system are considered and improvements are suggested.

Buckling Analysis of Corrugated Board using Finite Element Method (유한요소법에 의한 Corrugated Board의 휨 발란스 해석)

  • The top-to-bottom compression strength of corrugated board box is the most important mode of loading during it's no, and it depends largely on the edgewise compression strength of the corrugated board in the cross-machine direction and to a considerable extent on the flexural stiffness in both principal directions (CD; cross-machine direction, MD; machine direction) of the corrugated board. Corrugated board is a sandwich structure with an orthotropic property. The purpose of this study was to elucidate the principal design parameters for board combination of corrugated board from the viewpoint of bending strength through the finite element analysis [FEA] fur the various corrugated board. In general, the flexural stiffness [FS] in the MD was 2-3 times larger than that in the CD, and the effect of liner for the FS of corrugated board was much bigger than that of corrugating medium. The flexural stiffness index [FSI] was high when the stiffness of liner was in the order of inner, outer, and middle liner in double-wall corrugated board [DW], and the effect of the stiffness arrangement or itself reinforcement of corrugating medium on the FSI was not high. In single-wall corrugated board [SW] with DW. the variation of FSI with itself stiffness reinforcement of liner was much bigger than that with stiffness arrangement of liner. The highest FSI was at the ratio of about 2:1:2 for basis weight distribution of outer, middle, and inner liner if the stiffness of liner and total basis weight of corrugated board were equal in DW Secondarily. basis weight was in the order of inner, outer, and middle liner. However, the variation of FSI with basis weight distribution between liner and corrugating medium was much bigger than that with itself basis weight distribution ratio of liner and corrugating medium respectively in both DW and SW. md the FSI was high as more total basis weight was divided into liner. These phenomena fur board combination of corrugated board based on the FEA were well verified by experimental investigation.

  • Mining, construction, and other special vehicles for heavy use are designed to work under high-performance and off-road working conditions. The driving and executive mechanisms of the support structures and superstructures of these vehicles frequently operate under high loads. Such high loads place the equipment under constant risk of an accident and can jeopardize the dynamic stability of the machinery. An experimental investigation was conducted on a refuse collection vehicle. The aim of this research was to determine the working conditions of a real vehicle: the kinematics of the waste container, that is, a hydraulic rotate drum for waste collection; the dynamics of the load manipulator (superstructure); the vibrations of the vehicle mass; and the strain (stress) of the elements responsible for the supporting structure. For an examination of the force (weight) on the rear axle of a heavy vehicle, caused by its own weight and additional load, a universal measurement system is proposed. As a result of this investigation, we propose an alternative system for continuous vehicle weighing during waste collection while in motion, that is, an on-board weighing system, and provide suggestions for measuring equipment designs.

An Research Into The Reactive Safety Action Program for Promoting Aviation Safety Culture

  • Objective: The objective of this research is to inquire about safety information from the standpoint of its usefulness to suggest the significance of the Reactive Safety Action Program, which serves to promote aviation safety culture. Background: Safety information plays an important role in operating safety programs. Each organization learns lessons from safety information collected from aviation accidents and incidents. When an accident occurs, it is only through safety investigation and a close inquiry on the cause that we can come up with an appropriate countermeasure which would contribute to preventing the recurrence of the same or similar accident. However, the usefulness of safety information produced from unsatisfactory safety investigation is insufficient. Method: This research analyzed the characteristics of aviation accidents, the differences between safety investigations and legal accident investigations in systematic and operative perspectives, and safety culture as a measure to activate reporting systems (compulsory/voluntary). Results: This research defined the investigation scope and processes of safety investigations and legal accident investigations. It also suggested factors such as just culture based on trust, non-punitiveness, confidentiality, the participation of the entire staff through the use of inclusive reporting base, ensuring the independence of the operating organization as a way to promote safety through reporting systems. Conclusion: The organization's effort is the important aspect in obtaining exact and accurate safety information from accidents/incidents. The separate running of SIB (Safety Investigation Board) and AIB (Accident Investigation Board), the systematization of safety information reporting system, and prescribing (legislating) the composition of related organizations are some representative programs. Application: This research inquired experiences that contributed in promoting aviation safety culture in a reactive perspective, and will serve a role in spreading safety culture by enabling the use of application experiences of the aviation field in other domains.
