Secure and Fine-grained Electricity Consumption Aggregation Scheme for Smart Grid

  • Currently, many of schemes for smart grid data aggregation are based on a one-level gateway (GW) topology. Since the data aggregation granularity in this topology is too single, the control center (CC) is unable to obtain more fine-grained data aggregation results for better monitoring smart grid. To improve this issue, Shen et al. propose an efficient privacy-preserving cube-data aggregation scheme in which the system model consists of two-level GW. However, a risk exists in their scheme that attacker could forge the signature by using leaked signing keys. In this paper, we propose a secure and fine-grained electricity consumption aggregation scheme for smart grid, which employs the homomorphic encryption to implement privacy-preserving aggregation of users' electricity consumption in the two-level GW smart grid. In our scheme, CC can achieve a flexible electricity regulation by obtaining data aggregation results of various granularities. In addition, our scheme uses the forward-secure signature with backward-secure detection (FSBD) technique to ensure the forward-backward secrecy of the signing keys. Security analysis and experimental results demonstrate that the proposed scheme can achieve forward-backward security of user's electricity consumption signature. Compared with related schemes, our scheme is more secure and efficient.

A Performance Evaluation Framework for e-Clinical Data Management (임상시험 전자자료 관리를 위한 평가 프레임웍)

  • Electronic data management is getting important to reduce overall cost and run-time of clinical data management with the enhancement of data quality. It also critically needs to meet regulated guidelines for the overall quality and safety of electronic clinical trials. The purpose of this paper is to develop the performance evaluation framework in electronic clinical data management. Four key metrics in the area of infrastructure, intellectual preparation, study implementation and study completion covering major aspects of clinical trial processes are proposed. The performance measures evaluate the extent of regulation compliance, data quality, cost and efficiency of electronic data management process. They also provide measurement indicators for each evaluation items. Based on the key metrics, the performance evaluation framework is developed in three major areas involved in clinical data management - clinical site, monitoring and data coordinating center. As of the initial attempt how to evaluate the extent of electronic data management in clinical trials by Delphi survey, further empirical studies are planned and recommended.

  • The Korean government have made and implemented various energy policies for solving environmental and energy problems in the energy industry in general and in the areas of "Energy-IT convergence" in particular. It is important for the government to choose and focus the future industries and promotion fields of Energy-IT convergence, because the Energy-IT convergence leads to newfangled services and products with diverse direct, indirect and induced effects and sometimes it needs to different regulation and policy issues. Unfortunately, until recently, there are very few researches regarding these complications. This study has derived critical priority factors for analyzing and evaluating the future industry of Energy-IT convergence. Using these elements and the ANP(Analytic Network Process) method, we have investigated the opinions of experts in the energy and IT industry. The process and results in this paper can be a good guideline for academic as well as industrial developments.

Internet Access Charging under High Quality Contents Delivery (고품질 콘텐츠 제공환경하에서 인터넷 접속료 책정방안)

  • This paper analyzes internet access model between ISP, CP and end users where CP uses various technologies to provide direct access to ISP owning subscribers to consume its own contents in low cost and high quality. The level of access charge depends on the competitiveness of CP market. When CP market is perfect competitive, the level of access charge is identical to that of social optimum while when CP market is monopoly, the level of access charge is influenced by the sensitivity of the contents price to access charge for CP. The dead weight loss due to monopoly market in CP can be removed by the regulation of access charge. Socially optimal access charge in monopoly market of CP is lower than that in competitive market. This is because the regulator wants to set access price to lower level to reduce welfare loss from monopoly in CP market where CP determines the price to over marginal cost.

  • Cognitive radio (CR), which is proposed as a technology that utilizes the frequency resources effectively, has studied to relive scarcity of the frequency resources. Also, FCC revises the regulation to reuse the TV white spaces for applying CR system and allows to use the TV white spaces by CR devices and use of CR device may be regularized after conversion by DTV in 2009. If CR system's signal appeared in pilot's position, pilot sensing performs false alarm detection because pilot sensing scheme confuse DTV signal and CR system. In order to improve false alarm detection, we propose distinction scheme between DTV and CR system using PN511 sequence in this paper.

  • It is a very difficult task to establish a collaborative procedure in a new business that requires multilateral collaboration or to revise the regulation by analyzing and proving objectively the problems in the collaborative process conducted already by multilateral collaboration. In this paper, we proposed an optimization model for collaborative process to establish the operation procedure between collaborative parties using PERT/CPM network diagram which allows us to calculate the processing time. In order to verify the effectiveness and usefulness of our model for the collaboration process optimization developed in this study, we applied the developed collaborative procedure to student selection of the work-and-study-in-parallel course associated with a degree executed by Ministry of Employment and Labor. This study can be useful not only for newly establishing or reconfiguring collaborative procedures but also for standardizing the business procedures for building information systems between collaborative organizations.

Examination of Public Interests and Regulatory Framework of Pay TV Industry (유료방송시장의 공익성 개념과 정책 기조 분석)

  • This study examines the concept of public interests in pay TV industry and analyzed the regulatory framework of the industry. The concept of public interests such as diversity, localism and quality which are mainly discussed in the context of over the air broadcasting extends to universal access, fair competition and consumer protection as pay TV industry grows. However, there is a lack of concrete implementation of public interests in regulatory framework and coordination of public and industrial interests was not accomplished. Major policy that regulates the pay TV industry carries out without big picture. Policy implementation without long term plan results in hierarchical regulation model and it produced consistency problem. In the process of implementing policy in pay TV industry public interests and industrial interests discussion is mixed and sometimes it played exaggerated role.

  • As the industrial structure of the mobile telecommunications market is transforming into the ICT ecosystem centered on smartphones, the regulatory system conforming to the new ICT environment has become the main subject of discussion in key developed countries. The EU segmented the mobile phone service into wholesale and retail. Simultaneously, the EU appraised mobile telecommunication carriers' market domination in segmented markets to continuously improve the scheme to promote competition in the telecommunications market. In Korea, also, there is discussion about adopting the EU scheme to segment the mobile phone market definition more finely and taking measures to appraise the market domination in accordance with object appraisal criteria. As such, this study analyzes whether the current criteria for appraising the wholesale termination rate market domination under the ICT's domestic mobile telecommunication ecosystem is adequate and presents the rational improvement measures reflecting the theoretically suggested evaluation factors.

Data anomaly detection and Data fusion based on Incremental Principal Component Analysis in Fog Computing

  • The intelligent agriculture monitoring is based on the perception and analysis of environmental data, which enables the monitoring of the production environment and the control of environmental regulation equipment. As the scale of the application continues to expand, a large amount of data will be generated from the perception layer and uploaded to the cloud service, which will bring challenges of insufficient bandwidth and processing capacity. A fog-based offline and real-time hybrid data analysis architecture was proposed in this paper, which combines offline and real-time analysis to enable real-time data processing on resource-constrained IoT devices. Furthermore, we propose a data process-ing algorithm based on the incremental principal component analysis, which can achieve data dimensionality reduction and update of principal components. We also introduce the concept of Squared Prediction Error (SPE) value and realize the abnormal detection of data through the combination of SPE value and data fusion algorithm. To ensure the accuracy and effectiveness of the algorithm, we design a regular-SPE hybrid model update strategy, which enables the principal component to be updated on demand when data anomalies are found. In addition, this strategy can significantly reduce resource consumption growth due to the data analysis architectures. Practical datasets-based simulations have confirmed that the proposed algorithm can perform data fusion and exception processing in real-time on resource-constrained devices; Our model update strategy can reduce the overall system resource consumption while ensuring the accuracy of the algorithm.

  • Ad-hoc networks can be used various environment, which it is difficult to construct infrastructures, such as shadowing areas, disaster areas, war area, and so on. In order to support to considerable and various wireless services, more spectrum resources are needed. However, efficient utilization of the frequency resource is difficult because of spectrum scarcity and the conventional frequency regulation. Ad-hoc networks employing cognitive radio (CR) system that guarantee high spectrum utilization provide effective way to increase the network capacity. In CR based wireless ad-hoc networks, cluster-head decides the existence of primary user using sensing information of primary user from each ad-hoc device. However, it is still defective research to decide cluster head among the a lot of ad-hoc devices. So, in this paper, we show the decision method of cluster head in CR based wireless and detection probabilities of primary user based on decision method of cluster head.
