A letter of credit is the best settlement among various means of payments until now. A letter of credit plays very important roles in rational and smooth international trade. Letter of credit is usually used in international trade. But many people have to prepare a lot of transport documents in order to transact with L/C. Therefore, the transactions will be happened to delay in international trade very often. Owing to the EDI, international trade will be materialized with electronic business of E-commerce. If we transact with the electronic documents, it will be reduced the time very much in international trade. Generally speaking, all relating parties transact with L/C complying with UCP, but there are no ruling articles about electronic documents in UCP. If all parties want to transact with electronic documents in global business, UCP has to contain the electronic provisions. So, ICC published eUCP on 2002. The purpose of the study was to analyze original electronic papers and provisions through foreign precedents in UCP and eUCP. If we want to exchange the electronic document, the UCP provisions about electronic documents would be revised as follows: UCP provision 20(b) would be revised, “Unless otherwise stipulated in the credit, banks have to accept as an original documents, a documents produced or appearing to have been produced: (i)by reprographic, automated or computerized systems (ii)as carbon copies,; provided that it is marked as original and, where necessary, appears to be signed. A document may be signed by handwriting, by facsimile signature, by perforated signature by symbol, or by any other mechanical or electronic method of authentication."

The 21st century is witnessing the explosive increase in the usage of internet and international electronic transactions. Due to the unique characteristics of the electronic information, substantial part of such transaction can and do take the form of cross-border transactions. However, there have not been settled appropriate set of rules applicable to the international electronic transactions. Currently, in respect to e-L/C transactions in international trade, there are laws such as Electronic Transaction Basic Act in our country, E-Trade Promotion Act, E-Signature Law, Act on Promotion of Information and Communication Network Utilization and Information Protection and Marine Charter 5 in the Commercial Law. Nevertheless, a complete legislation, that is a uniform rule for e L/C which could support e L/C transactions fully hasn't been established yet. Accordingly, those laws concerned need to improve to regulate e-L/C transactions. The purpose of this paper is to look into the national status for law readjustment to prepare for a new electronic environment and to use appropriately the e-L/C issued by electronic means, and to conduct a comparative analysis on the related regulations to introduce a pertinent laws and propose related regulations to contribute to the making of effective laws to regulate e-L/C.

The purpose of this study is to identify key obstacles to the adoption of electronic bill of lading and to suggest an effective way to promote the utilization of electronic bill of lading in international trade field. This study finds that all the respondants have not used 'true' electronic bill of lading that is issued and distributed electronically, and most of them agreed the needs of e-B/L adoption, but their intentions to adopt e-B/L remain very low in the present situation. Five obstacles to the adoption of e-B/L were derived from an explanatory factor analysis: 'integration' factor, 'law institution' factor, 'usability' factor, 'economic efficiency' factor, and 'security' factor. Solutions to promote the utilization of e-B/L in international trade field are as follows; Firstly, to endow e-B/L with the legal force through amending relevant laws including the commercial law. Secondly, to conclude the relevant international agreement, and to carry out joint projects between nations are needed. Thirdly, to conduct publicity campaigns is required to increase the understanding of the concepts and benefits of e-B/L to all concerned parties. Fourthly, stable and reliable system must be constructed with high level security. Fifthly, to readjust the service fee of e-B/L system to a realistic level is to be needed in order for user companies to use e-B/L service.

BOLERO project and TradeCard System are attracted public attention as new settlement method that is able to substitute for documentary letter of credit. BOLERO is the business processes and methods, together with the digital information system, which are provided by Bolero International for communicating Messages and Documents and facilitating business transactions. TradeCard aim to make international business-to-business e-Commerce easy, fast, inexpensive and secure while innovating current documentary compliance and financial settlement mechanisms. The main purpose of this paper is to search the possibility of paperless trade. Since, this paper examine the international legal feasibility of these systems and compare the strength and weakness.

The purpose of this paper is to review the trend and roadmap of standardization for e-Trade. As a survival strategy in this rapidly changing global competition environment, domestic and global e-Trade network should be harmonized and interconnected, which requires multilateral or regional cooperation to set relevant inter-operable infrastructure. For this, standardization for e-Trade message and communication is critical success factor. Korea has been an early adopter of international e-Trade standards like UN/EDIFACT and ebXML. Based on the overall knowledge and experiences of e-Trade projects, Korea can take initiatives in the creation of global e-Trade through the harmonization and interconnection of other countries.

본 연구는 지난 2009년부터 시행해 온 전자무역시스템 서비스의 활용상 장애요인과 성과를 한국 중소기업을 대상으로 실증적으로 분석한 연구이다. u-TradeHub 서비스는 시스템 구축 및 개통 이후 무역업체는 물론 무역업과 연계하여 업무를 이행하는 각 관세사 및 운송회사 등을 통해 이용되고 있는데, 아직까지 당초 기대효과에는 부합하지 못하고 있는 실정이다. 이에 본 연구에서는 중소기업을 대상으로 전자무역시스템 활용 현황에 대해 알아보고, 이용 상의 실무적 장애요인을 파악하여 궁극적으로는 전자무역시스템의 활용을 향상시키는 방안을 제시하고자 하였다. 본 연구 결과에 따르면 실제로 장애요인은 전자무역시스템 활용에 저해하는 요인으로 존재 및 작용하고 있으며, 그 중 시스템적 장애요인이 가장 큰 영향을 미치는 장애요인으로 작용하고 있어, 현 시스템의 개선안을 시급히 강구할 필요성이 있다.

인터넷의 확산과 정보통신 기술의 발전으로 무역업무의 효율화를 위해 도입되었던 VAN/EDI와 무역 자동화 중심의 전자무역 환경이 점차 ebXML 프레임워크 기반의 글로벌 전자무역 환경으로 바뀌어 가고 있다. 본 논문은 글로벌 전자무역 환경에서의 보안요소와 전자무역의 안전성과 신뢰성을 확보하기 위한 보안 표준기술로 SSL과 듀XML을 제시하였다. 이와 더불어, 거래 당사자에 대한 강력한 인증과 전자거래에 법적인 효력을 부여할 수 있는 전자서명 상호인정 기반의 전자무역 실현을 위한 3단계 방법론을 제안하였다. 실현 1단계로, 전자서명 적용을 위한 전자무역 비즈니스 프로세스 표준화 및 전자서명 상호인정 협정 협의체를 구성하고, 2단계에서는 전자서명 기반의 전자무역 시스템 설계 및 전자서명 상호인정 기술을 구현한다. 마지막, 3단계에서는 국가간 전자서명 상호인정 협정 체결하고 전자무역 서비스의 운영한다. 또한, 전자무역 프로세스에서 전자서명이 적용 가능한 전자무역 모델을 제시하였다.

본 연구는 중국 중소기업들이 전자무역을 활용하는데 어떤 요인들이 영향을 미치고 전자무역의 경제적 성과에는 어떤 영향을 주는지 실증 분석하는데 중점을 맞추고 있다. 이를 위해 전자무역에 관한 기존 문헌고찰을 통해 전자무역거래의 활용수준 및 성과와 관련하여 영향을 미칠 수 있는 요인들을 크게 기업외부 요인, 기업내부 요인, 관계특성 요인으로 구분하여 연구모형과 가설을 설정한 다음 중국 장강삼각주 소재의 중소기업들을 대상으로 각 요인들이 전자무역 활용 및 성과에 영향을 미치는 정도에 대한 가설들의 유의성을 실증적으로 검증하고자 하였다. 연구 결과 기업외부요인 중에서는 정부유관기관의 지원정도, 기업내부요인 중에서는 CEO의 지원이 전자무역 활용수준에 유의한 영향을 미치는 것으로 나타났으나, 관계특성요인은 전자무역 활용수준에 유의한 영향을 미치지 않는 것으로 나타났다. 그리고 전자무역 활용수준은 전자무역 활용성과에 유의한 영향을 미치는 것으로 나타났다. 이를 토대로 향후 중국 중소기업의 전자무역 활성화를 위한 시사점과 정책방향을 제시하였다.

The purpose of this study is to review and analyze the protection measures for the importer's interests through the utilization of electronic delivery order(e-D/O) with the implementation of trade facilitation measures such as the simplification of customs procedures by the Korea Customs Service. The Korea Customs Service has been introducing several custom facilitation measures through the use of EDI system in the export and import processes. Korea has also already achieved a comparable level of sophistication in trade automation and custom simplification field. However, the full benefits of the trade automation and custom simplification measures have not yet achieved through the frequent illegal delivery of the imported goods in the bonded areas. Therefore, it is argued in this study that the introduction and the full utilization of e-D/O would help to reap the trade automation and custom simplification measures in Korea. In conclusion, it is emphasized that it would be very crucial for the Korean government to introduce the trusted repository for distribution of the electronic trade-related documents and the construction of the one stop single window platform for the trade and customs facilitation.

본 논문은 UPnP(Universal Plug and Play) 네트워크 기술을 활용한 전자무역의 창고관리시스템 고도화 추진전략을 수립하기 위해 기본 원칙인 창고의 종합물류 네트워크 단일화서비스, 입 출고 자동화업무 등을 실무적인 관점에서 방향을 제시하였다. 전자무역에서 새롭게 부각되고 있는 UPnP 네트워크를 활용한 창고관리시스템의 송수신 네트워크 기술은 향후 물류/유통의 새로운 패러다임으로 변화할 것이다. 이러한 시대적 요구사항을 즉각적으로 반영하고 성공적인 창고의 종합물류 단일화서비스 개발을 위해서는 본 연구에서 제시한 내용들을 체계적으로 적절하게 수행해야 하고, 새로운 변화에 필연적으로 대응하는 자세의 전환이 중요하다. 본 논문은, UPnP 네트워크 활용의 창고관리시스템의 기술적인 방향을 제시하기 보다는 실무적 관점에서 살펴보고, 향후 해석적 기초를 제시하는데 그 목적이 있다.
