State of the Art on Terrestrial Radionavigation System and Its Applications for Maritime PNT Service

  • This paper addresses on the International technical trends, standards, and development status of terrestrial radionavigation system to provide more accurate and fail-safe Positioning, Navigation, and Timing (PNT) Information available in maritime navigation environment. We analyze the performance result of pilot service in enhanced Long range navigation (eLoran) testbed environment using Low Frequency (LF) signal, and describe the development status of Ranging-Mode (R-Mode) system using Medium Frequency (MF) and Very High Frequency (VHF) to meet the Harbor Entrances and Approaches (HEA) requirement of International Maritime Organization (IMO) within 10m position accuracy. Furthermore, we present an architecture for integrated service of satellite-terrestrial navigation system and future maritime applicable fields. As the core information infrastructure of future navigation for 4th industrial revolution, this paper will be contributed to determining the direction of present and future to provide fail-safe PNT service with Global Navigation Satellite System (GNSS) based on the technical enhancement of terrestrial integrated navigation system.

  • Somalian pirates with the onset of civil war in the early 1990s have caused a threat to international transportation. Various international organizations including the International Maritime Organization and the World Food Program are concerned about this problem. The cost of shipping is increasing and food-aid shipment is hindered by these ships are needed military escort. Since 2008, international society has deployed multinational naval vessel in the nearby Somalian sea and strengthen multinational naval operations to minimize damages from piracy.

Application of surf-riding and broaching mode based on IMO second-generation intact stability criteria for previous ships

  • International Maritime Organization (IMO) have recently discussed the technical problems related to the second-generation intact stability criteria of ships. The second-generation intact stability criteria refer to five modes of vulnerability when the ship sailing in the ocean. In this study, we described a method to verify the criteria of the surf-riding/broaching. In case that Lv1 (Level 1) vulnerability criteria is not satisfied based on the relatively simple calculation using the Froude number (Fn), we presented the calculation procedure for the Lv2 (Level 2) criteria considering the hydrodynamics in waves. The results were reviewed based on the data for given previous ships. In absence of ship-specific data, a similar Lv2 result was confirmed by comparing the result obtained by calculating the added mass with the case where the added mass was 10% of the ship mass. This result will contribute to basic ship design process according to the IMO draft regulation.

  • In December 2002, International Maritime Organization (IMO) has adopted the Resolution MSA.137(76) Standards for the Ship Maneuverability. For applying the standards, we have to estimate and evaluate the Maneuverability of a ship at the design stage in difference of trim and displacement as accurate as possible. In this paper, the effect of loading condition on the ship Maneuverability was investigated through 3 methods : numerical simulation, free running model ship and real ship data.. Firstly, We carried out numerical simulation, free running model ship experiments and real ship experiments at ballast condition, half loaded condition and full loaded condition with difference of trim.. Secondly, by comparing these results of 3 methods, we draw out the trend of ship Maneuverability due to the change of trim and displacement of a ship.

  • The International Maritime Organization (IMO) states that the recommended horizontal accuracy for coastal and offshore areas is 10 m, the Alert Limit (AL) is 25 m, the time to alert is 10 seconds, and the integrity risk (IR) is 10-5 per three hours. For operations requiring high accuracy, such as tugs and pushers, icebreakers, and automated docking, the IMO dictates that a high level of positioning accuracy of less than one meter and a protection level of 0.25 meters (for automated docking) to 2.5 meters should be achieved. In this paper, we analyze a method of calculating the user-side protection level of the centimeter-level precision Global Navigation Satellite System (GNSS) that is being studied to provide augmentation information for the precision Positioning, Navigation and Timing (PNT) service. In addition, we analyze standardized integrity forms based on RTCM SC-134 to propose an integrity information form and generate a centimeter-level precise PNT service plan.

해사안전법상 안전관리책임자 및 안전관리자의 자격요건에 관한 연구 (A Study on the Qualifications of Designated Person on the Maritime Safety Act)

  • 해운산업이 발달하면서 해운업을 영위하기 위한 선박의 감항능력도 발달하게 되었다. 하지만 감항능력의 향상에도 불구하고 해상에서의 선박사고는 지속적으로 발생하고 있다. 대형 해양사고에 대한 대처방안의 일환으로 진행된 국제해사기구에서의 조사 및 연구는 선박의 물리적 감항성 이외에 선박을 운영하는 인적자원의 과실에 주목하게 되었다. 이러한 인적과실에 대한 대처방안으로 1994년에 '1974년 SOLAS 협약'의 부속서로 '국제안전관리규약'을 채택하게 되었다. 우리나라는 1999년에 'ISM Code'를 구 해상교통안전법(현 해사안전법)에 관련 조항을 신설하여 시행하고 있다. 최근 개정된 해사안전법에서는 해운선사가 선박의 안전운항 및 해양환경보호를 위한 안전관리체제를 수립하고, 이를 이행하기 위한 사업장의 인적 구성원들이 갖추어야 할 요건에 대해서 규정하고 있다. 하지만 선박소유자 또는 안전관리대행업자 등은 조문내용을 해석함에 있어 명확하고 통일된 의견을 내지 못하고 있어 혼란을 야기하고 있다. 이 논문에서는 해사안전법상 안전관리 책임자의 자격기준 등에 관한 법률상의 문제점을 살펴보고, 이에 대한 개선방안을 제시하고자 한다.

  • Netherlands had suggested a uniform system to standardize and simplify EDI systems relating to the Arrival/Departure, stay, and clearance of ships, persons, and cargoes for the Facilitation of International Maritime Transport to the International Maritime Organization(IMO). Republic of Korea proposed the Framework of XML-based Single Window System for the simplified clearance of ships to the 32nd session of Facilitation Committee of the IMO. Accordingly the authors studied that the XML Infrastructure for Single Window efficiently supports the Single Window service and the business collaboration between business entities of logistics. The proposed XML Infrastructure designs to support the various document format translation and to easily manage. Therefore business entity using the proposed system has the effect of downing the resource and costs on using Single Window.

  • The era of PSC is coming up with the increasing numbers of MOU which is a regional cooperation organization all over the world and this PSC is more likely to be intensified as time goes by. Therefore, the changes of MOU and PSC in the main maritime powers are dealt with and then the system for operating development of PSC meeting all kinds of International maritime conventions and national laws in comparison with other countries is studied in this paper.

S-100 표준 기반 해양 사고 데이터 모델 설계 (A Design of Data Model for Marine casualty based on S-100)

  • 국제해사기구의 이내비게이션 전략은 선박에 새로운 기술을 도입하여 보다 편하고 안전한 항해를 지원하는 것이다. 이내비게이션 전략에 맞춰 선박에는 다양한 장비가 도입되고 육상의 시스템과 연계한 시스템 구조를 가지게 될 전망이다. 이에 따라 시스템간의 공통 데이터 구조가 필요하게 되었고 최종적으로 국제수로기구가 개발한 S-100 표준이 선정되었다. 본 논문은 이내비게이션 전략의 공통 해사 데이터 구조인 S-100 표준을 기반으로 해양 사고 데이터 모델을 설계하였다. S-100 표준의 데이터 모델은 UML의 클래스 다이어그램의 형태로 설계되며 최종 인코딩은 GML/XML의 형태를 따른다. S-100 표준과 현재 개발 중인 제품 사양에 대해 살펴보고 해양 사고 데이터의 S-100 표준 기반 데이터 설계와 포트레이얼 정의를 기술하였다.
