Quality Management is a recent phenomenon. This is applied to products or services, with an objective to deliver high quality, reliable, worthy, enduring, product or service. The process is considered to have four main components: quality planning, quality control, quality assurance and quality improvement. Focusing on quality control and quality assurance leads to achieving quality management or ensures that an organization or product is consistent. In this paper, the applicable international standard for learning services and for the organization for education and training (learning service provider) is discussed and also the procedure to implement the management system.

e-navigation은 IMO에서 시작된 전략으로, 2018년부터 본격적으로 전략 이행을 하는 것을 목표로 하고 있다. 이를 위하여 e-navigation의 구현 및 개발을 위한 소프트웨어 품질보증 및 인간중심 설계 가이드라인의 개발이 진행되어 왔다. 2015년 6월, 이 가이드라인은 IMO MSC 95차 위원회에서 승인 후 회람문서로 등재되었다. 이 가이드라인의 실질적인 적용을 위해 본 논문에서는 소프트웨어 품질 보증과 인간중심설계에 공통으로 적용되는 사용성 평가 관점의 국제 표준에 대해 조사하고 분석하였다. 이 결과는 하드웨어와 소프트웨어가 결합된 e-navigation 장비의 개발을 위한 실무 적용 지침에 반영될 계획이다.

The comprehensive Topic of Total Quality Management (TQM) has been put forward since the 6^th decade in industrial countries. The serious attention to it in developing countries goes back to recent years. Unfortunately serious attention is not paid to quality issues in building industry. Therefore, the construction of buildings is highly vulnerable against natural events while having low effective lifetime. Wide-range destruction of the residential buildings in the earthquake of Bam ( in IRAN ) is a clear proof for this claim. In this paper we tried to present the corresponding effects between quality issues and other aspects of a building project (such as costs) and proposed general solutions to improve quality indices in construction industry.

전문가 그룹의 외부검사를 통하여 의료기관 자체적으로 시행되고 있는 품질관리를 평가하고 구조적 문제점에 대한 상호보완을 하고자 하였다. 외부 검사의 정당성 확보를 위해 전국 80여 개의 의료기관 중 지역 분포를 고려하여 30여 개를 선정하였고, 최종 25개의 의료기관이 자발적 참여의사를 신청하였다. 참여의료기관은 비공개를 원칙으로 하였고, 사전에 상호 비교하여 검증된 측정 장비를 가지고 직접 방문하여 측정하는 것을 원칙으로 하였다. 두 개 이상의 광자선을 대상으로 출력선량을 측정하였고, 갠트리회전 정확도, 콜리메이터 회전 정확도, 다엽콜리메이터 이동 위치 정확도 등을 측정하였다. 출력선량 측정에서 6 MV의 경우 -0.8%~4.5%까지 절대오차를 보였고, 10 MV의 경우 -0.79%~3.01%이었고, 15 MV에서 -0.7%~0.07% 절대오차를 나타내었다. 25개 의료 기관을 대상으로 한 50개의 광자선 중에서 절대 흡수선량이 2% 이상 되는 에너지가 8개(16%)로 나타났다. 조사면과 갠트리, 콜리메이터 회전축 일치도는 2개 의료기관을 제외하고 모두 ${\pm}2$ mm 이내의 결과를 보였다. 다엽콜리메이터 이동 위치 정확도는 모두 ${\pm}1$ mm 이내의 정확도를 보였다. 에너지 선질 조사에서 광자선 6 MV의 경우 KQ 값의 최고값과 최저값의 차이는 0.4%로 나타났다. 물 흡수선량 기반 측정 기준서 사용기관은 21개(84%), 공기 흡수선량 기반 측정 기준서 사용기관은 4개(16%)로 조사되었고, SSD 측정법을 사용하는 기관은 22개, SAD 측정법을 사용하는 기관은 3개 기관으로 조사되었다. 외부검사는 자체적으로 시행되고 있는 품질관리의 구조적인 문제점을 찾아 상호 보완하는 것임으로 매우 중요하다. 따라서 전문가 그룹 및 국가가 함께 주기적이고, 지속적인 외부검사가 시행 될 수 있도록 국제 수준의 전문가의 양성 및 국가지원 제도가 필요하다고 사료된다.

Purpose: Autonomous driving cars, which are often represent the new convergence product, have been researched since the early years of 1900 but their safety assurance policies are yet to be implemented for real world practices. The primary purpose of this paper is to propose a modular concept based on which a safety assurance system can be designed and implemented for operating autonomous driving cars. Methods: We combine a set of key attributes of CE mark (European Assurance standard), E-Mark (Automobile safety assurance system), and A-SPICE (Automobile software assurance standard) into a modular approach. Results: Autonomous vehicles are emphasizing software safety, but there is no integrated safety certification standard for products and software. As such, there is complexity in the product and software safety certification process during the development phase. Using the concept of module, we were able to come up with an integrated safety certification system of product and software for practical uses in the future. Conclusion: Through the modular concept, both international and domestic standards policy stakeholders are expected to consider a new structure that can help the autonomous driving industries expedite their commercialization for the technology advanced market in the era of Industry 4.0.

Although the Korean construction industry has risen rapidly, the quality of the buildings is not met with the industry standard compared to the potential of the technology development and the cost of maintenance has been increased. The user's request for quality have been increased, but in the current building construction, the contractors only follow the specifications of design, material and technology, and their main concern is whether they are in right track with the specification or not. Thus, the necessity of developing technology has been ignored and sufficient opportunities for the development have not been provided as well. In the developed countries, in contrast, the quality assurance and the payment regulation system has been utilized for the active response to the changes of users' request. As a result of this, the maintenance cost has been decreased and the development of construction technology has been improved. Therefore the pay adjustment system is needed to create the improvement of the quality of the buildings by the contractors' earnest building construction. In order to introduce the pay adjustment system suitable to the Korean construction industry, this study presented the logical method of adjusting the construction cost and making payment with the pay adjustment index that is created based on the result of the performance test, after making a set of the indicators of the building performance standard and applied them to the targeted building.

The aim of the study is to investigate the factors which decide an airport service quality and the differentiation of perception on the airport service quality between airport users and airport authority. For the purpose of this study, the determinants of airport service quality were factors analyzed on the basis of service marketing concept. In order to identify an airport service quality dimension, the writer conducted mail survey and individual interview from the Korean freight forwarders, the 3PL entities, integrators and the airport operation authority. The result of this study is summarized as follows. 1. The dimen measurement was confirmed as a superior method to dimension of service competitiveness.sions of airport service quality consist of five factors; tangibles, reliability, responsiveness, assurance, empathy. 2. There are notable differences in cognition of airport service quality between airport authority's perception and airport customer, and between airport customer's perception and expectation.

The importance of accurate dose delivery in radiotherapy is well documented. Studies have shown that a mere 5% deviation of the prescribed dose can produce an undesirable treatment outcome. Uncertainties in the dose delivery can arise at different stages of the radiotherapy process. Therefore, a good quality assurance programme will ensure the best possible results and consistency of the radiotherapeutic treatment. Quality assurance in any radiotherapy department involves the responsibility of a multi-disciplinary team of radiation oncologists, medical physicists and radiation technologists. This paper will focus on the physical and technical aspects of QA. The organizational structure and responsibility of the physics QA team is outlined and also included the types and frequencies of QA checks. For a QA program to be effective, action levels should be clearly defined and understood by all staff concerned. Data of the Singapore National Cancer Centre's participation over the last ten years with the IAEA / WHO Postal TLD Dose Inter-comparison programme is presented. The data obtained were within the international criteria. For a QA program to be successfully implemented, there must be a commitment by management to provide adequate staff, test equipment, machine time as well as continual training and education. This is in addition to the positive attitudes of all the staff. A quality audit is also necessary to serve as a check and balance to ensure that the QA is in order.

Our proposed system offers trouble-free and effortless approaches to acquire desired information about bug, also produces different kinds of reports like summary reports, detailed reports etc. It gives facility to create, delete and update any project. Our developed application system is designed by using visual c# at front end and sql server 2008 management studio express at back end.
