In this research, we intended to discover all types of information related to international research cooperation, collect information by each type, and build a database. To this end, we initially developed metadata, discussed with metadata experts to develop metadata in the primary phase, and conducted a survey on the experts related to international research cooperation. Furthermore, we collected and entered data in the meta field for each type of information source, and verified the meta field through processes such as the existence of actual data for each meta field, among others. The types of database designed in this research are the international research cooperation information source database, international research cooperation project database, international research cooperation expert database, international research cooperation institution database, international organization database, and other database, and as a result of validating of the field by entering the data by conducting the survey, the survey results and the data entry rate by field demonstrated such a high rate of consistency. However, only the international organization data field was confirmed to have approximately 25% of the field having the data entry rate of less than 10% despite the high rate of significance rated by the users.

In this study, the Inter-Korea Fisheries Cooperation Project was divided into four categories: North Korea's Fisheries Infrastructure Development Project, Fisheries Cooperation Project, Human Exchange Project, and North Korea Fisheries Investment Project. First, North Korea's fisheries infrastructure development projects include North Korea's fisheries resource research project, it's fisheries resource development project, and joint enforcement on illegal operation of Chinese ships. Second, fisheries cooperation projects include the operation of the North-South common fish area in the West Sea, the fishing project in North Korea's East sea, and the import of North Korean seafood. Third, human exchange projects include training of aquaculture technicians in North Korea, technology transfer and training of fishing vessels, and boarding of North Korea's fisherman in Korean fishing vessels. Fourth, North Korea's fisheries investment projects include aquaculture facilities and aquaculture feed support, aquatic product processing facilities and technology transfer, and fishery equipment support. However, as international sanctions are maintained in the international community to North Korea, Inter-Korea Fisheries cooperation, however, should be promoted according to the level of easing of international sanctions as international sanctions are maintained in the international community to North Korea. First, North Korea's fisheries resource research project, North Korea's fisheries resource creation project, joint enforcement on illegal operation of Chinese ships, and operation of the common fish area in the West Sea can be promoted if international sanctions are maintained at present, promote North Korea's fisheries resource research project. Second, boarding of North Korean's fisherman in Korean fishing vessels, conducting the fishing project in North Korea's East sea, and importing North Korean seafood can be aided if commercial transactions are possible with North Korea. Third, South Korea will support aquaculture facilities and aquatic feed, fisheries processing facilities and technology transfer, fishery equipment support, training of fisheries and aquaculture technicians, fishery fishing technology transfer, and training of fisherman when a comprehensive economic cooperation project is possible with North Korea.

International research cooperation is emerging as one of the strategies for improving research performance. Therefore, in this study, through the analysis of research reports on the theme of international research cooperation, the subject and issues of international research cooperation were identified and the characteristics of these studies were confirmed. To this end, related report data were constructed, statistical data analysis and big data analysis of the data were performed. Considering the current international research cooperation network, it is necessary to conduct international research cooperation centered on developing countries while paying attention to the increase in China's proportion of international research cooperation. Second, it is necessary to emphasize the importance of international research cooperation in various countries, including developing countries, in that the interdependence of research between countries increases and the citation index of actual joint research is higher. Third, it can be seen that the subject field in which international research cooperation can be activated may vary depending on the type of support project. Therefore, it suggests that in order for international research cooperation on more diverse topics to be carried out, projects supporting them must also be diversified.

The job creation is one of the important issue from the public and private sector. For the job opportunity, the private sector would contribute to create plentiful opportunities for job-seekers. Especially, foreign donor countries has fostered the development consulting firm in the private sector with the legal and institutional support. As the result, it has played the important role to create the job opportunity for whoever want to find the way in the international development cooperation. However, South Korea does not yet make the environment as much as foreign donor countries. Hence, this study aims to analyze the case on fostering the development consulting firm in the international development cooperation to draw the political implication for South Korea. With this, the result of the study is significant to rebuild the index on the impact evaluation of the employment that is fit to the international development cooperation. Thus, foreign donor countries suggests that fostering the development consulting firms in the international development cooperation should be based on the political and institutional support, tied network, and sustainable supply of human resources. Indeed, the improvement of the index on the impact evaluation of the employment would contribute to correctly measure the impact from the development consulting firm in the private sector.

Today's society is against the backdrop of rapid development and rapid change. As an important social entity, universities are inevitable to strengthen international exchanges and cooperation to meet changes in society. International exchange and cooperation will be one of the five new professions of universities following talent training, scientific research, community service, cultural transmission and innovation. The study explores various aspects of Qingdao University's international exchange and cooperation status, including organizational operations, international projects, international academic exchanges, and international cooperation schools, and presents problems and implications. To better achieve international exchange and cooperation of universities in the future, we would like to provide a useful reference. The focus is on enriching vocational theory of higher education and further supplementing related theoretical systems such as international exchange and cooperation and internationalization of higher education.

The purpose of this study was to develop a curriculum for international social workers. Due to the changed circumstances of social welfare agencies, the demand for international social welfare and the need for suitable training for social welfare education agencies has increased. This study explored the job competency of international social welfare and suggested a competency-based curriculum for international social welfare. Researchers analyzed the social welfare NCS, social welfare curriculum and job of international development cooperation agencies and presented a combined curriculum for international development cooperation and social welfare. In relation to a certification system recently, it is coming out complains about make a rule of thumb certification, problems of after-service and duplication with government certifications. Also there is confusion in operating certification system to lack of properly rule to international standard. These impose a heavy burden on company in terms of times and costs and enhance competitiveness. Nevertheless, the survey was not built yet for the status and problems of the cooperation group standards certification System. So, this study purposes that research on the actual condition and development of operational guide for cooperation group standards certification system. In addition it ultimately improve the certification system for reliability and international competitive power. For more detail on this study, it would be considered conformity assessment, domestic/international conformity assessment and certification criteria. Also comparing survey result on the actual condition with international standards, develop operational guidelines to meet international standards.

Science and technology is the power of impelling the economic and social development. Promoting the international sci-tech communication and cooperation is one of the important ways of Pulling the economic development of Northeast Asia area. Sci-tech communication and cooperation between the government and the folk are two wings of international sci-tech communication and cooperation. Both are supplemented mutually and indispensable. In order to promote the economic and social development of Northeast Asia area and further strength, some suggestions are put forward, i.e. fully exerting university the main roles in the sci-tech communication and cooperation of Northeast Asia area and fully exerting Liaoning province the important roles in the sci-tech communication and cooperation of Northeast Asia area.

Europe outlined its technological development strategy in the "EU 2020 Strategy". The goal is to lift the EU's technological level above that of the United States or Japan. In particular the EU 2020 Strategy aims to make the EU the world's leading knowledge society. The research purpose of that article is to focus on international technological cooperation. Chapter two examines the EU's international technological cooperation approach. Chapter three analyses the EU 2020 Strategy in terms of development, background and content. Chapter four looks at the involved countries for technological cooperations and scrutinises possible policy alternatives. In chapter five is given a conclusion.

The effect of melatonin on juveniles with cardio fibrosis is poorly understood. We investigated whether HDACs participate in the anti-fibrotic processes regulated by melatonin during hypertrophic remodeling. Abdominal aortic constriction (AAC) was employed in juvenile rats resulting in pressure overload-induced ventricular hypertrophy and melatonin was subsequently decreased via continuous light exposure for 5 weeks after surgery. AAC rats displayed an increased cross-sectional area of myocardial fibers and significantly elevated collagen deposition compared to sham-operated rats, as measured by HE and Masson Trichrome staining. Continuous light exposure following surgery exacerbated the increase in the cross-sectional area of myocardial fibers. The expression of HDAC1, HDAC2, HDAC3, HDAC4 and HDAC6 genes were all significantly enhanced in AAC rats with light exposure relative to the other rats. Moreover, the protein level of $TNF-{\alpha}$ was also upregulated in the AAC light exposure groups when compared with the sham. However, Smad4 protein expression was unchanged in the juveniles' hearts. In contrast, beginning 5 weeks after the operation, the AAC rats were treated with melatonin (10 mg/kg, intraperitoneal injection every evening) or vehicle 4 weeks, and sham rats were given vehicle. The changes in the histological measures of cardio fibrosis and the gene expressions of HDAC1, HDAC2, HDAC3, HDAC4 and HDAC6 were attenuated by melatonin administration. The results reveal that melatonin plays a role in the development of cardio fibrosis and the expression of HDAC1, HDAC2, HDAC3, HDAC4 and HDAC6 in cardiomyocytes.
