TOPSIS방법을 이용한 교육서비스품질 우선순위 선정에 관한 연구 (A study on selection of educational service quality's priority with TOPSIS method)

  • This research determined priority of quality improvement of public institution's education service by using ASC for importance and applying Topsis, a multi-standard decision-making method simplifying various attributes and scales of evaluation items and deciding the comparative priority for satisfaction and discussed the differences so as to measure the quality of public institution's educational service and examine the priority of education service' quality improvement. This research classified the characteristics of quality improvement. As a result, it's significant to suggest positive direction and method to improve satisfaction and education service's quality from an angle of demander by analyzing educational satisfaction of education service quality of public education institution and effects on the following improvement.

교육지원청 기록관리 기관평가 개선방안에 관한 연구 (A Study on the Improvement for Evaluation of Records Management Institutions in the District Offices of Education)

  • 본 연구는 교육지원청의 기록관리 기관평가에 대한 문제점을 살펴보고 개선방안을 제시하고자 문헌연구, 설문조사, 심층면담을 수행하였다. 전국 교육지원청 176개 기관의 기록관리 업무담당자를 대상으로 설문조사를 실시(응답율 52.8%)하고 심층면담에 동의한 15개 기관의 기록물관리전문요원과 면담을 진행하였다. 설문 및 면담 분석 결과를 바탕으로 국가기록원 기록관리 기관평가 업무담당자와 면담을 진행한 후, 이를 종합하여 도출된 개선방안을 평가 환경, 평가 주체, 평가 제도적 측면으로 구분하여 제시하였다. 본 연구의 결과는 기관 유형별 특수성을 반영한 기록관리 기관평가를 시행하는데 기초자료로 활용될 수 있을 것이다.

NCS 기반 직업능력개발훈련 기관인증평가를 위한 평가자의 역할과 역량 분석 (Analysis of Evaluator's Role and Capability for Institution Accreditation Evaluation of NCS-based Vocational Competency Development Training)

  • NCS의 성공은 직업능력개발훈련 기관인증평가자의 역할과 역량에 달려 있다. 이 연구는 NCS기반 직업능력개발훈련 기관인증을 위한 평가자의 역할과 역량을 도출하는 데 목적이 있다. 델파이 기법을 적용하여 평가자의 구체적 역할을 다각적으로 탐색하고, 필요한 지식과 기술, 태도 그리고 특성을 도출하여 그 타당성을 검증하고자 하였다. 이를 위해 교육훈련 전문가와 심사평가 전문가를 패널로 선정하여 3차에 걸친 델파이 연구를 진행하였다. 연구 결과, 평가자의 역할은 총 8개로 운영자, 조정 중재자, 협력자, 분석가, 검증가, 기관평가자, 기관컨설턴트, 학습자로 분류되었고, 각 역할에 따른 역량은 총 25개로 도출되었다. 지식 영역은 HRD 지식, NCS 지식, 직업능력개발훈련 지식, 훈련기관인증평가 지식의 총 4개의 역량이 포함되었다. 기술 영역은 갈등관리 능력, 대인관계 능력, 문서작성 능력, 문제해결 능력, 분석 능력, 사전준비 능력, 시간관리 능력, 의사결정 능력, 정보이해 활용 능력, 종합적사고 능력, 직업훈련기관에 대한 이해 능력, 커뮤니케이션 능력, 피드백 능력, 핵심파악 능력의 총 14개의 역량으로 구성되었다. 태도영역은 객관성 및 공정성, 서비스 마인드, 소명의식, 윤리의식, 자기개발, 책임감, 팀워크의 총 7개로 정리됐다. 이 연구의 결과로 도출된 역할과 역량은 평가자가 일정한 요건을 갖추어 공정하고 체계적으로 인증평가할 수 있도록 평가자 대상 교육프로그램을 설계하고 운영하는 데 유용할 것이다. 특히, 평가자의 경험과 역할에 따라 기초교육 및 향상 교육을 실시할 수 있도록 역량별 교육 프로그램을 모듈별로 설계하고, 지속적으로 평가자의 품질을 관리하는 데 기초자료로 활용될 것으로 기대된다.

공공부문의 서비스효율성 측정 및 지수개발에 관한 연구 (A Study on the Development of PSEI and Measurement of Service Efficiency in Public Sector)

  • The customer-driven efficiency evaluation has been in the mainstream of public administration research, since the 1980s. However, there have been relatively fewer efficiency evaluation research in public administration compared to those of public institutions. This paper is to analyze the service efficiency of public sector using Data Envelopment Analysis(DEA). We suggested two stage DEA model to accomplish efficiency evaluation that an operation and performance characteristic of the public institution were reflected and then the number of the government employee and tax expenditure per residents were used as the input elements at the 1st stage and four integrated service dimensions were used as the output elements. At 2nd stage, four integrated service dimensions and citizen's satisfaction were used as the input and output elements respectively. In addition, we suggested PSEI(Public Service Efficiency Index) which showed the efficiency of the public sector using the two stages efficiency result. According to the results for '07, there were no efficient institutions among 15 DMUs and the most efficient public institution was K(0.9150). In case for '08 analysis, there was only one efficient DMU.

  • This Paper examines analytic studies of the evaluation system used for evaluating government-supported R&D Institutes (GSRIs), and designs a new model for analyzing the evaluation system's effectiveness. The analytic models in existing studies use the meta evaluation and balanced scorecard (BSC) models. However, theses studies focused on the structure and elements of the evaluation system for examples, the appropriateness of the elements within the evaluation system and the balance of the evaluation index. Accordingly, the effectiveness of the GSRI evaluation system, that is, the evaluation's influence on GSRI performance improvement was not analyzed. This study uses the institution theory and contingency theory perspectives as related to government organization management to develop an analytical model of GSRI evaluation system effectiveness. The new model proposes an analytical approach for improving the effectiveness of the GSRI evaluation system in an institutionalized environment.

Prescription of Systemic Steroids for Acute Respiratory Infections in Korean Outpatient Settings: Overall Patterns and Effects of the Prescription Appropriateness Evaluation Policy

  • Objectives: The objective of this study was to identify individual and institutional factors associated with the prescription of systemic steroids in patients with acute respiratory infections and to investigate the role of a policy measure aimed to reduce inappropriate prescriptions. Methods: We used data from the National Health Insurance Service-National Sample Cohort from 2006 to 2015 and focused on episodes of acute respiratory infection. Descriptive analysis and multiple logistic regression analysis were performed to identify individual-level and institution-level factors associated with the prescription of systemic steroids. In addition, steroid prescription rates were compared with antibiotic prescription rates to assess their serial trends in relation to Health Insurance Review and Assessment Service (HIRA) Prescription Appropriateness Evaluation policy. Results: Among a total of 9 460 552 episodes of respiratory infection, the steroid prescription rate was 6.8%. Defined daily doses/1000 persons/d of steroid increased gradually until 2009, but rose sharply since 2010. The steroid prescription rate was higher among ear, nose and throat specialties (13.0%) than other specialties, and in hospitals (8.0%) than in tertiary hospitals (3.0%) and other types of institutions. Following a prolonged reduction in the steroid prescription rate, this rate increased since the HIRA Prescription Appropriateness Evaluation dropped steroids from its list of evaluation items in 2009. Such a trend reversal was not observed for the prescription rate of antibiotics, which continue to be on the HIRA Prescription Appropriateness Evaluation list. Conclusions: Specialty and type of institution are important correlates of steroid prescriptions in cases of acute respiratory infection. Steroid prescriptions can also be influenced by policy measures, such as the HIRA Prescription Appropriateness Evaluation policy.

  • 본 연구에서는 기술이전과 매매기준을 제공할 수 있는 차원에서 개별기술의 가치평가 모델을 제시하고자 한다. 개별기술 가치평가는 정부. 정책시행기관. 기업 등에서 시급히 해결해야할 과제로 인식되어야 하며 기술평가방법 수단의 객관화. 기술평가의 전문가 양성ㆍ축적, 기술평가기관의 전문화, 공신력 확보, 기술평가결과의 활용 확대 등 개별기술평가제도의 정착이 필요하다. 또한 기술거래소의 설치 운영이 필수적이라는 사고가 정착되어야 한다.

Median Rank를 이용한 연구인력 평가 시스템 (Development of Research Personnel Evaluation System Using Median Rank)

  • Median rank is used to systemize the evaluation of research personnel in a research institution. Suggested evaluation system is purposed to enhance the fairness, distinguish the factors of evaluation and maximize the synergy of researchers. The factors of evaluation are largely divided into the subjective and the objective factor. The final rank of the researchers is determined with the converted median rank value. The propriety of applying median rank is tested by Spearman's rank correlation coefficient. We also suggest the method of determining the rank of researchers. This evaluation system is not fixed in special case but can be changed in situation. It also can be applied to any other personnel evaluation system through the appropriate revision.

Present Practice and Perspective of Evaluation and Surgery for Temporal Lobe Epilepsy

  • Surgery for temporal lobe epilepsy refractory to medical treatment is a promising treatment option. After a short overview on historical developments in this field, we describe the present practice of presurgical evaluation and resection strategies as practiced at our institution and review the corresponding publications from other centers. We try to delineate major future developments for surgical therapy of temporal lobe epilepsy, as they can derived from present trends.
