Traditionally, electrical power systems had formed the vertically integrated industry structures based on the economics of scale. However, power systems have been recently reformed to increase their energy efficiency. According to these trends, the Korean power industry underwent partial reorganization and competition in the generation market was initiated in 2001. In competitive electric markets, accurate load data is one of the most important issues to maintaining flexibility in the electric markets as well as reliability in the power systems. In practice, the measuring load data can be uncertain because of mechanical trouble, communication jamming, and other issues. To obtain reliable load data, an efficient evaluation technique to adjust the missing load data is required. This paper analyzes the load pattern of historical real data and then the tuned ARIMA (Autoregressive Integrated Moving Average), PCHIP (Piecewise Cubic Interpolation) and Branch & Bound method are applied to seek the missing parameters. The proposed method is tested under a variety of conditions and also tested against historical measured data from the Korea Energy Management Corporation (KEMCO).

The subject of the national new Technology certification system is in which domestic enterprise have competition above international market. Rep. of the korea Government Ministry of Information and communication(MIC), Ministry of science and technology(MOST), Ministry of Commerce, Industry and energy(MOCIE), Ministry of Construction and Transportation(MOCT), Ministry of Marin and fishery(MOAf) executive the certification Regulations. These Ministry have the new Technology certification rules each of the scope of the their nam job. These rules same the subject, proposal qualification and the property, but difference certification reference. So, this article suggestions about new Technology certification system.

In Korea, the importance of keeping the see transportation facilities and well-trained maritime officers cannot be overemphasized, because of her geographical location and the national security in terms of both political and economical situations. In this paper, some points are suggested for the development of the nautical education in Korea Maritime University: (1) the strict regimental training should be kept as a vital important part of students life and its program should be designed to provide students with leadership training and experience, and to develope in the qualities of responsibilities for good citizenship and self-discipline to overcome hardwork for careers as leaders in Korea maritime industry. And therefore the dormitory and training vessel as essential parts of the educational facilities should be improved both in quality and quantity, (2) the undergraduate course should be extended to more than 5 years so that accredited baccalaureate curriculum and licensing professional education might be well conducted to meet the requirements to cope with the international competition in the facet of seafarers quality, (3) more enlarging the opportunities of incentive payments for students is required so that better qualified applicants can be admitted, (4) finally, a conjugal maritime officer service system should be put into practice in the foresseable furture so that seafarers might live normal family lives while staying at sea.

The generalization of Internet use has been spreaded all over the world and impacted company to introduce intranet and extranet for their operation which dealt with electronic commerce. For these reason, endeavor of implementation of web site system is promotioned and enhanced the possibility of adaptation range for the view of company. Dramatic competition which company faced with the use of internet and request from all over the world made company brought company to various and different type of level. It is necessary to develop website system with experty knowledge to satisfy customer needs. To deal with this situation, works from the level of government should proposed to spread whole country business which propelled through kyungnam mechanic industry information promotion center. With strategic proposal concerning district characteristics to adapt electronic commerce successfully, information promotion should performed. Support of government is needed continuously to realize infra of ASP composed of 4,877 mechanic industry company. It might be possible to deal with international rapid change with cooperation of company and government related department.

The Circumstances surrounding world ports have changed rapidly and port competition to attract more a client to each other. then, In the future, only a few ports will be survive. Objective: This study aimed to create a strategic training method to enhance optimal athletic ability using information from 1H to 10H rhythmic units. Method: Top three world class athletes and three national winners of 110-m hurdle finals from the 2010 Daegu International Athletics Competition and 2017 National Athletics Championship, respectively, were selected. To analyze the kinematic variables, Dartfish 9.0 was used for two-dimensional analysis. Results: Regarding the interval time from the start to the finish line, the national athletes took less time during the pure acceleration phase (start to 1H) than the foreign athletes. The horizontal velocity increase was slower after 1H; the national athletes showed a lack of ability to accelerate at the interval phases. Moreover, the hurdle clearance time between phases was longer in the national athletes than in the foreign athletes and lacked consistency. Conclusion: The national athletes lacked the ability to accelerate at the transition, maximum rhythm, rhythm maintenance, and re-acceleration phases and showed a longer hurdle clearance time. If technical improvements and strategic training methods using rhythmic units are applied for hurdling motions, the national athlete's hurdling abilities, performance, and consistency could improve.

In the paper, the actual situation of Korean organic agriculture and its development history regards to basic skills of organic farming were reported. And an education for organic farming in the universities with schools of agriculture in European countries was also reported to deliver the information on the course of organic agriculture for Korean Universities facing the problem which have a lower admission competition than previous Year. The examination for organic engineer certificate which was introduced in 2001 and the proposed government research institute, so called "Research Center of Organic Agriculture" were also shortly discussed. In the conclusion, \circled1 the establishment of "research Center of Organic Agriculture" which should by attached RDA for the systematic approach of research for organic agriculture and the test of agricultural materials using for organic farming, \circled2 department of organic agriculture in the Universities with schools of agriculture to offer next generation an opportunity to learn an organic farming parallel to conventional farming, \circled3certification body system by third party, and \circled4 full support by Korean government and scientist society for "Asian Research Network of Organic Agriculture (ARNOA)" headquartered in Korea as international research organization were strongly suggested.

This review was performed to investigate the current researches on the welfare of rearing environments system in farming chicken, including stocking density, perch, housing system and research trend. The investigation indicated that most of the developed countries took much efforts into making appropriate regulations to improve the welfare of rearing environment about broilers and laying hens, particularly more parts in laying hens. Recently the regulations have varied a lot, to be more detailed than before. Moreover, some regulations give valuable suggestions to improve well-being of poultry industry such as additional facilities. Until now it has been known, the quality of the products will improve and the income of producers will increase along with the improvement of welfare. Therefore the relevant agencies and organizations can strengthen the belief of consumers especially the competition is so fierce today. In conclusion, improvement of poultry welfare should be carried out in the real situation and international trends to create the appropriate rules such as professional consulting and training.

Recently, as individual 3D avatars are rapidly generalized in internet sites, its commercial applications for fashion business are being tried in ubiquitous fashion shopping era. In this research, we have investigated and analyzed patent problems of 3D avatar including personal body data to activate the fashion business using 3D avatars. Here, considering the patents for 3D face and body generation methods are already published, this research is focused on whole 3D body avatar obtained from individual body information. Firstly, definition of 3D avatar and its application cases have been investigated and then it has been researched whether or not legal protections by patent law, copyright law, computer program protection law, design protection law and fair competition laws are feasible in view of the subjects to be protected in each law and requirements for such protections. It was revealed that patent law may provide legal protections for 3D avatar and domestic and foreign patents related to 3D avatar have been researched.

Recently, the speed of change related with enterprise management is getting faster than ever owing to the competition among companies, technique diffusion, shortening of product lifecycle, excessive supply of market. For the example, the compliance condition (such as delivery date, product quality, etc.) from the ship owner is getting complicated and the needs for the new product such as FPSO, FSRU are coming to fore. This paradigm shift emphasize the rapid response rather than the competitive price, flexibility and agility rather than effective and optimal perspective for the domestic shipbuilding company. So, domestic shipbuilding companies have to secure agile and flexible ship production environment that could respond change of market and requirements of customers in order to continue a competitive edge in the world market. In this paper, I'm going to define a standard shipbuilding production management system by investigating the environment of domestic major shipbuilding companies. Also, I'm going to propose a unified ship production management and system for the operation of unified management through detail analysis of the activities and the data flow of ship production management. And, the system functions for the strategic approach of ship production management are investigated through the business administration tools such as performance pyramid, VDT and BSC. Lastly, the research of applying strategic KPI to the digital shipyard as virtual execution platform is conducted.
