  • The purpose of this study is to make a planning of Nosan Hasuk rural village development project based on rural amenity. The Nosan Hasuk rural village is located in Hyundo-Myun Cheongwon-Gun Chungcheongbuk-Do. For this study, investigate the amenity, make the bill of developing plan, and discuss the problems in rural integrated developing project. The developing plan is composed of basic planning, developing direction, village plans, and details projects. And, indicate the problems of rural integrated developing project those are the main body, standardization of investigated data, and insufficiency of detailed reference.

  • The objectives of the study are to identify the issues and problems encountered in Korea's current integrated rural regional development(IRRD) program and to suggest policy remedies to cope with them. Secondary data and materials ate mainly used for the study. Since the mid-1980s, rural settlement planning has been carried out in the Republic of Korea, In the planning process,'scale of economy'perspectives and settlement policy have been emphasized for increasing the efficiency of investment. During the 1990s, rural settlement and major village development projects have been implemented under the rural structure transformation programs. Agricultural structure adjustment projects for land consolidation and sizable farming have been separated from the rural settlement and mojor village development projects. Based on the evaluative analysis for the rural structure transformation policy and program, some problematic issues were raised as follows: (a) lack of integrative control function in the program'(b) weak linkage between living environment improvement and agricultural development projects: and (c) lack of comprehensive village development planning and implementation system. The policy issues to solve the problems were suggested as follows: (a) adoption of bottom-up approach in new IRRD planning and project system : (b) projection of comprehensive development planning and project at the village level; and (c) introduction of new regional agriculture development projects such as direct payment system for farming in less favorable areas and organic farming.

  • In 1960's, Korea had concentrated on economic development, in the meantime the existing problem which is an avoiding rural settlement phenomenon such as a farming population decrease, an unstabel income, poor surroundings, etc. could intensify. And because of an exodus from agricultural area caused by industrialization and a fall of agricultural farm price as a result of domestic agricultural market opening in accordance with FTA, in 2004 Korean government excuted the integrated rural-village development plan as a measure to provide more support for agricultural villages. The integrated rural-village development plan means that inter-connected with villages which have potnetial and developed it as a unit of small-zone, also we can assume it a Down-up development type because residents participate and lead this plan directly. But, this plan made progress rapidly as a countmeasure of government so, it needs to evaluate for completed project area and make an improvement for a sustainable undertaking. Therefore, this study categorized project contents systematically into two parts of Hardware and Software, after that composed of 4 large-parts, 13 mid-parts and 43 small-parts from Inje-Yongdai zone which was designated for an integrated rural-village development plan in 2004. And a result of analysis for project contents priorities by hierarchy analysis method showed the Regional capability reinforcement is selected for the most important project content by 3 stakeholders who are specialists (514pts.), Korea Rural Community Corporation staffs (694pts.), local government officers (688pts.)

농촌마을종합개발사업의 효율적 추진을 위한 중간평가체계 개발 (Development of An Interim Evaluation System for Integrated Rural Village Cluster Development Project)

  • This study attempts to develop an interim evaluation system for the Integrated Rural Village Cluster Development Project(IRVCDP) which can secure its identity and sustainability, and induce its early settlement, and to derive plans for its steady progress. The evaluation system consists of three levels. The highest-order level is evaluation purposes, which describe IRVCDP's goals. They are expansion of income bases(EIB), improvement of living environments(ILE), strengthening of regional capabilities(SRC) and constructing effective project operation system(CEPOS). The second level is evaluation items, which each characterize the relevant evaluation purposes. The last level is evaluation indices, which observe achievement f3r evaluation purposes. 22 evaluation indices are selected to satisfy the purposes of this study through a brainstorming process and a survey on opinions of experts for those evaluation purposes and evaluation items which are derived from analyzing the IRVCDP's properties. The relative importance of the evaluation indices selected are determined through the AHP analysis. The most intriguing result from the AHP analysis is that strengthening of regional capabilities is found to be the most important one among evaluation purposes. It can be said that this result is parallel to a ultimate goal of the IRVCDP.

총괄계획가 시범사업에서 주민참여 기본계획 사례연구 - 홍성 오누이권역을 대상으로 - (A Case Study on Resident Participative Primary Design of Integrated Rural Development Project with Master Planner - Onui Area in Hong Seong -)

  • The aim of this study is to establish resident-participative primary design of integrated rural development project with master planner by setting principals of open competition and transparent decision-making about village-to-village or business-to-business unit enterprise in Onui area, Hong-seong Gun. For effective processing, software projects such as residents education and rural landscape planning are simultaneously conducted for enhancing project understanding and comprehensive development plan including related post project. Above all, competition teams for individual project were organized to establish the resident-participative primary design using survey tables of residents demand. In 6 months resident-participative processing of primary design, continuous education and visiting to advanced area are conducted in team unit. Strengthened ability of team unit can be used in management and maintenance after project development. To do this, residents with the same opinions gathered as one competition team and identified business plans such as village asset, business location, size, program, and method for land securing. Favorable decision-making process by residents who are audience in project presentation of competition team has conducted. After selecting competition teams, continuos consulting are operated for establishing operation and management for developed or remodeled facilities through repetitive education and visiting advanced area. In this process, unit project suggested by competition team are completed. Preliminary selection was conducted by experts who were entrusted by residents. After residents agreement of project main stream such as major facilities and location, final detailed cost of projects are work out. Suggested process in this study which choose the final project by residents would improve residents' voluntary participation in integrated rural development project through open competition in establishing primary design.

농촌마을종합개발사업 중간 점검을 위한 평가지표 적용사례 (Development of An Evaluation System for the Interim Check of Integrated Rural Village Development Project)

  • In this study, We developed an evaluation system for the interim check of Integrated Rural Village Development Project and analyzed its applicability to an actual evaluation process through a pilot evaluation on regions selected. The evaluation system consists of documentary assessments(30%) and field inspections(70%). The documentary assessments are quantitative assessments on check-lists reports by self-evaluation prepared by local governments. The field inspections are qualitative assessments by evaluation teams. Sixteen evaluation indices were developed for documentary assessments and seven criteria were designed for field inspections. For a pilot evaluation, one region in each province excluding Jeju Do, eight regions was selected and the field inspections due to circumstances was proceeded in two regions. The results of documentary assessments indicate that most of regions are evaluated low in project performance attributable to the delay in security for sites. In the field inspections, it appears that most of the regions evaluated high at the documentary assessments got a high point from them. They also show that coordination of action plans, rather than quantitative achievements, is a base determining success of the projects.

일반농산어촌개발사업에 있어 농촌경관계획과 경관사업부문의 위상변화에 관한 연구 (Study on the Status Change in Rural Landscape Planning and Landscape Project in the General Agriculture Fishing Village Development Project)

  • Although the General Agricultural Fishing Village Development Project had a significant impact on the landscape formation and management in rural area, the rural landscape planning and project sectors was not stable by fluctuation variables. On the basic understanding the institutional status of rural landscape planning, some conclusions could be discussed as follows through the analysis of quantitative and qualitative changes and the background factors. The rural landscape plan lacked its own legal and institutional foundations, and the landscape project of the General Agricultural Fishing Village Development Project was mainly focused on the environment-improving H/W project for expanding the basic living infrastructures. In order to reflect the characteristics of the region and become independent rural landscape management, it is necessary to change the contents so that the S/W business such as the deepening landscape awareness and empowerment linked with improving the physical landscape. To this end, it is necessary to establish a foundation for the rural landscape planning system to have its own status, and it seems to seek to supplement with what is included S/W contents reflecting the context of higher level landscape planning. The landscape sector of the General Agricultural Fishing Village Development Project proved to be in the process of shrinking in both quantity and quality, despite the temporary expansion in the past. In addition, considering the distortion of the contents of landscape projects in rural sites, it seems that the rural landscape-related public project are now in a position to seek a new phase change beyond quantitative expansion. In particular, along with institutional improvements to secure the independent status of rural landscape planning that contributes to village community regeneration and social sustainability through the role of intermediary support organizations in landscape management activities. Through the integrated landscape plan, which is established in advance and led by the residents in the early stages, there is a need to change the direction to enhance meaning of the landscape planning goes beyond the facility design or space improvement.

농촌마을계획 지원을 위한 통합계획모의모형의 개발 (Development of Integrated Planning Simulation Model for Supporting Rural Village Planning)

  • This study aims to integrate the simulation models for rural settlement planning (SimRusep) in the district level (Myon) area of rural counties. The SimRusep, which has two modules of key villages selection and spatial planning for the selected villages, consists of four sub-models such as the spatial location-allocation model of center villages (SLAMCV), the potential centrality evaluation model (PCEM), the land use planning model (LUPM), and the 3-dimensional spatial planning modeller (3DSPLAM). Basically, map data of the integrated system which can be operated on the UNIX environment is inputted and treated using GIS (ARC/INFO) and then its village planning results is graphically presented on the AutoCAD. In order to verify the practical applicabilities of the SimRusep, an administrative area, Ucheon-myun, HoengSung-gun, KangWon-do, was selected as a case study area. It was well operated in the strategic application trials considering application of each sub-model in the study area. The operation results of the SimRusep showed the possibilities of realtime simulation from the selection of key village to its final stereoscopic presentation of planned results. Alternative village plan proposals can be swiftly drafted, which means very practical support for decision making process and public participation.

농촌마을 유형별 평가지표체계 구축 (Development of Evaluation Indicators System by Rural Village Types)

  • With the globalized coming of the knowledge-based society following the post-industrial period, both the crises and opportunities have been occurring together as non-special affairs, which is the same situation in Rural Korea. A crucial key for maximization of potentialities of emerging opportunities is to mobilize the multi-valuedness embedded in rural areas as one of new growth powers. In order to realize a variety of multi-valuedness of rurality, it should be needed to re-discover and re-evaluate rural resources by paradigm shift and to identify the multi-valuedness of resources systematically and scientifically. On the basis of this understanding, this study aimed at setting up the evaluation indicators system by rural village types to identify systematically the multi-valuedness embedded in rural villages in the initial step. Integrated evaluation indicators system was made with 4-level hierarchies; high-leveled one with 3 fields(society, environment, regional economy); middle-leveled one with 8 areas; lower-leveled one with 19 sub-areas; detailed indicators totally with 39 items. These indicators were divided into 12 basic indicators applied to all types and 27 specialized indicators determining the characteristics of village types.

Study on the reorganization of the legal system for an integrated forestry business

  • The forestry development policies and projects in Korea have been implemented under various related acts. These acts include the Framework Act on the National Land and Framework Act on Forestry enacted by each administration. However, there are some limitations to encourage a variety of mountain villages and forestry development policies due to duplication and overlap between the relevant acts. Nowadays, the fields of local development have evolved and become integrated not only by infrastructures but also in various fields such as multi-functional industries including tourism, green care, cultural welfare, etc. Therefore, the current legal system may not effectively accept and support various mountain village development policies and projects. This study tried to determine the necessity of reorganizing th-e related legal system through a field survey of planners, residents and analysts regarding the correlation between legal systems and projects. For these reasons, this study tried to determine the problems of the current legal system and then, suggested alternative methods related to the legal system for integrated rural development. The scope of the study is as follows: 1) correlation analysis between relevant laws and development projects and 2) field survey to determine the legitimacy and validity for the reorganization of the legal system.
