  • The aim of this study was to determine how to improve smart working in South Korea. Smart working has recently become a key issue in e-government and flexible working studies. Smart working can improve public servants' quality of life and job performance. However, institutional, managerial, and infrastructural conditions that support smart working must be implemented for smart working arrangements to be successful. Therefore, this study analyzed the impact of institutions, management, and infrastructure on the effectiveness of public servants working in smart working conditions. The results showed that institutional, managerial, and infrastructural factors have a significant impact on the effectiveness of civil servants working in smart working conditions. Institutional and infrastructural factors also influenced organizational effectiveness. These findings have implications for how to manage smart working in the public sector in South Korea.

  • This study is to establish a national vision of the hydrogen economy and design a roadmap to materialize it. A goal is set to supply 15% of final energy consumption with hydrogen energy in Korea by 2040. Selecting the transportation sorter as the main target, more than 50% of vehicles on the road will be replaced with fuel cell vehicles (FCVs) while $20{\sim}30%$ of electricity demand in the residential and commercial sectors might be replaced with power generation by fuel cells. If this goals were attained as planned, primary energy demand would be reduced by 9%, resulting in improved energy mix in which fossil fuel consumption is greatly reduced whereas renewable energy increases by 47%. Furthermore, GHG emissions will be reduced by 20% and self-sufficiency in energy is enhanced up to 23%. If the hydrogen economy is to materialize, the government needs to implement institutional arrangements such as new legislations, organizations, and fiscal measures to facilitate the process. In addition, the private sector's participation is highly recommended to mobilize fund needed for the huge investment to build an infrastructure in preparation for the hydrogen economy. Arrangements for codes and standards are also required to promote industrialization of fuel cells and hydrogen production and consumption.

  • The purpose of this study is to explain changes in the mode of labor brought abut with the advance of information society and to suggest policies for the success of teleworking. It is likely that more and more people in advanced countries will be involved in some form of teleworking office workers use computers for handling dat, which is then transmitted over a telecommunications like to client or employer located some distance away. Though teleworking is becoming populer rapidly, it still has many problems to solve. In the conclusion, the paper suggests some measures to be taken for a successful teleworking system. (1) The first step is to establish a special team for the teleworking pilot. And probably the telework center will be most useful type for the pilot. (2) Some protections for teleworkers should be designed against discrimination in employment and occupation. (3) Some institutional arrangements such as tax benefits and incentive system are required for the success of teleworking system. (4) Maintaining competitiveness-faster services and lower cost-should be the first priority. (5) There should be a retraining and education system in the national level for the teleworkers to learn new IT applications.

A Study on the Current Status of Mountain-Grown Ginseng

  • For the current study, 2,000 questionnaire sheets were printed and distributed while at the same time postal questionnaires were also conducted. The questionnaire survey was conducted July 25 through September 25, 2008, whereby 206 copies of desirable responses were secured. Analysis of the survey made it possible to grasp the overall current status and prospects of the mountain-grown ginseng business, and the level of technology required for cultivating mountaingrown ginsengs. It was learned that, with no legal and institutional arrangements now in force, no precise facts and figures concerning the total area cultivated and the quantity produced are currently available, and that the products are being marketed under the table. Under such circumstances, it is high time for the mountain-grown ginseng cultivation business to contribute to the promotion of incomes of the farming households and the generation of national wealth by developing the business into a systematic industry. This study conducted a survey on the current status of mountain-grown ginseng producers and of their production, thereby contributing to the introduction of policies for mountain-grown ginsengs.

  • 이 논문은 2002년도 부경대학교 수산경영학과 박사학위논문(A Study on Institutional Arrangements for Quota-Based Management : The Case of China's Marine Capture Fisheries)의 일부이다. 이 논문의 기본목적은 취터제에 기초한 중국의 어업관리를 위한 제도적인 틀을 세우고자 하는데 있으며, 이런 목적을 달성하기에 위해 이 논문은 다음과 같이 구성하여 연구를 진행시켰다. 제1장은 연구목적과 문제의 제기에 이어 제2장에서는 중국 해양어업의 개발과 이에 따른 문제점을 분석하였으며, 여기에서 궈터제에 기초한 어업관리정책의 제도적 제안을 함과 동시에, 제3장에서는 중국 해양어업의 현실과 중국 사회의 일반적인 현상을 분석하여 제4장을 통해 쿼터제에 기초한 중국의 어업관리를 위한 제도적 프레임러크를 제안하였다. 마지막으로 본 논문을 요약하고 향후 계속되어야 할 연구과제를 제시하였다. 본 논문의 중요한 연구 결과는 다음과 같다. 현재 중국 수산업의 관리체제는 질적 규제 중심 관리제도, 그리고 정부 주도하의 어업관리 과정으로 특징지을 수 있다. 이러한 명령과 통제 (command-and-control) 방식의 전통적인 중국어업 관리제도로서는 어업인들에게 있어서 자원 보존에 대한 동기와 제도에 대한 수용성을 약화시키며, 정부 규제를 오히려 무시하게 되는 결과를 초래한다. 결과적으로 현형 중국의 어업관리제도는 어업인에게 있어서 자원 보전에 대한 유인을 약화시키고 단기적인 수익을 극대화하도록 유도하는 맹점을 지니므로 인해 더 이상 지속적인 어업성립의 보장을 할 수 없다는 점을 지적할 수 있다. 중국정부는 이러한 어업관리제도의 불완전성을 인식하여 2000년 10월 31일에 1986년 에 제정된 수산업법을 개정하게 되었으며, 새로운 중국의 수산업법은 어업 허가제도와 함께 할당량제에 기초한 어업관리제도를 국가가 운영하는 것으로 특징지을 수 있다. 그러나 아직까지 중국은 할당제에 근거한 어업관리제도를 미실시중에 있으며, 그 내용도 애매모호한 점을 많이 가지고 있다. 또한 중국의 절대적 어획량은 현재 논란의 여지로 남아있고, 거대 어업 인구의 근본적인 요구와 중국 어선의 국제적인 경쟁력, 그리고 유어(遊漁)에 대한 사회적 요구 등도 중국의 수산정책이 채결해야 할 과제이다. 위에서 고찰한 내용을 기초로 하여 우리는 중국의 쿼터제에 기초한 어업관리에 대해 다음과 같은 몇 가지를 제안한다. 중국 연근해어업에 있어서 할당제 모형에 참가하는 어업 참여자들의 유형은 세 가지로 구분할 수 있다. 첫째는 어촌에 거주하면서 생존수단으로 소규모 어업에 종사하는 경우이고, 둘째는 유어어업의 경우이며, 셋째는 상업적 목적으로 어업에 종사하는 집단으로 나눌 수 있다. 이러한 세 집단을 하나의 제도의 틀로 통합하기 위해서는 국가의 총허용어획량(TAC)을 총 어촌 허용어획량(TAIVCs)과 총 허용 유어 어획량(TARCs) 및 총허용 상업적 어획량 (TACCs)의 세부문으로 나눌 것을 제안한다. 그리하여 다시 TAFVCs와 TARCs, 그리고 TACCs는 어촌별 어획량(ITCQs), 개별 유어 회사별 어획량(IRCQs), 그리고 양도 가능한 개별 상업적 어획량(ITCQs)으로 나누어 관리하도록 한다. 이와 같이 중국의 국가 총허용어획량(TAC)을 IFVQs와 IRCQs, 그리고 ITQCQs의 세부문으로 구분하여 할당하고, 여기에 기초하여 어업을 관리하는 것은 중국에 있어서 사회적 형평성과 경제적 효율성과의 상충관계를 고려하여 고안된 것으로, 중국에 있어서 수산업을 통한 경제적 및 사회적 효과를 동시에 기대할 수 있을 것이다.

Family, State, and Community Sources of Income Stability (가족.국가.공동체의 소득 안정화 효과 분석)

  • Aggregate income stability depends heavily on labor market institutions that stabilize or de-stabilize earnings. But, with the expansion of sate welfare programmes, public income transfers are also important sources of income stability for individual and families. Moreover, income stability is determinant factor of individual and family well being, there are another strategies of income stability in society. Family-based and community-based strategies are particularly important. Accordingly, the distribution of income stability in a given society depends on such institutional arrangements as market, family, state, and community. The purpose of this study is to analyse the income stabilizing role of family, state, and community. I found that stabilizing effect of the family and community was very strong in Korea. When institutional features of labor market and the state leave individuals exposed to market risk, they may be respond by relying more on family-based or community-based strategies of income stabilization. But, I can't deny the possibility of an inadequacy of these strategies in according to the rapid changes of family structures and informal networks. Therefore, state-based strategies of income stabilization should be more strengthened in Korea.

Calculation of Carbon Stocks on Korean Traditional House (Hanoks) in Korea

  • This study analyzes the contribution of hanok that construction in reducing greenhouse gas (GHG) emissions in Korea by calculating the carbon storage of hanoks and comparing it to different housing types in Korea. The hanok is a traditional Korean house. And it were first designed and built in the $14^{th}$ century during thd Joseon Dynasty. According to our results, the number of hanoks in 2016 was approximately 547,085 which was accounting for 7.8% of the total construction market, This study found Gyeongbuk with 95,083, Jeonnam with 88,981, Gyeongnam with 76,388 and Seoul with 43,519 hanoks. According to the GHG Inventory Report for 2016, Korea's total annual GHG emissions amounted to 650 million $tCO_2$, with the carbon stocks in hanoks amounting to 19.2 million $tCO_2$. This accounts for 2.8% of Korea's total GHG emissions and 46.1% of the carbon absorbed by forests. Our results show that hanoks store four times more carbon than light-frame-wood-houses, and 15 times more carbon than concrete-reinforced and steel-frame houses. The main factors causing the hanok industry slowdown are the high construction costs, lack of government support, and insufficient knowledge of hanok architecture. Therefore, to further increase the carbon stock of hanok, more research is needed to improve the technical use of wood and reduce construction of the hanok and prepare legal and institutional arrangements related to hanok industry.

Residents' Preference for Spatial Features in Sitting Areas at Assisted Living Facilities - Focused on direct or indirect social interaction for older adults -

  • This study investigated residents' preferences for spatial features of sitting areas in assisted living facilities, and provides recommendations for planning sitting areas to support residents' spatial preferences and social interaction. The study participants were 69 residents of eight assisted living facilities (30+ resident capacity), located in south central Texas. A photographic comparison method was used, in which residents were shown 20 matched pairs of photos, with a single feature digitally modified in each pair, and asked to select which environmental representation they preferred. The hypothesized spatial characteristics were identified in practice based literature as those that may encourage usage of sitting areas: viewability, variety, homelikeness, and privacy. Most of the hypothesized features were preferred by participants, with the highest preference found for non-institutional furniture arrangements and naturalness, followed by increasing enclosure and variety of seating. Preference was less significant for domestic cues such as carpeted floors, divided light windows, and boundaries defined by different colored material or columns, possibly due to their physical impairments or preference for visual openness. Participants' level of mobility assistance was significantly related to their preference for some features, such as seating with people-watching capability, and carpeted floors. The findings have implications for facility architects and administrators engaged in resident-oriented spatial planning.

  • Recent criticisms of the conduct and use of risk assessment by regulatory agencies have led to a wide range of proposed remedies, including changes in regulatory statutes and the development of new methods for assessing risk. The mandate to this Committee was more limited. Our objective was to examine whether alterations in institutional arrangements or procedures, particularly the organizational separation of risk assessment from regulatory decision-making and the use of uniform guidelines for inferring risk from available scientific information, can improve federal risk assessment activities. Before undertaking to determine whether organizational and procedural reforms could improve the performance and use of risk assessment in the federal government, the Committee examined the state of risk assessment and the regulatory environment in which it is performed. In this chapter, we define risk assessment and differentiate it from other elements in the regulatory process, analyze the types of judgments made in risk assessment, and examine its current government context. Because one chronic health hazard, cancer, was highlighted in the Committee's congressional mandate and has dominated public concern about public health risks in recent years, most of our report focuses on it. Furthermore, because activities in four agencies--the Environmental Protection Agency (EPA), the Food and Drug Administration (FDA), the Occupational Safety and Health Administration (OSHA), and the Consumer Product Safety Commission (CPSC)--have given rise to many of the proposals for changes in risk assessment practices, our review focuses on these four agencies. The conclusions of this report, although directed primarily at risk assessment of potential carcinogens as performed by these four agencies, may be applicable to other federal programs to reduce health risks.
