Review and Discussion on Policy and Legal System for River Environments Management in Korea (국가 하천환경관리 체계의 검토와 고찰)

  • This study was carried out to review the guidelines being used by law and national policy concerned on river environments management and suggest the applicability of newly developed river environment assessment system. In the current legal system, the national river environment management system is insufficient in securing an independent status in the legal institutional system which is separated to the Ministry of Land, Transport and Infrastructure and the Ministry of Environment. And the river environment assessment system of the national standard, which is a core matter, has not been established yet. In particular, there is a lack of integrated approach between the upper and lower plan or related plans on water resources, water quality, river environment and aquatic ecosystem management. In addition, the consistency and effectiveness as the process of planning and design according to the current status and comprehensive analysis and evaluation of the river environment were not secured either. To integrate national river environment management system and improve efficiency, I proposed the establishment of hierarchy and connection between national river plans, and the adoption and application of developed assessment system based on characteristics of river environment in Korea. Finally, I proposed the separated application with dividing the developed assessment system including the naturalness of river environment and suitability of water friendly activity into both assessment method for management plan of water resources of river basins & basic river plan respectively.

Interoperability of OpenGIS Component and Spatial Analysis Component (개방형 GIS 컴포넌트에서의 공간분석 컴포넌트 연동)

  • Recently, component-based software has become main trends in designing and developing computer software products. This component-based software has advantage of the interoperability on distributed computing environment and the reusability of pre-developed components. Also, GIS is designed and implemented with this component-based methodology, called Open GIS Component. OGC(OpenGIS Consortium) have announced various implementation and design specification and topic in GIS. In GIS, Spatial analysis functions like network analysis, TIN analysis are very important function and basically, estimate system functionality and performance using this analysis methods. The simple feature geometry specification is announced by OGC to increase the full interoperability of various spatial data. This specification includes just geometry spatial data model. However, in GIS which manages spatial data, not only geometric data but also topological data and various analysis functions have been used. The performance of GIS depends on how this geometric and topological data is managed well and how various spatial analyses are executed efficiently. So it requires integrated spatial data model between geometry and topology and extended data model of topology for spatial analysis, in case network analysis and TIN analysis in open GIS component. In this paper, we design analysis component like network analysis component and TIN analysis component. To manage topological information for spatial analysis in open GIS component, we design extended data model of simple feature geometry for spatial analysis. In addition to, we design the overall system architecture of open GIS component contained this topology model for spatial analysis.

A Study on the Change of Urban Spatial Configuration by Large Scale New Residential Area Development -Focused on the New Residential Area Development of Dongnae Township, Chuncheon City- (대규모 신 주거단지 개발에 의한 도시공간구조의 변화에 관한 연구 -춘천시 동내면 신 주거단지 개발을 대상으로-)

  • This research predicted the change and characteristics of space structure by new residential area development through objective and quantitative analysis of urban spatial configuration using space syntax and associated the prediction with the city status statistics data and quantitative analysis, and the results are summarized as follows: (1) If large scale new residential area of Dongnae township proceeds to be developed according to present plan, accessibility to the new residential area will drop, and also as the outside space ripple effects by new residential area development also are anticipated small, the new residential area apprehensibly will not succeed to play the role of integrating the entire city structurally, but will cause structural problem, severing the city structure. (2) If the city planned road between existing urban center planned based on 2004 Chuncheon city plan overall drawing and main road which is the entrance road of the planned new residential area is developed together, the accessibility to the entire space of Chuncheon city and the new residential area will be easy, allowing the new residential area properly integrated into the entire space of Chuncheon city, consequently giving a prediction that classification of land use between the central part of Chuncheon city and surrounding residential area would become conspicuous.

Regional Ecological Network Design for Wild Animals' Movement Using Landscape Permeability and Least-cost Path Methods in the Metropolitan Area of Korea (경관투과성 및 최소비용경로 분석을 통한 수도권 지역의 광역생태축 구축 연구)

  • As populations inhabiting in natural ecosystem are fragmented by artificial barriers and habitats are destructed by development, extinction possibility of species is getting higher. It is necessary to design and to manage conservation areas and corridors considering animals' movement and migration for sustainable species diversity in present circumstances. 'Least-cost modeling' is one commonly employed approach in which dispersal costs are assigned to distinct habitat types and the last-costly dispersal paths among habitat patches are calculated using a geographical information system (GIS). This study aims to design ecological corridor using least-cost path method and to apply it to a regional ecological network considering movability of medium-large size mammals. This study was carried out over the metropolitan area, which has been deforested by rapid urbanization. Nevertheless there is connected with Gangwon province, Baekdudaegan mountain range and DMZ, considered where many forest species can migrate to this region. This study employs such an approach to develop least-cost path models for medium-large size mammals, have inhabited for this entire region. Considering those species, two forest areas as a source of species supply and forest areas more than 1,000ha are selected as focal forest areas. Movement and migration paths from species supply sources to focal forest areas are calculated by applying landscape permeability theory using land cover map, road density map and land slope map. Results showed least-cost paths from species supply sources to focal forest areas on two species. Wildcat and roe deer are different in some least-cost paths caused by their landscape permeability but paths show generally same specifics. The result of considering regional distribution of expected movement and migration paths to regional ecological network, low altitude mountains of western metropolitan area are evaluated important area for species connectivity. In national or regional levels ecological connectivity is essential to promote species diversity and to preserve integrated ecosystem. This study concludes that developing least-cost models from similar empirical data could significantly improve the utility of these tools.

An inventory and prospect on the half a century of cultural and historical geography in Korea (한국 문화 . 역사지리학 50년의 회고와 전망)

  • The so-called Cultural and Historical Geography, sometimes called even as the Historical and Cultural Geography, has been defined as an interdiscipline that encompasses several disciplines in Korea. Scholars with various academic background have participated in the academic activity of the Association of Korean Cultural and Historical Geographers that was organized in the late 1980s. The academic majors of these participants are cultural geography, historical geography, history of geography, urban geography rural geography, economic geography, social and economic history anthropology, landscape architecture, and so on. It was in the 1960s that articles about the Cultural and Historical Geography appeared for the first time in the major academic journals in Korea. The pioneers of publishing these articles in the 1960s continued to conduct their research, while training students majoring in the Cultural and Historical Geography in the 1970s. All of these pioneers and their students were very active in the formation of identity vrith the Cultural and Historical Geography In the 1980s. Cultural and Historical Geography in Korea took a great leap forward both in quantity and in quality. The number of articles in the journal increased substantially, and the range of research theme and methodology extended in a great deal. It was also in the late 1980s that the Association of Korean Cultural and Historical Geographers was organized in Seoul, Korea, and this association began to publish a professional journal named Cultural and Historical Geography once a year. In the 1990s, single-authored books dealing with Korean Cultural and Historcial Geography began to appear in public as textbooks or research monographs. These books are expected to speed up the spread of Cultural and Historical Geography in Korea. If it continues to grow further both in quantity and in quality as it has been, Cultural and Historical Geography in Korea will be able to stand as an independent academic field in the future. Until then, however, it cannot but avoid its mission to contribute to an integrated development of human geography in Korea. It has already gained not only its own merit in the humanistic perspective but also its own strength in its synthetic understanding.

Performance Analysis of Noncoherent OOK UWB Transceiver for LR-WPAN (저속 WPAN용 비동기 OOK 방식 UWB 송수신기 성능 분석)

  • IEEE802.15.4a, which is started to realize the PHY layer including high precision ranging/positioning and low data rate communication functions, requires a simple and low power consumable transceiver architecture. To satisfy this requirements, the simple noncoherent on-off keying (OOK) UWB transceiver with the parallel energy window banks (PEWB) giving high precision signal processing interface is proposed. The flexibility of the proposed system in multipath fading channel environments is acquired with the pulse and bit repetition method. To analyze the bit error rate (BER) performance of this proposed system, a noise model in receiver is derived with commonly used random variable distribution, chi-square. BER of $10^{-5}$ under the line-of-sight (LOS) residential channel is achieved with the integration time of 32 ns and signal to noise ratio (SNR) of 15.3 dB. For the non-line-of-sight (NLOS) outdoor channel, the integration time of 72 ns and SNR of 16.2 dB are needed. The integrated energy to total received energy (IRR) for the best BER performance is about $86\%$.

  • Shipbuilding is a kind of ETO(Engineering To Order) industry which designs and produces a product in accordance to various requirement of customers, rules and regulations. Recently, the number of ordered ships has been increased by up to two or three times in each domestic shipyards. Most shipyards have been adopted 3D ship CAD, ERP(Enterprise Resource Planning) and APS(Advanced Planning System) to get an efficient product development and manufacturing system. However, not only the effective operation of 3D ship CAD, ERP and APS but also the production efficiency can be achieved only if product information management which can manages the product data is implemented in an integrated environment. Present study has suggested a systematic approach to implement a PLM system to manage the product data in early design shipbuilding. Also, a prototype of PLM is implemented to manage the product data in a basic ship-design. In the prototype system, a product structure and architecture of PLM is considered.

Odysseus/m: a High-Performance ORDBMS Tightly-Coupled with IR Features (오디세우스/IR: 정보 검색 기능과 밀결합된 고성능 객체 관계형 DBMS)

  • Conventional ORDBMS vendors provide extension mechanisms for adding user-defined types and functions to their own DBMSs. Here, the extension mechanisms are implemented using a high-level interface. We call this technique loose-coupling. The advantage of loose-coupling is that it is easy to implement. However, it is not preferable for implementing new data types and operations in large databases when high Performance is required. In this paper, we propose to use the notion of tight-coupling to satisfy this requirement. In tight-coupling, new data types and operations are integrated into the core of the DBMS engine. Thus, they are supported in a consistent manner with high performance. This tight-coupling architecture is being used to incorporate information retrieval(IR) features and spatial database features into the Odysseus/IR ORDBMS that has been under development at KAIST/AITrc. In this paper, we introduce Odysseus/IR and explain its tightly-coupled IR features (U.S. patented). We then demonstrate a web search engine that is capable of managing 20 million web pages in a non-parallel configuration using Odysseus/IR.

Implementation of Smartphone Adaptor for Real-Time Live Simulations (실시간 Live 시뮬레이션을 위한 스마트폰 연동기 구현)

  • Defense M&S for weapons effectiveness is a realistic way to support virtual warfare similar to real warfare. As the war paradigm becomes platform-centric to network-centric, people try to utilize smartphones as the source of sensor, and command/control data in the simulation-based weapons effectiveness analysis. However, there have been limited researches on integrating smartphones into the weapon simulators, partly due to high modeling cost - modeling cost to accomodate client-server architecture, and re-engineering cost to adapt the simulator on various devices and platforms -, lack of efficient mechanisms to exchange large amount of simulation data, and low-level of security. In this paper, we design and implement Smartphone Adaptor to utilize smartphones for the simulationbased weapons effectiveness analysis. Smartphone Adaptor automatically sends sensor information, GPS and motion data of a client's smartphone to a simulator and receives simulation results from the simulator on the server. Also, we make it possible for data to be transferred safely and quickly through JSON and SEED. Smartphone Adaptor is applied to OpenSIM (Open simulation engine for Interoperable Models) which is an integrated simulation environment for weapons effectiveness analysis, under development of our research team. In this paper, we will show Smartphone Adaptor can be used effectively in constructing a Live simulation, with an example of a chemical simulator.

Characteristics of Korean Inshore Fishing Boats (한국(韓國) 연근해어선(沿近海漁船)의 특성(特性))

  • Korean fisheries industry holds 57,255 boats amounting to 269,079 tons in gross as of the end of 1967. The boats of the size under 30G.T., about sixty-two per cent of the total in tonnage, are utilized in coastal and their contribution to the total production of Korean fisheries industry is estimated at over seventy-five percent. Hull forms and construction method of them are partly in transition stage to the western tradition from the oriental tradition, which employs the chine-type straight-framed section, and tick and wide wooden planking fastened on naturally bent timber frames. And only about a half of them are mechanized. About fifty-seven per cent, 7,525 boats amounting to 91,751 gross tons, of the coastal and inshore fishing boats are those of the size ranging 5G.T. to 30G.T., which are engaged mostly in draft-and gill-netting, angling, longlining, anchovy seining, squid fishing and set-netting. The important fishing boats forming main structure of the inshore fishing fleets can be classified as 5G.T.-class multi-purpose boats, 10G.T.-class angling/longlining boats and 20G.T.-class drift-/gill-netters mostly utilized in the east-sea, 15G.T.-class anchovy seiner in the south-sea-sea, 20G.T.- and 28G.T.-class stow-netters in the west sea. Each of the three sea regions, east, south, and west, of Korean water has distinctly different characters from one another in topography, geology and sea aspects, and consequently in marine resources, fishing grounds and fishing tactics desired. Hence, the finishing boats in each sea region have also their own characters in hull form, structural features, deck design and equipments. In this report, analyzing the characteristics of the existing inshore fishing boats ranging 5G.T. to 30G.T. in size from view points of naval architecture and engineering, the author made an integrated investigation of their characteristics, covering size and principal dimensions, hull form, deck design, structural features and mechanization, in close connection with the natural circumstances of Korean water and local techno-socio-economic problems, and, finally, made some suggestions for the rational improvement or modernization of the inshore fishing boats. Further details of the characteristics of Korean inshore finishing boats are referred to the drawings of them compiled by the author and given in the reference[23] listed at the end of this report.
