  • 국제 무역의 활성화와, 운송수단의 기술적 발전은 국가 간 교역을 증대시키게 되었다. 특히 해상 무역 물동량의 증가는 국제항을 다양한 재화 및 여객 소통의 중심으로 만들었고, 경제적 관문으로써의 중요성이 높아지고 있으며 점차 국가 주요 기반 시설로 자리 잡고 있다. 즉, 원활한 교역을 위한 물류 효율화 달성과 안전한 항만 운영을 위한 보안 제도 강화의 필요성이 증대됨에 따라, 이를 효과적으로 관리 유지할 필요가 있게 되었다. 이에 본 논문은 자동화 고부가가치 서비스가 가능한 정보 중심의 u-Port(Ubiquitous Port)를 국가 전략적 차원에서 육성한 대한민국 사례를 기반으로 효율적인 항만물류를 위한 기반 시스템으로 활용될 수 있도록 해운물류표준화 기구인 IMO(International Maritime Organization)에 선진 사례로 소개하고 활용할 수 있는 방안을 제시하고자 한다. u-Port는 수출입 화물 관리가 용이하며 항만 보안을 강화하는 등 항만 업무 효율화를 제공할 수 있다는 장점으로 향후 개발도상국 또는 후진국의 항만 업무 생산성 및 투명성을 높일 수 있는 기반을 지원할 수 있을 것이다.

Comparative Economic Analysis on SOx Scrubber Operation for ECA Sailing Vessel

  • The IMO (International Maritime Organization) has mandated the restriction of SOx emissions to 0.5 % for all international sailing vessels since January 2020. And, a number of countries have designated emission control areas for stricter environmental regulations. Three representative methods have been suggested to cope with these regulations; using low-sulphur oil, installing a scrubber, or using LNG (Liquefied Natural Gas) as fuel. In this paper, economic analysis was performed by comparing the method of installing a scrubber with the method of using low-sulphur oil without installing additional equipment. We suggested plausible layouts and compared the pros and cons of dif erent scrubber types for retrofitting. We selected an international sailing ship as the target vessel and estimated payback time and benefits based on navigation route, fuel consumption, and installation and operation costs. Two case of oil prices were analyzed considering the uncertainty of fuel oil price fluctuation. We found that the expected payback time of investment varies from 1 year to 3.5 years depending on the operation ratio of emission control areas and the fuel oil price change.

Effectiveness of Dispersants for Very-Low-Sulfur Fuel Oil (저유황유(VLSFO)의 유처리제 효용성 연구)

  • The International Maritime Organization (IMO) has confirmed a global limit of 0.5 % for sulfur in fuel oil used on board ships with effect from January 1, 2020. Among various alternatives to respond to these regulations on sulfur content in fuel oil, such as LNG ships, SOx scrubbers, and very-low-sulfur fuel oil (VLSFO). VLSFO is preferred owing to its low investment costs. As more ships are expected to use VLSFO, VLSFO spills are expected to increase. In particular, when the seawater temperature is below the pour point of VLSFO, VLSFO solidifies when it is spilled, which makes controlling spills difficult. In this study, six types of VLSFO produced in Korea and one type of high-sulfur fuel oil (MF380) were compared in terms of the dispersibility of dispersants according to the seawater temperature conditions. The results confirmed that the six type of VLSFO did not satisfy the domestic standards for dispersant rate (60 % or more for 0.5 min, 20 % or more for 10 min). Morever, the dispersant rate of the six types of VLSFO was low compared with that of the high-sulfur fuel oil. The results of this study are expected to be used to set the direction of dispersant control in the case of VLSFO spills.

  • IMO(International Maritime Organization)에서는 2019년부터 e-Navigation 전략을 이행하는 것을 목표로 하고 있다. e-Navigation 전략 이행에 따라 해양 분야에서도 소프트웨어의 사용도와 품질의 중요성이 높아질 것으로 예상된다. 중소조선연구원에서는 이에 대한 대응으로 해양 임베디드 소프트웨어 사용성 평가 시험절차를 개발중이다. 본 논문에서는 해양 임베디드 응용 소프트웨어 사용성 평가 시험절차와 산출물 사례에 대해 기술한다.

  • As the IMO introduced MASS (Maritime Autonomous Surface Ships), ISO(International Organization for Standardization) announced ISO 19847 of a maritime data sharing standard for collecting and remotely managing data of ship systems. Previous literature evaluated the risk using HAZOP for ISO 19847 and proved that risk assessment is useful through experiments. However, redundancy of ISO 19847 ship data server which is one of the risk reduction method suggested in previous literature, was designed but couldn't tested due to the limitations of the conditions. So, in this study, to prove the usefulness of the ship data server redundancy of ISO 19847 which was not tested in previous literature. It based on the design of previous literature, and the network of ship data servers was modeled using the SES/DEVS format and simulated using the DEVS# open source library.

Emergency response system for safe operation of ships (선박 안전운전을 위한 응급대응 시스템 설계)

  • In line with the sharp increase of container traffic from globalization, ships have become larger with an aim of improving the maritime transport capacity in addition to the growing interest in monitoring danger areas on ships considering the quantity increase of ships, along with the tightening of international standard for ship safety by IMO(international Maritime Organization). Korea established a location based ship accident forecasting and preventing system in 2012 by Korea Coast Guard, however its poor response in ship accidents has been pointed out in the wake of the recent disaster of Sewol ferry. To resolve this problem, this study attempts to design a wearable type, instant emergency response system that has DGPS to issue an alert on danger areas and automatically send ship's location and operation information in emergency situation.

  • Even though marine casualities are recently occuring so frequently in territorial sea or beyond, that causing danger to navigation, yet no international regimes are officially made to cope with such an impediment efficiently. However, Internatinal Maritime Organization (IMO) commenced to work for adopting an appropriate internaitnal convention on wreck removal under co-operation with Comite' Maritime International (CMI). The legal committee of the CMI has already provided full comments on draft convention of the wreck romoval and duly submitted to IMO as a reference which was made on the basis of their principles of unification and harmonization. Accordingly, this paper re-arranged in order aiming to understand easily for legal aspects of the draft convention comprehensively in accordance with full contents provided by the CMI. To avoid any improper applicationor undue interpretation after fixing of the convention , every coastal state which has keen interests should trace its background of legal information from initial stage. Accordingly, the paper will contribute not only to realize how to draw a whole legal picture including specific articles on the convention fixable in the future but also to the national legislation with understanding full legal history of the convention.

Maritime Casualties Occurred Onboard Ships Registered under the Central American Region Flag States

  • This research is based on the information compiled on the occurrence of maritime casualties onboard ships registered under Central American Region (CAR) flag States. Due to nonexistence of writing reports in anyone of the countries that are integrating this Region, the information was compiled by the author through personal communication with the people involved in the casualties. The information was compiled by typing up the text and digitizing on the computer for the respective data base. For each casualty occurred, the following information was compiled, date and type of the casualty, position of the ship at the time of the casualty, dimension of the ship, number of people affected by the casualty, and cause and consequences of the casualty. Based on the number of people affected (death and disappear) by the casualties occurred was calculated the mortality rate by 100,000 persons and then compared with the Japanese mortality rate. Furthermore were analyzed the CAR maritime authorities competences and then were compared to that the Japanese counter part. In addition, the implementation rate of the International Maritime Organization (IMO) and International Labor Organization (ILO) conventions ratified by the CAR countries were analyzed. The objective of this research was to compiled and analyze the occurrences of maritime casualties happened on board the ships registered under the CAR Flag States, in order to determine the causes of these accidents. The results of the analysis enable us to better understand of the maritime safety situation of the ships that are registered under the CAR flag States. In order to reduce the occurrence of maritime casualties are proposed a series of measures based on the differences found then the comparison between CAR and Japan. Based on the results of this research, is possible to conclude that the inaccessibility of atmospheric information and the lack of safety measures onboard has been the main cause of the maritime casualties happened in the Pacific side of the CAR.

State of the Art on Terrestrial Radionavigation System and Its Applications for Maritime PNT Service

  • This paper addresses on the International technical trends, standards, and development status of terrestrial radionavigation system to provide more accurate and fail-safe Positioning, Navigation, and Timing (PNT) Information available in maritime navigation environment. We analyze the performance result of pilot service in enhanced Long range navigation (eLoran) testbed environment using Low Frequency (LF) signal, and describe the development status of Ranging-Mode (R-Mode) system using Medium Frequency (MF) and Very High Frequency (VHF) to meet the Harbor Entrances and Approaches (HEA) requirement of International Maritime Organization (IMO) within 10m position accuracy. Furthermore, we present an architecture for integrated service of satellite-terrestrial navigation system and future maritime applicable fields. As the core information infrastructure of future navigation for 4th industrial revolution, this paper will be contributed to determining the direction of present and future to provide fail-safe PNT service with Global Navigation Satellite System (GNSS) based on the technical enhancement of terrestrial integrated navigation system.

A Study on Development of Machine-readable Platform for S-100 ECDIS

  • Logistics movement using ships has been used for many centuries, but maritime accidents are still difficult to predict and they occur on a large scale. The International Maritime Organization (IMO) made it mandatory to install Electronic Chart Display and Information System (ECDIS) for safe seas, but S-57 standards applied to equipment were not updated over 30 years. In addition, it is difficult to keep the equipment up-to-date and revise standards as ships move around the world. In consideration of the limitations of S-57, the IHO developed the new standard as S-100 rather than an update of the S-57. In this study, the previously developed S-100 tool and S/W were configured as one platform and applied to the S-100 ECDIS. The platform conducts as the S-100 cycle and ecosystem from the creation of standards to release and practical use in ships. The hydrographic information standard is machine-readable as defined in S-100, and it has been validated that the latest standard can be applied using the Plug and Play (PnP) function without software system updates. It is expected that international organization such as the International Hydrographic Office (IHO) and the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) shall develop and release standards and mariners can easily apply the latest standards to equipment through the machine-readable platform.
