  • The Chicago-Bermuda system has been charaterizing international aviation order sine 1940's. Bilateralism was established as 'the' way of nogotiation in exchange of traffic rights among nations thanks to the system. The system was stable until new phenomena came into the scene. The orderly development of international aviation began to be threatened by a series of technological and commercial breakthroughs in the late 60's and 70's. Also, in the field of international aviation, aspiration of the newemerging third world countries was hightened and the emergence of an unified Europe was added to it. These caused worries on bilateralism as an efficient means of negotiation. New waves of multilateral(reginal or international) approaches have been conducted. Its formal discussion is accelerated by vigorous talk on multilateral liberalization of international trade in commodities and services, i.e., the Urguay Round. In this paper, we examine historical development of bilateralism and multilateralism in a perspective of political economy; changes in the international aviation industry, merits and demerits of the two regimes on competitiveness of negotiating partners. The ways Korea can respond to new changes are presented and compared and a tentative stance she can take is proposed.

An Analysis for Airport Network Characteristics Assuming the Integrated Aviation Market of Korea, China and Japan (공항 네트워크의 특성 분석-한중일 항공시장 통합을 전제로)

  • Air transport markets are composed of airlines' networks through their base airports. The analysis of an air transport market has been focusing on determining the efficiency or competitiveness of airports or airlines in the market using number of routes, number of passengers, transfer rates, revenues, costs, and other data. However, little work has been done in analyzing the airport network itself. Assuming the air transport markets of Korea, China, and Japan are integrated, this paper aims to analyze the characteristics of the resulting airport network. To that end, the degree of connectivity, the degree of closeness, and the betweenness of centrality are employed. The analysis shows that Incheon International Airport is better than most other airports in terms of the degree of connectivity and that of closeness. Airports in Japan, however, exhibit strong connectivity but weak closeness and betweenness of centrality. Although it has low connectivity, Shenyang Airport has a possibility of becoming an attractive point of the integrated market in the future due to its high degree of closeness.

  • Ago the passenger who using a wheelchair was denied boarding from the airline. The ACT ON THE PROHIBITION OF DISCRIMINATION AGAINST DISABLED PERSONS prohibits discriminatory treatment of persons with disabilities in transportation. But there are situations that limits the movement on persons with reduced mobility. The international community promote to protect disabled persons and persons with reduced mobility against discrimination and to provide them with assistance when travelling by air. According to news report, the governing Council of the International Civil Aviation Organization (ICAO) has established new global core principles on air transport consumer protection. The principles cover three phases of a customer's experience: before, during and after travel, and will now be considered by ICAO's 191 Member States when they develop or review their applicable national regimes. The international community are recognizing that passengers can benefit from a competitive air transport sector, which offers more choice in fare-service trade-offs and which may encourage carriers to improve their offerings, passengers, including those with disabilities, can also benefit from consumer protection regimes. In accordance with these we will also be provided to regulations that can prevent and protect the air passenger. In this paper analyze the regulations of the international air passenger rights, point out the lack of policy.

Outpatient Satisfaction at Private General Hospitals in Ho Chi Minh City, Vietnam

  • The quality of hospital services remains a concern of both the manager and the patient. The study aims to identify factors affecting outpatient satisfaction at private general hospitals in Ho Chi Minh City, establishing a scale for measuring them. Some 450 outpatients who were treated in five top private hospitals in Ho Chi Minh city (HCMC) in 2019 - An Sinh General Hospital, Hoan My General Hospital, Columbia Asia International Hospital, FV Hospital, and Vu Anh International General Hospital - were interviewed directly in the last quarter of 2019 to obtain the information. The SERVPERF model, plus the cost, together with the SPSS software, have been used to process information by Cronbach's alpha analysis, Exploratory Factor analysis, and linear regression analysis. The results show that there are five factors influencing outpatient satisfaction at private general hospitals in HCMC, in which four factors affects positively in the order of decreasing importance: treatment outcome, doctors and nurses' professional capacity, facilities and environment of the hospital, hospital care, and the treatment time factor affects negatively. The results of the study provide private hospital in HCMC managers with a number of suggestions to increase the level of hospital service quality, so that increase outpatients satisfaction.

A Comparative Study of Fishery Industry Competitiveness in China's Coastal Provinces

  • Fishery industry is an important part of agricultural industry in coastal countries. The purpose of this study is to use the theory of industrial competitiveness for reference, use Analytic Hierarchy Process (AHP) and Delphi method to establish the evaluation index system, and analyze the fishery industry competitiveness of 11 coastal provinces in China. This study data came from China Fishery Statistical Yearbook 2020. The results show that Shandong Province is the most competitive province in fishery industry among the coastal provinces. The inter-provincial differences are great. Not only the resource endowment is the factor that affects the fishery industry competitiveness, but also the long-term profitability is too. The proportion of recreational fishery in the fishery economic output value has become one of the main indicators to measure the competitiveness of the fishery industry. The findings of this study suggest that all regions should adopt measures in accordance with local conditions, promote the integrated development of the fishery industry, enhance the added value of fishery products and enhance the competitiveness of fishery industry. The disadvantage of this study is that the fishery industry competitiveness of China's coastal provinces is only compared and analyzed. The future direction is to carry out a comparative study on the international competitiveness of fishery with other east Asian countries.

  • As the global air traffic volume has shown a rapid increase, doubling every 15 years since 1977, domestic and international air traffic control services and air navigation safety facility operation management system and status review It is necessary to present the feasibility of establishing an air traffic control agency with integrated functions and establish an operating system for an independent dedicated agency to provide advanced air traffic control services in preparation for the future air transport environment. In particular, in 2021, the national ATM reformation and enhancement (NARAE) a customized comprehensive plan for operations, facilities, and systems to handle air traffic safely and efficiently by actively reflecting changes in the navigation environment such as international policies and standards as this is established, the role of the air traffic control agency becomes more important, and an improved action plan for the control and navigation operating system must be promoted.

Cost Efficiency in Global Air Transport Industry (국제항공운송회사의 비용효율성 연구;국제비교를 중심으로)

  • The purpose of this study is to analyze the technical and cost efficiency of Air Transport Industry on Global strategic alliances. In particular, this study develops Stochastic Frontier Approach for accurate judgement. Based on 20 major international airline corporations related with strategic alliances during the period 1995-2001, we find that alliances make a significant contribution to efficiency. On the other hand, it is found that the level of contribution to efficiency is different according to alliances. These results also changed greatly between pre- and post- Asian financial crisis period.

Net Enthalpy Transport in Pulse Tube Refrigerators

  • Enthalpy transport in a pulse tube was investigated by two-dimensional analysis of mass, momentum and energy equations assuming that the axial temperature gradient in the pulse tube was constant. The time-averaged second-order conservation equations of mass, momentum and energy were used to show the existence of steady mass and enthalpy streaming. Effects of the axial temperature gradient, velocity amplitude ratio, and heat transfer between the gas and the tube wall On the steady mass and enthalpy streaming were shown. Enthalpy loss due to the steady mass streaming is zero for basic and orifice pulse tube refrigerators, but it is proportional to the axial temperature gradient and steady mass flow rate through a pulse tube for double inlet pulse tube refrigerators.

  • In May 2001, the Stockholm Convention on Persistent Organic Pollutants (POPs) for phasing out and eliminating POPs was signed by 90 countries at the Diplomatic Meeting in Stockholm. In 1998, three years before the Convention, the protocols on POPs and heavy metals were adopted by the United Nations Economic Commission for Europe under the Convention on Long-Range Transboundary Air Pollution. Growing attention on POPs and heavy metals during the past 10 years is primarily due to their toxicity in minute quantities. POPs and some metal compounds are even more toxic because of their bioaccumulation potentials associated with a high lipid solubility. Furthermore, owing to their persistence and semi - volatility, they are widely distributed in the environment, traveling great distances on wind and water currents. Recent international cooperation to address POPs and heavy metals has focused on these issues. Long -range transport of those pollutants are particularly concerned since Korea is located downwind of prevailing westerlies from China. In this paper, a review is provided to assess the properties, sources, emissions, and atmospheric concentrations on POPs and heavy metals.

  • The U.S. National Aeronautics and Space Administration proposed a new concept of urban air mobility in the city's short-range air transport ecosystem in order to build a new low-altitude air, and the term uam is currently used worldwide. This paradigm is also being promoted by the Korean government with the goal of commercializing urban air transport services by 2025, and furthermore, the need to secure air maneuvers and transportation capacity is emerging due to the rapidly changing future operating environment and battlefield space. In other words, this study started to present the military necessity and military operation plan by introducing the 'Agility Prime' program of the US Air Force. 'Agility Prime' program was organized in order of background and concept of urban air mobility, development trend of Korean urban air mobility and analysis of the US Air Force's 'Agility Prime' program, and it is expected that this study will be followed by a follow-up study.
