This research examines performance evaluatees' opinions regarding the current institutional performance evaluation systems of Government S&T Research Institutes (GRIs). Under the current evaluation systems, twenty GRIs are grouped into three Research Groups and each Group has its own evaluation systems. One problem of the current institutional evaluation systems is that the systems cannot reflect individual GRIs' characteristics. The following methods are used. First, based on four perspectives of Kaplan & Norton(1992)'s Balanced Scorecard(BSC) model, six perspectives appropriate to GRUs' characteristics are derived. Second, experts classify current performance evaluation measures into the six perspectives. This enables different evaluation systems of three GRI Research Groups to be compared under the same evaluation measures. Third, GRIs' evaluatees are asked to allocate appropriate weights on the performance measures. Evaluatees' weights of a GRI are compared with average weights of the related Group. Finally in every BSC's perspective, GRIs that have extraordinarily over-scored or under-scored weights are analyzed in terms of GRIs' missions, customers, capability of human resources, etc. In the Basic Research Group, the Korea Basic Science Institute is deviated in the financial perspective and the strategic direction perspectives. In the Public Research Group, Korea Institute of Construction Technology is significantly different from other GRIs in three perspectives. Five out of eight GRIs in the Industrial Research Group, GRIs are significantly different each other in several perspectives. It could be concluded that the current institutional evaluation systems are least appropriate in measuring performance of the GRIs of the Industrial Research Group.

In order to analyze the organizational performance of government-funded research institutes, four independent variables (organization size, organization age, evaluation system, organization location) and goal ambiguity were empirically analyzed. Although there are existing studies on institutional evaluation, which is the organizational performance of government-funded research institutes, there are differences in research in that it is an empirical analysis analyzed from the perspective of goal ambiguity and that the evaluation system, which is the specificity of institutional evaluation, is included in the analysis. As a result of the analysis, organizational location was the only independent variable that had a direct significant effect on organizational performance, and goal ambiguity showed a significant mediating effect for all independent variables. This indicates that goal ambiguity plays an important role in the organizational performance of government-funded research institutes, and to reduce this, increase the size of the organization, pay attention to establishment of the organization for organizational age, and that it is desirable to have an independent research group in the government department for the organization location. In addition, it was supported that the improvement effect of the evaluation system is proceeding in a desirable direction in terms of goal ambiguity.
This research examines the relationship between the characteristics of Government S&T Research Institutes (GRI) and their institutional performance evaluation system. First, based on Kaplan & Norton (1992) Balanced Scorecard Model, six perspectives suitable to Korean GRI are derived. Second, personnel who works on evaluation job classified current performance measures into the six perspectives. Analyzing comparative weights of individual perspectives, the characteristics of performance evaluation systems among institutes are derived and compared with their missions. The results are as follows: First, GRI evaluation systems put most weight on the customer perspective and least weight on the financial perspective. This result complies with Korean GRI's missions and strategies as well as findings of foreign cases. Second, Basic-technology GRI group relatively more priotizes long-term customer perspective, while Applied-technology GRI Group relatively more priotizes short-term customer perspective. Public-technology GRI Group is located in the middle in terms of priority of customer perspectives. Third, for three yews (2000-2002), performance measure weights of Basic-technology Group are changed much less than those of the other two groups. Further research are needed for reasons of drastic changes for Applied-technology and Public-technology groups and some abnormally high and low measure weights.
As a means to address the modes of developing institutional evaluation system aimed at improving performances of GRIs, this study looked into the influential relations where institutional evaluation system has an impact on receptivity of evaluation outcomes and performances of institutes optimize their performances. After making analysis, it was confirmed that the National Research Council for Economics, Humanities and Social Sciences' institutional evaluation system for GRIs had a positive (+) influence on performances of research institutes, and receptivity of evaluation outcomes is related to performances of research institutes. In addition, it was also confirmed that institutes with high performances, in general, have high level of receptivity of evaluation outcomes along with positive recognition of institutional evaluation system. However, weaknesses of the Council's institutional evaluation system for GRIs resulted in low level of receptivity amongst GRIs, and thus there is limitation on the government and the Council in the active utilization of evaluation outcomes. Finally, it addressed the limitations and areas for improvement in relation to research outcomes.

Objectives: The purpose of this study is to objectify the level of case management performance and the factors influencing performance, to improve the case management performance at the Korea Worker's Compensation & Welfare Service (KWCWS) on the basis of the recognition of the objective realities of case management by job coordinators at the KWCWS, to develop a model of case management fit for the KWCWS, and to provide a basis for establishing guidelines for standardized case management. Methods: A total of 156 questionnaires were distributed to job coordinators at the KWCWS's headquarters, six regional headquarters, and 55 branches. One hundred forty-one questionnaires were collected and 126 were analyzed statistically using SPSS 21.0. Factor analysis and reliability analysis were conducted to verify the validity and reliability of the main measurement items in the research model. Frequency analysis was conducted for general characteristics of survey subjects. Frequency analysis or descriptive statistics were conducted to identify the level of independent variables (case manager's individual variables, job variables, institutional and organizational variables). Dependent variables (case management performance) and the degree of correlation were analyzed through correlation analysis between research variables. Multiple regression analysis and hierarchical regression analysis were conducted to examine the effect of independent variables on case management performance. Results: The results of the study showed that the level of overall performance in the five stages of case management was ordinary, with an average level of 3.45 on a 5-point scale. Levels of performance by step were institutional approach and intake (3.69), assessment (3.63), goal setting and intervention planning (3.46), implementation of intervention plan (3.32), and evaluation and termination (3.20), in that order. The explanatory power of case management performance (overall) by case managers with the KWCWS was case manager's institutional and organizational variables, job variables, and individual variables, in that order. At each stage of case management, the explanatory power of a case manager's institutional and organizational variables was found to be the greatest. The model changes at each stage of case management assume similar aspects statistically. In hierarchical regression analysis, it was institutional support that had a significant effect on case management performance (overall), and institutional support had the greatest effect. The results of multiple regression analysis in which all variables are input simultaneously showed that institutional support and expertise as well as self-efficacy had a positive effect. However, case management work experience, expertise (technology), and autonomy were found to have a negative effect during the stage of case management performance. Conclusions: As a result of the study, it was confirmed that raising the case manager's expertise and support from the institution and organization are important factors to improve the level of case management performance. The research also derived practical ways of reinforcement of case manager capacity, institutional and organizational support, operation of rehabilitation-case management teams, and occupational health-related aspects.

Inspection system which was performed in the past selected the final winning bidder by separating Pre-Qualification, the basic design evaluation and price evaluation. However, turnkey and alternative bidding construction has selected way to determine the successful bidder as the best design and the most low cost method, comprehensive evaluation method (bid price adjustment, design score adjustments, weights standard), the best design and the fixed amount method from january 1, 2010 to the present. Building institutional repositories is known as one of powerful methods for realizing the open access movement. The Korean Education and Research Information Service(KERIS) proposed to organize institutional repositories into a consortium, called 'dCollection (Digital Collection),' composed of 62 universities since 2003. The purpose of this study is to investigate the current state of 40 member universities of dCollection using the evaluation model including 4 categories and 39 indicators , and, based on the survey outcomes, to pinpoint the procedural or performance weak points of the dCollection systems in order to find its customized solutions focusing on the improvement of use and self-archiving rates.
The paper evaluates the Korean science, technology, and innovation policy(STIP) in terms of an individual firm. The firm is Viromed(Ltd), a new technology-based venture company in the field of biotechnology. The case is compared with the 'Hwang Project', which is known as a typical failure case in Korea. In order to evaluate the Korean STIP, we establish 6 areas, which are technological infrastructure, institutional infrastructure, human capital infrastructure, technology market, industrial base, and innovation networks. The study shows that the policy schemes relating with technological infrastructure, institutional infrastructure, human capital infrastructure, and industrial base play a positive role in the start-up, development and innovation of Viromed(Ltd). However, we can hardly find the role of Korean government in fostering the technology market, transferring the technological output to economic performance. Although the international networks with the British, American, and Japanese firms or investors were a key success factor of the growth of Viromed(Ltd), the role of the government in this policy area was not enough. As for the 'Hwang Project', we suggest that the government should consider the possibility of commercialization in choosing R&D projects and determining the size of financial aids. Since the evaluation of the Korean STIP is based on an individual firm, the results of the paper need to be confirmed by a systematic comparison with other cases or industries.

Third, GRI's evaluatees are asked to allocate ideal weights on the performance measures. The evaluatees' weights are compared with the weights of current performance measures, and the characteristics of evaluatees' opinions about current performance evaluation systems are analyzed. Results are as follows; first, six perspectives for Korean GRIs are financial, long-term outcome, short-term outcome, strategic direction, project management, human resources perspectives. second, GRI evaluation systems put the most weights on the long- and short-term outcome perspectives and the least weights on the financial perspective. This result complies with theoretical model: in performance evaluation of GRIs, the customer perspective is the most important one while the financial perspective is the least important one. Third, evaluatees think that the long-term outcome perspective of the Basic-technology GRI group and the short-term outcome perspective of the Applied-technology GRI Group needs more weight. Fourth, it is found that the current systems have more weights on the project management and strategic direction perspectives than evaluatees think. The possible explanation of this result would be that since the measures of these perspectives are relatively easier to set up than those of other perspectives, the current systems contains larger number of measures and, accordingly more weights.

In this study, remodeling projects are perceived as a sustainable urban management policy to boost the value of old apartments and stimulate urban regeneration and development. To evaluate the physical environmental performance of external spaces of remodeled apartments, an evaluation model was developed. After applying it to the target places, the following results were obtained. First, analysis of the external space change index of the target apartments revealed that institutional standards are necessary in line with the building arrangement type, parking lot expansion method, and changes in the building-to-land ratio. Second, the score ratio as to the external space change index performance is as follows: safety (48.30); pleasantness (25.90); convenience (18.90); eco-friendliness (14.90). In other words, "safety" had the biggest score ratio. Third, to boost the external space performance of remodeled apartments, the needs of residents and neighboring environmental plans should be considered from a communality standpoint.
