농촌지역 활성화를 위한 도시공원의 활용 - 구례군 백련제 주변 관광자원화사업을 사례로 - (The Utilization of Urban Park for the Activation of Rural Area - Focus on the Baelyeonje Nearby Tourism Resources Development, Gulye-gun-)

  • This study is conducted to propose urban park utilization and master plan in rural areas. Urban parks designed for the rural areas can be divided into three types: a themed type for rural tourism, a community type for hub regenerations and a waterfront type for using agricultural reservoirs. To use the themes and characteristics of ruralness, these types are required a multi-layered spatial structure. And ecological, cultural and economic networks of local tourism resources have to be integrated by utilizing agricultural reservoirs. Therefore, urban parks in rural areas can be defined as a part of the public benefit project aiming to revitalize the local economy. Also, urban parks are necessary to use attractions and amenities in rural areas. Based on theoretical backgrounds, this study proposed two sustainable master plans as the tourism resource development project for Baelyeonje, Gulye-gun. For ecological and cultural sustainability, this study proposed the environment restoration plan which reinforces the scenic resource of Nogodan in Mt. Jiri by developing the underdevelopment plan with consideration of the local landscape characteristics and resources. For economic sustainability, building the Mt. Jiri tourism complex and economic communities are needed to promote investments for securing mutual economic benefits. To achieve the sustainability, further studies related to the social equity and investment of private capital in rural areas are needed.

방글라데쉬 농촌 개발을 위한 케이디에이비 농업 개발사업의 평가 (The Review of KDAB Agriculture Project for the Rural Development in Bangladesh)

  • Bangladesh that is known as the poorest country of the world has the large land of fertile soil and very good environment to live, even though we think she may be very bad to live. People being habituated to that good environment, the population explosion made the people to be starven, but the treatment has been simple support without deep analysis of the root of poverty. As the result it is general that the poverty is severer and severer in spite of continuous support. For the last century Korea changed from the country of poverty and despair to that of development and hope, to be model mid vision of under development countries including Bangladesh. At this point it is necessary to look back the way of development to help them to solve their poverty problem. That is the goal of this project, and this thesis is the result of it. It is evaluated for the 1st 5 years work of the project to apply the result to the next 5 years plan. This project had been proceeded from 1. Jul. 1990 to 30. Jun. 1995 at Chilmari area of Bangladesh, with teaching and training to wake up the mentality of the people, demonstration farming and cooperative association. It was proceeded as the Agriculture project of KDAB(Korean Development Association in Bangladesh, an NGO registered to Bangladesh) supported by Good Neighbors, KOICA and many churches and individuals. Especially the teaching and training work was proceeded as the branch of the Canaan Farmer`s School of Korea with instruction and support. After the basic survey for project, the confirmation of working place and the preparation of training facility, 10 times of long term training(3 months worse, boarding) was completed, with many times of short term training, informal training, demonstration farm, various demonstrating works. The results of the work are understanding of the not of problem by participatory observation, making plan to solve it, getting the trust from the people and beginning the practical work with the trainees for development of economy and living situation. The biggest problem of Bangladesh is being understood losing the desire to solve the poverty problem and the self-confidence to be able to do it. It is the conclusion that after solving the problem of thought and mentality, the education, technology and money can be effective for development. So the 1st 5 year project is evaluated as the basic work to analyse the root of problem, to chance mentality of people and to search income source. The next goal is to promote practical living level of people. For that it is necessary to develope die mentality of people including responsibility and self-confidence by teaching and training, to educate cooperative association and technology for economical development, to proceed integrated rural development work with economical development, educational improvement and reformation of environment. It is very important result that they decided to grow poultry for main economical source of Chilmari area, to do economical development work by joint operation of poultry through cooperative association.

K-FARM 프레임워크 구축을 위한 국내외 사례 분석 및 유형분류 (Analysis on Cases and Classification of Types for the Construction of K-FARM Framework)

  • As the measures for solving problems of modern city and farming & fishing villages through mutual cooperation and complementation, this study aims to present an integrated rural area development model by changing the farming & fishing villages from a food production-focused space to a service space for the whole nation including urban residents, into the direction of creating new vitality and jobs in farming & fishing villages. In order to establish a service space that could increase the life quality and happiness of the people, this study presented the K-FARM framework types that would integrate and arrange total four themes such as rental farm, experience farm, stay farm, and management farm. In case when this K-FARM framework is applied to rural areas adjacent to cities, especially farming & fishing villages around innovative cities, there would be great effects such as expansion of exchanges between public institutions and local residents of innovative cities. Especially, the theme model classified into four types could be applied suitable for the characteristics of farming & fishing village development project district that is currently operated. Meanwhile, to realize the construction of K-FARM framework, on top of demand analysis of rental farm, it would be also necessary to additionally analyze the urban residents' demand for experience farm and management farm.

  • BIDANI는 활동-연구계획으로서 지역주민이 상부기관의 계획 입안자와 밀접한 관계를 유지하면서 자신의 활동과 포부를 프로그램에 반영토록 하는데 그 목표를 두고 있다. BIDANI는 지역차원의 종합개발 접근이며, 주민의 참여서비스로 지역종합개발계획(BIDP)을 수립한다. 지역의 상황분석, 문제점 우선순위 및 잠재자원의 확인은 주민에 의해 수행된다. 상향식 접근으로 참여 계획을 수립하고 BIDP를 공식화한다. 적절한 유인과 지원으로 지역주민의 참여를 촉진한다. 정부와 사립기관의 사업과 자원활용의 접근성과 효율성을 높힌다. 고위험영양불량 가족집단을 개발프로그램 활동에 참여케 하여 영양의 중요성을 인식케 한다. 정치 및 사회경제적 배려를 최하위 수준에 통합 시키토록 운영한다. 군/시장을 사업소장으로 임명하는 제도화를 통해 프로그램 수행과 지속성을 촉진한다. 따라서 시/군 종합개발프로그램 (C/MIDP)의 “하향식” 계획은 지역의 “상향식” 계획과 연계된다. 시/군지역개발훈련원을 설립하여 지역주재 요원과 주민의 계속 교육을 도모하는 것이 성공과 활력으로 유인하는 개발촉진 요소이다. 비정치적 부문, 즉 학술기관과 사립기관과의 기능적 연계를 강화한다.

기초 생활권 단위(시, 군)의 사업 추진실태와 개선과제 (A Case study on Structure and Mechanism of Local Development Project in Korea)

  • 이 글은 2010년 균특회계의 광특 지역회계로의 전환과 지역개발계정의 포괄보조금화 및 기초생활권 발전계획의 도입에 즈음하여 상주시와 서천군의 사례를 통하여 기초생활권 단위(시군)에서 국고보조금, 균특회계, 자체사업별로 어떤 사업이 실시되고 있고, 개선과제는 무엇인지를 살펴보았다. 장기적으로 지역개발사업의 지역적 통합(territorial integration)을 위해서는 차별성이 모호한 국고보조금과 균특회계가 통합될 필요가 있으며, 아울러 현행 7개군 24개 사업으로 되어 있는 포괄보조금 방식이 다원적 농촌개발의 개념에 걸맞게 기능적으로 재분류되어야 한다는 것이 이 글의 주요 주장이다.

배추 유전체 염기서열 해독 전략과 현황 (The strategy and current status of Brassica rapa genome project)

  • Brassica rapa is considered an ideal candidate to act as a reference species for Brassica genomic studies. Among the three basic Brassica species, B. rapa (AA genome) has the smallest genome (529 Mbp), compared to B. nigra (BB genome, 632 Mbp) and B. oleracea (CC genome, 696 Mbp). There is also a large collection of available cultivars of B. rapa, as well as a broad array of B. rapa genomic resources available. Under international consensus, various genomic studies on B. rapa have been conducted, including the construction of a physical map based on 22.5X genome coverage, end sequencing of 146,000 BACs, sequencing of >150,000 expressed sequence tags, and successful phase 2 shotgun sequencing of 589 euchromatic region-tiling BACs based on comparative positioning with the Arabidopsis genome. These sequenced BACs mapped onto the B. rapa genome provide beginning points for genome sequencing of each chromosome. Applying this strategy, all of the 10 chromosomes of B. rapa have been assigned to the sequencing centers in seven countries, Korea, UK, China, India, Canada, Australia, and Japan. The two longest chromosomes, A3 and A9, have been sequenced except for several gaps, by NAAS in Korea. Meanwhile a China group, including IVF and BGI, performed whole genome sequencing with Illumina system. These Sanger and NGS sequence data will be integrated to assemble a draft sequence of B. rapa. The imminent B. rapa genome sequence offers novel insights into the organization and evolution of the Brassica genome. In parallel, the transfer of knowledge from B. rapa to other Brassica crops would be expected.

전공별 관점에서 본 외부공간계획의 평가요소 (Evaluation Factors for Exterior Space Planning from the Perspective of Each Major)

  • As the complexity and diversity of modern urban development increases, the importance of external space planning in urban development projects is growing. This study analyzes the importance and characteristics of each major to enhance the utility value of external space, which aims to improve the efficiency of external space planning and ultimately improve the quality of life of residents. To this end, we reviewed relevant literature, legal guidelines, checklists, and guidelines, and derived 17 external space indicators through expert surveys and FGIs, and organized them into five major categories: accessibility, connectivity, suitability, stability and locality, and landscape planning through FGIs with experts in architecture, urbanism, and landscape architecture. As a result of the analysis, urban planning and design majors prioritized planning that considers the hierarchy and characteristics of the landscape structure, securing public space through the connection of open spaces and pedestrian paths, and connecting organic and three-dimensional buildings, streets, and parks; architectural planning and design majors prioritized harmony with the surrounding environment, securing public space through the connection of open spaces and pedestrian paths, and connecting organic and three-dimensional buildings, streets, and parks; and landscape (environmental) and landscape majors prioritized harmony with the surrounding environment, connecting with adjacent buildings, streets, parks, and green spaces, and planning with integrated landholdings. This emphasizes that urban development projects should secure publicness and integration through harmonious connections with adjacent buildings, streets, parks, and green spaces. This study developed evaluation indicators for evaluating the external space planning of urban development projects and quantified them through the hierarchical analysis method (AHP), which will be useful for future policy formulation and practical application in the fields of urban planning and design, architectural planning and design, landscape (environment), and landscape architecture.

작물생산정보시스템을 위한 컴포넌트 기반 개발 방법론 MCPI에 관한 연구 (A Study on the Component Based Development Methodology : MCPI for Crop Production Information System)

  • 우리나라 농촌의 발전전략중 하나인 정밀과학 기술농업실현을 위해서는 작물별 통합기술정보시스템이 필요하다. 이 시스템은 웹 기반으로 작물생산자와 기술조언자를 위한 협업시스템이어야 하며, 실시간 정보 분석 및 지식제공이 가능하여야 한다. 본 논문에서는 상기 특성과 농업 분야 작물생산정보시스템이라는 특징을 가지고 이를 지원하는 작물 컴포넌트 등의 개발을 위한 방법론을 만들었다. 특별히 기존의 대단위 프로젝트에 적합한 마르미-III 방법론을 작물생산정보시스템을 위한 컴포넌트의 개발 특성에 적합하게 재조직화 하여 MCPI(Method for Crop Production Information system)를 제시하였다. 또한 현실문제의 적용가능성을 파악하기 위하여 MCPI에 기초하여 작물생산정보시스템 컴포넌트의 프로토타입을 개발하고 평가하였다. 평가결과 타 방법론과 비교하여 농작물분야에 최적화된 단위 컴포넌트 개발방법론이라는 것을 확인하였으며 비교결과를 논문에 기술하였다.

지속농업을 위한 벼 재배 농민의 병해충 종합관리사업에 관한 KAP 수준 (A Study on the Korean Rice Farmer's KAP of the Integrated Pest Management Project for Sustainable Agriculture in Korea)

  • The objectives of this study were (1) to analyze the degree of rice farmers' knowledge, attitude and practice (KAP) of the Integrated Pest Management (IPM), (2) to determine the related variables for decisions on pest control, and (3) to indicate desirable direction for IPM farmers' field training. The study was carried out through a questionnaire method and sane interviewing survey of 300 rice farmers by the IPM trainers who participated in IPM training in 1994 or 1995. The data were collected from 268 respondents to the questionnaire consisted of KAP and related variables. The major findings of the study were as follows: 1. The KAP score of the farmers concerning IPM were 71 for knowledge, 76.2 for attitude and 74 for practice on average. 2. The KAP score was higher for farmers cultivating larger land size and for those with more participation in IPM training. Also the KAP was higher for the members of the Rural Leaders Association and Future Farmers Association than any other groups. 3. The IPM farmers had strong positive attitudes towards the resistant rice varieties. However, the practical pest control rate of the IPM farmers was low for conservation of natural enemies, timely control following occurrence and plant compensation what few pest were presence in the paddy field. 4. The KAP Score on the economic threshold level and safe pesticide use was relatively low for elder farmers and for those with lower educational background. Most farmers preferred calendar spraying methods for preventive pest control to any other method of pest control. Knowledge was relatively low on pesticide and environmental contamination. 5. Decision making on pest control depends on the extension officer and rural leader's opinion. The survey method for pest occurrence by directly counting pest in the field was only 22.9% among the farmers of this study. 6. Most farmers used pesticide for preventive pest occurrence even when pest didn't occur in their field. The average number of pesticide applications per cropping season in rice field was 3.7 times, and the number of mixed pesticides per application was 4.3 kinds of pesticides. Also 6 recommendations were made in this study for improvement of IPM farmer's training.

Investments on Pro-poor Development Projects on Goats: Ensuring Success for Improved Livelihoods

  • The elements that determine the success of development projects on goats and the prerequisites for ensuring this are discussed in the context of the bewildering diversity of goat genetic resources, production systems, multifunctionality, and opportunities for responding to constraints for productivity enhancement. Key determinants for the success of pro-poor projects are the imperatives of realistic project design, resolution of priorities and positive impacts to increase investments and spur agricultural growth, and appropriate policy. Throughout the developing world, there exist 97% of the total world population of 921 million goats across all agroecological zones (AEZs), including 570 breeds and 64% share of the breeds. They occupy a very important biological and socioeconomic niche in farming systems making significant multifunctional contributions especially to food, nutrition and financial security, stability of farm households, and survival of the poor in the rural areas. Definitions are given of successful and failed projects. The analyses highlighted in successful projects the value of strong participatory efforts with farmers and climate change. Climate change effects on goats are inevitable and are mediated through heat stress, type of AEZ, water availability, quantity and quality of the available feed resources and type of production system. Within the prevailing production systems, improved integrated tree crops - ruminant systems are underestimated and are an important pathway to enhance C sequestration. Key development strategies and opportunities for research and development (R and D) are enormous, and include inter alia defining a policy framework, resolution of priority constraints using systems perspectives and community-based participatory activities, application of yield-enhancing technologies, intensification, scaling up, and impacts. The priority for development concerns the rainfed areas with large concentrations of ruminants in which goats, with a capacity to cope with heat tolerance, can be the entry point for development. Networks and networking are very important for the diffusion of information and can add value to R and D. Well formulated projects with clear priority setting and participatory R and D ensure success and the realisation of food security, improved livelihoods and self-reliance in the future.
