Recently the global warming caused by greenhouse gas has emerged as a global environmental problem. For this reason the continued efforts to reduce greenhouse gas emission by international cooperation and each country are in progress. Climate changing has been recognized as the world economy development from fossil fuel use is the culprit. The international maritime organization marine environment protection committee of the global warming reduction emerged restrictions on air pollution have been strengthened. Therefore, the author has investigated the effects of fuel temperature on the characteristics of combustion and performance, using an four-cycle, six cylinders and direct injection diesel engine. The results of cylinder pressure, rate of pressure rise, rate of heat release and specific fuel consumption were increased by changing of fuel temperature.

The purpose of this paper was to introduce 'The Third International Mathematics and Science Study'(TIMSS) to the mathematics education society in Korea, and to address current discussion about the TIMSS from the view of three Korean authors who are currently enrolled in an American university. This paper consisted of three parts: (1) The structure and organization of the TIMSS, (2) The analyses on test items from three populations of student groups, curricula and textbooks, questionnaires from students and teachers, video study, and case studies, (3) The discussion of various perspectives for mathematics education in Korea. The authors pointed out that the TIMSS was not just an international comparison study designed for ranking each of the 41 participating countries, but a study providing some insights for Korean mathematics education.

스피닝 로터 게이지는 표준기관의 고진공 국제비교에 전달표준기로 상용되고 있으며, 고진공 국가표준기인 동적교정장치를 이용하여 스피닝 로터 게이지를 교정하였다. 교정 결과의 불확도를 국제표준화기구에서 권고한 A형 불확도, B형 불확도, 합성표준불확도, 확장불확도 등으로 구분하여 평가하는 방법을 제시하였다. 이 방법에 따라 평가한 스피닝 로터 게이지의 합성표준불확도는 $1.8007\times10^{-5}$ Pa ~$4.8422\times10^{-5}$ Pa 이었다.

Aircraft fires due to accident at an airport may be under a special situation. An outstanding characteristic of aircraft fires is their tendency to reach lethal intensity within a very short time. In domestic aviation act, there are regulations related to services coping with the aircraft accidents within an airport. To cope aircraft fires, it is necessary to define clearly the regulations and standards about the services and related activities of rescue and fire fighting, and to keep the regulations and standards. The study has been performed on the basis of International Civil Aviation Organization (ICAO) Airport Services Manual of rescue and fire fighting. The objective of study is to suggest improvement methods for standards applicable to actual service practices of rescue and fire fighting by analyzing through the comparison of domestic and international regulations and standards.

ICAO(International Civil Aviation Organization) established ICAO LPRs(Language Proficiency Requirements) which is an international standard of English for aviation to promote the aviation safety. The Republic of Korea government amended the aviation law on the 8th of November, 2005 and made EPTA(English Proficiency Test for Aviation) as a follow up action. Purpose of this research is analysing the problem of EPTA and improving it. This investigation takes a look at the current ICAO LPRs and compares the difference between EPTA and other global English proficiency requirements for aviation. The result indicated that there is a discordance between the standards of ICAO and EPTA. Also, the global English proficiency reqirements for aviation and EPTA had differences which required improvements. The study suggests to replace more job relevant questions in the EPTA and reform the level system of EPTA.

The paper investigates open access (OA) self archiving policies of different Open Access Repositories (OARs) of COAPI (Coalition of Open Access Policy Institutions) founder members as reported in June 2011 (i.e. a total of 22 members against a total of 46 COPAI members as reported by Open Biomed (http://openbiomed.info/2011/08/coapi-cats/). The paper consulted three databases (OpenDOAR, ROAR and ROARMAP) in order to evaluate twenty-two (22) COAPI-members OARs self archiving policy documentations and highlights of some progress on issues so far. After analyzing policy documentations, key findings have been highlighted and common practices have been suggested in line with global recommendations and best practice guidelines at national and international levels for strengthening national research systems. The paper has implications for administrators, funding agencies, policy makers and professional librarians in devising institute specific self archiving policies for their own organization.

This study is to corroborate the relationship between organizational size and performance in the Korean government context. Hence, this study aims to advance research on the relationship between organization size and performance by considering mediating variable: organizational goal ambiguity, which helps understand how organizational size affects organizational goal ambiguity in government and the organizational goal ambiguity has an influence on organizational performance. Bases on theoretical review, we assume that there is the inverted U-shaped relationship between the number of employees and budget size and organizational performance. From the results of path analysis, it shows that organizational size in the Korean government has a negative correlation, "a linear relationship", with organizational performance. Budget size has mediating variables, but the number of employees not. We try to suggest implications on the relationship between organizational size and performance in terms of theoretical perspectives in the context of the Korean government.

This study analyzed the relationships among perceptions of uncertainty, environmental characteristics and strategy maker\`s actual decision such as resource allocation in different organizational subunits by focusing on the hotel general managers in two different countries Korea and Japan. The results show that managerial perceptions of the environment would vary across organizations within an industry but it was surprising to fad that managerial perceptions did not vary more substantially across countries. General managers in both countries perceived government regulator\`s actions to be the most uncertain environmental factor. Hotels in Japan were more geared toward external effectiveness than were hotels in Korea. The findings of this study also suggest that when the organization faces high environmental uncertainty, it places greater emphasis on extemally oriented functions such as market research and product development.

The ability to customize garments for fit in the apparel industry is directly tied to the availability of comprehensive and accurate sets of anthropometrical data for each consumer. The data for apparel sizing systems is available from three major standard/ research organizations: ASTM (American Society for Testing and Materials), ISO (International Standard Organization), and NCHS (National Center for Health Statistics). However, these standards ignore various head shapes and are outdated for the development future head products. This creates a data gap an ever changing multi-cultural society such as the United Sates. Although major government and industry safety organizations recognize the importance of safety for head products, few studies were found to support their reasoning. The purpose of this study is to provide accurate head dimension data for developing safety head products by analyzing various head shapes in the United Sates which includes various ethnic backgrounds. This study was carried out on 105 males in the United States. Factor analysis, cluster analysis, Moreover, Duncan analysis were all used for analyzing various head shapes.

The objective of this paper is to investigate important factors when one can consider an implementation of global e-trade. This paper in particular intends to derive which factors are significant at information strategic planning stage as well as its evaluation stage. Many works in the global e-trade area have been focusing on narrow research issues related to EDI implementation and trade process automation after trade contracts are legally made. Therefore, more complete and exclusive factors at pre-contract stage should be considered when one can make a strategic plan for global e-trade. Five factors are found to be important for global e-trade planning and those are: (1) corporate strategy, (2)trade process automation, (3)trade information technology & infrastructure, (4)organization & people, and (5)trade information technology utilization. An evaluation framework is developed in this paper and its empirical results are also provided.
