The global pandemic and the development of virtual and augmented reality technologies have led a metaverse boom that enables a lot of interactions in virtual worlds, and is being utilized in various fields such as business, government, and education etc. Despite the growing interest in the metaverse, its scope and definition are still unclear and the concept is still evolving, making it challenging to establish its governance. Governmental entities are also investing intensively in public metaverses to make public value and promote social welfare, but they are underutilized due to lack of systematic governance. Therefore, in this study, we propose a public metaverse governance framework and identify the relative importance of the factors. Furthermore, since a public metaverse should be accessible to anyone who wants to use, we explore the factors of shadow work and examine the ways to minimize it. Based on the socio-technical system theory, we derived public metaverse governance factors from previous literature and topic modeling and then generate a framework with 23 factors through expert interviews. We then tested relative priority of the factors using the analytic hierarchical process (AHP) from the experts. As a result, the top five overall rankings are: 'roles and responsibilities', 'standardization/modularization', 'collaboration and communication', 'law and policies', and 'availability/accessibility'. The academic implications of this study are that it provides a comprehensive framework for public metaverse governance, and then the practical implications include suggesting prioritized considerations for metaverse operations in the public sector.
The maritime blockade has long been used as a means of war in that it serves as a bridge for economic warfare by paralyzing enemy maritime transport, although it is not a decisive battle, and in the Korean War, U.N. forces have achieved significant results in the war with limited maritime blockade through the Clark Line. Recently, China-Taiwan relations are facing a crisis, and at the same time, the U.S.-China relationship and the structure of Northeast Asia are greatly shaken, so we should pay attention to changes in cross-strait relations. This study aims to predict how cross-strait relations will change after the party convention by analyzing Xi Jinping's Taiwan policy, focusing on the "Political Report" of the 20th party convention and the content analysis of leadership personnel. The results of the study are as follows. First, as the amendment to the party constitution announced after the closing of the party convention stipulates the possibility of armed invasion, Xi Jinping will implement a tough Taiwan policy emphasizing unification. Second, strategic competition with the United States will continue to intensify in the future when analyzing the contents of Chapters 2, 11, 13, and 14 of the "Political Reporting" and the personnel management of diplomatic and security leadership. As a result, cross-strait relations are expected to show instability for a considerable period of time. Third, at a time when Taiwan rejects the unification plan of "one country, two systems" and the tendency to de-Chineseize is strengthening, there is a possibility that legislation or specific enforcement ordinances will be enacted to strengthen the existing "Anti-Secession Law." Fourth, it is expected that strong and warm two-sided strategies will be used together, such as taking a strong response to external forces interfering with the Taiwan issue and Taiwan independence forces, and using incentives for the Kuomintang(KMT) and Taiwanese who are friendly to unification.
This study examines the role of science in resolving trade disputes. After the Great East Japan Earthquake of 11 March 2011 that not only jeopardized the people of Japan, but also put the safety of an entire region at risk, the Republic of Korea (Korea) has imposed import bans as well as increased testing and certification requirements for radioactive material on Japanese food products. Japan has challenged these restrictions at the World Trade Organizations Dispute Settlement Body (DSB). This study aims to explain how international trade agreements and previous DSB rulings have dealt with different scientific viewpoints provided by confronting parties. In doing so, it will contrast the viewpoints espoused by Korean and Japanese representatives, and then analyzes the most similar case studies previously ruled on by the DSB, including the case of beef hormones and the case of genetically modified crops including biotech corn, both between the United States and the European Communities (EC). This study finds that science is largely subordinate to national interests in the case of state decision-making within the dispute settlement processes, and science has largely been relegated to a supportive role. Due to the ambiguity and lack of truly decisive decisions in the Appellate Body in science-based trade disputes, this study concludes that the Appellate Body avoids taking a firm scientific position in cases where science is still inconclusive in any capacity. Due to the panel's unwillingness to establish expert review boards as it has the power to do, instead favoring an individual-based system so that all viewpoints can be heard, it has also developed a system with its own unique weaknesses. Similar to any court of law in which each opposing party defends its own interests, each side brings whatever scientific evidence it can to defend its position, incentivizing them to disregard scientific conclusions unfavorable to their position. With so many questions that can arise, combined with the problems of evolving science, questions of risk, and social concerns in democratic society, it is no wonder that the panel views scientific information provided by the experts as secondary to the legal and procedural issues. Despite being ruled against the EC on legal issues in two previous cases, the EC essentially won both times because the panel did not address whether its science was correct or not. This failure to conclusively resolve a debate over whose science is more scientific enabled the EC to simply fix the procedural issues, while continuing to enforce trade restrictions based on their scientific evidence. Based on the analysis of the two cases of disputes, Korea may also find itself guilty of imposing an unwarranted moratorium on Japan's fish exports, only to subsequently pass new restrictions on labelling and certification requirements because Japan may have much scientific evidence at its disposal. However, Korea might be able to create enough uncertainty in the panel to force them to rule exclusively on the legal issues of the case. This will then equip Korea, like the EC in the past, with a way of working around the ruling, by changing whatever legal procedure they need to while maintaining some, if not most, of its restrictions when the panel fails to address its case on scientific grounds.
Purpose - The digital service trade has become an important driver of the global service trade. The main purpose of this study is to explore the influencing factors of digital service exports from China and Korea to RCEP sample countries respectively, and to comprehensively study the export potential of China and Korea to RCEP countries, so as to provide theoretical guidance and a decision-making reference to promote digital service trade exports and digital economy development in China and Korea. Design/methodology - First, the stochastic frontier gravity model was improved by introducing nonefficiency factors affecting digital services trade, extending the gravity model of traditional services trade exports to digital services trade exports. Secondly, the panel data of China and Korea for the eight sample countries of RCEP from 2011 to 2021 were adopted for the empirical analysis of digital service export potential by a stochastic frontier model. Findings - China's economic growth plays a role in increasing China's digital service trade exports, while Korea's economic growth does not play a significant role in increasing Korea's digital service trade exports. However, the economic growth of trading partner countries can play a significant role in boosting the digital service trade in both China and Korea, and comparison shows that Korea has higher resilience in the digital services trade than China. In addition, the market size of target countries plays a positive role in promoting the digital service trade exports of both China and Korea, and the increase in the value-added share of services in target countries will lead to a decrease in the digital service trade exports of both China and Korea. Originality/value - This study is innovative in terms of research perspective and method. Academic research on the export potential of international trade has been extensive, but most studies are based on the perspective of the goods trade, fewer studies are based on the perspective of the service trade, and there are almost no studies based on the perspective of digital service trade. There is a gap based on the comparative analysis of the export potential of the digital service trade between China and Korea. This study extends the gravitational model of traditional service trade exports to digital service trade exports to comparatively analyze the export potential of China and Korea to RCEP countries. This study addresses this limitation by analyzing a comparative analysis of the digital service trade export potential of China and Korea.
The 21st century recognizes culture as a high value-added strategic industry as it is called the culture era, and the cultural industry plays a role in driving regional economic development by raising the value added of other industries due to various ripple effects. As the institutional apparatus for developing such cultural industry, the Culture Industry Promotion Basic Law was enacted. Based on this, the Central Government designated the Jung-gu Dong and Seo-gu Dong as the Cultural Industry Promotion District of Andong City in 2010 but it has not been activated until 2017. The purpose of this study is understanding the situation and problems of the Cultural Industry Promotion District of Andong city and to discuss the direction of development. The research methods were analyzed by using questionnaires using AHP analysis technique for experts and practitioners related to culture industry. SPSS 23 was used for the validity and reliability of the questionnaire, and VBA was used for weighting and consistency index calculation in AHP analysis. As a result in the upper layer, Economy efficiency was found to be the most important factor of the three upper layer factors (Economy, Publicity, and Sociality) in order to activate the Cultural Industry Promotion District of Andong city. In the case of the Lieutenant layer, it is analyzed that the Job Creation is an important factor in the Economy category, the Settlement and Environment for Cultural Industry in the Publicity category, and the Activation of Urban Culture Activity in the Sociality category. As a result of analyzing the direction of promotion of the Cultural Industry Promotion District of Andong City centered on these factors, it concluded that the industry related to performance should be focused.

KOIN (Korean medicine 人, http://www.koin.re.kr) is a Korean medicine knowledge portal developed for users who are interested in Korean medicine to share relevant information. The purpose of the present study is to seek methods for advancing the quality of the contents and services of KOIN to secure future users of the portal services before fully initiating the KOIN service. The crowd testing method was applied to test the functionality and usability of the current KOIN service, and domestic and international websites providing similar services were investigated and analyzed. About 150 errors were found in this functional testing procedure, but the identified functional problems were all corrected. An average score of 3.33 was calculated in the usability test, in which the reliability and the playfulness showed the highest and lowest score, respectively. We in this paper surveyed the 15 relevant websites with respect to KOIN in the traditional medicine and the modern medicine fields. The strengths and weaknesses of similar websites were analyzed to improve the KOIN services. In particular, it is shown that the evidence-based Korean medicine knowledge is KOIN's biggest strength. Users' needs and demand for the KOIN services will be continuously gathered to provide the Korean medicine knowledge services that the users require.

The purpose of this study is to present the direction of career education by analyzing the meaning of the 3rd Five-Year Basic Plan for Career Education (2023-2027). The meaning of the 3rd Five-Year Basic Plan for Career Education (2023-2027) is: First, the 1st Comprehensive Career Education Plan (2010-2013) and the 2nd Five-Year Basic Plan for Career Education (2016-2020) It is most meaningful that the achievements and limitations of the program were analyzed and reflected in the 3rd 5-year basic plan for career education (2023-2027). Second, the career education presented in the 2022 revised curriculum is faithfully reflected. Third, the range of career education has not only increased, but also has been expanded in depth. Based on this, the direction of career education is presented. First, career education needs to be carried out throughout life. Second, it is necessary to respond sensitively to rapid social environment changes. Third, career education needs to be conducted in an organic relationship between government agencies. Career education policies need to be established and implemented from a holistic perspective of various government agencies such as industry, labor, and education.

Lifelong education also plays a big role in promoting social inclusion. By providing equal educational opportunities to people from various social classes, regions, and cultural backgrounds, we reduce social inequality and help all individuals reach their full potential. Through lifelong education, a culture of continuous learning can be established throughout society. The importance of learning will be emphasized, and the attitude of pursuing knowledge and wisdom will become common. The purpose of this study is to suggest a direction for the development of national lifelong education by comparing and analyzing the basic plan for promoting lifelong education from the 1st to the 5th. As a result of the study, it has contributed greatly to the development of national lifelong education by developing the lifelong education promotion basic plan from the 1st to the 5th. If the 5th Basic Plan for Lifelong Education is faithfully implemented, it will contribute to the development of national lifelong education in many areas, and in addition to this, the direction of development of national lifelong education is emphasized. First, the strengthening of the use of digital technology. Second, it is necessary to strengthen cooperation with industries. Third, it is necessary to improve the financial support and scholarship system. Fourth, diversification of curriculum. Fifth, expansion of community participation.
