The Some Problems and Improvement Scheme of Electronic Certification System in International Electronic Commerce (전자무역에서 전자인증제도의 문제점과 개선방안)

  • International electronic commerce is different with international commerce in the aspect using electronic media and non-face transaction so there are some problems as authentication, integrity and non-reputation. These problems of electronic document and signature are resolved from electronic certification system. To introduce and develop the electronic certification in the international electronic commerce, it needs to authorize and operate certification authority under the uniform regulation base. But, because the laws and guidelines that related to electronic certification system are different among the nations and international organizations, it needs to compare each nation's law or guideline. In conclusion, to resolve problems of certification and develop certification system in the international electronic commerce, we make uniform rule of international electronic certification and harmonize the technology of electronic certification.

  • Electronic transaction using electronic documents be carried without direct person to person meeting, there is the possibility to use other's identity illegally without notice and to verity authenticity of transaction. It is very hard to find out that the electronic documents on the process of submitting is forged documents or not and also has much difficulty in maintaining transmitting secret. Therefore, to solve such problems on electronic transactions, certification system with cryptography skill are inevitably necessary. Also there is needed legal base in the electronic document as functional equivalent of the paper document. Recently there are so many commercial certification service provider(CPS) such as Identrus, Bolero, TEDI but their establishment of CPS, certification process, guideline and so on are different each CPS. Therefore, this kind of situation can make user confuse. To introduce and develop the electronic certification in the international electronic commerce not domestic electronic commerce, it need to authorize and operate certification authority under the uniform regulation base. But, because the laws and guidelines that related to electronic certification system are different among the nations and international organizations, it need to compare laws and guidelines. In conclusion, the most important thing to resolve problems surrounded certification and develope certification system in the international electronic commerce make uniform rule of international electronic certification to recognize internationally from each nation or at least, need to harmony laws and guideline in each nations.

  • In relation to a certification system recently, it is coming out complains about make a rule of thumb certification, problems of after-service and duplication with government certifications. Also there is confusion in operating certification system to lack of properly rule to international standard. These impose a heavy burden on company in terms of times and costs and enhance competitiveness. Nevertheless, the survey was not built yet for the status and problems of the cooperation group standards certification System. So, this study purposes that research on the actual condition and development of operational guide for cooperation group standards certification system. In addition it ultimately improve the certification system for reliability and international competitive power. For more detail on this study, it would be considered conformity assessment, domestic/international conformity assessment and certification criteria. Also comparing survey result on the actual condition with international standards, develop operational guidelines to meet international standards.

  • In this paper, we propose the AI certification standardization activities for systematic research and planning for the standardization of trustworthy artificial intelligence (AI). The activities will be in two-fold. In the stage 1, we investigate the scope and possibility of standardization through AI reliability technology research targeting international standards organizations. And we establish the AI reliability technology standard and AI reliability verification for the feasibility of the AI reliability technology/certification standards. In the stage 2, based on the standard technical specifications established in the previous stage, we establish AI reliability certification program for verification of products, systems and services. Along with the establishment of the AI reliability certification system, a global InterOp (Interoperability test) event, an AI reliability certification international standard meetings and seminars are to be held for the spread of AI reliability certification. Finally, TAIPP (Trustworthy AI Partnership Project) will be established through the participation of relevant standards organizations and industries to overall maintain and develop standards and certification programs to ensure the governance of AI reliability certification standards.

  • Today, it is a time when self-help efforts are being made to increase the demand for international certification by domestic and foreign railway orderers and develop excellent railway systems for railway system and railway construction projects. Since 2011, cases of obtaining international certification related to the domestic railway system/products have been collected and analyzed through literature and Internet data and based on the analysis results, evaluation results on the acquisition of international certification in Korea are presented. Through these results, the government, research institutes, and industries will be practical reference materials for international certification-related work.

Effect of International Trade and Business for Approval Mediated by Relationship Capabilities on Korea's Export Growth

  • Purpose - This study analyzed the effect of obtaining international products and qualification certification on exports according to the suitability evaluation system. Recently, non-tariff barriers have emerged as technical barriers, and the Biden administration is trying to achieve export growth and economic growth by utilizing the demand for conformity assessment following the Fourth Industrial Revolution and the free trade system from the perspective of Korea. Design/methodology - This study analyzed the effect of a manufacturer's product certification acquisition on a company's export performance using Resource-Based View-based multiple regression analysis. To this end, concentration validity was confirmed through Factor analysis and Cronbach's alpha, and correlation analysis was performed to verify discriminant validity. Findings - Product certification and qualification have a positive impact on the company's export performance. In particular, technological dynamism and relationship control have had a significant impact. Originality/value - Considering that the Conformity Assessment Management Act will take effect in earnest in 2022, this study is believed to suggest that companies that have been certified to meet international standards may improve their export performance and increase their value in the future. ISO9000 Certification Effect: Evidence from China

  • As a sign of international quality system, ISO9000 certification has been adopted by more and more enterprises. In recent five years, there have been 560,000 certified companies in Europe and America, and there have been more than 390,000 ones in China. It has being attracted many quality scholars' attentions whether ISO9000 certification can bring more benefits to certified companies or not. This paper investigates the ISO9000 certification effect on market performance by the samples from Chinese list companies in shanghai stock exchange. Considering ISO9000 certification as an event, a certification effect model will be set up by means of the event study method, which takes abnormal return rate as a basic indicator to measure the ISO9000 certification effect on Chinese market performance in different event times. Investigation results show that the Chinese certified companies have some positive effects on market performance in the short term. From a long standpoint, the relation between certification and performance has a positive trend.

  • The GUIDEC I was published in November 1997 by the International Chamber of Commerce (ICC) and then the GUIDEC was published in October 2000 in the name of GUIDEC II. The GUIDEC II is the next version of GUIDEC I. This paper examines the electronic authentication and certification practices under GUIDEC II in detail. Therefore, this paper can help parties concerned to understand electronic authentication and certification practices of electronic commerce. GUIDEC II maintains the content of GUIDEC I, but GUIDEC II adds some new definitions such as authenticating a message and explains the rights and responsibility of subscribers, certifiers, and relying parties in detail. The aim of the GUIDEC II is to enhance the ability of international business community to execute trustworthy digital transactions utilizing legal principles that promote reliable digital authentication and certification practice.

  • With the adoption of the Paris Agreement, a new climate regime is intensifying the global interest in reducing greenhouse gas emissions. In the meantime, Korea is preparing to introduce a new renewable energy carbon certification system in order to activate the use of renewable energy and to reduce carbon emissions in the entire life cycle of manufacturing and disposal of renewable energy facilities. Therefore, this study aims to identify the implications for the introduction of the carbon certification system and to establish a theoretical basis for the system design by examining the status of overseas carbon certification, international trade norms and trade disputes. As a result, carbon emissions certification is being implemented in developed countries such as EU, UK, France, USA and Japan, but only France, Germany and EU have adopted carbon certification for renewable energy sector. The analysis of the WTO TBT Agreement and GATT also confirmed the possibility of a violation of the international trade rules of the carbon certification system and derived nine international technical standards related to carbon certification. Finally, by examining the case of trade disputes related to environmental labeling, the minimum requirements to be considered at the institutional design stage were drawn to eliminate the possibility of trade disputes.

  • The inclusion of software and wireless communication devices in vehicles has raised concerns regarding automobile security. In its response, UNECE WP.29 implemented the first-ever international standard for automotive cyber security in June 2020. Yet, the existing disparity between national standards for automotive certification systems and 「UN Regulation No. 155」 has caused confusion among auto makers. This discrepancy not only jeopardizes the security of domestic vehicles but also poses challenges to the seamless import and export of automobiles. Hence, there is a need to enhance the automotive cyber security certification system; however, there is a dearth of scholarly discourse on this topic. Consequently, this study presents a proposal for enhancing the domestic automotive cyber security certification system. In view of this, existing legal frameworks such as the 「Motor Vehicle Management Act」 and the 「Self-Driving Vehicle Act」 were reviewed, along with domestic and international automotive certification systems. The recommendations for improvement, derived from the findings, encompass institutional, legal, and operational aspects. This study is highly significant as it examines both domestic and international automotive certification systems in an area where there is a lack of academic discussion.
