Efforts to prevent IUU fishing began in 1996 as the IUU Antarctic Marine Living Resources Conservation Committee reported the multilateral efforts of the international community and related international organizations to prevent IUU fishing. Korea has recently been pointed out by the international community as to many problems regarding its will to eradicate IUU fishing. It is true that Korea has ever been designated as an 'IUU participating country' or a 'non-cooperative third country' by the international community and that there have been considerable difficulties in exporting seafood and using ports along with the deterioration of the national image. In 2020, with the efforts of related organizations and fisheries companies, Korea is now free from being known as a that Korea has recovered some degrees of trust from the international community through strengthening legal sanctions against IUU fishing and thorough implementation of follow-up measures is now free from non-cooperating country it cannot be said that the basic problems have been completely resolved just because it has emerged as a disgraceful country, and the current state of IUU fishing of Korea leaves a room for designation as a 'non-cooperative third country' again at any time in the future. Accordingly, there is an urgent need to examine the problems of the IUU fishing-related legal system in Korea and to come up with an improvement plan. Therefore, this paper reviews international norms for IUU fishing regulation (PSMA etc.) and domestic laws with the Distant Water Fisheries Development Act and Propose the improvement methods for related legal systems in Korea.

Today, the availabity of usable pieces of land in urbanized areas is very limited. Specifically, it is very difficult to secure a piece of land to be used as a park for the public, mainly due to the high price of land in cities. However, the City of Seoul has carried out three action plans to secure land deemed for insufficient parks and to vitalize these small piece of land in downtown areas such as following: 1. Ssamzie-park(Korean version of a 'vest pocket park') Development Plan in 1990 through 1991. 2. Modernization Plan for Children's Parks since 1994. 3. Maeul-madang (Korean version of 'community garden')Development Plan since 1996. The purpose of this study was to present some design approaches for practical use of small urban spaces by articulating the concepts of Modernization Plan for Children's Park and Maeul-madang Development Plan of the winning entries and by describing how the concepts were actualized in reality.
Background: Korea Atomic Energy Research Institute (KAERI) operates several nuclear research facilities licensed by Nuclear Safety and Security Commission (NSSC). The emergency preparedness requirements, GSR Part 7, by International Atomic Energy Agency (IAEA) request protection strategy based on the hazard assessment that is not applied in Korea. Materials and Methods: In developing the protection strategy, it is important to consider an accident scenario and its consequence. KAERI has tried the hazard assessment based on a hypothesis accident scenario for the major nuclear facilities. During the assessment, the safety analysis report of the related facilities was reviewed, the simulation using MELCOR, MACCS2 code was implemented based on a considered accident scenario of each facility, and the international guidance was considered. Results and Discussion: The results of the optimized protective actions were 300 m evacuation and 800 m sheltering for the High-Flux Advanced Neutron Application Reactor (HANARO), the evacuation to radius 50 m, the sheltering 400 m for post-irradiation examination facility (PIEF), 100 m evacuation or sheltering for HANARO fuel fabrication plant (HFFP) facility. Conclusion: The results of the optimized protective actions and its distances for the KAERI facilities for the maximum postulated accidents were considered in establishing the emergency plan and procedures and implementing an emergency exercise for the KAERI facilities.

The geography, circulation pattern, and ecology show that the semi-closed seas of Northwest Pacific be managed as one complete system. Ongoing multilateral cooperative efforts relevant to marine environmental protection in the Northwest Pacific area, include the Working Group for the Western Pacific (WESTPAC) established under the auspices of WNESCO's Intergovernmental Oceanographic Commissions, the UNDP/GEF Programme on Prevention and Management of Marine Pollution in East Asian Seas (PEMSEA), the North Pacific Marine Science Organization(PICES), and the United Nations Environment Programme(WNEP)'s Northwest Pacific Action Plan(NOWPAP). The present report firstly describes the current situations on the existing regional cooperative regimes for marine environmental conservation in the Northwest Pacific region, with a special respect to the Northwest Pacific Action Plan(NOWPAP) which was adopted in 1994 by Japan, People's Republic of China, Republic of Korea and Russian Federation. Then, problems of the existing regimes are also discussed, together with the suggestion of the possible solutions, focusing on NOWPAP. Suggestions include: 1) the Northeast Asian countries should understand the importance of legally-binding regional convention, and should build up any legally-binding instrument which can function as a big umbrella for real regional cooperation without prejudice to the rights of the States, 2) At present stage, it will be possible to make a regional convention flexible without prejudice to the sovereign right of the States or territorial issues; 3) taking into account that the region often faces many generic political problems that often inhibit the effective collective actions on environmental issues, the leadership from UNEP or other international organizations is required; 4) strong institutional and financial framework should be made, and 5) multilateral efforts to respond to the new marine environmental threats should be taken at the regional level in order to protect the coastal and marine environments in the Northwest Pacific.

As part of the police reform, the current government is trying to establish a police bureau under the Ministry of Public Administration and Security and improve the personnel management of the police. Like the prosecution bureau under the Ministry of Justice, the main goal of the police is to establish a police support bureau in the Ministry of Public Administration and Security to have personnel, budget, disciplinary action, and inspection. However, the government's control of police rights was opposed mainly by the "Police Workplace Council," which is like a police union, and even police officials agreed with it, and the opposition was severe. It is becoming a form of struggle between the government and police organizations. As a police major, I don't want to side with anyone and support the police. Background: The current study reports measurements of activity concentrations of radon (220Rn) and thoron (220Rn) in dwellings, followed by inhalation dose assessment of the public, and then by the development of regulation and the national radon action plan (NRAP) in Cameroon. Materials and Methods: Radon, thoron, and thoron progeny measurements were carried out from 2014 to 2017 using radon-thoron discriminative detectors (commercially RADUET) in 450 dwellings and thoron progeny monitors in 350 dwellings. From 2019 to 2020, radon track detectors (commercially RADTRAK) were deployed in 1,400 dwellings. It was found that activity concentrations of radon range in 1,850 houses from 10 to 2,620 Bq/㎥ with a geometric mean of 76 Bq/㎥. Results and Discussion: Activity concentrations of thoron range from 20 to 700 Bq/㎥ with a geometric mean of 107 Bq/㎥. Thoron equilibrium factor ranges from 0.01 to 0.6, with an arithmetic mean of 0.09 that is higher than the default value of 0.02 given by UNSCEAR. On average, 49%, 9%, and 2% of all surveyed houses have radon concentrations above 100, 200, and 300 Bq/㎥, respectively. The average contribution of thoron to the inhalation dose due to radon and thoron exposure is about 40%. Thus, thoron cannot be neglected in dose assessment to avoid biased results in radio-epidemiological studies. Only radon was considered in the drafted regulation and in the NRAP adopted in October 2020. Reference levels of 300 Bq/㎥ and 1,000 Bq/㎥ were recommended for dwellings and workplaces. Conclusion: Priority actions for the coming years include the following: radon risk mapping, promotion of a protection policy against radon in buildings, integration of the radon prevention and mitigation into the training of construction specialists, mitigation of dwellings and workplaces with high radon levels, increased public awareness of the health risks associated with radon, and development of programs on the scientific and technical aspects.

This study proposes a plan to construct an integrated platform that reduces manufacturing costs and efficiently produce by integrating the systems of main producers, production subcontractors, and raw material subcontractors for the production of food packaging containers. The production plan of food packaging containers and raw materials is established in real time between the main producers, production subcontractors, and raw material subcontractors in consideration of the demand characteristics of each product. It establishes basic information that all processes from the production planning stage to the forwarding stage of the product are linked to each other. The progress of each producer of interlinked processes is shared in real-time to improve productivity and quality of food packaging containers and raw materials and reduce manufacturing costs. By monitoring the system of the main producer and the production subcontractor in real time, the production of food packaging containers is performed in a timely manner, thereby improving productivity. The application of the plan-do-check-action (PDCA) process, which includes planning, execution, evaluation and improvement in the production operation processes of the main producer, production subcontractor and raw material subcontractor, enables improved production compliance rate. The contents of the main producers, production subcontractors, and raw material subcontractors are managed in real time, then a converged production management system is established through the platform proposed in this study to ensure timely supply and demand of raw materials without delay in ordering.
We develop a simulation method that affords very high variability of virtual pedagogical situations involving many independent plans, still achieves authoring (or implementation) scalability. While each individual plan would be coherently drawn up by an agent for its respective goal, those independently-made plans might be coincidentally intertwined in their execution. The inevitable non-determinism involved in this multi-event plan encompassing pre-planned and unforeseen events is resolved by (multi-phase) dynamic planning and articulated sequencing of events in contrast to static planning and monolithic authoring in conventional narrative systems. Connections between events are dictated by their associated rules and their actual connections are dynamically determined in execution time by current conditions of background-world. This unified connection scheme across pre-planned and unforeseen events allows a multi-plan, multi-agent situation to be coherently planned and executed in a global scale. To further the variability of a situation, the inter-event coupling is made in a fine level of action along with a limited episteme of each agent involved. We confirm analytically the viability of our approach with respect to the situation variability and authoring scalability, and demonstrate its practicality with an implementation of a composite situation.
