A Study on Countermeasures of the Terrorism on the International Sports Events (국제스포츠행사의 테러행위 대책)

  • International sports events are no longer simple sports events. They are kinds of political and diplomatic events which are focused on international interests and they have to be held successfully to achieve their goal. Recently their economic effects have become one of the most important purposes. Almost all countries are doing there best to host international sports events for the purpose of advertising their own countries. But if there are terrorists who are to attack international sports events, the purpose of international sports events to improve friendship between nations and the peace of all mankinds will be seriously damaged. Also host country will be seriously damaged politically, diplomatically and economically. This article examines rapidly increasing international terrorism after 9.11 and analyzes the recent world terrorism situations and furthermore proposes legal and systemic countermeasures of our country to concentrate nation's abilities to prevent these kinds of sports terrorism.

English Education for International Sports Events (국제 스포츠 행사를 위한 영어교육 방안)

  • The purpose of this study was (1) to examine the present state of English education for the 2018 Pyeongchang Winter Olympics preparations, and (2) to identify the need for an English language training program for international sports events. With these goals in mind, the information was gathered from telephone interviews with educational administration officials who were responsible for international sporting events. For the survey, a total of twenty-six participants responded to a questionnaire designed to gauge their self-perceived English instructional needs for international sporting events. The principal results obtained from this study were: the Pyeongchang Organizing Committee for the 2018 Winter Olympic Games signed an agreement with an official supplier of language training services. In addition, Gangneung city is providing a 'Global Leaders' Academy' and English programs for taxi drivers and citizens. The result of the survey shows that the majority of participants reported that an English language training program is essential for international sporting events and it should be different from general English language education.

International Flower Exhibition in Anmyon Island and Its Impacts on Regional Development (안면도 국제 꽃박람회가 지역개발에 미치는 파급효과)

  • Taean county region has been economically lagged behind compared with other areas in Chungnam Province mainly due to disadvantages of the location such as traffic accessibility, social infrastructure and industrial complex. However, recently Taean region has been emerged as newly prospective area because west coastal highway will be constructed to connect Seoul urban area to famous beach sites, recreational facilities along the seaside of Taean county, where International Flower Exhibition will also be held in Anmyon Island for the year of 2002. This Paper aims to explore how International Flower Exhibition is contributing to the development of local economy of Taean County area and to suggest the strategies for the development of this area through promoting spread effects of these international events. It is estimated that although there will be loss of 32,987 thousands won during the period of international flower festival based on the cash flow analysis, long run profits would be 108 trillion won, when calculating indirect benefits derived from the sight seeing, flower sales and other incomes from various activities. In order to maximize post benefits of international flower event, it is suggested that Taean county should pursue the strategies for specializing in cultural events such as family recreational events, beach festival and traditional cultural events, improving the social infrastructure and promoting the local industry such as flower, tourism and advanced technological enterprises.

The Counter-Terrorism Measures for International Sports Events in Korea (한국의 국제스포츠 행사에 대한 대 테러 전략)

  • Recently, alarmed by the frequent international terrorism or safety accidents, the host countries of world sports events are focusing on security activities for the sake of the participants, facilities, events and competitions. They are alarmed because in case any happenings like international terrorism or safety accident, the contest itself can be criticized to be a failure as much as the international reliability of the host nation may well crash. We can see that any failure in coping with terrorism or safety matters can lead to a nation-wise crisis in the case of Indonesia where the October 12th of 2002 terrorist bomb attack in Bali damaged the image of the nation followed by the similar case in Philippine (Oct. 20th, 2002) where the same terrorist attack dramatically scared away the tourists to the nation. Korea is scheduled to hold the World Championship in Athletics in Daegu Metropolitan City in 2011. Also, it is slated to host various world sports events such as Yeosu International Exposition and Incheon Asian Games. In these contexts, this study analyzes counter-terrorism cases related with the recent international sports events that have been organized in a variety of manners in the era of globalization. This study aims to show alternatives for the safety management in these events. In other words, it is focusing on giving directions to the safety policies of the nation -which may become the future hub of north-east Asia and the world - for more perfect guard and defense, and counter-terrorism activities in all the conferences, sports events and international festivals where any private defense and guard companies are allowed to cooperate with the police force or public security agencies.

  • This article explores the causes of why there are many international exchange festivals and events regarding South Korea in Kyushu, Japan. It can be explained as follows. Firstly, Kyushu is the closest region to South Korea and there are many transport links between the two places. Secondly, Kyushu has many rich historical sites relating to Korea which would be ideal themes for international exchange festivals and events. Thirdly, Kyushu has the highest number of sister city connection with South Korea in Japan. This means that it is easy to hold international exchange festivals and events with the sister city. Tsushima city in Nagasaki prefecture is thought to best encompass all of the above criteria. Therefore, it would seem that Tsushima city is especially eager to hold international exchange festivals and events with South Korea as a means of meeting the regional development strategy.

  • NGOs occupy so high international position that it is said the age of NGOs or Renaissance of NGOs has came. Recently, they continuously succeeded in hindering and blocking large-scale international events through their violent struggles. This paper studied the concept of NGO, examples of NGO struggles during recent international events and stated anticipated struggles during ASEM III and their trend. Thereafter, with future prospect of NGO activities, some measures for successful 2002 World Cup and 2005 APEC were provided in this paper.   • Human-induced initiating events, also called Category B actions in human reliability analysis, are operator actions that may lead directly to initiating events. Most conventional probabilistic safety analyses typically assume that the frequency of initiating events also includes the probability of human-induced initiating events. However, some regulatory documents require Category B actions to be specifically analyzed and quantified in probabilistic safety analysis. An explicit modeling of Category B actions could also potentially lead to important insights into human performance in terms of safety. However, there is no standard procedure to identify Category B actions. This paper describes a systematic procedure to identify Category B actions for low power and shutdown conditions. The procedure includes several steps to determine operator actions that may lead to initiating events in the low power and shutdown stages. These steps are the selection of initiating events, the selection of systems or components, the screening of unlikely operating actions, and the quantification of initiating events. The procedure also provides the detailed instruction for each step, such as operator's action, information required, screening rules, and the outputs. Finally, the applicability of the suggested approach is also investigated by application to a plant example.

  • The purpose of this study is to analyze the concept, requirement and the effect of Force majeure and Hardship under the UNIDROIT Principles of International Commercial Contract. Under the UNIDROIT Principles Non-performance by a party is excused if that party proves that the non-performance was due to an impediment beyond its control and that it could not reasonably be expected to have taken the impediment into account at the time of the conclusion of the contract or to have avoided or overcome it or its consequence. There is hardship where the occurrence of events fundamentally alters the equilibrium of the contracts and the events occur or become known to the disadvantaged party after the conclusion of the contract; the events could not reasonably have been taken ito account by the disadvantaged party at the time of the conclusion of the contract; the events are beyond the control of the disadvantaged party; and the risk of the events was not assumed by the disadvantaged party.

The Ripple Effects of Climate X-Events

  • The increasing global average temperature and the emergence of various abnormal climate phenomena are already being experienced in reality. The problems arising from climate change are expanding and becoming catastrophic, despite the efforts of various organizations to prevent them. In order to avoid climate issues from becoming black elephants, we conducted interviews with emergency planning officer from various institutions to identify potential X-events caused by climate change. The results of analyzing the anticipated X-events by these emergency planning officer revealed a chain of ripple effects associated with their occurrence. This implies that once an X-event happens, its influence is broader and more significant. Through this study, we aim to share the understanding of the ripple effects of climate X-events with many people, raising awareness of the severity of climate issues. We hope that this will serve as a starting point for more institutions, individuals, and nations to make efforts in resolving climate problems, turning X-events into opportunities rather than crises.

Exploratory Study of International Sports Event Life Cycle (복합종목 국제스포츠이벤트 생애주기에 대한 탐색적 연구)

  • Numerous types of sporting events have been hosted in Korea during the last decades. Sport events produce various types of data, and there is a clear necessity of storing and utilizing this information. From this background, the purpose of this study is to draw complex sports categories from international sport events life cycles in order to categorize standards of knowledges management system. This study utilized qualitative methods: expert groups discussion for overall life cycle steps and in-depth interviews for detail life cycle steps. The results show that there are several life cycle steps: bidding, preparation, operation, evaluation, post management steps. To be more specific, for the bidding step, there are check, plan, implementing detail phase; and the preparation step is based on event preparation Basis Build, event preparation implementation, test and supplementation phases. For the operation step, event operation system switch, event operation during the period, finish operation phases are deducted. Evaluation and post management step do not have detail phases. Efforts to store and utilize knowledge can be one of the starting points to make the operation of sport events efficiently.
